9 LGUs of Region 12 recognized as among the most competitive for 2021 By Joven S. Quirones, DTI XII KORONADAL CITY, South Cotabato – The Department of Trade and Industry through its Competitiveness Bureau has recognized nine local government units (LGUs) in Region 12 as among the best performing LGUs of the Philippines in the 2021 Cities and Municipalities Competitiveness Index (CMCI) during the online 9th Regional Competitiveness Summit on Tuesday, December 14, 2021. The city of General Santos received three citations for ranking tenth as a highly urbanized city under the economic dynamism and government efficiency pillars, and as the top 2 most improved highly urbanized city. Economic dynamism as a pillar, measures the activities of LGUs that create a stable expansion of business and industries and higher employment; while government efficiency looks at the quality and reliability of government services with focus on effective and sustainable productive expansion. South Cotabato is the lone province of Region 12 to be awarded as the top 6 most competitive province in the country. Under class 1 and 2 municipalities, Polomolok ranked number 4 under economic dynamism pillar, while three municipalities, namely: Midsayap, Isulan, and Kabacan ranked 5th, 6th, and 9th, respectively, for government efficiency. Polomolok and Isulan, dubbed as the overall most competitive class 1 and 2 municipalities, landed the 8th and 9th spots.

The city of Koronadal was hailed as the top 4 most resilient LGU under the component cities category, while the municipalities of Kabacan and Malungon landed 6th and 9th for the most resilient class 1 and 2 municipalities. Under this pillar, the capacity of the LGUs to facilitate business and industries to create jobs, raise productivity, and increase the income of citizens over time despite the shocks and stresses they encounter are measured. The city of Cotabato ranked as the top 9 component city on government efficiency. The CMCI is an annual ranking of the cities and municipalities in the Philippines developed by the National Competitiveness Council (NCC) with the assistance of the United States Agency for International Development (USAID) to stimulate friendly competition among LGUs. The program encourages LGUs to gather and submit data that are used to measure their performance on four pillars: economic dynamism, government efficiency, infrastructure, and resiliency. Jude Constantine S. Jaugan, regional director of DTI12 and chair of the Regional Competitiveness Coordinating Committee (RC3), congratulated the winning LGUs and took note of the hundred percent participation of the region’s 50 LGUs and 4 provinces. “We are happy to note that since 2013 when the CMCI was launched, the LGUs of Region 12 have consistently made it to the Top 10 Ranking be it in the

Message of the RDC XII Chairperson To accelerate the socio-economic development of the regions is one of the purposes of the Regional Development Council, thus, your RDC XII wants to bring the government services, programs/projects/ activities closer to the people. In line with this, the Council took the initiative of supporting the calls of Local Government Units and the people of Region XII in general to have the Department of Foreign Affairs (DFA) establish their Consular Office in Kidapawan City; the Philippine Health Insurance Corporation (PhilHealth) to establish its offices in Lebak, Sultan Kudarat and Midsayap, Cotabato Province; and Social Security System ( SSS) to establish also its office in Lebak, Sultan Kudarat. Late last year, we successfully convinced the Government Service Insurance System (GSIS) to establish its Servicing Unit in the City of Koronadal and they are now operating there.

We worked closely with these government agencies whose presence is urgently needed this time, in the Southern Coastal areas of Soccsksargen, doing frequent coordination meetings, to convince them to establish their offices in remote areas of the region. This is because RDC XII wants inclusive growth for all, and is doing what it can so government services will be more accessible to all Filipinos, particularly in Region XII. No one must be left behind in our journey towards Matatag, Maginhawa at Panatag na Buhay para sa Lahat.

Editorial Research or Re-search We lag behind other countries in terms of budget for Research & Development (R&D). This has been the situation for many years; and this became even more pronounced during the height of the COVID-19 pandemic, whereby our country was rendered dependent on other countries’ vaccines. Had we developed one for ourselves, we could have minimized vaccine cost for Filipinos, supplied foreign demand for vaccines, and brought profit to our country. However, this was not the case.

