General Santos City - Region XII’s economy grew by 5.2 percent in 2021, a reversal from the 4.4 percent contraction recorded in 2020, and surpassed the pre-pandemic level output (Php 469.9 billion in 2019) of Php 472.5 billion in 2021. This quarter is the last in the term of our local chief executives and the end of my three terms as Mayor of General Santos City. Consequently, this is also my final one as RDC XII Chairperson after three consecutive terms of having been nominated by the Council and appointed by the former and current presidents to this position.
But as a nation, let us not be focused on our differences. Instead, let us support the elected leaders while still maintaining the vigilant persons that we are, not letting our guards down on injustices. The point here is, we still face challenges. One of them is rebuilding the economy ravaged by the crippling COVID-19 pandemic. Let us not forget the ongoing Russia-Ukraine war and its effects on the world economy, such as the surge in fuel and commodity prices. Then, we also have the ongoing call to increase budget for innovation to allow us to be competitive in the whole world, and for health to make our health care system more robust.
And so, let me express my heartfelt gratitude for all your support in my stint as RDC XII Chairperson. These past two years have been very challenging after we experienced the effects of the COVID-19 pandemic. We saw businesses close due to our need to restrict the movement of people. We saw our colleagues fall ill with the dreaded disease; some sadly lost their lives while in service. But together, we rose above the pandemic. As our new

General Santos City – As a strategic response to prevent and eliminate child labor in the region, Department of Labor and Employment (DOLE) XII, through its General Santos City Field Office (GSCFO), facilitated the distribution of starter kits under the DOLE Integrated Livelihood Program (DILP) to 35 parents of child laborers amounting to Php 736,548.00 at Purok Diamond Valley, Barangay Tambler, General Santos City.

Theservices.Child Labor Prevention and Elimination Program (CLPEP) aims to remove children from child labor particularly in its worst forms. The program contributes to the Philippine Program Against Child Labor of the national government interventions for eliminating or preventing child labor and is responsive to the SOCCSKSARGEN Regional Development Plan, 2017-2022 specifically on Chapter 10: Accelerating Human Capital Development.

On May 12, Thursday, DOLE XII Regional Director Raymundo G. Agravante and GSCFO Head, Domingo C. Baron, led the said awarding with Punong Barangay Karl Vincent Queipo.
There were 3 housing projects funded under RAP-LGU, and these are the Bagong Buhay Resettlement Project Phase II in Brgy. Bunao, Tupi with 100 completed housing units; Kasadya Village Project Phase II in Brgy. Dajay, Surallah with 62 completed housing units; and, the Dreamville Resettlement
The amount received by the beneficiaries ranged from Php 5,000.00 to Php 30,000.00 depending on the severity of the damage brought by the

For the EHAP, NHA XII released a total of Php 6.04 Million financial aid to 274 families affected by calamities in various localities in the region through a series of cash assistance distributions on June 15 to 24. These families are from the municipalities of Sto. Niño, Surallah, Tantangan, Tupi, Kabacan, Aleosan, Midsayap, Libungan, M’lang, Makilala, Magpet, Palimbang, Kalamansig and Bagumbayan, and cities of General Santos, Koronadal, and Kidapawan. A separate distribution was done for another batch of beneficiaries in General Santos City on May 17.

For former rebels on the other hand, 10 housing units with 34.1 square meter floor area worth Php 450,000.00 each have been provided in an area dubbed as “Former Rebels’ Village”. It is located in Sitio Le Mangga, Brgy. Midtungok, Senator Ninoy Aquino, Sultan Kudarat. The housing units were awarded on April 21 to 10 former members of the National People’s Army (NPA) belonging to the ManoboDulangan Tribe. The said houses were constructed within their Ancestral Domain or CADTgranted land.

Koronadal City, South Cotabato – As of June 2022, NHA XII has provided a total of Php 85.54 Million shelter assistance to 461 family beneficiaries in the region. This assistance is composed of the Resettlement Assistance Program for Local Government Units (RAP-LGU) at Php 75 Million, Housing Assistance Program for Former Rebels (FRs) at Php 4.5 Million, and the Emergency Housing Assistance Program (EHAP) at Php 6.04 Million.

