SEPTEMBER MEANS... it's Time for Softball!! This past month has been FULL of NCBIA events! We had the Member Mixer, The Night at The Crushers Game, The Elected Officials Reception and of course our biggest event of the year the Golf Outing! Later on in this newsletter you will see so many pictures of these amazing events. If you were there, THANK YOU for supporting our great association! If you missed them we definitely hope to see you at the next one! I want to say how proud I am of all of our committee chairs thus far this year! All of you have put on some stellar events and our attendance at said events has been way up. And the more people that we have at these events the more chances our members have to do business with each other. And that’s what its all about. Being a member of the North Coast Building Industry Association should be all about helping each other to make our industry better. And right now I truly believe that’s what we are doing! Coming up next we have some more great events that I hope you will be a part of! On Wednesday September 15th we have a member mixer hosted by Home Appliance Sales & Services. This is another free event and we are looking forward to a great turn out!

On September 18th is our Battle of the Builders Softball game. We all know how important this big game is as the winner gets bragging rights for an entire year! And for 4 years straight my team has yet to get these bragging rights but this year is our year! I can feel it in my bones! If you are interested in playing please send me an email at sara.majzun@ security-ohio.com. We only have a few spots left on the teams so get that registration in soon! If you cannot or don’t want to play we are always looking for individuals to fill our cheering section! It’s a great event with some friendly rivalry so I highly recommend you come check it out! Lastly on October 9th is our Annual Clambake and Reverse Raffle event! I am very excited that this event is coming back this year as we had to cancel it last year due to the pandemic! Millenials

Engaging Younger and Future Members is very important to the future of our association. To effectively recruit and retain these younger members, who typically fall within the Millennial, and to a lesser extent, the Gen X, age range, it’s important to understand their professional needs, thoughts and desires, when it comes to a member association. The biggest difference between Millennials and other generations, including Gen X, is the way they communicate, what they want out of life and what they look for in a career.

Engaging Young and Future Members is very important to the future of our association.

Millennials network and communicate through a social lens. Relationships, whether personal or professional, seem to last longer because there’s a sense of constant connection. For example, Person A may meet Person B in passing, spending a day or maybe only a few hours with them, but upon becoming a friend on social media, they become lifelong friends since the possibility for following their life, for life, has opened up. For Millennials, their lives and the lives of their friends and family members play out in front of each other on social media. Even if it’s not an entirely accurate representation of who everyone is, the connection is still felt. Professionally, Millennials prefer email, text or direct message (DM) via various apps (i.e., Facebook, Instagram, Twitter, Snapchat) as a means of communication whenever possible. It’s quicker and more efficient; five emails can be sent in the time it takes someone to dial a number, wait for someone to pick up and leave a message when they don’t. Millennials prefer these forms of communication over calls because they are more efficient and less of a distraction in an open office environment. However, most Millennials understand that email, text and DM are not appropriate in every situation.

What Millennials Want Millennials are typically very open-minded individuals. They are usually less inclined to ‘quid pro quo,’ prefer to take action that benefits the greater good, rather than themselves alone. For example, recent research shows that 80% of Millennials donate time to philanthropic causes and community giving. Another 75% said it’s fairly or very important that a company gives back to society instead of just making a profit (The Millennial Survey, Deloitte 2014). Millennials aren’t looking for a job; they are looking for a fulfilling career. The concept of living to work, not working to live is very important to them. They tend to place a lot of focus on being successful and having a career, but more as an integral part of who they are, not just a necessity to survival.

