Town leaders request $14 million for capital projects By Kyle Swartz The North Haven Citizen Next referendum, residents will vote on $14 million worth of capital improvement plans, including milling and paving roads, a new public works garage and major renovations to four local firehouses. “The town infrastructure is starting to seriously decay,” said First Selectman Michael Freda at a Sept. 28 town meeting at North Haven High School’s auditorium, during which he and other municipal leaders requested that residents consider the $14 million proposal. “In these tough economic times, people may have a little bit of anxiety about spending for capital items. But, as First Selectman, it is my obligation to present to the resi-

investments because significant amounts of existing town debt will soon come off of the books. Municipalities pay off portions of debt every fiscal year, as part of bonding for large capital projects. In North Haven’s current fiscal year budget, $6,810,334 goes toward debt, including payments on bonds for major projects of the past, such as high school construction and the water pollution control plant. “We have projected that, in future years, our debt service will not go above $6,810,334 if this project is passed. We are retiring major debt from this point forward,” Freda said. “Our debt level would actually decrease by $213,788 in next See Projects, page 6

State approval doubtful for Yale-New Haven Hospital project By Kyle Swartz The North Haven Citizen Yale-New Haven Hospital’s attempt to establish a medical facility with a fullservice emergency room on Devine Street likely will not receive state approval, a major setback for the project. “I received a call from Yale-New Haven Hospital late last Friday,” said First

Selectman Michael Freda on Sept. 27. “At this point it’s still unofficial, but it looks like it will be officially announced this week that they will not approve it.” Since 2010, Freda and YaleNew Haven have been working on the project, which would include a 12-room emergency services depart-

In their first home game of the 2011 season, North Haven High School (NHHS) varsity football bested Hamden 28-25 on Sept. 23. Both teams scored a touchdown in each of the contest’s four quarters of play, but Indian special teams player Jake Scafariello went 4-4 on his extra point kicks, while Hamden converted only 1-4, which proved to be the difference. New camera club to offer education and social activities By Kyle Swartz The North Haven Citizen

North Haven Camera Club’s founder Rich Ziemba formed his new organization to offer residents opportunity to meet people, learn more about the art of Ziemba photography and improve picture-taking abilities. “The club will bring people together who have an interest in cameras,” Ziemba said. “I want to make it a social thing, where people can get together as friends. I will also bring in guest speakers who

ba, a North Haven resident and former owner of a fullservice advertising agency. On Sept. 26, the club held its first meeting, with seven prospective members in attendance. “In the first couple of meetings we’re going to focus on the basics of photography. Then we’re going to move on to more advanced stuff by 2012,” Ziemba said. “This is not a camera course.

We’re going to give people the basics, and then they’re on their own.” Participants are expected to utilize digital single-lens reflex (SLR) cameras, which are professional-grade de-

vices. Unlike more mainstream “point-and-click” cameras, SLR units allow users to manually adjust

Bicycle Helmet Safety program The North Haven Professional Firefighters Association, IAFF Local 2987, will be giving free bicycle safety helmets to all North Haven Public School first graders on Saturday, Oct. 1. This is the 16th year that we have run our Bicycle Helmet Safety Program and it is very popular with North Haven’s first graders. On Thursday, Sept. 22, we visited every first grade class to explain why safety is so important to firefighters. We showed them our safety gear including, of course, our helmet. We told the first graders that it is just as important for them to wear a helmet when riding their bikes, as it is for us firefighters to wear our helmets when fighting a fire. Each child was given a Free Bicycle Helmet coupon. All that they need to do to receive their free bike helmet is to bring their coupon with an adult to Fire Headquarters, 11 Broadway, on Saturday, Oct. 1, between 9 a.m. and noon. The child and adult will be asked to sign a Bicycle Safety Pledge promising that they will always wear their helmet when riding their bike. After having a picture taken in front of the fire truck they will take home their new bike helmet, their Bicycle Safety Pledge certificate and an authentic firefighter’s tee shirt just like the ones worn by the Professional Firefighters at Headquarters Company. Unfortunately, as firefighters, we get to see first hand the oftentimes tragic results of kids not using proper safety equipment. We thank the parents, schools, Anthem Blue Cross and Quinnipiac University for working with us in our efforts to get every child in North Haven to always ride with a helmet. Over the last 16 years we have given away more than 3,200 free bike helmets to North Haven’s first graders. Patriots and Scoundrels Book 2, Part 46 By Paul Colella The North Haven Citizen

