PZC delays action on senior housing zone change
Four North Haven volunteer firefighters were sworn in Jan. 29 at the Company No. 4 station. From left: Will Rothfuss, John Pine, Nick Husband and Keith Pascale. | Bailey Wright, The Citizen
Volunteer firefighters sworn in Four volunteer firefighters stood together with their right hands raised and recited an oath as friends and family smiled and snapped photos. The four were recently sworn in as “full fledged” volunteer firefighters by Board of Fire Commission Chairman Pasquale Nuzzolillo. Will Rothfuss, Keith Pascale and John Pine will join Montowese Volunteer Company No. 2, while Nick Husband will join Northeast Volunteer Company No. 4.
“We are truly blessed to have them volunteer ...,” Nuzzolillo said during the Jan. 29 ceremony at the Company No. 4 fire station on Route 5. “… the volunteers are a critical component of the town of North Haven.” Rothfuss, 38, said it is a goal he has been working toward for years. He completed his Firefighter 1 course through Gateway Community College and plans to pursue EMT and Firefighter 2 courses. “I've been a part of the community my entire life, so being able to help out … help people I
know, help people I don't know … just instills pride in my town,” Rothfuss said. Fire Chief Paul Januszewski said the volunteers sworn in have been volunteering for the department as probationary members until they passed the Firefighter 1 course. “(We’re) looking forward to having you stick around for a number of years,” Januszewski said to the new volunteers.
The Firefighter 1 course requires about 120 hours and certifies people to perform interior firefighter functions.

The Planning and Zoning Commission Monday tabled a zoning change for Clintonville Road that would enable new senior housing apartments on the current Pieper’s Farm property.
Lee said the apartment complex would not exceed 120 units, per regulations, and would be rentals only available to people 55 and older. He said that based on his clients’ discussions with the first selectman’s office, there is a need for more senior housing in town.
The commission closed the public hearing portion of the application at its regular meeting, but decided to table the final verdict for next month’s meeting in order to gather more information addressing concerns that another apartment development in town would put too much strain on the town’s emergency services. The zone change application filed by Attorney Timothy Lee, who is representing Vigliotti Construction, asks the commission to rezone Pieper’s Farm for elderly housing. The 13.3 acre property at 343 Clintonville Road is
Vigliotti Construction also owns Tuscan Villa at 401 Clintonville Road, an elderly senior living complex directly adjacent to the proposed property. Two other elderly housing facilities are located on the road, including Regency Meadows and Stevens Woods. About seven parcels are identified as elderly housing zones across town, according to property records.

Gunn was also a member of the New Haven Chorale and sang in many notable shows, according to his obituary.
He enjoyed ice dancing, doing crossword puzzles and was an “excellent” cook, a “voracious” reader and a fan of the Red Sox and Patriots.
He is survived by his wife of 33 years, Betsy Schumacher Olsen Gunn, his son, William Harlow Gunn, and many grandchildren.

WALLINGFORD — Officials from each of the five municipalities under contract to send trash to Covanta Energy's Wallingford transfer station are debating whether to renew that contract, a decision that’s due this summer.
Representatives of the five towns, who all send their trash to the 10-acre transfer station on South Cherry Street, met Tuesday to discuss a five-year renewal option. The option would start in 2020, but municipalities must notify Covanta of their decision by June 30, according to North Haven First Selectman Michael Freda.
As Wallingford, Meriden, Cheshire, North Haven and Hamden officials consider options, they have also learned from Covanta that the compa-

In his obituary, Gunn is described as good-natured and having a great sense of humor, which was never lost.

“When I think of my time at Temple Street School, Mr. Gunn stands out for sure,” said Kelley Regan O’Brien, a former student from his fifthgrade class. “He, along with several of his Temple Street colleagues, inspired me to become an elementary school teacher.”
Other Facebook commenters spoke of Gunn’s everlasting zeal for teaching and his tactics for making learning accessible to kids.
He was the music director of the Hamden Festival Chorus for almost 20 years and became the music director and conductor of the American Union of Swedish Singers, which took him to music conventions and concerts across the country. The Swedish government presented him with three medals to honor his service.

Gunn earned a bachelors degree in music education from Western Connecticut State University and masters and sixth-year degrees from Southern Connecticut. 1272126
Since retired North Haven teacher Ernest Gunn’s death last month, former students have taken to Facebook to share memories of the man.
O’Brien said one of her strongest memories of Gunn’s class was when they covered the stock Gunn market and got to use pretend money.