Recruiting and engaging the next generation of members is vital to the strength of every association. It is especially important in the building industry, as family businesses pass from one generation to the next and new technologies influence building systems bringing the industry forward into the next century. page 10

TOP CANADIAN OFFICIAL Tells NAHB Canada Seeks New Lumber Trade Deal

M

ary Ng, Canada’s top trade official, expressed a strong willingness and desire to engage in negotiations with the United States on a new softwood lumber trade agreement during a video conference meeting yesterday with NAHB CEO Jerry Howard and senior staff. The Canadian trade minister met with her U.S. counterpart, U.S. Trade Representative Katherine Tai, on July 6 and raised the issue of U.S. tariffs on Canadian softwood lumber and the importance of keeping interconnected supply chains open. The United States is currently imposing 9% tariffs on Canadian lumber shipments into the country and a preliminary decision by the U.S. Commerce Department could result in the tariffs doubling to 18.32% by this fall. NAHB has been urging the Biden administration to move quickly to resume trade talks and has always opposed tariffs on Canadian lumber that exacerbate price volatility and raise housing costs. Howard testified before Congress on July 14 and said: “Regarding the current lumber crisis, the U.S. must immediately engage with Canada to adopt a new softwood lumber agreement and stop the imposition of harmful tariffs on Canadian lumber.” NAHB’s meeting with Minister Ng was a positive step forward and we will continue to urge the administration to return to the negotiating table with Canada and hammer out a new softwood lumber trade agreement that will end tariffs and help restore price stability to the lumber market.

NAHB CRITICIZES EFFORTS to Revise WOTUS Rule During Congressional Roundtable

N

AHB Chairman Chuck Fowke spoke out against the Environmental Protection Agency’s (EPA’s) efforts to revise the Navigable Waters Protection Rule (NWPR) that defines the “waters of the United States” (WOTUS) during a roundtable discussion yesterday with federal policymakers, farmers, home builders and composite makers. The roundtable was hosted by the Congressional Western Caucus in West Des Moines, Iowa. “During the previous administration, we saw a sensible effort to come to the table and repeal confusing, inefficient, one-size-fits-all policies with a new regulation, the NWPR,” Fowke said. “The 2015 rule was far too expansive to be effective and was found in federal court to be in violation of the Clean Water Act. We should not return to something that doesn’t work, especially because — aside from the clarity provided by the Trump administration’s rule — none of the factors that led to the previous regulatory confusion under prior WOTUS definitions have changed.” The Biden administration announced in June its intent to revise the definition of WOTUS and said that the NWPR enacted during the Trump administration “is leading to significant environmental degradation.” NAHB is a strong proponent of the NWPR because it corrects the vast overreach of prior rules by excluding most manmade ditches and isolated ponds from federal jurisdiction, restores common sense to the regulatory process, reduces projects costs and safeguards America’s water resources. Moreover, many waterways that no longer fall under federal jurisdiction under the NWPR remain protected because state and local governments have the authority to regulate waters, and roughly half the states already regulate isolated wetlands.

Members and leadership from the Home Builders Association of Iowa and the Home Builders Association of Greater Des Moines also attended the roundtable. In addition to the roundtable, lawmakers participated in field tours to see the impact of federal regulations firsthand, including a visit to a new home development of NAHB member Sage Homes. The NWPR remains in effect nationwide until the EPA and the U.S. Army Corps of Engineers initiate and complete a federal rulemaking process on the existing WOTUS definition under the NWPR. This is a process that typically takes more than a year to complete.

EPA Public Meetings Continue This Month In addition to today’s roundtable, NAHB is participating in the series of EPA virtual public meetings this month and encourages members to participate as well. Registration information for the remaining meetings can be found here. Both the EPA and the U.S. Army Corps of Engineers have noted that the agencies will use public input from these hearings to shape the Biden administration’s proposed WOTUS rule. EPA also has indicated that it will hold a series of regional field hearings in the fall, and we will provide more information as it becomes available.