Finally, Mr. Preston read Mrs. Kensington’s concluding remarks that informed all those present that if certain ones wanted what she had, they should try to seek her out. But she warned them that she was a woman who was not one but two steps ahead of her adversaries making her the master of the game. When he had finished reading, Mr. Preston stood up, walked over to the fireplace, and tossed the letter into the fire. He then warned every one that the contents of Dr. Greenville’s letter that Lydia Johnson had in her possession was just as lethal as Lydia herself. As every one began to move about the room while trying to gather their thoughts and react to Mrs. Kensington’s letter, Constance gave out a scream as she stared at the terrace doors. Charity looked in that direction, and to her horror, she saw someone wearing a black veil standing outside, closely watching those in the room. Alexander and Lt.

Bradford hurried outside after the mysterious stranger. The others waited indoors. Lord and Lady Winfield went up to Constance and informed her they were departing. As the elegant couple was taking their leave, the thought came to Charity that their last name was the same as the name of the diamond that Mrs. Kensington had in her possession. Charity wondered why Mrs. Kensington would steal from her friends and if Lord and Lady Winfield would attempt to retrieve their property; and if so, how would they find Mrs. Kensington. While Charity silently pondered these questions, an agitated Judith Fairchild approached Mr. Preston and demanded to know of Mrs. Kensington’s whereabouts. However, he declined to give a response. A desperate Mrs. Fairchild pursued Mr. Preston, but was thwarted by Mr. Fairchild who took his wife’s hand and insisted they leave at once. Mr. Preston smiled at both Mr. and Mrs. Fairchild before leaving their presence, and joined Charity at the other end of the room.

Suddenly, Colonel Parker rose from his chair and approached Charity. He called her Elizabeth while reaching into his pocket and taking out her doll. He held the doll firmly in his grasp and attempted to speak when two male servants along with Caroline entered the room to escort the colonel back upstairs. The colonel went with them willingly while calling out Elizabeth and Charles’ names. “What a pathetic simpleton that man has become!” said an insensitive Louise. “He is a burden to Constance and Alexander while dependent upon their generosity and kindness. Perhaps it would be more merciful if he

were dead like his former lover whose name he utters relentlessly.” As Charity was about to make a response on behalf of Colonel Parker’s defense, Alexander and Lt. Bradford returned from their search that turned up nothing. Whoever it was had made a quick and effective escape and could not be found. Constance came into the room with two servants carrying trays of food. Laura Corday politely thanked Constance for her hospitality and then took her leave. After Laura had gone, a rude Alexander ordered Constance and Charity to leave the room so he

“Miss Chastine, I have settled the estate of the late Mrs. Collins and the papers regarding your inheritance are complete. I would like you to come to my office so we may conclude the business at hand,” replied Mr. Preston. “Is tomorrow at noon a convenient time for you, my dear?” “Tomorrow at noon will be fine for me,” Charity responded with a smile. Then Mr. Preston left Singleton Lodge with the others behind him. Jean-Luc and Louise remained with Laura Corday by their side. Constance went to the kitchen to instruct some of the servants to bring food and drink for those who had remained. While waiting for Constance to return, Charity stared out the window wondering who that mysteriously disfigured individual was and if Alexander and the lieutenant would find this person.

Recognition

To the editor: During the dedication of the Paradis Playground at the Clintonville School this week, I was reminded once again how the future of our community and country rests in the hands of very capable individuals. The principal, teachers, staff and parent volunteers of the school continue to do an amazing job educating North Haven’s children and I applaud their efforts. The event, to dedicate a playground facility in the name of Cam Paradis, a teacher of 59 years before her recent retirement, brought together current and former teachers and friends to honor her commitment to the people of her community. I had Mrs. Paradis as a teacher when I was in school many years ago and I contin-

ue to use lessons she, and the other fine North Haven educators, taught me in my formative years. Their ideals, respect, compassion and attention to detail continue to be taught in our schools. But I would be remiss if I didn’t comment on the children themselves. The boys and girls assembled in the gymnasium were polite, respectful, attentive from start to finish and even energized during the photo slideshow showing the construction process. It was clear that they learned their lessons well and they understood the importance of dedicating a playground in honor of a woman who worked hard every day to make sure those lessons were taught. It was my honor to be there to recognize the contribution Mrs. Paradis has made for our kids, but it was my pleasure to be reminded how a community like North