For the last 30 years, the share of R&D to total Gross Domestic Product expenditure of the country has been only 0.14% to 0.18%. This is definitely below the 1% expenditure that the United Nations Educational, Scientific and Cultural Organization (UNESCO) said a developing country should have. The Department of Science and Technology has consistently lobbied for an increase in budget. In fact, recognizing the relevance of innovative solutions, the DOST initiated the Science for Change Program (S4CP) in 2016. S4CP aims to expand and introduce R&D programs, and accelerate R&D to improve industrial competitiveness and capacity building among universities. A bill was consequently passed to guarantee funding for the said program. In support of this effort, RDC XII passed Resolution No. 122, s. of 2021, Endorsing the Science for Change Progam (S4CP) Bill to the House of Representatives and Senate for Immediate Approval and Support for P10 Billion Budget for the Program in 2022, Increasing Yearly to Eventually Reach 2% of the General Appropriations Act. We need to boost our R&D in order to propel our country forward. We need to invest on research and development, or else, we might have to re-search our country only to find that our researchers have gone abroad, our country still relying on foreign technology, and still missing the chance to earn more for the economy.

107 qualify for Balik Probinsya Bagong Pag-asa Program in Region XII By Melissa Gabrielle H. Vargas, NEDA XII - DRD

KORONADAL CITY, SOUTH COTABATO - Around 107 applicants have qualified to be beneficiaries of the Balik Probinsya Bagong Pag-asa Program (BP2) and are expected to return to Region XII, in a report given during the 6th Special BP2 Committee XII Meeting on November 26, 2021. The BP2 Committee is headed by the Cabinet Officer for Regional Development and Security (CORDS) with NEDA as the Technical Secretariat. Regional Manager Zenaida Cabiles of the National Housing Authority XII reported during the meeting that out of 2,576 enrollees, 107 qualified as beneficiaries and signified to return to the following provinces/ city: General Santos City (11); Cotabato Province (20); South Cotabato Province (36); Sarangani Province (25); and Sultan Kudarat Province (15). She also mentioned that NHA Central Office will transmit the list of beneficiaries to LGUs

and dispatch operations shall commence once the enrollees are validated. The Special BP2 Committee XII, meanwhile, gears up to package assistance programs of mandated agencies into a menu for easy reference of the beneficiaries. Among these are the program interventions of NHA, TESDA, DOLE, DSWD, DA, DTI, and OWWA. Other matters discussed during the meeting were updates on the conduct of the Technical Working Group on Governance, responses of concerned agencies to Region XII issues raised to the National Social Development Committee, proposed consultation meeting with Local Chief Executives for the implementation of BP2, updates on the Short-term Intervention Cluster, sharing of BP2 success stories in BP2 pilot provinces, and OWWA’s programs for returning OFWs and BP2 enrollees.

The Special BP2 Committee XII is a committee under RDC XII mandated to facilitate the implementation of the Balik Probinsya Bagong Pag-asa Program of the government. This program aims to address the congestion in Metro Manila and ensure equitable distribution of wealth and opportunities by encouraging people to return to their home provinces and assist them in the transition through support and incentives on transportation, family, livelihood, housing, subsistence, and education.

PhilHealth XII opens Service Office in Lebak and Midsayap By Hanah G. Naanep, PhilHealth XII Koronadal City, South Cotabato - Regional Development Council (RDC) XII Resolution No. 93, series of 2019, supported by Joint Regional Task Force to End Local Communist Armed Conflict (JRTF-ELCAC) Resolution No. 39, series of 2020, request PhilHealth to provide the Geographically Isolated and Disadvantaged Areas (GIDA) and the Pikit, Aleosan, Libungan, Midsayap, Alamada-Pigcawayan, Banisilan (PALMA-PB) area with equitable access to quality, affordable, readily available and suitable health services. In response, PhilHealth XII launched the opening of PhilHealth Express in Lebak, Sultan Kudarat and in Midsayap, Cotabato. In her opening remarks, Teresita Socorro C. Ramos, Regional Director of the National Economic and Development Authority (NEDA) XII and RDC XII Vice Chairperson, stated that it is the policy of the government to promote countryside development to spur and accelerate economic growth at the provincial level, and thereby attain sustainable socio-economic development at the national, regional, and sub-regional levels. With the signing of the Universal Health Care Law, she stressed that PhilHealth’s role as catalyst of health reforms turns more relevant to the life of every Filipino especially during this global health crisis. It is a welcome development, according to RD Ramos, that hospitals in the region have shifted their PhilHealth records and accounts to digital platforms where patients would no longer be required to submit their Member Data Record (MDR) to avail of the benefits and that said

For the time being, the offices in Lebak and Midsayap are open at least twice a week. For Lebak, Sultan Kudarat, it is located at Lebak Overland Transport Terminal, and is open every Tuesdays and Wednesdays.