EXISTING HOME SALES RISE in July as Inventory Improves

fter four months of declines, existing home sales increased for the second consecutive month in July as housing inventory continued to improve, according to the National Association of Realtors (NAR). Though the median existing home price in July remained elevated, home prices may level off if inventory gradually increases in the coming months. Total existing home sales, including single-family homes, townhomes, condominiums and co-ops, increased 2.0% to a seasonally adjusted annual rate of 5.99 million in July. On a year-over-year basis, sales were 1.5% higher than a year ago. The first-time buyer share slightly dropped to 30% in July, down from 31% in June and down from 34% a year ago. The July inventory level increased from 1.23 to 1.32 million units but is still down from 1.50 million units a year ago. At the current sales rate, the July unsold inventory sit at a 2.6-month supply, slightly up from June’s 2.5-month but still down from 3.1-month a year ago. This low-level supply of resale homes is good news for home construction. Homes stayed on the market for an average of just 17 days in July, an all-time low, unchanged from June and down from 22 days a year ago. In July, 89% of homes sold were on the market for less than a month. The July all-cash sales share was 23% of transactions, even with last month and up from 16% a year ago. Tight supply continues to push up home prices. The July median sales price of all existing homes was $359,900, up 17.8% from a year ago, representing the 113rd consecutive month of year-over-year increases. The median existing condominium/co-op price of $307,100 in July was up 14.1% from a year ago.

Geographically, three of four regions saw an increase in existing home sales in July, ranging from 1.2% in the South to 3.8% in the Midwest. Sales in the Northeast remained flat in July. On a year-over-year basis, sales rose 12.1% and 1.2% in the Northeast and South, while sales fell 1.4% in the Midwest. Sales in the West stayed unchanged. Meanwhile, the Pending Home Sales Index (PHSI), also reported by the NAR, is a forward-looking indicator based on signed contracts. The PHSI decreased 1.9% from 115.0 to 112.8 in June. On a year-over-year basis, sales were 1.9% lower than a year ago.

A

n expected impact of the virus crisis is a need for more residential space, as people use homes for more purposes including work. Recent data confirms this impact on the market is occurring. According to second quarter 2021 data from the Census Quarterly Starts and Completions by Purpose and Design and NAHB analysis, median single-family square floor area increased to 2,297 square feet. Average (mean) square footage for new single-family homes increased to 2,540. Since Great Recession lows (and on a one-year moving average basis), the average size of new single-family homes is now 5.5% higher at 2,502 square feet, while the median size is about 8.5% higher at 2,280 square feet. Home size rose from 2009 to 2015 as entry-level new construction was constrained. Home size declined between 2016 and 2020 as more starter homes were developed. Going forward we expect home size to increase again, given a shift in consumer preferences for more space due to the increased use and roles of homes (for work, for study) in the post-Covid-19 environment.

HEADWINDS FOR GROWTH: Higher Prices and Uncertainty

N

ew single-family home sales in June declined 6.6%, falling to

a 676,000 annualized rate. Although new home sales are 13.5% higher on a year-to-date basis compared to 2020, the June data marked the third consecutive monthly decline. The reasons why sales have softened since the end of 2020 have generated an ongoing debate in the media. Some have noted that builders are limiting sales because of a lack of inventory and higher construction costs. Others claim that higher home prices (new home prices are up 10% since January 2020) have priced many buyers out of the market. Both of these claims have merit. Supply-side factors (particularly materials, labor and lots) are holding back housing supply, with ready-tooccupy new home inventory down 44% over the last year to just 34,000 homes. Moreover, NAHB survey data indicate buyers’ perceptions of housing affordability are waning, and rightfully so: The share of buyers who can afford less than half the homes available for sale worsened from 63% at the end of 2020 to 71% by midyear. During the second quarter, pricing was the No. 1 reason active buyers did not make a home purchase. Given higher construction and development costs, and the potential for higher interest rates in the coming years, these variables are worth watching. Meanwhile, multifamily rental demand is growing and the apartment construction market is expanding. Ultimately, higher interest rates will depend on the pace of economic growth and the future of monetary policy in an environment with growing uncertainty. Second quarter GDP growth came in at a somewhat lowerthan-expected rate of 6.5%. NAHB is forecasting continued economic growth in 2021, resulting in an overall growth rate just below 7% for the year, which would mark the best rate since 1984. However, because of choppy conditions, including concerns over the delta variant, the Federal Reserve continues its dovish approach to monetary policy. For its July meeting, the Fed held the federal funds rate near a zero rate and did not provide guidance on a future tapering of Treasury and mortgage-backed security (MBS) purchases. Fed Chairman Powell notably stated that when a taper does occur (which we expect will happen this fall), the reduction of MBS purchases will not occur without a reduction for Treasuries as well.

