A YEAR (OR TWO) In Review
2022 is quickly coming to a close! And with that so is my term as president of the North Coast Building Industry Association. The last two years have been an experience that I will certainly never forget! The NCBIA has always been a part of my life for as long as I can remember. Many of my very best friends I would not have without the association and I certainly would not be working at 84 Lumber without those individuals! These last few years we have made some big changes at the NCBIA, the biggest of those was selling the building that we have called home since 1991!
We have built up some of our events including the Home & Remodeling Show, the Annual Golf Outing, and my personal favorite the Battle Of The Builders softball game! We could not have accomplished any of this with out our members. The support you all show to the association is amazing and we would not still be around without each and every one of you. Going in to 2023 let this be the year that you expand your presence within the Association. Maybe attend a mixer or general membership meeting you haven’t been to before. You will be pleasantly surprised at the people you may meet or the things you could learn!
Now with my term coming to an end there are some people that I need to thank! First and foremost, thank you to my darling husband DJ Grincewicz! He has been along for most of this crazy roller coaster and has become friends with many of you along the way. He never once complains about getting to come to our events and even helps out when I have needed it! So thank you Hunny Bunny for being my rock! Thank you to my “presidential advisors” that have always been available to bounce ideas off of and help keep me in line! I know that could not have been easy! So to Jeff Hensley, Jeremy Vorndran and most importantly my father Chris Majzun Jr thanks for being to best role models a girl could ask for. To my executive committee; Tim King, John Toth, Melanie Stock and Mike Meszes thank you for all of the countless hours you all put in this year. We accomplished some amazing things and I could not have done it with out this rock solid team! And lastly to the 2022 board of directors and all of the committee chairs and members, thank you for helping to keep the association moving forward!
If I could list everyone that has helped me these last two years it would take up most of this newsletter and it would not be exciting at all to read. Everyone in the association has had an impact these last two years and I am very much looking forward to watching it grow and thrive! As I hand the presidency over to Tim King of K. Hovnanian homes I know you are all in great hands and that he is going to kick ass leading the NCBIA! Hope to see you all at our next event!

• Clambake – Plans the annual Clambake and reverse-raffle. A social event for NCBIA members and guests.
• Codes/Government Affairs – Codes keep members abreast of code changes. Government Affairs Committee focuses on local, state, and national issues that affect the building industry.
• Golf Classic – Plans the annual NCBIA Golf Classic. A social event for NCBIA members and guests.
• Home Show – Plans the annual Home Show targeting local area residents for our members to showcase their company and its products and services.
• Membership – Works on recruiting and retaining members. Extroverts love this committee.
• Workforce Development – Works on projects with the Lorain County Joint Vocational School as well promoting the value of being a part of the building trades.

DOWNSHIFT for the Fed

DDownshifting its pace of tightening of monetary policy, the Federal Reserve’s monetary policy committee raised the federal funds target rate by 50 basis points, increasing that target to an upper bound of 4.5%. This marked a relatively smaller increase after four previous 75 basis point hikes.
The Fed has clearly communicated it will continue to tighten monetary policy, however, raising rates into the first quarter of next year. In fact, the Fed’s projections indicate it will likely raise by another 50 to 75 basis points at its next two meetings. Due to recent long-term rate declines, it appears markets have not priced in this future tightening. Moreover, today’s outlook from the Fed takes rates 50 basis points higher than their previous projections from September.
What does this mean for housing? The Fed is likely to continue to raise rates, moving mortgage rates higher than they are today. However, the end of the rate tightening cycle appears now to be in view. That said, the Fed will maintain these newly set elevated rates for the remainder of 2023.
This means that the Fed will not ease policy any time soon. The Fed’s projections suggest rate cuts will not begin until 2024. And while the Fed will likely cut by about 100 basis points in 2024, per its own current projections, the central bank will maintain rates above its estimated neutral rate (2.5%) well into 2025.
The Fed recognizes that these higher rates will inflict additional economic pain. Indeed, the central bank increased its forecast for the unemployment rate. They now see that rate increasing to average 4.6% rate in 2023, up from 4.4% per their September forecast. This is lower than the NAHB forecast, which calls for an average 5.1% rate for 2023. The outlook for the start of 2023 is choppy, with measurable economic weakness and job losses. And while mortgage rates have retreated in recent weeks due to recession concerns, they are likely to see another up cycle as markets digest the new Fed policy outlook. However, today’s report at least indicates that the Fed is slowing its pace of tightening and with an end in the coming months.

