District responds to incidents of intolerance By Bailey Wright The Citizen

After incidents of racial bias and religious intolerance became more frequent within the school district, administrators and students partnered to promote inclusivity through diversity and leadership training. bid from Kenvo Floor Co. Inc. to replace both the main and auxiliary gym floors. Work is expected to start June 18 and be completed by Aug. 2.

After moisture underneath the middle school’s gymnasium floors caused shrinkage and gaps, town officials determined a full replacement is necessary. Construction is slated to take place this summer.

“We feel it's important that we leave the school in as perfect condition as possible,” committee chairman Gary Johns said on Monday.

Last week, the Board of Education Middle School Building Committee accepted a

During the process, the building committee elected to resurface the gym floors rather than doing a full replacement of the almost 60year-old floors. See Floors, A6

“There’s just been some incidents of racial insensitivity around our district. We’re doing our best to address that and be proactive, but also reactive,” said Superintendent of Schools Patrick Stirk. “We want to make sure our kids are comfortable in our schools and have a voice if they do feel uncomfortable,” he said.

Stirk said staff would be making it clear to students that they will be held accountable for disrespectful or hateful speech. Administrators are also planning positive messaging to help promote a more accepting school culture.

When a town man was apprehended last November for a bank robbery, police thought he looked familiar. Further investigation revealed he matched the description of a suspect in an armed robbery of an Exxon gas station that had been left open and unsolved after police wrongly arrested a different man and the charges were dropped. Police identified Bryan Wolfe, 28, as a new suspect in that case after he was arrested for a robbery at TD Bank, 90 Washington Ave., on November 15, 2018. Around 8:30 a.m. on Nov. 15, police responded to 90 Washington Ave. for a reported bank alarm, as well as reports of a suspicious man in the area. Wolfe was apprehended in his vehicle

after engaging officers in a short pursuit. Wolfe was found in possession of the stolen Wolfe bank money, matched the suspect’s description, and was identified by bank personnel, according to police. He reportedly confessed to committing the robbery and was charged with second-degree robbery, first-degree threatening, fifth-degree larceny, engaging officers in pursuit and reckless driving. During the investigation, several officers began to suspect Wolfe as the individual involved in the Exxon robbery, based on still photographs of the suspect from video surveillance of the incident. While interrogating

him about the TD Bank robbery, officers asked if he had committed any other crimes in town and he reportedly confessed to the Exxon robbery as well, laying out details that were not known to the general public. “Upon viewing still photographs of the suspect taken from Exxon video surveillance the assigned immediately believed that Wolfe was the individual whom we were trying to identify in this investigation,” the arrest warrant said. Video surveillance and interviews with the victim show the suspect entering the Exxon Gas Station, 77 Washington Ave., around 9:30 a.m. on January 18, 2018, walk around the store, and approach the checkout counter and hand the attendant a note. The 11-month New Dollar CD special requires a minimum of $25,000 brought to Wells Fargo from sources outside of Wells Fargo Bank N.A., or its affiliates to earn the advertised APY. Public Funds and Wholesale accounts are not eligible for this offer. APY assumes interest remains on deposit until maturity. Interest is compounded daily. Payment of interest on CDs is based on term: For terms less than 12 months (365 days), interest may be paid monthly, quarterly, semi-annually, or at maturity (the end of the term). For terms of 12 months or more, interest may be paid monthly, quarterly, semi-annually, or annually. A fee for early withdrawal will be imposed and could reduce earnings on this account. Special Rates are applicable to the initial term of the CD only. At maturity, the Special Rate CD will automatically renew for a term of 6 months, at the interest rate and APY in effect for CDs on renewal date not subject to a Special Rate, unless the Bank has notified you otherwise. 1,2. time it was built,” said Joe Banks of Perkins Eastman at the April 8 committee meeting.

That decision was made with the budget in mind, and with input from contractors who said the floors were still in good condition. The resurfacing cost about $125,000 and was done by Kenvo Floors Co. Inc. “It’s one of those things, the hindsight is 20/20,” Johns said about choosing to resurface instead of replace the gym floors. “I think we still made the right decision at the time.” Since then, it was determined by a consultant that environmental conditions caused the floor boards to shrink, creating gaps. “Obviously there’s no complete certainty, but what we believe happened is that there had been a reservoir of moisture underneath that floor, probably since the

That moisture dried after an exterior wall was resealed, causing wood that had expanded with the moisture to shrink without it. Banks said to prevent the same thing from happening, contractors will grind down the concrete pad, place sealer underneath the wood and have a proper seal on the outside. From there, it will also be a combination of keeping the gym properly conditioned and sealed from outside water. The floor will be replaced with sustainable maple pine flood and restriped. The bleachers will be removed for the process, then reinstalled by the company that originally put them in place. Johns said the floors’ current condition is substandard, but still safe for use. “It’s just not a good quality HIC. 0638839 S – 6052 B-2991

of play, but what they’re doing for gym play, it’s perfectly adequate,” he said. Johns said unless something unanticipated arises, this should be the last big project the committee tackles. There are still projects on the committee’s list, but those are on a smaller scale. Johns said the committe won’t know if there’s enough money left to work on the surface of the track adjacent to the school until the gym floors are finished and other projects are settled. “Our hope is always to have enough money to resurface the track,” he said of the funding. “At this point, it looks like it’s probably too close to call.” According to Charles Warrington of Colliers International Project Management, after the gym floor replacement, roughly $150,000 will be left in the building committee’s reserves. However, that number is just an estimate. The town’s public works department has also looked into refurbishing the track, but it has not yet been determined who will take on the project and when. “It’s within our scope of work and we certainly want to do it, but if the town wanted to take it on as a project they certainly could too,” Johns said.