GAIN FOR Custom Home Building BY: ROBERT DIETZ

N

AHB’s analysis of Census Data from the Quarterly Starts and Completions by Purpose and Design survey indicates custom home building posted the second best quarter since the Great Recession during the Spring of 2021. There were 54,000 total custom building starts during the second quarter of the year. This marks a 15% gain from the second quarter of 2021, a comparison affected by the declines in economic activity in the spring of 2020. Nonetheless, over the last four quarters, custom housing starts totaled 187,000 units, a 4.5% gain from the prior fourquarter total. Despite these gains, the market share for custom home building has declined as other forms of home building have expanded more rapidly. As measured on a one-year moving average, the market share of custom home building, in terms of total single-family starts, declined to 16.6%. This is down from a cycle high of 31.5% set during the second quarter of 2009. Note that this definition of custom home building does not include homes intended for sale, so the analysis in this post uses a narrow definition of the sector.

SHARE OF HOMES WITH PATIOS Climbs to Record 61 Percent BY: PAUL EMRATH

F

or the first time since the Census Bureau’s 2005 survey redesign, the share of new homes with patios broke above 60 percent in 2020. More specifically, of the roughly 990,000 single-family homes started in 2020, 61.4 percent came with patios. This number comes from NAHB tabulation of data from the Survey of Construction, which is partially funded by HUD. This marks the fifth consecutive year that the share of new homes with patios hit a record high. From the start of the downturn in 2007 through 2011, the share of new homes with patios was consistently under 50 percent—as low as 44.8 percent in the trough of 2009. In 2012, the share jumped to 52.4 percent and has been consistently climbing ever since. The incidence of patios on new homes has now increased in each of past eleven years, except for 2015 when it was flat. The geographic incidence of new homes with patios resembles the pattern described in last year’s post, although the latest percentages are even lower in the divisions where patios tend to be least common. In 2020, only 19 percent of new single-family homes built in the Middle Atlantic and 21 percent in New England came with patios. At the high end of the scale, the incidence of patios on new homes was over 70 percent in the Mountain and West SouthCentral divisions, and only a little under 70 percent in the South Atlantic. The SOC data tell us how many new homes have patios but don’t provide detail about the nature of the patios. Some of this detail, however, is available from the Annual Builder Practices Survey (BPS) conducted by Home Innovation Research Labs. Unlike the SOC, the BPS explicitly includes pool decks in its patio category. For the U.S. as a whole, the 2021 BPS report (based on data from 2020) shows that the average size of a patio on a new single-family home is about 278 square feet. However, there is considerable geographic variation, with new-home patios averaging over 350 square feet in Mid Atlantic, East North Central and Pacific divisions, and under 200 square feet in the East South Central. On a square foot basis, poured concrete continues to be the material builders use most often for patios, followed at a distance by concrete and brick pavers.

EMPLOYMENT SITUATION IN JULY: State-Level Analysis BY DANUSHKA NANAYAKKARASKILLINGTON

N

onfarm payroll employment increased in 47 states and the District of Columbia in June compared to the previous month while three states (Oklahoma, Kentucky, and Tennessee) lost jobs. According to the Bureau of Labor Statistics, nationwide total nonfarm payroll employment increased by 943,000 in July, following an upwardly revised increase of 938,000 jobs in June. On a month-over-month basis, employment data was strong in California, which added 114,400 jobs, followed by Texas (+80,900) and North Carolina (+75,600). Oklahoma, Kentucky, and Tennessee lost a total of 13,700 jobs, where the largest decline was reported in Tennessee (-6,100). In percentage terms, Vermont employment increased by 2.3% while Kentucky reported a 0.3% decline between June and July. Year-over-year ending in July, 7.3 million jobs have been recovered marking the economic rebound from the COVID-19 pandemic induced recession. All the states and District of Columbia added jobs compared to a year ago. The range of job gains spanned 864,400 jobs in California to 8,300 jobs added in Wyoming. In percentage terms, Hawaii reported the highest increase by 10.0%, while Oklahoma increased by 1.6% compared to a year ago. Across the 48 states which reported construction sector jobs data— which includes both residential as well as non-residential construction— 29 states reported an increase in July compared to June, while 17 states lost construction sector jobs. Kansas and Tennessee reported no change. North Carolina added 4,300 construction jobs while Colorado lost 1,600. Overall, the construction industry gained 11,000 jobs in July compared to the previous month. In percentage terms, New Jersey increased by 2.7% while New Hampshire reported a decline of 2.2% between June and July. Year-over-year, construction sector jobs in the U.S. increased by 224,000, which is a 3.1% increase compared to the July 2020 level. California added 39,900 jobs, which was the largest gain of any state, while New York lost 3,600 jobs, which was the largest decline. In percentage terms, Rhode Island had the highest annual growth rate in the construction sector by 15.1%. Over this period, Wyoming reported the largest decline at 4.3%.