In SOCCSKSARGEN, the region is blessed with Sarangani Bay and the coastal area of Sultan Kudarat both of which open up to the Celebes Sea, and are very rich in marine resources. These coastal areas attract many foreign visitors each year, including diving enthusiasts. Those divers, who have the opportunity to visit the region’s diving sites said the sites are at par with international diving spots.
A DiveSox Campaign was launched last May-June 2022 by the Department of Tourism (DOT) Regional Office XII to rekindle the interest of diving enthusiasts on the many beautiful diving areas the region has to offer. The DiveSox campaign also includes clean up drives along the diving areas with the participation of concerned local government units, line agencies, public and private tourism stakeholders, including teachers, students, private diving associations and volunteer Thedivers.DiveSox

Secretary and NEDA XII Assistant Regional Director Carmel P. Matabang who was present during the May 28, 2022 launching in Maasim, Sarangani, congratulated DOT XII for the DiveSox Campaign. She said the activity is timely, to reinvigorate the tourism sector after the setback it suffered due to Covid 19, thus contributing to the resurgence of economic activities in the region.

Other issues raised during the inspection included construction works that were abandoned by the contractor, and differences in the determination of percentage accomplishments between the contractor and the end-user. During the post inspection meeting, the issues encountered were discussed and appropriate actions were recommended to the concerned entities. The contractor and end-user were also advised to reconcile the differences in the percentage accomplishments presented by conducting a joint site visit of the two parties to agree and resolve these matters.

The projects inspected were the Institute of Middle East and Asian Studies (IMEAS) Building, Psychosocial Research and Psychological Testing Center, Criminology Building, Completion of Unfinished Auditorium, 3-Storey CBDEM Academic Building, Women’s Dormitory Building, and the Refurbishment of Administration Offices.
Koronadal City, South Cotabato – Seven ongoing projects of the University of Southern Mindanao (USM) in the municipality of Kabacan, Cotabato Province were subjected to a special field inspection by the RPMC XII members on June 16, 2022. The field inspection was initiated upon the request of USM for RPMC XII’s assistance in the resolution of issues delaying completion of their projects, especially those implemented in CY 2018.

The RPMC team headed by its Chairperson, NEDA Director Teresita Socorro C. Ramos, expressed her gratitude to the USM and to President Francisco Gil N. Garcia for the opportunity to see in actuality the projects that were supported and endorsed by the USM Board of Regents. The team raised the following observations on the projects visited; a) the need to observe good housekeeping in some of the projects; b) lacking handrails along the stairways and emergency exit stairs, c) uneven width of stairway, d) leaking pipes and plumbing works at the roofing, and d) lack of ventilation in some of the facilities. Good practices were also noted such as good quality works by certain contractors and the adoption of innovations in technology such as the use of steel frame structures, particularly in the Institute of

The RPMC team observed that this is not an isolated case but a recurring issue found even in school building and other government building

Three new government-operated drug rehabilitation centers are now open in SOCCSKSARGEN to provide immediate intervention in line with the continuing anti-illegal drug campaign.

Katryn Gaye Abad, information officer of the Philippine Drug Enforcement Agency (PDEA) in Region 12 said CommunityBased Drug Rehabilitation Facilities (CBDRF) were inaugurated in Malungon, Sarangani; Surallah and Polomolok in South Cotabato on June 21, 23 and 28, 2022, “PWUDsrespectively.(Person Who Used Drugs) may now to avail of the services in the facility nearest them,” Abad said. Each facility can cater up to 100 PWUDs.