Letters to the Editor Realistic budget needed To the editor: Town departments have in common their “need list” and their “wish list” and sometimes get them confused. Nobody wants to cut back needed services, especially emergency and protection services, but we have to control our expenses and deal solely with what is actually needed in town.

How are the vehicles being used? AMR is being replaced by a town “in-house” emergency response team? That change will result in additional town personnel. What savings would be made? We should create a personnel schedule that accommodates realistic coverage per shift and train existing manpower as paramedics. The volunteer firemen should be supported.

Our population has increased roughly 1,500 peoThe fire department wanted ple in the last 40 years. Forty eight new firefighters before years ago, we were a manufacturing, commercial and and an additional eight in residential population. I the following budget. Also, services and the additional money needed to support we are already paying for a replacement truck. Now they these expansions. want another truck.

We have to look at the whole picture. We cannot afford more taxes. And the town’s response to expansion and increased costs cannot rely on hoped-for revenue. Yes, we have Amazon and are striving to fill up empty commercial buildings in town and create new business, but this projected revenue is not revenue yet and we still have big-time obligations to pay for. Relying on the state for additional revenue is just gravy and not accountable revenue. Our budgets have to be a lot more realistic. Expansion of departments is dangerous, and more scrutiny has to be applied. If we approve a budget with even a partial “wish list” included, then get used to opening your wallet wider.

Bacteria can get into the cloth bags not only from the produce itself or from drippings of produce but also from the bacteria on the packaging. So it's recommended that bags used specifically for shopping are washed after each use

“It's been more common a little bit lately and we're just trying not to let what's going on outside in the world affect what happens inside of the school, and keep the school a safe environment and an accepting environment and an encouraging environment,” Burns said. Last week, youth motivational speaker A’ric Jackson visited the high school to put on two class-wide assemblies and run a multiday leadership seminar for a select group of students. Burns said Diversity Team members attend Jackson’s annual conference in Canada, and when the team decided to do something to address the recent incidents, they thought of him. “He's just relatable and you can connect with him … he gives us these experiences that just empower us and make us believe in ourselves,” Burns said. Even students Burns didn’t expect to be moved by Jackson’s message left the talk impacted, she said.

Jackson travels the world to “teach, inspire and encourage” young people to help others and pursue their goals and dreams, according to his website. His current speaking programs include how to live through action instead of fear, and anti-bullying tactics. Burns and Stirk both expressed their desire to see these conversations continue. “To give everyone this opportunity would be monumental,” Burns said.

On the BOE side of the ledger, the increase is 2.9 percent. The Board of Finance did not cut anything from the BOE’s initial budget request. In my opinion, this is a bit unusual. In typical years, we have seen the BOF make one, or even two cuts in the BOE budget during the budgetary process. Such cuts are business as usual. See Buemi, A11

While there are no current plans for Jackson to return to North Haven, the State Educational Resource Center will help run future trainings for teachers and students, specifically at the elementary schools. Students will be led through discussions about how to accept others’ differences and speak up if they hear comments that make them uncomfortable. ‘Big Mike’ car show returns May 4 By Lauren Takores Record-Journal staff

Wallingford — This year’s “Big Mike” car show is back will benefit the Connecticut State Police Training Academy. The annual event is held in honor of auto mechanic Michael Jung, who was struck and killed while walking along Route 22 in North Haven in March 2015. The car show is scheduled for 10 a.m. to 3 p.m. on Saturday, May 4 at Masonicare, 22 Masonic Ave. Darrin Magro, a retired state trooper, organized the

first “Big Mike” event in 2015, and a second event occurred the following year. There was no car show in 2017, but the event was revived last year. In past years, proceeds went to Jung’s daughter, Amanda Jung, to help pay for college. She has since graduated, according to a statement from Magro. This year, proceeds will be used to purchase equipment to benefit state police instructors “to improve their training platform for new recruits and recertification training for patrol troopers.”

Curbside bulk pick-up scheduled First Selectman Michael J. Freda announced that the Department of Field Operations will provide a two-week collection program for bulk items the last two full weeks of April. Residents can place items at the curb by 5 a.m. on their designated trash collection day.

R213809v2

The North Haven Trail Association and the North Haven Historical Society, are responding to requests from new and long-time residents to visit and hear stories about the cottages from the 1920s, beaches, snack shack and recreation on the Quinnipiac River and how it turned into Banton Street.

Bulk items include large upholstered items (sofas, chairs, mattresses, box springs, love seats, sectionals and reclining chairs); appliances or “white

goods” (washers, dryers, refrigerators, ranges, and dishwashers) and scrap metals (curtain rods, bicycles, metal tables, metal ladders, lawn mowers, metal grills, air conditioners, etc.). Note that wood items are not considered bulk. Wood items, including wooden chairs, tables, bookcases, etc., can be incinerated and therefore are picked up along with weekly curbside sanitation collection as long as wooden pieces are

smaller than four feet. Electronics such as televisions, stereos, computers, copiers, fax machines, etc., must be brought to the Recycling Center, located on Elm Street, adjacent to the North Haven Racquet Club. By law, electronics must be recycled. Further information on the semi-annual curbside bulk pick-up program may be obtained by contacting the Department of Field Operations at 203-239-5321, ext. 410.

In connecting to this year’s national theme, "Languages Are the Key to the World,” students participated in a poster design contest, and their works adorned the walls of the school cafe and auditorium.

I gave the BOF a list of approximately $800,000 in spending cuts, and I urge the BOF to look even harder for further cuts. This would result in a tax decrease. That’s right – a decrease.