Haven brings out the best in its citizens. We have our dedicated teachers and parents to thank for that. When we listen, learn and respect each other I truly believe we can accomplish any goal. Representative David Yaccarino North Haven

Congrats To the editor: Paradis Playground is a reality. The Parent Teacher Association along with state and local leaders finally cut the ribbon on a brand new playground at the Clintonville Elementary School this week. It was my pleasure as a State Senator to help support this important project. The dream — if we build it, they will play — has come true. Congratulations! State Senator Len Fasano North Haven

Successes and failures of Freda By Chris Peterson NorthHavenWay.blogspot .com With North Haven’s campaign season in full swing — at least it’s supposed to be — there is going to be talk of what incumbent First Selectman Mike Freda has, and has not, accomplished in his first term. My main point is that there are many myths out there, both good and bad. It’s important for us to get down to the truth of what this First Selectman has done over the last couple of years. Successes One true success Freda has accomplished is making the First Selectman’s Office open and accessible. This is an area where the three previous First Selectmen failed. Freda has followed through on his promise to be more accessible and accountable to the public. He’s also proven himself to be more knowledgeable about what each department is doing and how they can help taxpayers. I think the PowerPoint presentation updates at each meeting are extremely helpful, and the fact that he’s doing

Q&A’s on my blog shows how willing he is to answer your questions or concerns. Find me another municipal leader who’s doing that right now. Also, I like that he won’t hesitate to face off with his critics. If you’re someone who is going to burn Freda in effigy or criticize him at meetings, be ready for him to come right back at you. Another real success is the improvement in oversight that the First Selectman’s office now has, without overstepping its boundaries. I believe he did the right things with the building department situation. It’s very clear that if there is any trace or chance of corruption in town government, Freda has taken the right steps to prevent it. This is much different that the Kopetz administration, which allowed it to happen, and the McCarthy administration, which failed to put an end to it. Despite the lack of manufacturing, Freda has also been able to make the town more business-friendly. We’ve had increases in both commercial and retail, as well as Freda’s efforts to make North Haven See Freda, next page

An Ounce of Prevention

Your thyroid gland By V. Deborah Culligan, RN, MPH

The human body is comprised of several complex organ systems that each have their own role in our health. The endocrine system, for example, consists of a group of specialized organs and body tissues that produce, store and secrete chemical substances known as hormones. These hormones are the body’s messengers and act to transfer information and instructions from one set of cells to another. It is an incredibly balanced and delicate system. The thyroid gland is part of the endocrine system. In a way, it is like a thermostat as it regulates how your body metabolizes its fuel. Sometimes this gland gets out of whack and secretes too much hormone (hyperthyroidism) or too little hormone (hypothyroidism.) These condi-

the medical epicenter of the state. This comes from his experience as a businessman and his understanding of what businesses are looking for in a location. Failures With these successes come real failures. First, Freda has failed in two budgets to cut spending, cut taxes and botched the bidding process for town insurance. One of his larger mistakes was trying to take a win-win stance on his first budget, which backfired when I, along with many of you, criticized that position on my blog and the budget failed. I’ll be honest. Given the economic climate in 2009, I was doubtful, but hopeful, that Freda could bring big business back to North Haven. He couldn’t. I’m not going to blame him for that, because it’s not like he’s created a policy or price tag to turn businesses off from coming here — our Governor

tions can cause mild or severe health problems. It is not uncommon for people to have health problems related to the thyroid. Severe symptoms will cause a person to seek health care. However, the quieter symptoms of thyroid diseases may go unnoticed for a long time, causing health problems that could be prevented with early intervention. The most common thyroid problem is “hypothyroidism,” also known as an under-active thyroid gland. This means that there is too little of the hormone secreted into the body. Usually, people with this condition will need to take medication for the remainder of their life.

