Did You Know? Caramel Popcorn Day is observed each year on April 6th, conjuring up memories of Fairs, Festivals, and fun snacking in general. Though we can’t discount the tastiness of popcorn by itself, combining popcorn and other ingredients such as caramel, sugar, and molasses began in the early 1800s. Caramel popcorn as its own snack food gained popularity at the 1893 World’s Fair and became the specialty of many over the next century. NICA is proud to have close to 100 members who serve this treat each season!

Albeit far from a panacea, the month of March served up some positive developments that left me hopeful we will see many of our summer events return this year. Clearly, we are beginning to turn the corner on event restrictions and will soon be rebuilding. Vaccinations are in full swing and some states are already announcing an easing or elimination of their COVID-19 restrictions. Other positive developments are being announced at an everincreasing pace. Let us hope that these trends continue! Early March found me working a show for the first time since the shutdown began. Shortly thereafter, I received my first signed contract for one of my annual September Fairs. Within the same week, a brand-new Street Fair opened in Palm Desert, CA—no small feat given that state’s

resistance toward letting people congregate. On the very same weekend, the Phoenix Home and Garden Show and Florida Strawberry Festival opened. A few days later, the San Diego County Fair announced it would open a modified version of itself in June! That is by far the most positive news week I have experienced in quite a while! Obviously, our Industry has a long way to go before it gets back to anything that resembles normal. At this point, I am wondering if “normal” is even the right goal. We know we need to return to profitability, and I think the innovations of the past year can help us get there. We should take some of the lessons learned over the past year and apply them to the Post-Pandemic Fair Industry. Otherwise, many of the sacrifices we have endured over these many months would be for naught.

Let’s face it, people want to get out; the winter was cold and wet! NICA Board of Directors Spring Planning Workshop is planned for May 4-6, 2021 at the Tuscany Suites and Casino, Las Vegas. As part of it we will host, in conjunction with West Council, NICA Together: A Marketplace of ideas, networking, products, and Services. It begins with a Welcome Reception on Tuesday evening. On May 5th, the conference will open with a discussion on the aspects of “Getting Back to Business” followed by roundtable topics and workshops. The event will also provide a showcase for manufacturers, distributors like Sysco, and our service companies. NICA will present “The Changing Landscape of Commercial Exhibits” on Friday, May 14th at 9:00 AM and “What Can NICA Do For You?” on Friday, May 14th at 10:45 AM. I am incredibly happy to say that the Board approved the appointment of Kathy Ross, CCE to a one-year Ex-Officio Director position as Special Events Planner. Kathy is perfect for this position; she is a doer and well accomplished. Getting Back to Business

Greetings, I have been thinking about all of you this month with a cautious optimism that we are entering the “beginning of the end” of this Pandemic. The biggest thing on my mind is NICA Together: A Marketplace of Ideas, Networking, Products, and Services to be held at the Tuscany Suites and Casino in Las Vegas, NV from May 4-6. An event that has come to be because our members wanted to see each other… and not on a screen; because many wanted to connect with Vendors to discuss going back to work; and because there are important conversations to share regarding “getting back to business.” Masks are required and social distancing will be in place. The room rate is $59, no resort fee, and parking is free! Read more about it on page 16. Sign up and come enjoy! Despite COVID-19 placing many activities on hold, NICA and Fare Foods successfully produced the 2021 NICA Business Expo and Fare Foods Food Show. NICA also carried out the 2020 Strategic Plan, published NICA News monthly, favorably received SBA Loans and Grants, and launched the NICA Foundation which exceeded its sponsorship distribution goal. Two more hallmarks of our year are before us: Scholarship applications are due on June 1 and Nominations for the Board are due May 25; see page 12 for more details. During this past month there has been a huge variety of Fair news. Last month Randy Reichert, CCE asked the question “To open or not to open?” Florida decided to open! This issue features some of the experiences our members have had there on page 14. They are enlightening, hopeful, and educational. On the other side of the spectrum Ventura County Fair, Houston Livestock and Rodeo Show, and LA County Fair have sadly canceled their 2021 Fairs. Some Fairs are still waiting to announce what they plan to do, causing this year to have a lot of the “wait and see” feel of last year, but with more opportunity for work as the year progresses. For

