PZC approves zone change to allow senior housing By Bailey Wright The Citizen

“Because of the fact that at least my questions were answered from both the first selectman and the fire (chief ) saying the fire (chief ) no longer has any concerns, I will make a motion to approve this application,” vice chairman Ron Penton said during the meeting. The zone change application filed by attorney Timothy Lee, who is representing Vigliotti Construction, asks the commission to rezone Pieper’s Farm for se-

Family-friendly Earth Day event Saturday By Bailey Wright The Citizen

The Planning and Zoning Commission Monday narrowly approved a zoning text change which will allow more senior housing on Clintonville Road. The commission had previously delayed the decision to consult with town safety officials about how a potential new housing complex would affect emergency services. With insight from First Selectman Michael Freda and Fire Chief Paul Januszewski gathered, the commission voted 3 to 2 on April 1 to approve the text change.

The Conservation Commission will hold its 11th annual Earth Day resource fair on Saturday, April 6, with more than 40 environment-related groups participating. The “celebration” will be from 10 a.m. to 2 p.m. at the high school, 221 Elm St. Admission is free.

Lee said his client intends to build a new housing complex, which would not exceed 120 apartments and would be available to those 55 and older. Vigliotti Construction also owns Tuscan Villa, 401 Clintonville Road, a senior housing complex adjacent to Pieper’s Farm. The commission closed a public hearing on the text change application at its February meeting due to concerns that the fire department — which has been vocal about not having adequate resources — would be stretched too thin by another multiplestory apartment complex in town. “I think we all know that what we do has a great impact on emergency services ... so I think

“We want to get a lot of people there,” commission chair Hugh Davis said. He said their goal has always been to offer resources so “people can know better what's going on in town and in the area and hopefully become involved in some of these organizations.” Davis said there will be food trucks, along with many local, state and national organizations set up with informational posters and games. Meigs Point Nature Center will bring reptiles and animals, and owls and other birds rescued by A Place Called Hope will be available to look at and learn about. The program also plans to have a local beekeeper – bees included – and baby goats, too. The event also will feature art work from local students and a Nissan Leaf electric car will be on display. The commission will hand out reusable grocery bags and packets of seeds, as well. “There are so many groups that are coming back and they change their exhibits from year to year,” Davis said. Exhibits cover a wide range of topics, including recycling, energy efficiency, climate

This budget also does not cut any services and actually enhances our service model to our residents. There Freda are upgrades in our 911 emergency dispatching system, enhancements to our public safety departments, this budget fully supports education, this budget also makes 100 percent of our pension obligations, it upgrades some of our equipment in our public works department and this budget also reinvests back into Information Technology to continue to deliver quality services to our residents.

There are several reasons why we can continue to improve the town and not raise taxes and they are as follows :

nicipality can achieve. This allows us to do things like build a new middle school and renovate our outdated police department by bonding at the lowest interest rates possible.

A Wallingford man was arrested last February in connection with the Exxon robbery, but police said his case was later dismissed. Police believe Wolfe acted alone. Wolfe was released after posting $50,000 bond and is scheduled to appear in Meriden Superior Court on April 18. — Bailey Wright

Freda From A7

3. We have had a great deal of success in growing our grand list through bringing in new businesses to North Haven. This year, our grand list has grown 2.8 percent, which has created over $2.3 million in incremental revenue for the town. Grand list growth is a critical part of the financial health of a municipality.

soon-to-be unveiled new police department by creating a debt reserve fund through the dollars that we received from bond premiums that were paid from financial companies who were aggressively bidding on our municipal bonds because we are so highly rated. As we move forward, we will continue to balance budgets, we will continue to achieve cost savings every fiscal year which may contribute to a surplus that will enhance our rainy day fund. I can also say with 100 percent certainty that we will continue to grow our grand list through bringing in new businesses, because I am

personally involved with every economic development project in town.

Municipal notice

I hope you will agree that to have no increase in taxes and to continue to improve the town by reinvesting in infrastructure upgrades, and growing the grand list every year, is a good position for a municipality to be in.

Refuse collection for the week of April 15 will remain unchanged. Refuse will be collected on Good Friday, April 19. The Transfer Station on Universal Drive and the Recycling Center on Elm Street will be open on Good Friday.

I hope that you will come out and support this budget at our town wide referendum on May 21. The future of North Haven is very bright!

Johns, assessor, Town of North Haven. All properties that are rented or leased, including commercial, retail, industrial and residential properties,

except “such property used for residential purposes, containing not more than six dwelling units and in which the owner resides” must complete this form. If a non-residential property is partially rented and partially owner-occupied this report must be filed. If the property is 100 percent owner-occupied, re-

port only the income or expense items associated with occupancy of the building and land. Income and expense relating to your business should not be reported. The information filed and furnished with this report will remain confidential and is not open to public inspection. Any information related to the actual rental and operating expenses shall not be a public record and is not subject to the provisions of Section 119 (Freedom of Information) of the Connecticut General Statutes. Any owner of rental real property who fails to file this form (or files an incomplete or false form with intent to defraud) will be assessed a 10 percent increase in the assessed value of such property. Forms have been mailed but are also available at northhaven-ct.gov or from the Assessor's Office, 18 Church St., North Haven.

we need to be cognizant of that,” said commission member Theresa RanciatoViele at the February meeting. If “we keep adding senior housing, it adds to our paramedic calls, it adds to fire calls. I'm worried about that.” After these concerns were expressed to the first selectman and fire chief, both responded in writing that the commission did not need to base its decision on those concerns. In the letter, Freda explained that he reviews calls for service numbers and projected changes with Januszewski every year. Due to the most recent projections, the town plans to add two additional new firefighters to the department in this fiscal year and two more each year for the next three years. “My goal is to continue to bring new development into town for review by the commission which will be designed to deliver incremental revenue to help pay for additional resources to improve the town,” Freda

SUDOKU

wrote in the letter, which was submitted to Carlson on Feb. 27. Commission members said they were satisfied with these answers from Freda, which Januszewski said he agreed with. Ranciato-Viele and member James Giulietti still voted against the zone change, citing opposition to the location and lack of affordable housing. Lee previously agreed to offer up to 10 percent of the units affordable housing, however, Giulietti said he’d like to see closer to 20 percent. “I'm not in favor of another apartment building, but if you're going to do it, I think a portion of it should be affordable,” Giulietti said Monday. Ranciato-Viele said she knows residents have been asking for affordable housing options for seniors in town and agreed that if elderly housing is going to be built, a larger number of units should be affordable since the market rate is ever-changing. Lee said at the February meeting that if the text change was approved, he expected to return to the commission in about three to six months with a special permit application and site plan, detailing exact plans for development.