and President are doing that fine on their own. Where Freda’s failure lies is that he based his campaign on that — just as President Obama promised change, Freda promised economic development. And while there certainly has been development in town, many citizens don’t care as much for gaining Buffalo Wild Wings as losing Marlin Firearms. I believe we may see the Cubs win a World Series again before the Pratt and Whitney site actually is developed. I also think that until we have stricter codes put in for businesses to keep their storefronts kept neat, northern Washington Ave is a long way from where it should be. Another series of true failures on Freda’s part have been his non-stance on educational issues in town. He was silent on the controversial public comment policy the Board of Education (BOE) adopted. He said nothing when the BOE hired Dr. Robert Cronin and gave him the highest salary in town history (more than twice Freda’s). It also took a

There are many symptoms of hypothyroidism, which include fatigue, mood swings, forgetfulness, weight gain, dry coarse skin or hair, difficulty swallowing, hoarse voice, intolerance to cold, constipation, muscle soreness, cramps, or irregular or heavy periods. (Remember — many of these symptoms can also occur from other conditions.) Medications used to treat hypothyroidism work to replace the hormone. Most often, persons with hypothyroidism will have to take medication for the rest of their lives. The opposite of hypothyroidism is hyperthyroidism (over-active thyroid gland) in which the gland secretes too much hormone. Symptoms of this condition include irritability or nervousness, muscle weakness or tremors, See Thyroid, page 14

public uproar on my blog and at a town meeting for Freda to take a hard stance on Cronin’s questionable Special Education plan. It seems as if Freda believes that the BOE and Board of Selectmen should be completely separate, like church and state. Except that in North Haven, the First Selectman needs to also show some responsibility over what the BOE does. So Freda’s first term has had some ups and downs. Because North Haven is in no worse condition than when he was elected, I do believe he will still win easily for reelection. And he should win a second term. As I have said many times on my blog, what Freda has down is point the town in the right direction for long-term success. With that said, some of those major successes need to happen soon if he wants a third term. Chris Peterson, a former resident of North Haven, runs The North Haven Way, a long-running conservative blog which hosts discussions on North Haven and politics.

Debasing and prejudiced, the “Don’t Ask, Don’t Tell” (DADT) law, while better than an alternative of “don’t enlist,” brought a level of unnecessary degradation upon all branches of America’s prestigious armed forces, where honor is upheld as personal bedrock. Before then-President Bill Clinton shifted America’s gays-in-uniform policy to DADT in 1993, homosexuals were legally barred from becoming servicemen, a regrettably misguided rule. However, while more tolerant, Clinton’s adjustment was still highly imperfect, and created awkward situations in which people in military academies, active duty and reserves had to misrepresent about sexual orientations. Finally, President Barack Obama successfully sought annulment of DADT in December of 2010, allowing the unjust guidelines to expire on Sept. 20, 2011. U.S. armed forces have much to gain. Unafraid to be themselves, even more of the nation’s most promising teens will apply to military institutions. Under DADT pressure, gays and lesbians, required to remain secret, faced heightened stress at service schools, besides rigorous physical and mental challenges which already accompany training regimens. Knowing this ahead of time, such individuals instead may have sought education and employment in other fields. To maintain this world’s most impressive collection of armed forces, we must continue to attract soldiers of all stripes, with a genuine open-mindedness in re-

cruitment. Moreover, ending DADT is in line with military fundamentals. In an Associated Press story, Coast Guard Academy Rear Adm. Sandra Stosz said that equal treatment despite sexual orientation is already implicit in the academy’s core values of honor, respect and devotion to duty. These commendable principles, which also govern all other branches, are to be advanced, and not repressed by false, specious rationales. As such, DADT’s expiration marks, too, the conclusion of a pointless paradox which faced gays and lesbians in uniform. Our country’s armed forces stress honor as vital for achievement. But how can one be honorable when forced to lie continually about sexual orientation? Despite emphasizing integrity, our combatant organizations had been forcing some citizens to commit personal betrayal, in direct opposition to the American objective of freedom for which they proudly fought. Having to fabricate mistruths about one’s character, rather than jeopardize a career by being honest, is discordant with what United States servicemen are supposed to stand for. And now is opportunity for those thousands who were legally, but wrongfully, discharged simply because of sexual orientation to reapply for active service, and display again their talents and dedication for defending this country. We, too, welcome nullification of DADT, for it reinforces that America’s overall military operates based on foundations which promote Constitutional freedoms, in concert with comprehensive equality and respect. Blood drives planned in area