instance, “Grab and Stay” at Alameda County Fair has been successful, but due to Health Department approvals, they are still quiet about their Fair dates. The ambiguity of approvals is causing many Fairs to consider “hopscotching” to dates later in the year. This will cause a disruption in routes and available labor that will require the ability to flex. In many cases Fairs are impacted by proudly assisting their communities with COVID-19 services. For instance, San Diego County Fair has announced what it can do successfully in a small space with a small number of attendees and a shorter event. Pima County Fair is on county land that will not allow it to produce their regular Fair in the Spring, so they are talking a smaller Fall Festival. Arizona State Fair is using its regular dates and moving to an Indian Reservation this year. Marin County Fair will be virtual, smaller and include a Drive-Thru. With a move to the “Orange Tier,” OC Fair hopes to be a full go on its usual dates, though like any professional organization, it has a backup plan which we hope will never be used. Vaccinations are happening and the eligible categories are growing. Most of us are now eating inside and outside, and not walking through the back door for hair and nail appointments. Our schools are carefully reopening. Many people are planning and working hard to bring our daily activities back to life. I appreciate them. And I admire the many of you who have embraced new and different solutions. News about Fairs that have opened, Spring, and vaccinations have given me my stronger sense of optimism. I feel like I have the power to shift my perception and change my outlook. I recognize we all have doubt days; however, let’s stay committed to NICA’s 2021 theme of MOVIN’ FORWARD! I realize the more I focus on the good in my life, the more of it I am discovering. Each one of you is a part of the good in my life! I hope to see you May 4-6 in Vegas at NICA Together: A Marketplace of Ideas, Networking, Products, and Services where we will connect with our Fair friends and family, share what is working in our Fair community and develop back to business content and best practices. Fun Activities While You’re Waiting Last year we experienced the advent of Fair Food Drive-Thru events. This innovation was more than just an economic opportunity for Concessionaires—it offers a new way to promote the Fair brand and telegraph future events. The innovative ideas employed at some of these events offer a possible solution to another common problem threatening Fairgoer satisfaction at large events, which is the boredom and frustration of being stuck in traffic! Goodness knows, being stuck in Fair traffic rates high on the list of Fairgoers’ biggest complaints. Why couldn’t we extend the Fair experience to include Guests’ travel to and from the event? To keep Customers, and more importantly their children, from becoming bored while waiting in long Drive-Thru lines, some Concessionaires employed games, contests, and other forms of entertainment as ways of entertaining the public while they waited their turn to be served. Is it possible that these concepts could be expanded to include Fair Guests’ travel to and from the Fair?

particular event becomes large enough to represent a significant part of the event’s total online presence. At that point, Commercial Exhibits’ primary benefits to the show evolve beyond just revenue generation and entertainment programing to also include event marketing and promotion! COVID-19 has been an unexpected accelerator of this trend, thus moving us closer to this new Commercial Exhibits’ paradigm, one that will contribute even more meaningfully toward the future success of Fairs. These two trends promise to revitalize, if not revolutionize, the way Commercial Exhibits impact the Fair Industry!

New Ways to Communicate

Probably the most profound long-term impact of COVID-19 on the Fair Industry will be how we communicate. Prior to 2020, I had never participated in a video conference; in the last twelve months I have been in dozens of them! Seeing your counterparts’ faces helps you to read into their meaning more deeply than just through the printed word or a phone call. It definitely helps strengthen the connection between people. As such, this technology positions our Industry to engage its participants in a way that builds stronger, more cohesive teams. Video conferencing gives us a tool that can reach across space and time in a way that otherwise could only be achieved in person—something that is difficult to do in the off season.

Reasons to Go to Vegas The most profound outcome of this troublefilled year for Fair-based businesses will be the

NICA Together conference planned for this May. Others will write more about the origins of the concept and its merits; however, it is clear that this would not have happened this year without the catalyst of the health crisis. Now that the stars have aligned, the hard work begins, and we as an association need to pull this off. See page 16 for more information about this event! All of us have been financially impacted by the circumstances thrust upon us by the Pandemic. This has caused me to tighten my belt and avoid any unnecessary spending until I can get back to work. Normally a trip to Las Vegas would fit in this category. However, I caution you not to think of this as discretionary, but as an opportunity to invest in your business! NICA needs you to help it now by supporting this fledging venture so that it can better support you and your company long into the future. This gathering presents a powerful opportunity for us to build something truly worthwhile—a marketplace that serves us! For the cost of a quick trip to Vegas, you can say, “I was there and helped make it happen.” Looking forward to seeing you in Las Vegas and again on the road this summer! ▲

The very heart of any successful business is communication. Whether it is in the daily operation of a Concession business or in the dealings with help, Vendors, Fair Management, or other Concessions. Most any problem we encounter in our daily operation can be traced back to either poor or lack of proper communication. Beginning with myself, it is most important I become well versed in whatever I do. That is my responsibility. I am certain anyone who tends to shoot from the hip usually finds himself or herself in some sort of difficulty. In order to become successful, I will draw first on my own experience, and then my peers’ in whom I value their knowledge. I also will call upon those associated in the business such as Fair Management or those with knowledge in our business. With this communication, I am able to make informed decisions on whatever the circumstance. I have, over the years, found it was best to hire a person who could replace me. As an Owner or Manager, teaching, not training, is the best use of any person’s ability. Teaching allows the employee the thought process that encourages growth and stimulates greater evolvement in the success of any business. A person’s capacity to achieve is determined by their leader’s ability to empower (teach). Over the years I have been most successful in the teaching style of Management. ▲