1. To qualify for this offer, you must have a new or existing Platinum Savings account and enroll the account in this offer between 01/21/2019 and 03/22/2019. This offer is subject to change at any time, without notice. This offer is available only to Platinum Savings customers in the following states: CT, DC, DE, FL, GA, MD, NJ, NY, SC and VA. In order to earn the Special Interest Rate of 2.08% (Special Rate), you must deposit $25,000 in new money (from sources outside of Wells Fargo Bank, N.A., or its affiliates) to the enrolled savings account and maintain a minimum daily account balance of $25,000 throughout the term of this offer. The corresponding Annual Percentage Yield (APY) for this offer is 2.10%. The Special Rate will be applied to the enrolled savings account for a period of 12 months, starting on the date the account is enrolled in the offer. However, for any day during that 12 month period that the daily account balance is less than the $25,000 minimum, the Special Rate will not apply and the interest rate will revert to the standard interest rate applicable to your Platinum Savings account. As of 12/10/2018, the standard interest rate and APY for a Platinum Savings account in CT, DC, DE, FL, GA, MD, NJ, NY, SC and VA with an account balance of $0.01 to $99,999.99 is 0.03% (0.03% APY) and with an account balance of $100,000 and above is 0.05% (0.05% APY). Each tier shown reflects the current minimum daily collected balance required to obtain the applicable APY. Interest is compounded daily and paid monthly. The amount of interest earned is based on the daily collected balances in the account. Upon the expiration of the 12 month promotional period, standard interest rates apply. Minimum to open a Platinum Savings account is $25. A monthly service fee of $12 applies in any month the account falls below a $3,500 minimum daily balance. Fees may reduce earnings. Interest rates are variable and subject to change without notice. Wells Fargo may limit the amount you deposit to a Platinum Savings account to an aggregate of $1 million. Offer not available to Private Banking, Wealth, Business Banking or Wholesale customers. 2. Annual Percentage Yield (APY) is effective for accounts opened between 01/21/2019 and 03/22/2019. The 11-month New Dollar CD special requires a minimum of $25,000 brought to Wells Fargo from sources outside of Wells Fargo Bank N.A., or its affiliates to earn the advertised APY. Public Funds and Wholesale accounts are not eligible for this offer. APY assumes interest remains on deposit until maturity. Interest is compounded daily. Payment of interest on CDs is based on term: For terms less than 12 months (365 days), interest may be paid monthly, quarterly, semi-annually, or at maturity (the end of the term). For terms of 12 months or more, interest may be paid monthly, quarterly, semi-annually, or annually. A fee for early withdrawal will be imposed and could reduce earnings on this account. Special Rates are applicable to the initial term of the CD only. At maturity, the Special Rate CD will automatically renew for a term of 6 months, at the interest rate and APY in effect for CDs on renewal date not subject to a Special Rate, unless the Bank has notified you otherwise. Due to the new money requirement, accounts may only be opened at your local branch. Wells Fargo reserves the right to modify or discontinue the offer at any time without notice. Offer cannot be combined with any other consumer deposit offer. Minimum new money deposit requirement of at least $25,000 is for this offer only and cannot be transferred to another account to qualify for any other consumer deposit offer. If you wish to take advantage of another consumer deposit offer requiring a minimum new money deposit, you will be required to do so with another new money deposit as stated in the offer requirements and qualifications. Offer cannot be reproduced, purchased, sold, transferred, or traded. 3. The Portfolio by Wells Fargo program has a $30 monthly service fee, which can be avoided when you have one of the following qualifying balances: $25,000 or more in qualifying linked bank deposit accounts (checking, savings, CDs, FDIC-insured IRAs) or $50,000 or more in any combination of qualifying linked banking, brokerage (available through Wells Fargo Advisors, LLC) and credit balances (including 10% of mortgage balances, certain mortgages not eligible). If the Portfolio by Wells Fargo relationship is terminated, the bonus interest rate on all eligible savings accounts, and discounts or fee waivers on other products and services, will discontinue and revert to the Bank’s then-current applicable rate or fee. For bonus interest rates on time accounts, this change will occur upon renewal. If the Portfolio by Wells Fargo relationship is terminated, the remaining unlinked Wells Fargo Portfolio Checking or Wells Fargo Prime Checking account will be converted to another checking product or closed.

Thanks to donations, NHFD has some new equipment By Bailey Wright The Citizen
The North Haven Fire Department held a small gathering Thursday morning, Jan. 31 to thank more than 20 donors for their contributions of over $40,000, which allowed the department to acquire a brand new drone, off-road utility vehicle and trailer.
Board of Fire Commissioners member Peter Criscuolo led the fundraising effort, but said it was only possible with great teamwork from donors and town officials. Fire Chief Paul Januszewski said this new equipment puts the department in a position of setting the standard for other fire companies around the state.
AFFORDABLE
“We have really revolutionized our rescue operations here. We can find somebody from the air and get them on the ground, and that’s something that’s very unique to the fire service, especially in this area,” Januszewski said. Some of the donors included Ulbrich Stainless Steels and Special Metals, Inc., Sims Metal Management, North Haven Funeral Home, Hard Hat Cafe and JFA Management.

It’s budget season – please get involved By Sally J. Buemi
I was just thinking about the current budget season. The budget process bursts forward in January and grinds along until the budget referendum in May. In the next few months, I will do my best to keep you informed and to offer my opinions. But if you care about your checkbook, you must do some of the work yourself, and watch the meetings and participate if you can.

We must do something about this track. I will have much more to say about the fire department in the near future. Like last year, the fire department will be a focal point of this year’s budget season because of the requests for more trucks, and, most importantly, more personnel. But let’s get back to the track for a minute. It wasn’t until the Public Works budget workshop that I finally realized that the building committee failed in its obligation to provide a new track.
To be fair, in the past, I have commended the committee, overall, for this project. There is a lot to be proud of at our new middle school, and the committee members, all volunteers, worked hard. But with any major building project, there are always problems. The gym floor is a big one, and I’ve seen duct tape on the stairs of the new central staircase. This $70 million project had a significant contingency percentage built in to cover unforeseen issues. The building committee’s failure to provide for the new track, as promised, should be unacceptable to the taxpayers of North Haven. As always, if you have any comments, reasonable criticisms, or suggestions, feel free to contact me at sbuemi5@comcast.net.

He said an increase in emergency services’ resources is something everyone would like to see, but it shouldn’t be a factor in positive economic development. He spoke in favor of the zoning change. Vice Chairman Ronald Penton expressed similar confusion as to whether the commission should have any role in how the town deals with emergency services, but recommended Carlson speak with town officials to get more expert opinions. Penton said how the town plans to respond to the fire department’s appeal for increased personnel and equipment would be a factor in his final decision. “Taking that concern off the table, I happen to think the location of this application is a relatively good one,” Penton said. He said he doesn’t have a problem with turning it into elderly housing, but would like to see a certain percentage deemed affordable housing.

Other commissioners expressed a desire for the commission to consider the impact applications may have on emergency services.