Further, in order to establish efficient premium collection mechanism and make PhilHealth services closer to its members, PhilHealth Regional Office XII entered into a partnership with Midsayap Local Government Unit through the signing of Collection and Remittance Agreement (CRA). Midsayap Mayor Romeo D. Araña, in his message, thanked PhilHealth XII for granting his municipality’s request to be accredited as one of the collecting partners of PhilHealth. This milestone is critical in the attainment of our goals of making our region, Healthy and Resilient by 2022 and realizing the “matatag, maginhawa at panatag na buhay para sa lahat by 2040,”

DTI XII launches online services web app By Joven S. Quirones, DTI XII KORONADAL CITY, South Cotabato –The Department of Trade and Industry 12 (DTI-12), through its Consumer Protection Division, has officially launched on October 13, an online web app that will allow the public to apply for permits and licenses under DTI using the DTI-12 Online Services or DOSe. DOSe as an online platform makes it more convenient for the general public to process the permit and licensing applications such as sales promotion permits, and make payments and claims of certificates and permits in one online platform. Pursuant to Article 116 of Republic Act 7394 otherwise known as the Consumer Act of the Philippines, all establishments conducting sales promotion campaigns shall first secure a sales promotion permit prior to the launching of the campaign. The innovation in delivering DTI services was borne out of the restrictions due to the COVID-19 pandemic.

“In this time of the pandemic, the government has mandated preventive measures such as social distancing, and to minimize face-to-face transactions which limit us in delivering services to the people. But this very challenge has fueled us to be more innovative and creative hence the birth of our DOSe project,” said DTI-12 Regional Director Jude Constantine Jaugan. DTI-12 is a pioneer among the other regions to offer online applications for DTI’s services with the pilot provision of sales promotion permit applications. Duterte’s directive to digitalize government processes and make all possible services available online.

RDC XII SUCCESSFULLY CONDUCTS ROAD SUMMIT 2021 TO IMPROVE ROAD CONNECTIVITY By Roy B. Hatague, NEDA XII - PMED KORONADAL CITY, South Cotabato – As a proactive stance towards improving the region’s road connectivity and road density, Regional Development Council XII successfully conducted the Road Summit on 09 November 2021 with 125 participants online. The summit was aptly themed: “We Make it Happen: Resilient and Integrated Initiatives to Sustain Efforts for Strategic Opportunities for SOCCSKSARGEN.” The Region XII Road Summit 2021 was conducted to generate support to the priority road projects of the region classified as (a) those for conversion into national roads; (b) for upgrading/improvement; and (c) new opening to connect growth centers and unserved areas. The conversion and development of these roads will enhance the mobility and accessibility of people and goods, boost economic growth, and reduce poverty. Undersecretary Eugenio R. Pipo, Jr. representing Secretary Roger G. Mercado of the Department of Public Works and Highways (DPWH) graced the Summit as the guest of honor together with Undersecretary Mercedita A. Sombilla and Assistant Sec. Roderick M. Planta of the National Economic and Development Authority (NEDA), and Undersecretary Janet M. Lopoz of Mindanao Development Authority (MinDA) who

served as resource persons during the summit. In her message, Usec. Sombilla commended RDC XII for taking the proactive stance of initiating the Road Summit, which will further boost the Build Build Build Program of President Rodrigo Duterte and NEDA’s initiative to address regional inequity in infrastructure development in the country. Meanwhile, RDC XII ViceChairperson and NEDA XII Regional Director Teresita Socorro C. Ramos presented the local roads of strategic importance to be developed/converted into national roads. These consist of 60 roads with a total length of 1,468.32 kilometers. The implementation/ conversion of the said roads shall be done in phases namely: short-term (20222024), medium-term (2025-2027), and long-term (20282030). The identified roads, once fully implemented, will improve the region’s road density from the current 68.3 meters/ sq. km. to 125.0 meters/sq.km in 2030. Currently, the region is the second lowest in terms of road density, with only 68.3 meters of road per square kilometer of