Communications are, of course, the least understood part of Management. We think we are only communicating when we talk or write. Not so; we communicate every time we smile, frown, grunt, glare, wink, with the clothes we wear, or how we wear the clothes. It’s in most everything we do. I always try to be aware of this in everything I do, working with employees selling the all-important Customer. Just thanking a Customer or even a Vendor is a positive form of communication. Management is an extension of communicating our needs to those who we are working with. My biggest desire is to work with my employees, teach what I know about my business, and instill in them the same ethics I believe. These include managing time in order to arrive on time set up and ready to open, working closely with my Vendors, as without them I could do little business, and dealing with Fair Management in a professional manner. ▲

2021 NICA Foundation Scholarships Available Online It’s time to think about college scholarships! For YOU or those of you with young people heading off to or planning on entering college, the 2021 NICA Foundation Scholarship Application is online at www.nicainc.org/scholarship. We invite you to apply as soon as possible, as the deadline is June 1st, 2020. We have strengthened the scholarship program with the addition of the Regional Councils Scholarship in the amount of $3,000 and a Past Presidents and Directors Scholarship in the amount of $2,500, for a total of $30,500 this year. The Scholarship Program will continue to award two Gene O’Brien, CCE Vocational School Scholarships and one scholarship with a donation from Coca-Cola in honor of CCEdesignated members. The remaining scholarships will be provided using donations from the NICA Membership. The next chapter of your life could start today… Apply now! ▲

Start a Communication Committee Today! As Fairs and Events start to reopen for 2021, Communication Committees are more important than ever! YOU are the important piece of the puzzle and you need to be part of the decision process. All you need is a group of Vendors and Fair Management that meets on a systematic basis to discuss and seek solutions that address mutual concerns. Throughout the country, Communication Committees have found success with regards to practical training in Guest Services and Health Department rules, achieved unprecedented Food and Beverage per cap growth by working with the Fair to increase length of stay, researched, developed and launched a successful souvenir cup program that is profitable for both Fair and Vendors and increased the Fair’s brand recognition, raised the Guest Service score of “completely satisfied” with Vendor Customer Service from 38% to 64% over a three-year period, and experimented with promotions to find ones that increased revenues and Guest satisfaction. Now is the time to begin the conversation to strengthen relationships across the board. Florida Fairs OPEN in 2021

On the Eve of the Strawberry Festival, a Fair Fan wrote this poem: “‘Twas the night before Festival, when all through the grounds, the only creatures stirring are security making their rounds; the Vendors have setup their booths with care, in hopes that you and your family soon will be there; the pigs are nestled all snug in their beds, while visions of strawberries dance in their heads. Now Shortcake! Now Chocolate! Now Cookie and Milkshake! On Corndog! On Elephant Ear! On Fries and Funnel Cake! To the top of the Ferris Wheel! Such beautiful sights. Happy Festival Eve to all, and to all a good night!” Overall, the experience of the Winter/Spring Florida Fair season has been satisfying, bold and seemingly safe. Some like Florida State Fair and Miami Dade Youth Fair pushed their dates out further into the year. Some like South Florida Fair held a Mini-Fair in January and are coming back in May to produce a larger Fair. The Strawberry Festival opened on their regular dates with an ongrounds entertainment focus rather than a concert line-up. Since January 2021, Florida Fairs have been on a roll of opening with conviction. Tim Herrick of Carnival Warehouse used some questions in an interview with Fair Manager Fran Crone (FC) from Southwest Florida and Lee County Fair, the answers to which she sent out to share the good news. We posed the questions with two of our Member Concessionaires: NICA President Sandy Class, CCE (SC), SAN-JON Enterpries, and IAFE Associate Director Kathy Ross, CCE (KR), Ross Concessions. The content of all three interviews reflects the joy of opening from a Fair, Vendor and Fair Guest perspective.

How was your Fair experience this year? FC: We had an amazing Fair! We had beautiful weather on all but one day; people were happy to be out. The smile on their faces tells the story!

Which of your Fairs opened? SC: Manatee County Fair, Charlotte County Fair, Pasco County Fair, Florida Strawberry Festival, and currently the Clay County Fair. KR: All our Florida Spring Fairs have opened. Some made changes to their layout, or entertainment lineup, but they opened.