National Economic Council Brian Deese. NAHB stressed at this meeting that it is imperative that lumber mill producers boost production in order to meet rising demand. Home inventories are lean and the U.S. housing market is more than 1 million single-family homes short of what is needed to meet the country’s demand. The summit was an important step forward. All the participants recognized the need to resolve supply chain bottlenecks and the issue of rising material prices and supply shortages has been brought front and center to the Biden administration.

I want to stress that this White House summit on building materials was the culmination of a year-long effort where NAHB has been in the forefront in educating the public and policymakers about how rising lumber and building material prices are harming home builders, home buyers and the economic recovery. NAHB leaders have appeared on CBS This Morning and numerous times on Fox Business News. We have also been featured in Bloomberg, CNN Business, Fortune, CNBC and scores of local media outlets across the nation calling for action to address rising prices and supply shortages. Overall on the media front, we have earned more than $50 million in media coverage, with over 11,000 stories featured in national and local news. Effectively, we got $50 million in national publicity for free rather than having to pay for it. In the policy arena, we have reached out to virtually every member of Congress on this issue and held talks with top White House officials and Commerce Secretary Raimondo. Thanks to the outreach of NAHB and our grassroots membership, several House and Senate leaders have openly raised the issue of soaring lumber prices, housing affordability and tariffs with Secretary Raimondo and U.S. Trade Representative Katherine Tai. In fact, Secretary Raimondo addressed the NAHB Leadership Council on June 18 and said that “supply chain disruptions are at the top of my mind.” And we are also seeking swift action on the trade front. Tariffs on Canadian lumber shipments into the U.S. are exacerbating price volatility and increasing housing costs.

On the lumber price front, many of you may have seen media reports about the recent sharp drop in prices. While this is good news, the lumber crisis is far from over. Since April 2020, the price of softwood plywood has increased by more than 200 percent and the price of oriented strand board (OSB) has skyrocketed by nearly 500 percent. The bottom line is that the OSB-led changes in softwood lumber prices that occurred between April 2020 and July 2021 have added $29,833 to the price of an average new single-family home and raised the rental price of a new apartment unit by $92. Moreover, most builders have not been able to take advantage of the recent drop in framing lumber prices because producers are still selling off lumber that they purchased from mills when prices were at their peak. So, when buyers read that lumber prices are coming down, builders need to educate them about this price lag.

Moving Forward •

Looking ahead, we will remain laser-focused on not only lowering lumber prices and increasing supply, but also keeping pressure on policymakers to improve supply chains for all building materials in order to protect housing affordability.

The Centers for Disease Control and Prevention’s (CDC) federal eviction moratorium expired on July 31, 2021. Eviction is always a last resort for landlords, and NAHB wants to ensure all of our members have the tools to access any funding and assistance available. NAHB has actively advocated for emergency rental assistance to help those impacted by the COVID-19 pandemic and to protect the viability and stability of the rental housing industry. The Treasury Department has disbursed more than $46 billion in rental assistance to state and local programs for relief to both landlords and tenants. NAHB continues to urge members to seek access to rental assistance funding via your local government and state housing finance agencies before pursuing an eviction or as an alternative to starting eviction proceedings. The Consumer Financial Protection Bureau has put together a new toolkit to help landlords and renters find and access assistance with local programs. NAHB has a sample script that landlords can use to contact tenants and walk them through the steps to apply for assistance and/or request permission to apply on their behalf. The script, and other multifamily COVID resources, can be found on the Multifamily and Affordable Housing Resources for COVID-19 page on nahb.org. You can also visit nahb.org/ coronavirus for more pandemic-related tools and resources. The bottom line is that property owners understand that evictions should only be made as a matter of last recourse and will continue to do everything in their power to help their tenants to access rental assistance and/or to enter into a reasonable payment agreement.