CONCRETE PRICES, VOLATILITY Contiune Torrid Pace as Lumber Normalizes

The prices of building materials decreased 0.3% in November (not seasonally adjusted) following 0.5% and 0.1% declines in September and October, respectively, according to the latest Producer Price Index (PPI) report The index has decreased five of six months for the first time since 2015.
The PPI for goods inputs to residential construction, including energy, fell 0.8% in November. The index was led Hlower by a 5.3% drop in energy input prices as the PPIs of regular unleaded gasoline and #2 diesel fuel—which make up more than 80% of energy inputs to residential construction—decreased 6.7% and 4.5%, respectively.
The price index of services inputs to residential construction increased 0.6% in November. It marked the second consecutive monthly increase after six straight months of falling prices. Prices were propelled higher by large increases in the price of financial and real estate services. The PPI for business loans climbed 14.1% in November and the price of securities brokerage and dealing services soared 24.5%. Trucking and ocean freight costs increased as well.
Softwood Lumber
The PPI for softwood lumber (seasonally adjusted) fell 0.1%, the fourth consecutive monthly decline and seventh decrease in the past eight months. Softwood lumber prices have dropped 42.2% since March.
It is noteworthy that the prices of some further-processed lumber products have increased substantially over the past two years. For example, millwork prices have climbed 25.9% since January 2021. Meanwhile, softwood lumber prices dropped 24.4% over the same period.
The magnitude of monthly changes in lumber prices has decreased significantly since July following two and a half years of historic volatility. Ready-Mix Concrete The trend of ready-mix concrete (RMC) prices continued its torrid pace as the index increased 1.1% in November. The PPI for RMC has increased 21 of the past 22 months and is up 20.0% over the period. The index has climbed 10.7%, year-todate, the largest November YTD increase in the series’ 34-year history and four times the pre-pandemic average.
The monthly increase in the national data was entirely driven by a 3.8% price increase in the Midwest. Prices edged up in the Northeast and West regions while declining in the South. The West has experienced the largest increase since January 2021 (+27.7%) while the smallest increase over the period has been in the Northeast. Unlike softwood lumber, volatility continues to be an issue in the RMC market and is just shy of the record high set in the middle of the housing boom.

Steel mill products prices decreased 3.0 % in November after declining 5.5% in October. Prices have fallen 22.9% since May 2022, posting declines each month. Although the index is at its lowest level since May 2021, the pace of monthly decreases has consistently slowed.
Gypsum Building Materials
The PPI for gypsum building materials moved 0.5% higher in November—more than offsetting the small decline in October. Prices have increased 11.4% YTD, 18.0% over the past year, and 39.3% since January 2021. However, the rate of increases has slowed in 2022 compared to the same period in 2021 as the average monthly increase this year has been 1.0%. The average in 2021 was 1.6%
Transportation of Freight
The price of truck, rail, and ocean transportation of freight each increased in November. Trucking freight prices rose 1.0%, snapping a five-month streak of decreases. The indexes for rail and ocean transportation of freight climbed 0.6% and 1.5%, respectively.

INFLATION CONTINUES TO Cool in November

Consumer prices in November saw the smallest year-overyear gain since December 2021.While still elevated, inflation experienced the second month below an 8% annual growth rate since February 2022. However, the shelter index continued to rise at an accelerated pace and was more than offsetting decreases in energy indexes. Shelter inflation will primarily be cooled in the future via additional housing supply. As inflation appears to have peaked and continues to slow, this may ease some of pressure on the Fed to maintain a more aggressive monetary policy
The Bureau of Labor Statistics (BLS) reported that the Consumer Price Index (CPI) rose by 0.1% in November on a seasonally adjusted basis, following an increase of 0.4% in October. The price index for a broad set of energy sources fell by 1.6% in November as the gasoline index (-2.0%), the natural gas index (-3.5%) and the electricity index (-0.2%) all declined. Excluding the volatile food and energy components, the “core” CPI increased by 0.2% in November, following an increase of 0.3% in October. This is the smallest monthly increase since ADECugust 2021. Meanwhile, the food index increased by 0.5% in November with the food at home index also rising 0.5%.
The index for shelter, which makes up more than 40% of the “core” CPI, rose by 0.6% in November, following an increase of 0.8% in October. The indexes for owners’ equivalent rent (OER) increased by 0.7% and rent of primary residence (RPR) increased by 0.8% over the month. Monthly increases in OER have averaged 0.7% over the last three months. More cost increases are coming from this category, which will maintain pressure on inflationary forces in the months ahead. These higher costs are driven by lack of supply and higher development costs. Higher interest rates will not slow these costs, which means the Fed’s tools are limited in addressing shelter inflation.
During the past twelve months, on a not seasonally adjusted basis, the CPI rose by 7.1% in November, following an 7.7% increase in October. The “core” CPI increased by 6.0% over the past twelve months, following a 6.3% increase in October. The food index rose by 10.6% and the energy index climbed by 13.1% over the past twelve months.
NAHB constructs a “real” rent index to indicate whether inflation in rents is faster or slower than overall inflation. It provides insight into the supply and demand conditions for rental housing. When inflation in rents is rising faster (slower) than overall inflation, the real rent index rises (declines). The real rent index is calculated by dividing the price index for rent by the core CPI (to exclude the volatile food and energy components).
The Real Rent Index rose by 0.6% in November. Over the first eleven months of 2022, the monthly change of the Real Rent Index increased by 0.2%, on average.

