Police chief presents ‘very lean’ budget Police Chief Tom McLoughlin presented his department’s proposed 2019-20 budget last week, which shows an increase of 0.45 percent in operating expenses.

When Nicholas Raccio’s friends were able to secure him the Purple Heart, they decided to surprise him with a ceremony at Hard Hat Cafe.

Raccio served in the Marines from 1951 to 1953. He remembers being drafted into the service at 21 and being enlisted in the Marines after no one volunteered. He was hoping to stay with his friends in the Army instead, but is happy with how it turned out.

Man withdraws lawsuit against town, officer A local man has withdrawn a lawsuit against the town and a police officer. The withdrawal was submitted Feb. 14 by Balzano & Tropiano PC, the law office representing New Haven resident Jose Santini, who started legal action against the Town of North Haven and Officer James Brennan last August.

I support additional fire department personnel, but not the original 16 total new positions requested by the fire chief. And I have definite ideas about how additional personnel and fire apparatus should best be utilized. Also, because residents have endured many tax increases during the Freda years, I strongly advocate for the most fiscally prudent solutions. Throwing money at a problem is not necessarily the best first step when so many of our citizens are already at the breaking point. I want to focus on how and when these two new positions were created. First, you must understand one fact: The budget that passed at the May 2018 referendum for the current fiscal year did not include any new fire positions. None. The chief made an impassioned plea for more firefighters, but the BOF put zero in the budget.

The Fire Commission rejected this daytime shift idea. The union refused to amend their contract to allow such a shift. The chief and Fire Commission responded by demanding two new firefighters to serve on one of the four existing shifts – working one 24-hour day then three days off. Mr. Freda authorized this hiring because, as he said, he must listen to the experts. The process of adding these two positions in mid-fiscal year is improper. Voters approved a budget with 32 firefighters. Now there are 34. Mr. Freda points to the $140,000 line item to fund these positions. But that money was for the study group’s recommendations. The study group did not recommend this specific hiring plan. Not even close. Mr. Freda said he must rely on the experts. But last budget season, these same experts asked for eight new firefighters for the 18/19 fiscal year. But the BOF gave them no funding for additional personnel in the fire department budget. The experts didn’t matter much back then. So what changed? And now these two new positions are there, and you, the voters, had no say in the matter. These two positions came in through the back door, and I don’t like it. Do you? The writer is a North Haven Selectman.

Next, you must understand that in April of 2018, Mr. Freda formed a study group to evaluate the needs of the fire department and make recommendations for improvements. This group had four members: the fire chief, the finance director, and two BOF members: Mr. Hallahan, a Democrat, and Mr. Monico, the Republican BOF chairman. A special line item was included in the budget, $140,000 set aside for “safety issues.” This line item was not in the fire department budget. It was designated to fund the recommendations of the study group.

Fast forward to November 2018, when Mr. Hallahan and Mr. Monico issued a report with about 27 recommendations for the fire department. After exhaustive research, the only recommendation for personnel was to hire two firefighter/paramedics to work on a Monday to Friday, daytime shift only. I advocated this idea last year. All of our current firefighters work in four shifts, with eight men per shift, working 24 hours, then three days off.

Meriden woman sentenced in crash that killed child By Lauren Sellew Record-Journal staff

NORTH HAVEN — A Meriden woman was sentenced to probation after pleading no contest to negligent homicide and reckless endangerment charges stemming from a 2016 crash that resulted in the death of a 6year-old. Lexsis Walters, 25, of 44 Sophia Court, pleaded no contest Thursday, Feb. 21 to negligent homicide with a motor vehicle and two counts of first-degree reckless endangerment. During an appearance in Meriden Superior Court she was sentenced to a suspended prison sentence of 2½ years and 3 years of probation. On Christmas Day 2016, Walters was driving on

Interstate 91 south near exit 12 when she lost control of the pickup truck she was operating. The car flipped twice, crossed the median of the highway and came to a stop on the northbound side, according to her arrest warrant.

A 6-year-old passenger was ejected from the truck and died three days later at the hospital, the warrant said. A second child suffered minor injuries in the crash, and a third child was not injured. Dream Big! competition State Treasurer Shawn T. Wooden has launched the 2019 Dream Big! college-savings competition that will award up to $1,000 each to 48 students in grades K-8. Four students will be awarded a grand prize of $1,000, while the others will be awarded $500. A total of $26,000 will be awarded statewide in the form of a contribution to a new or existing CHET account. The competition asks students to use a creative outlet, in the form of a drawing or essay, to answer the question: “What do you want to be when you grow up?” Kindergarten through third grade students are asked to share artwork depicting what they want to do after they go to college. Fourth through eighth grade students are asked to answer in a 250word essay how they will change the world after college.