land area, below the Philippines’ overall road density of 106.5 meters per square kilometer. A total of 320.55 km priority roads for tourism development, 1,304.62 km priority roads for agricultural development, and 318 km priority roads leading to local industries and production areas were likewise presented to the DPWH for consideration. In response to the initiatives of the region, DPWH Undersecretary Pipo, expressed his agency’s commitment and support to the proposed road projects of the region. Showcased in the National Science and Technology Week (NSTW) 2021 SOCCSKSARGEN Celebration By the Department of Science and Technology XII With the existing challenges brought by the COVID-19 pandemic, the Department of Science and Technology (DOST) Region XII held its annual celebration of National Science and Technology Week (NSTW) at Greenleaf Hotel, Gen. Santos City, last November 22-26, 2021 with the theme, “Agham at Teknolohiya: Tugon sa Hamon ng Panahon”. This week-long event consisted of various purposeful activities such as awards for basic and applied research, technology transfer, technology commercialization, and S&T promotion; scientific meetings, technical and investment forums, technology demonstrations, and technical tours. DOST XII, headed by Regional Director (RD) Engr. Sammy P. Malawan, organized a celebration that was accessible to the public and showcased DOST’s programs and technologies that address the needs of stakeholders in the region focusing on Kabuhayan, Kalusugan, Kinabukasan at Kaayusan. Through the years, DOST XII had conceptualized programs and activities through the NSTW celebration that effectively promote the project and services of the department in SOCCSKSARGEN. To emphasize this, every Provincial Science and Technology Offices (PSTO) prepared interesting, interactive, and informative strategies for their constituents (students, professionals, entrepreneurs, cooperators, clients, investors). RPMC XII conducts 1st Field Inspection of Critical Projects By Desiree T. Jacinto, NEDA XII-PMED

Koronadal City, South Cotabato – Two critical projects in Region 12, namely the Upper Makar Bridge in General Santos City and the Sarangani Sports Complex were subjected to field inspection by RPMC XII members on October 6, 2021. It was the first time that RPMC XII members conducted face to face field monitoring since the pandemic affected the country beginning March 2020. All RPMC members have now been fully vaccinated which prompted RPMC XII Chairperson and NEDA Director Teresita Socorro C. Ramos to allow face to face monitoring. The Widening of the Upper Makar Bridge project in General Santos City which has been delayed for almost two years since its implementation is confronted with Right of Way (ROW) and security issues. The contractor had some reservations to continue work on site due to threats from the alleged owner. A problem-solving session (PSS) was conducted after the field visit which was participated in by the RPMC XII members, contractor, DPWH XII, Task Force General Santos City, and City Mayor Ronnel C. Rivera of General Santos. Mayor Rivera enjoined the contractor to resume work at the project site and committed to provide the necessary security protection to the workers as they complete the remaining works. He instructed the representative of Task Force GenSan to provide security and install an outpost

near the project site to ensure the safety of the workers. “ We cannot continue to live in fear. We should deliver what is expected of us”, Mayor Rivera said to the RPMC XII group. During the PSS, it was agreed that the contractor will complete the remaining one span of the 7-span bridge @ 30 meters and the 150 meters approach B near the airport by end of November 2021. DPWH XII was also requested to closely monitor the progress of work and compliance with the agreements. The second project visited was the Sarangani Sports Complex in Sarangani Province. The RPMC XII monitoring team noted the significant improvements in the project since RPMC’s last visit to the project in 2019. The team advised DPWH XII to instruct the contractor to augment its manpower to be able to complete the project by November 2021. It was also learned that the building permit for the said project is still in process. LGU Sarangani and DPWH XII were requested to assist the contractor in the processing of the building permit once all requirements have been submitted. RPMC XII is set to monitor these two projects anew after one month to determine if agreements during the PSS were complied with and the projects completed as committed.

Deputado, NEDA XII - PMED KORONADAL CITY, South Cotabato -The Regional Project Monitoring Committee (RPMC) XII commended CHL Construction and Development Enterprises, Inc. for its exemplary performance and good work ethics in the implementation of a road project: Construction of Concrete Road Leading to Amgoo Weaving Center Road, Trappistine Monastery and Paragliding Site and View Deck for Wild Pig Watching during its 4th Quarter Meeting on November 25, 2021. This road project has a total length of 4.55 kilometers located in Barangays Landan and Maligo, all in Polomolok, South Cotabato. CHL Construction and Development Enterprises, Inc. was cited for exemplary performance, primarily because of the good workmanship on the completed Portland Cement Concrete Pavement (PCCP) aside from being 7.52 percent ahead of schedule based on its target. Also, the contractor continued the construction works even during rainy days to meet the target date of completion unlike other contractors who would ask for work suspension. During the same RPMC meeting, DPWH XII Regional Director Basir M. Ibrahim attested to the good performance of this contractor by citing other projects that the contractor has implemented, which he said, were also of good quality.