The American Red Cross is urging those who are eligible to make an appointment to donate blood and platelets and help make up the shortfall caused by weather related disruptions that came at the end of the summer, a time when the blood supply is typically low. Flooding, Hurricane Irene, Tropical Storm Lee and severe weather in many areas of the country significantly disrupted blood collections. More than 145 American Red Cross blood drives were cancelled, resulting in the shortfall of thousands of units of blood and platelets. Thousands of blood donations are needed each and every day to meet the needs of accident victims, cancer patients, and children with blood disorders. These patients and others rely on lifesaving blood products during their treatments and rely on the generosity of volunteer blood donors. Blood has a limited shelf life and platelets have a shelf-life of just five days. As a special thank you to donors during the month of October, all those who come in to donate blood will receive a coupon for a free Pronto Pasta from Cucina di Carla (Coupons are not redeemable for cash and are non transferable. Coupons are redeemable at the following Connecticut retail stores: Adams, Big Y World Class Supermarkets, Carluzzi’s, Dave’s Supermarkets, Fitzgerald’s, Geissler’s, Highland Park, IGA, Inde-

pendents, McQuade’s, Roche Brothers, Roger’s, Shoprite Supermarkets, and Stew Leonard’s). Individuals who are 17 years of age, meet weight and height requirements (110 pounds or more, depending on their height) and are in generally good health may be eligible to give blood. Please call 1-800-RED CROSS (1-800-733-2767) or visit redcrossblood.org to find a blood drive at a convenient location near you and to make an appointment. Blood drives scheduled in the area: Cheshire Wednesday, Oct. 26, 12:30 to 5:30 p.m., United Methodist Church, 205 Academy Road New Haven Fridays, Sept. 30, Oct. 7, 14, 21, 12:15 to 6 p.m., New Haven Chapter House, 703 Whitney Ave. Monday, Oct. 24, 7 a.m. to 6 p.m., Yale-New Haven Hospital, Park Street. fatigue, heart palpitations, irregular menstrual periods, weight loss, sleep disturbances, enlarged thyroid, vision problems or eye irritation, or heat intolerance. The most common hyperthyroid disease is Grave’s Disease. Medications may be used for treatment of hyperthyroid disease. Other treatment options for this condition may include radioactive iodine treatment to inactivate thyroid tissue or surgery to remove part or all of the thyroid gland. Following treatment, synthetic thyroid replacement hormones are given to restore normal functioning. Because conditions of the thyroid can go undetected until overt disease occurs, it is recommended that people be tested for thyroid functioning via a very simple blood test. This is another reason why it is important to get periodic physicals, even if you feel fine. There are many diseases and conditions, which if detected early, can be treated, lessening the longterm harm to you health. Don’t try to self-diagnose. As always, be wary of sites that offer “miracle” products or cures. For a free packet of information on the thyroid gland and associated conditions, residents can call the Quinnipiac Valley Health Department at (203) 248-4528 or request info online at qvhd.org An Ounce of Prevention is a weekly publication of the Quinnipiac Valley Health District, which is located at 1151 Hartford Turnpike, North Haven. ment, among other medical services to be installed within a pre-existing four-story structure at 6 Devine Street. In early 2011, Yale-New Haven applied to Connecticut’s Office of Health Care Access for a Certificate of Need (CON), a legal document required in 36 states before acquisitions, expansions or creations of new medical facilities are allowed by state governments. Surrounding health care businesses can file to block CON approval, which generally occurs when they believe a proposed new facility is too close in proximity, as to potentially draw away customers. Meriden’s MidState Hospital took such action against Yale-New Haven’s North Haven plan, in light of the emergency room element. “We don’t have all the reasons from the state yet,” Freda said. “The Office of Health Care Access, Yale-New Haven and I have been in discussions about still bringing Yale-New Haven here in some form of large facility that would not include an emergency room component.” “Yale-New Haven still wants to come here in some fashion,” he added. “We are still going to be bringing them here in some revised market.” Freda has said that despite the CON decision, Devine Street will be the site of a second medical project, which includes cardiologists, primary care, OBGYN, dentistry and orthopedic surgeons.