Koronadal City, South Cotabato – Police Regional Office XII establishes a thriving crime prevention and solution campaign covering the period of the 2nd Quarter of CY 2022 as it recorded a 174 decrease or 6.62 percent drop in total crime incidents compared to the same period of the previous year.
The Peace and Order Indicator (POI), which reflects the peace and order situation of a community, recorded 1,417 incidents, which is 19.35% lower than the 1,757 incidents from the same period of the previous year.
Non-index crimes, on the other hand, marked a decrease of 321 incidents or 22.20% reduction from the previous year.
Based on records, the 8 focus crimes recorded a decrease of 18 incidents or 5.84%. Theft remains to be the top most prevalent crime for the period, which was followed by rape, while the special complex crimes recorded a decrease of 1 incident or 33.33% from the previous year.
There were also 215 cases recorded for the arrest of wanted persons in the region.
The decrease in crime incidents can be attributed to effective crime prevention strategies and the commitment to public service of the PRO XII personnel, especially the Oplan IRON CLAD (Integrated Revitalized Operation of Neighborhood Integrated Watch Against Criminality Lawlessness and Disaster).

Bonagua thanked DILG RD Leysa “for making our lives easier at the Bureau as we replicate the GAD Seal certification nationwide.” Director Bonagua’s Bureau of Local Government Development is the lead office tasked with promoting the GAD advocacy within the Department.“With what the DILG Rehiyon Dose started, we will be able to craft policies when we cascade down the GAD Seal to the regional offices, and eventually to the LGUs.
DILG Rehiyon Dose gave due recognition to the first batch of agencies awarded with the GAD SEAL in a bright and star-studded ceremony on June 27, 2022. Nine pilot government agencies received the GAD Seal Certification award on that day, after having gone through a series of evaluation. The Certificate is issued to agencies which are compliant with the GAD parameters.
The awarding ceremony was made more momentous with the presence of Usec. Marjorie N. Jalosjos, DILG GAD Focal/ Undersecretary of Mindanao Affairs and Special Concerns. Usec. Jalosjos was the guest of honor and speaker for the GAD Seal Awarding Ceremony for NGAs and HEIs of Region XII and with her was Bureau of Local Government Development (BLGD) Director Annaliza F. In her welcome remarks, Director Melanie M. Indar of the Planning and Policies Bureau (PPB) of the BPDA, thanked the JICA and the NEDA XII for their support. She said the activity is very important to BARMM Technical Staff as they need to learn, especially as they are tasked to craft the next Bangsamoro Development Plan (BDP), together with the Bangsa Moro Investment Program (BDIP). JICA, through their Advisor Ms. Yukiko Sano also thanked NEDA XII for responding to the request to provide technical assistance.

The Ad Hoc TWG under EDC XII is critical in harmonizing the startup development efforts in the region, particularly in the key sectors of tourism, agriculture and fishery, health products and e-services. The Regional Start Up program aims to provide a conducive environment for Technology Business Incubators (TBIs) , accelerators, and innovation centers, and increase the number of intellectual property assets generated including creative goods and services for a more innovative and competitive economy in Region 12.

The Metals Engineering Innovation Center (MEIC) is a facility that will enable the State Universities and Colleges (SUCs) to design and fabricate machinery and equipment, supporting the requirements of agricultural and industrial companies in the regions. Faculty and students, including Small and Medium Enterprises (SMEs) can use this facility.

Supporting the Establishment of a Metals Engineering Innovation Center (MEIC) in Region XII


This quarter, we have elected our new political leaders. While there will also be changes in RDC leadership and composition in the coming quarter, RDC XII will continue to push for positive changes in the Region as exemplified in the passage of the 34 resolutions during its 77th Regular Meeting. Here are three of these:
The House Committee on Higher and Technical Education approved House Bill 8247 in January 2021, which enabled the University of Southern Mindanao (USM) to open a Doctor of Medicine program starting Academic Year 2021-2022 and which was also given due clearance by the Commission on Higher Education (CHED). In compliance with the need for a research and academic investigatory arm, and at the same time, a primary training hospital for the students of its College of Medicine, and possibly students from other academic institutions offering medical programs, the USM proposed for the establishment of a Center for Medical Research and Health Care Facility. The proposed Center would also serve as an important health care refuge for patients with complex illnesses and also the elderly people of Region XII, as well as that of the adjacent region, such as the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