Teacher, Health-Oriented Group Win Most Outstanding COVID-19 Volunteers for 2021 By Ricardo Lamorena III, NEDA XII-PFPD

Koronadal City, South Cotabato– A teacher at the University of Southern Mindanao and a health-oriented group were chosen as the most outstanding individual and organization COVID-19 volunteers of Region 12. The regional winners were were given their certificates of recognition during the 75th RDC XII meeting on December 7, 2021 and their names submitted to the Philippine National Volunteer Service Coordinating Agency (PNVSCA) for possible consideration as the national volunteer awardees. The winner for Individual Category, Ms. Yvonne Saliling. professor at the University of Southern Mindanao (USM), was selected in recognition of her notable and worthy

volunteer services for the welfare of students. As a professor at the University of Southern Mindanao (USM), she spearheaded the “Oplan Exodus”/repatriation activity for students who were stranded in USM during the pandemic. She coordinated with different LGUs including those outside the region to facilitate and make sure that stranded students can go back to their homes. She led in the distribution of Learning Modules to 2,020 college students in the different provinces of

She said, she did all these activities for those in need, for the greater glory of God. Moreover, her passion to extend help and services and her compassion to the needy are rooted in her lifelong struggles and experiences, where despite great financial difficulties, she was able to finish her studies. Sharing with others God’s blessings showered upon her family is now her advocacy and ministry. The region’s outstanding volunteer under the Group/ Organization Category is the Belteshazzar Home Health Services. It is a small volunteer organization composed of around 35 volunteers. Despite its small volunteer force and meager resources, they conducted home visits to senior citizens and young patients who are vulnerable to COVID-19 to render medical services. They covered not just the municipality of Midsayap, Cotabato Province where they are based, but also the neighboring areas. The group has about 20 individual regular patients and they visit 2 to 3 patients per day. For community home visits, 100 patients/ beneficiaries are visited once every month. Another worthy project of the group is the “Bayanihan Activities,” where the volunteers repair damaged or dilapidated houses of elder people who are unable to repair their houses due to their age and difficulty in doing physical activities. Further, they also provided food for these people because their sources of income have been affected by the pandemic. “We are invigorated to once

BFP XII Facilitaties Relief Distribution and Deployment to Odette-affected areas By BFP XII

KORONADAL CITY – BFP XII headed by Regional Director, Fire Senior Superintendent Alven D. Valdez, donated relief goods to the victims of Typhoon Odette and deployed its personnel to BFP Caraga. One of the severely affected areas in Caraga region is Surigao Del Norte, hit by Typhoon Odette. On December 30, 2021, a team led by Fire Superintendent Reginald L. Legaste delivered the relief goods consisting of milk, food, soaps, hygiene kits, diapers, towels, and blankets to San Francisco Fire Station, San Francisco, Agusan Del Sur for distribution to the affected communities of the municipality. On December 24, 2021 to January 6, 2021, BFP Special Rescue Force 6th Battalion, Alpha Company, headed by Senior Inspector Richard G. Visitacion, deployed eight members of Special Rescue Force and one Personnel from Surallah Fire Station to augment their fellow firefighters in the BFP Caraga for the conduct of Post Disaster Operations to the areas devastated by the typhoon. Augmention personnel of BFP XII were assigned in water tankering, road clearing, relief operations and giving humanitarian assistance in Surigao City and San Francisco, Surigao Del Norte. Setting aside the Christmas and New Year’s Day celebration with their loved ones, the nine BFP XII Personnel, along with other members of Special Rescue Force from neighboring regions, received the “Medalya Ng Pagtulong Sa Nasalanta” during the Close Out Ceremony at BFP CARAGA Regional Office on January 5, 2022.