Youth football goes 3-1 By Ed Tantorski, Jr. North Haven Youth Football’s eighth grade squad beat a physical East Haven team 46-24 in week-four action. The Indians came out fast, scoring on the opening kick off. North Haven led 3212 at the half. The offensive line — comprised of Jake Kastenhuber, Chris Tullo, Sam Blank, Tony Valentino, Ian Chapelle-Conklin, David Mikos and Michael Masnato — owned the line of scrimmage, opening up big holes. DJ Orth, Anthony Miscio, Shane O’Connor, Kevin Arnold, Aron Wilson, Kevin Ennis and Justin Ortega also played well on offense. Alex Lachmund, Nate Keegan, Ryan Maresca, Matteo Cirioli, Joe Balzano, Chris Watson and Anthony Verillo turned in solid performances. Brendan Eckels was also outstanding on special teams. North Haven has a bye this week, and then will take on the Spartans of Ami-

ty next week. The North Haven seventhgraders improved to 3-1 with a convincing win over Guilford 25-0. Tommy Dodge connected with Mike Gagliardi on a six-yard touchdown pass. Kyle Melillo then added a three-yard run to make it 12-0. On North Haven’s third drive, Bowen Brennan powered his way from the twoyard line. Brennan also scored the Indians final tally on another two-yard run. PJ Saracino added the extra point run. The Indian defense was outstanding all day, holding Guilford to only two first downs and forcing five turnovers. Billy Sgro, Carson Tebbets, and Mike Gagliardi all had fumble recoveries. Paul Murray and CJ Somma added interceptions. Vinny Anastasio, Brian Searles and Dylan Daigle all played well on defense. North Haven fourth grade A dropped their first game of the season in a tough loss to

Jeff Williston, Noah Perillie, Dylan DeMagistris and Erik Meyer all played great defense. Safety’s Anthony Rapuano and Justin Nadonly both had touchdown-saving tackles in the game. He ran for a total of 185 yards, including a 95yard touchdown. Donny McInnis punched in a sevenyard touchdown and Tyler Jacques also had a great day, running for 115 yards, which included a 50-yard touchdown. Chris Hansen, David

chance with about a minute to play. The Green Dragons quickly took advantage of a prevent style defense and scored with 26 seconds to play when Duby connected again with Atkinson on a 76-yard touchdown strike down the far left sideline. Avi Schwimmer followed with his first successful kick of the night and Hamden was back within 3 points. Hamden’s attempt to recover the ensuing onside kick did not pay off, as Green Jacket Trevor Perry illegally touched the bounding ball before it went the required 10 yards, so North Haven took over and ran out the click to win 28-25. During the victory, Schwab ran 13 times for 110 yards and White added 115 yards on the ground for North Haven. With the win, the Indians improved to 2-0 and will play Branford for their second home game of the year on Friday. The North Haven Citizen — Friday, September 30, 2011

Heroes Day proclamation Upon the ten year anniversary of 9/11, North Haven resident Bob Johnson recently presented First Selectman Michael J. Freda with a proclamation made by former Governor Jodi Rell, signed on Sept. 11th, 2009, for display in the North Haven Town Hall. Mr. Johnson stated that he wanted 9/11 “to be a holiday to remember the victims of that tragic day but also to acknowledge the heroes of that day; those who put on a uniform and serve our country and communities every day.” Based upon this wish, Bob started a petition that day and after receiving several hundred signatures, he was guided to Senator Leonard Fasano who drafted a bill for the Connecticut Legislature and presented it on behalf of Mr. Johnson. Then in August 2009, former Governor Jodi Rell signed into law that September 11th would be known as an official day of observance called “Honor our Heroes Day and a Day of Remembrance.” The idea was born at the 2008 Annual 9/11 Memorial Service for the town of Stratford where Bob has been the committee chairman for the past nine years. Bob is a life member of the VFW in Stratford, where he grew up and entered the Army in 1968. In photo: First Selectman Michael J. Freda (left), Robert Johnson, Mowry St. (right)