component indexes continued to increase in October. The indexes for shelter (+0.6%), communication (+1.0%), recreation (+0.5%), motor vehicle insurance (+0.9%), education (+0.3%) as well as personal care (+0.7%) showed sizeable monthly increases in November. Meanwhile, the indexes for used cars and trucks (-2.9%), medical care (-0.5%) and airline fares (-3.0%) declined in November.

SHARE OF BEDROOMS IN New Homes in 2021
The Census Bureau’s latest Survey of Construction (SOC) shows modest changes in the share of number of bedrooms for new single-family homes in 2021 compared with the previous year. The current estimates indicate the share of new single-family homes with 2 bedrooms or less is 9.2%, 3 bedrooms, the largest share, had a share of 44.5%, 4 bedrooms make up 36.0% of new single-family homes, and 5 bedrooms or more had a share of 10.3% in 2021.
Figure 1 shows the changes in the share of new single-family homes by number of bedrooms dating back to 2011, a ten-year span. For the second straight year, the share of 3-bedroom single-family homes declined while the share of 4-bedroom single-family homes increased. The share of new single-family homes with 5 or more bedrooms was greater than the share of homes with 2 bedrooms or less for the fourth time in the past 10 years, the previous occurrence was in 2017.
As seen in prior years, new singlefamily homes with less square footage also had fewer bedrooms. New singlefamily homes between 1,600 – 1,999 square feet had a share of 85.4 % of homes built with 3 bedrooms or less with the remaining 14.6% having 4 bedrooms or more. New homes between 2,000 – 2,399 square feet, 58.6% of them had 3 bedrooms or less while 41.3% had 4 bedrooms or more. This finding is consistent with the trend that homes that are smaller tend to have fewer bedrooms.
Figure 2 (right) examines the difference between US Census divisions by share of new single-family homes with 4 or more bedrooms. The New England Census division had the lowest share of new-single family homes having 4 or more bedrooms with 30.6%. The highest share of new single-family homes built with 4 or more bedrooms was 51.5% which was in the West South-Central Census division.

NEARLY TWO-THIRDS OF HOMES Started in 2021 are in Community Associations

According to data from the Census Bureau’s Survey of Construction (SOC), 65.5 percent of single-family homes started in 2021 were built within a community or homeowner’s association. Since the re-design of the SOC in 2009, this was the second highest percentage for new homes started with an association. The Census Bureau defines community or homeowner’s associations as “formal legal entities created to maintain common areas of a development and to enforce private deed restrictions; these organizations are usually created when the development is built, and membership is mandatory.” In absolute numbers, a total of 729,109 homes with community associations were started in 2021, compared to 657,378 in 2020.
The share of all new homes built within a community or homeowner’s association declined slightly to 62.0 percent in 2019, after a decade long upward trend. In 2009, the share was 47.6 percent, and in 2010, 48.0 percent. Since 2011, more than 50 percent of all homes have been built within a community or homeowner’s association. In 2018, the share was 62.5 percent, the second highest and in 2021, 67.1 percent was the highest since 2009.
When analyzed by the 9 census divisions, the highest share was in the Mountain Division, where 82.4 percent of new homes were in such communities. In the New England Division, on the other hand, the share was only 34.5 percent.
In the West South-Central Division, 73.1 percent of new homes started in 2021 had a community or homeowner’s association, followed by the South Atlantic Division at 71.3 percent, and the East North-Central Divisions at 54.9 percent. In the Pacific Division, the share was 52.1 percent, while in the West NorthCentral Division, it was 50.6 percent. In the East South-Central and Middle Atlantic Division 39.4 percent and 35.8 percent of new homes started in 2021 were within a community or homeowner’s association, respectively.