Congress Needs to Advance Policies that Boost Housing Production

NAHB CEO Jerry Howard is calling on lawmakers to enact policies that will help home builders expand the housing supply, reduce the housing deficit and improve housing affordability and opportunity for all Americans. In a July 14 hearing before the House Ways and Means Subcommittee on Oversight, Howard encouraged lawmakers to act on three key issues:

1. Fix the building materials supply chain. This is key to constructing more housing and reducing the housing deficit. Regarding the current lumber crisis, the U.S. must immediately engage with Canada to adopt a new softwood lumber agreement and stop the imposition of harmful tariffs on Canadian lumber. 2. Improve the Low-Income Housing Tax Credit (LIHTC). Congress needs to enact H.R. 2573, the Affordable Housing Credit Improvement Act. The bill would finance more than 2 million additional multifamily units over the next decade by increasing the amount of credits allocated to each state and expanding the number of affordable housing projects that can be built using private activity bonds. 3. Reformulate current homeownership tax incentives. Recent tax changes have undermined the effectiveness of the mortgage

interest deduction, resulting in fewer middle-class taxpayers itemizing and incentives flowing more to high-income households. A shift away from the mortgage interest deduction to a permanent homeownership tax credit that is targeted to lower- and middleincome Americans would make homeownership more accessible to hardworking American families.

OSHA Issues Emergency Temporary Standard The Occupational Safety and Health Administration (OSHA) has issued an Emergency Temporary Standard (ETS) for healthcare and updated guidance for all industries. This healthcare ETS applies, with some exceptions, to settings where any employee provides healthcare services or healthcare support services. The ETS is aimed at protecting workers facing the highest COVID-19 hazards—those working in healthcare settings where suspected or confirmed COVID-19 patients are treated. This includes employees in hospitals, nursing homes, and assisted living facilities; emergency responders; home healthcare workers; and employees in ambulatory care facilities where suspected or confirmed COVID 19 patients are treated. It does not apply to: • First aid performed by an employee who is not a licensed healthcare provider • Dispensing of prescriptions by pharmacists in retail settings page 54

• Non-hospital ambulatory care settings where all non-employees are screened prior to entry and people with suspected or confirmed COVID-19 are not permitted to enter those settings • Well-defined hospital ambulatory care settings where all employees are fully vaccinated and all nonemployees are screened prior to entry and people with suspected or confirmed COVID 19 are not permitted to enter those settings • Home healthcare settings where all employees are fully vaccinated and all non-employees are screened prior to entry and people with suspected or confirmed COVID-19 are not present • Healthcare support services not performed in a healthcare setting (e.g., off-site laundry, off site medical billing) • Telehealth services performed outside of a setting where direct patient care occurs For healthcare settings embedded in non-healthcare settings, the ETS applies only to the embedded healthcare setting and not to the remainder of the physical location. Where emergency responders or other licensed healthcare providers enter a non-healthcare setting to provide healthcare services, the ETS applies only to the provision of healthcare services by that employee. The ETS exempts fully vaccinated workers from masking, distancing, and barrier requirements when in well-defined areas where there is no reasonable expectation that any person with suspected or confirmed COVID-19 will be present. The ETS was officially filed in the Office of the Federal Register on June 17, 2021, and it became effective when it was published on June 21, 2021. Employers must comply with most provisions within 14 days and with the remaining provisions within 30 days. The Public Employment Risk Reduction Program (PERRP) has indicated they are reviewing this ETS but have not determined if they will follow it. We will keep you updated on their decision.