What seems to be the most striking difference between the 2021 Fairs and what came before? FC: We feel like we provided the same awesome product this year that we have always given to our community. We followed the CDC guidelines, had plenty of hand sanitizing stations, signage, and we actually brought in less Rides and Vendors in order to allow for spacing. SC: Hand sanitizer stations and signs to encourage the six foot social distancing.

SC: So far, it has been very good, attendance has been decent, many still in face masks; Patrons want to get out and experience the Fair. KR: So far, we have had a great Fair season but understand after what we went through last year, we feel blessed to be able to work in any capacity: Fair, Festival, or parking lot. The Patrons seem happy to be out doing something that feels 14

KR: Honestly, I don’t see striking differences… kids are still running around, animals are being shown, families are enjoying themselves, and I am serving fun Fair Food. I see masks on some folks… that is the only change I see.


What was the most challenging aspect of putting on a Fair during the Pandemic conditions? FC: The nay-sayers! But our Board went forward with a very positive attitude, and that we were not going to back down. Even on social media, if there was a negative comment our supporters and the positive public would respond to them in a positive manner. SC: Adapting to the changes of the Fairs’ requirements, which are in compliance with the governing Health Department rules and every county has been different. KR: For my Fair Boards, it seems to be trying to make everyone happy. If the Fairgrounds is privately owned it seems easier because they can be like any other business and make their own rules. If the grounds is county-owned there are a few more hoops to jump through.

How many Food Vendors were at your Fairs? FC: We had 40 independent Vendors—32 of which were Food. I told our Vendors last fall that if anyone felt that they could not return this year due to financial reasons, that they would not lose their place. They may not have the same physical location, but that we would hold room for them. We had four Food Vendors who could not make it this year. SC: The same as in previous years; however, Manatee County Fair did limit the amount of stands per operator which helped with the gross. Personally, ALL Fairs need to look at this moving forward. KR: Some Fairs reduced duplicate trailers on their midways to make spreading out the trailers easier.

Did 2021 exceed expectations? Why or why not?

to adapt and play in the messy wet cement. The sandbox is open and you either want to get in the sand or not… it is the reality for 2021. We are all in this together! KR: An Industry Leader said “2021 was going to be ‘MESSY’” and I agree. With supply chain issues, unexpected attendance, and spending increases, trying to keep up with everything this year is going to be a challenge. We were left with a huge amount of stock when we were shut down on March 13, 2020, which has left us very leery of over-buying stock. Therefore, we have been forced to buy stock multiple times throughout the Fairs, where normally we would purchase enough stock for the entire event prior to the Fair. These struggles are also a blessing at the same time, so please don’t take it as a complaint. Again, we are blessed with a chance to work again!

What would your advice or guidance be to someone planning their 2021 Fair or Event? FC: Stay positive and keep reassuring your community that you are following CDC guidelines. Advertise accordingly, be prepared, and thank everyone you see for coming out. Ask them what their favorite ride was, or their favorite food… engage with them and let them know that you appreciate them.

FC: Our Board and our Staff felt strongly that this was going to be a great year and we are not disappointed. Although not our biggest year ever; but with four record-breaking days and being UP overall in our numbers, it’s a GREAT YEAR! This was SC: Be flexible, adapt, resilient, and positive. Today he is a CPA, providing financial analysis for small and medium sized businesses throughout North America. “I am sincerely appreciative for the opportunities provided by NICA to my family and myself. This organization serves as the backbone for a noble Industry—one focused on bringing happiness to families. When the world returns to accepting crowds, I know where I will be spending my time. 2021 Strategic Plan Rey O’Day, Executive Director

Strategic Planning History In 2012, the NICA Board of Directors and Staff realized that as each President began their term, they brought their own list of goals; and as each new Executive Director came on board, they too brought their own list of goals. Each time this happened, the last list of goals was discarded and the new one was placed on the table. The result was that NICA lacked a focus for the future and the ability to work on anything long enough to finish it. In April 2012, the NICA Board of Directors created NICA’s first Strategic Plan. When the NICA Foundation was formed in 2020, some goals were moved to that organization. In 2021, it was determined that the Executive Committee would participate in the strategic goal planning process with their own long-term and short-term goals.

Strategic planning is an organizational management activity that is used to:

Organizing meeting date and member names were reported to the President by March 1, 2021. • Each Committee will submit an oral report regarding their progress to the BOD as prescheduled two times a year. • The 2021 Strategic Planning Review of LongTerm and Short-Term Goals occurred during the February Board Meeting and the subsequent March Committee Meetings. Progress will be evaluated during the November meeting. • The final oral and written report of these goals is due at the January 2022 BOD Meeting.