GAIN FOR Custom Home Building

NAHB's analysis of Census Data from the Quarterly Starts and Completions by Purpose and Design survey indicates custom home building expanded during the third quarter of 2022 despite broader market weakness. There were 59,000 total custom building starts during the third quarter of the year. This marks a 5% increase compared to the third quarter of 2021 in terms of year-over-year change.
Over the last four quarters, custom housing starts totaled 207,000 units, a 9% gain from the prior four-quarter total. Custom construction likely benefitted from improved supply chains, a reduction in the growth rate
of the cost of building materials and a stock market rally that helped the higher end of the market.
After market share declines due to a rise in spec building, the market share for custom homes has increased post-covid. As measured on a one-year moving average, the market share of custom home building, in terms of total single-family starts, increased to 19%. This is down from a cycle high of 31.5% set during the second quarter of 2009. However, it is worth noting that this submarket tends to gain market share during periods of housing market weakness as it is relatively more stable with respect to demand and less interest-rate sensitive.
Note that this definition of custom home building does not include homes intended for sale, so the analysis in this post uses a narrow definition of the sector. It represents home construction undertaken on a contract basis for which the builder does not hold tax basis in the structure during construction. Typically, the owner already owns the building lot.

U.S. ENTERS A Macroeconomic Maze in 2023

Downshifting its pace of tightening of monetary policy, the Federal Reserve raised the federal funds target rate by 50 basis points, increasing that target to an upper bound of 4.5%. This marked a relatively smaller increase after four consecutive 75 basis point hikes. The Fed is likely to continue raising rates (50 to 75 basis points) in 2023, moving mortgage rates higher than they are today. However, the end of the rate tightening cycle now appears to be in view.
That said, the Fed will maintain these newly set elevated rates for the remainder of 2023. Then it is likely to begin easing in 2024, but no sooner than that. This means mortgage rates are likely to move higher from today’s 6.4% range before peaking in mid-2023, then ultimately fall back and lead to a housing rebound for 2024.
The Fed’s downshift comes after inflation data showed some slowing. During the past 12 months, the CPI rose by 7.1% in November, following a 7.7% increase in October. The “core” CPI increased by 6.0% over the past 12 months, following a 6.3% increase in October. This moves the data in the right direction but is still far from the Fed’s rough 2% target. Indeed, the food index rose by 10.6% and the energy index climbed by 13.1% over the past 12 months.
So, while the rate of growth for inflation is slowing, elevated year-overyear growth rates combined with ongoing tight labor market conditions mean the Fed will continue to raise rates. Total nonfarm payroll employment increased by 263,000 in November, following a gain of 284,000 in October. Although a cooler labor market will help ease inflation, it will also hinder housing demand.
This is the macroeconomic maze that must be navigated in 2023. The economy will be slowing, but the Fed will maintain higher interest rates until it can see firm evidence of sustained declines for inflation. This means that the first half of the year will be tough for housing demand. But as the easing cycle comes into view — perhaps with the assistance of a mild recession — rates will fall back on a sustained basis and the housing market will rebound.