Projects Continued from page 6 lived their capabilities,” he said at the meeting. “Firefighting has changed, and these buildings are no longer up-todate.” Firehouse building and financial committees have spent the last seven months working on the renovation proposal. “This is a financially responsible plan,” Landisio said. Building committee member and Bridgeport firefighter Lt. James Buck hosted a PowerPoint presentation, which highlighted a litany of problems plaguing each fire station, including that the undersized structures are barely large enough to house modern fire trucks. “If we got new vehicles, we would have to special order them to be shorter and smaller to fit in these buildings,” Buck said. “When you see the buildings from the outside, you do not get a good idea of the true conditions inside.” Landisio said that in coming months before referendum, public walkthroughs will be hosted by firefighters at each station. “Please keep an eye out for our open houses, and please come and see these buildings for yourself,” he said. “Please support your fire department and this much-needed project.” Public Works director Lynn Sadosky requested $4 million for milling and paving 20 miles of municipal roads. Freda believes local streets are in bad shape. “In my opinion, that devalues property values,” he said. “I think we can all agree, everybody wants to drive on smoother roads,” added Sadosky. To round out $14 million, Sadosky also asked for $700,000 toward a steel prefabricated public works garage, because the department’s lease with a garage at 2 Grasso Ave. will end on Aug. 31, 2012. In May, the Grasso Avenue property was purchased by a new owner who does not wish to continue the current arrangement. “We’re not looking for office space,” Sadosky said. “We’re looking for a place to house field operatives and sanitation vehicles.” The new garage would go up on Public Works’ property at 110 Elm St. “This allows us to consolidate all field operation staff at one location,” Sadosky said. At referendum, residents will be able to vote on each of the three capital items individually, Freda said, and not as one whole package. Besides firehouse walkthroughs, Freda added, a series of public hearings will take place in the next 8-10 weeks for residents to discuss and learn more about the $14 million in suggested capital projects. Moreover, more information will be available online and on North Haven Community Television programs. “I endorse this project,” Freda said. “We should not delay the inevitable. The longer we push this off, the more costly it could get.”

**LEGAL NOTICE** TOWN OF NORTH HAVEN -- 2011 SEWER USE FEE BILLING (Pursuant to C.G.S. 7 – 255, et al)

Please take notice that the following decisions were rendered by the North Haven Inland Wetlands Commission on Wednesday, September 21, 2011 at the Mildred A. Wakeley Community and Recreation Center, 7 Linsley Street, in Room #2 at 7:00 PM.

On September 12, 2011, the North Haven Water Pollution Control Authority, upon proper warning and hearing, set the rates for the 2011 Sewer Use Fee Collection Cycle. Said fees are collected by the Office of the Tax Collector.

Plan Entitled: Record Subdivision Map, Roma Estates, 19 & 51 Patten Road, North Haven, Connecticut. Prepared by Godfrey Hoffman Associates, LLC. Dated 12-21-10, rev. 05/26/11. Scale 1” = 50’. R-40 Zoning District. 2. #I11-14 Withdrawn, by the applicant, the application of Joseph V. Soil Report Entitled: JRC Job No. 10-50, Proposed Upland Review Zone Grading - 7 Regency Drive – North Haven, CT, Dated June 23, 2011. Prepared by David H. Lord, Certified Soil Scientist & Environmental Consultant. R-40 Zoning District.

Therefore, Town of North Haven residents are hereby notified that said Sewer Use Fee bills are due and payable October 1, 2011, and must be paid on or before November 1, 2011 to avoid penalty. Any bill under $300.00 is to be paid in full. Commercial billing (Code 3) accounts in excess of $300.00, will be due in two (2) equal installments, with the first installment due October 1, 2011 and the second installment due April 1, 2011. Payments must be received by (or bear the U.S. Postal Service postmark dated no later than) November 1, 2011, or will be considered delinquent, and subject to penalty. If any prior year Sewer Use fees are due, payments will be applied to the oldest outstanding bill; interest is always paid first. On each Sewer Use fee bill that becomes delinquent, a minimum interest charge of $2.00 will be collected. FAILURE TO RECEIVE A BILL DOES NOT INVALIDATE THE SEWER USE FEE BILL NOR CAN INTEREST BE WAIVED. Payments may be mailed to the Tax Collector’s Office, P.O. Box 1109, Hartford, CT 06143-1109. If a receipt is desired, a self-addressed stamped envelope must accompany payment.