PATIOS CONTINUE TO SUBSTITUTE for Decks on New Homes

As a previous post has shown, the share of new homes with patios increased for the sixth year in a row in 2021, to a post-2004 high of 63.0 percent At the same time, the share with decks was trending in the opposite direction, declining for the fifth year in a row to a post-2004 low. Of the roughly 1.1 million single-family homes started in 2021, only 17.5 percent included decks, according to NAHB tabulation of data from the Survey of Construction (SOC, conducted by the U.S. Census Bureau and partially funded by HUD). As noted above, this is the lowest the new home deck percentage has been since the 2005 re-design of the SOC and indicates that, over time, patios and decks have functioned as substitutes for each other.
The 2021 SOC data also indicate that decks and patios tend to function as substitutes for each other geographically. Across the nine Census divisions, the correlation between the percentages of new homes with decks and patios was -.81. The share of new homes with decks was at its lowest in the West South Central and South Atlantic divisions (7 and 13 percent, respectively), the same two divisions where the share of new homes with patios was at its highest (over 70 percent). Decks on new homes nevertheless remain relatively popular in certain parts of the country. For example, over 60 percent of new homes in New England came with decks in 2021, followed by 47 percent in the West North Central and 41 percent in the Middle Atlantic. The New England and Middle Atlantic divisions are also the two divisions where patios on new homes are least common. The West North Central, however, stands out as the one division where the shares of new homes with decks and patios are both reasonably high (around 45 percent), providing the best evidence that the negative correlation between decks and patios, while quite strong at -.81, is not perfect.
The SOC data provide information about the number of new homes with decks, but not much detail beyond that. However, considerable information about the type of decks on new homes is available from the Annual Builder Practices Survey (BPS) conducted by Home Innovation Research Labs.
For the U.S. as a whole, the 2022 BPS report (based on homes built in 2021) shows that the average size of a deck on a new single-family home is 296 square feet. Across Census divisions, the average deck size ranges from a low of about 253 square feet in the West North Central and South Atlantic divisions to 456 square feet in the West South Central. The latest BPS also shows that composite (a mixture of usually recycled wood fibers and plastic) has moved ahead of treated wood as the material used most often in new home decks.

Exhibitor agrees to indemnify and hold harmless the NCBIA against any loss, damage or expense (including reasonable attorney’s fees) act or omission of Exhibitor or its agents connected in any way with its exhibits.
DECORATIONS, SIGNS, ETC: All equipment in conjunction with the exhibit must be provided by the Exhibitor. However, only the sign of the firm covered by the Exhibitor’s agreement may be placed in the booth or upon printed list of exhibitors or program. All decorations must conform to fire regulations. No exhibit is permitted that is more than eight feet high, or that obstructs other exhibits due to its design or size or that presents a safety hazard to other exhibitors and/or attendees.
PAYMENT DEFAULT: A service charge of 15% per month is applicable on all balances after 30 days. In the event any unpaid amount is placed for collection, client and/or agent agree to pay all collection costs, including reasonable attorney’s fees.
REFUND POLICY: A partial refund will only be given with a minimum of 45 days notice prior to the event. The NCBIA retains the right to use their own discretion when deeming the reason for refund as a viable one to determine whether refund shall be granted.
*The NCBIA shall have the right to make such rules and regulations in connection with the Exhibition as it may deem proper and may amend them at any time, and the NCBIA shall have the full power in the matter of interpretation and enforcement thereof. The rules and regulations heretofore referred to are printed on this agreement and are incorporated herein by reference. Exhibitor agrees to abide by said rules and regulations.

NAHB, OTHER TRADE GROUPS Urge Congress to Act on TransformerShortages
NAHB , along with five other building and utility trade groups, recently sent a joint letter to leaders of the House and Senate appropriations committees urging Congress to allocate $1 billion to address the growing supply-chain crisis for electric distribution transformers.
The letter stated that "throughout 2022, the electric sector and representatives from residential and commercial building sectors have been calling attention to the unprecedented supply-chain challenges both industries have been facing in procuring equipment used to maintain and grow the electric grid."
Electric utilities continue to have significant problems in procuring distribution transformers needed to provide reliable electric service and restore power following severe storms and natural disasters.
The trade groups noted that in housing construction, this is further exacerbating the ability of home builders to address the housing affordability crisis facing our nation.
NAHB has taken the lead in sounding the alarm since late last year that construction and electrification projects are being deferred or cancelled due to the inability to procure distribution transformer across all segments of the electric industry.
The trade groups informed lawmakers that orders for transformers that previously took two to four months to fill are now taking on average over a year. To address labor and material shortages focused specifically on the production of distribution transformers, Congress is being urged to use its authority under the Defense Production Act to expedite production of depleted stockpiles.
Other groups signing the letter along with NAHB were the American Public Power Association, Associated General Contractors of America, Edison Electric Institute, Leading Builders of America and the National Rural Electric Cooperative Association.

Due to the threats to reliability, the Electricity Subsector Coordinating Council (ESCC), a partnership between the electric sector and the federal government aimed at combatting threats to critical infrastructure, established an industry “Tiger Team” to examine the supply chain crisis. Through this process, the electric industry has been able to report and confirm what individual utilities and the housing industry have been saying since late last year: that construction and electrification projects are now being deferred or canceled and that they are concerned about their ability to adequately respond to major storms due to depleted stockpiles. The Tiger Team ultimately found that current transformer production is not meeting demand and that demand is expected to continue to increase in the coming years. Between 2020 and 2022, average lead times to procure distribution transformers across all segments of the electric industry and voltage classes rose 443 percent. The same orders that previously took two to four months to fill are now taking on average over a year. This is a serious threat to reliability. Among the Tiger Team’s initial considerations for the federal government to address are labor shortages and material availability, which were identified as the most immediate short-term barrier to more manufacturing output. Additional long-term recommendations include building manufacturing capacity to support long-term demand and investing in domestic production of grain oriented electrical steel (GOES), a key transformer component. Usage of DPA authorities to address labor and material shortages, focused specifically on the production of distribution transformers, is the most immediate way we can address this growing crisis. The upcoming work period is a critical opportunity to appropriate funds needed to help address these problems before the end of this year. Thank you for your time and consideration of this issue. Safety during the Holidays

The holidays are upon us! This is the time of year we spend with family and friends, do some shopping, decorate the house, cook meals, and hopefully, relaxing. It’s also the time of year where we may shift our focus away from safety. Remember, just because we are taking a break during the Holidays, doesn’t mean that safety will. In fact, with all the distractions the Holidays bring, it is more important than ever we maintain our focus on safety. In this month’s safety article, we will discuss safety tips when decorating and how to handle stress. Decorations are a great way to get into the holiday spirit but putting up those decorations may be hazardous.

• Be sure to turn off lights when leaving the house or going to bed. Most home fires occur during the evening and at night.
• If you decide to use a live Christmas Tree, be sure to keep it watered. A dry tree has a much higher potential to catch fire. The holidays are meant to be a fun, enjoyable time with family and friends but sometimes stress can be overwhelming during this time. Here are some tips to help relieve some of that stress.

LEGISLATURE WRAPS UP 134TH GENERAL ASSEMBLY WITH FLURRY OF ACTIVITY
Early this morning, the House and Senate adjourned after a busy lame duck session. A new General Assembly (135th) will begin after the new year. In the final week, OHBA engaged or followed several items, including elevator licensing, mechanics lien law, and changes to LIHTC projects.
While OHBA had worked out a residential exemption for HB 107 Elevator licensing earlier in the process, OHBA was able to get an amendment exempting a final piece of accessibility equipment into the bill with a rare floor amendment before its passage on the final day of session. Amidst the flurry, some potential changes to the mechanics’ lien law were also proposed and brought to OHBA’s attention. With such a condensed time for review, it was unclear whether the changes were good, bad or indifferent, so OHBA expressed the need for more review and discussion in the next General Assembly on such a topic. The language did not move forward, so will have to be brought back up in the 135th GA.
Finally, in the very late/early morning hours of the last day of the GA, language impacting LIHTC projects was passed by both the House and Senate to be sent to the Governor. The language was not the language the industry had wanted but deals with how LIHTC projects are assessed by the county auditor. Additionally, the language prohibits LIHTC projects from also receiving historic tax credits.

RCAC HOLDS FIRM ON ELECTRIC CODE CHANGES
During its meeting yesterday, the RCAC’s NEC recommendations were brought back up for discussion after the proponents requested another opportunity to request the adoption of the 2020 NEC without amendments. At its prior two meetings, the RCAC gave interested parties the opportunity to present their positions on adoption of the 2020 NEC. The committee, after review and analysis based on statutory considerations, sent its recommendations to the Board of Building Standards at its last meeting. Unhappy with the result, the proponents asked the BBS for another opportunity in front of the RCAC. Expecting new information, the Committee provided the groups time at yesterday’s meeting to present. After insisting the committee hadn’t taken proper consideration of the safety implications of not adopting the NEC without amendments, providing no new information, the proponents asked the RCAC to reconsider. The members of the RCAC all agreed proper review and analysis had been done, which resulted in several amendments based on cost, technical feasibility and safety considerations. After a heated discussion with the electrical industry, the RCAC remained firm in its decision and sent the 2020 NEC with amendments back to the BBS.
WILLOW GROVE SUPREME COURT OPINION
The Ohio Supreme Court ruled in favor of Willow Grove, the party OHBA submitted an amicus for in support jurisdiction last year. In its opinion, the Supreme court ruled the column heading in a township zoning-resolution schedule serves as more than a guidepost and must be read substantively because the heading uses specific terminology that is defined within the resolution.