POPCOM XII celebrates International Men’s Day, conducts KATROPA session By PopCom XII

CPMO Gensan’s Staff conducted lecture on Violence Against Women and Children (VAWC) for the members of the General Santos City Men’s Organization. In line with the celebration of International Men’s Day on November 19, the Commission on Population and Development (POPCOM) XII, in partnership with the City Population Management Office (CPMO) of LGU-General Santos City, conducted a lecture dubbed as Kalalakihang Tapat sa Responsibilidad at Obligasyon Sa Pamilya or KATROPA. The lecture was attended by around 30 members of the General Santos City Men’s Organization on November 1819, 2021 at Tierra Montana Hotel, General Santos City. The activity aimed to equip the members of the GenSan Men’s

Organization with the right knowledge, understanding, attitude and skills on Gender and Development (GAD) concepts. It also aimed to impart knowledge on reproductive health, maternal and child health and nutrition for men to be more effective and efficient fathers and partners. During the lecture, relevant skills were taught among the male participants to engage them as partners and advocates of the Responsible Parenthood and Family Planning (RPFP) Program. The important roles of men in developing the well-being of their families, communities and the entire nation in general was also highlighted.

The theme for this year’s celebration of International Men’s Day is, “Ang Tunay na KATROPA, Maalaga Sa Pamilya.” The campaign seeks to transform outdated gender norms, by instilling a progressive attitude among men. All participants of the 2-day lecture are hoped to become champions by encouraging fellow men to be more responsible individuals, as well as, ambassadors to end violence against women and children.

NEDA XII gears up towards online RPMES, conducts trainings on IPALAMDAG

KORONADAL CITY, South Cotabato – NEDA XII is now ready to use the IPALAMDAG software for the Regional Project Monitoring System come first quarter of 2022 after the recent conduct of two capability trainings on the salient features and mechanics on the use of the software.

IPALAMDAG, which stands for Innovative Platform for Programs/Projects/Activities’ (PPAs) Location Assessment, Monitoring, and Budgeting for Development Planning and Governance System, is a web-based and geospatial technology platform for the Regional Project Monitoring and Evaluation System (RPMES). It aims to address the delay in the generation and submission of monitoring reports and accomplishments by allowing the implementing agencies in the region to encode directly into the system the information and updates on their program and project implementation. The first capacity building conducted was a re-orientation on the IPALAMDAG system for the NEDA XII focal persons on November 18, 2021, while the second was the roll out training for regional line agencies, local

government units, and state universities and colleges focal persons on November 23, 2021 via videoconference. Seventy (70) participants coming from the various regional line agencies, LGUs and the academe in the region joined the roll-out training for IPALAMDAG system. Mr. Rodolfo T. Serrano of the NEDA X served as the main resource person during the virtual trainings. The capacity building activities were aimed at familiarizing the participants on the salient features of the system including the mechanics for the accomplishment of the RPMES forms. The training provided the participants hand-on experience through direct encoding of the relevant information of the various programs and projects implemented, into the system.

Director Teresita Socorro Ramos of NEDA XII, in her opening message, emphasized the contribution of the system to a more improved database development and management that would ensure organizational productivity, increase access and transparency in the delivery of government services towards E-Governance as we adapt to the new normal.

The IPA-LAMDAG was developed by Mr. Candido Balaba, Jr. of NEDA X, as the system developer and was later enhanced by NEDA XII to include NGO and civil society organization participation in the system to be more holistic and inclusive. The term IPALAMDAG was taken from the Visayan terms “IPA” which means “to process”, and “LAMDAG” which means “wisdom; a light on your path; enlighten”. The RDC XII, during its 70th Regular Meeting on Sept. 21, 2020 via videoconference, passed Resolution No. 60, series of 2020, “Adopting the Enhanced SOCCSKSARGEN Project Monitoring System for Responsive Regional Development Initiatives or IPA-LAMDAG for SOCCSKSARGEN”.

Koronadal City, South Cotabato– The National Economic and Development Authority (NEDA) XII, as the Regional Development Council (RDC) XII Secretariat, held its Year-End Assessment and Internal Planning Conference on December 9-10, 2021 at Anvy Resort, Glan, Sarangani Province. The activity aimed to provide an opportunity for the NRO XII personnel to remain involved in the evaluation of the agency’s performance and to maintain a healthy working environment. The conference also intended to develop the employees’ level of motivation in the workplace and to identify the support they seek to achieve excellent results. The activity was expected to help strengthen the level of commitment of personnel towards their jobs, especially now that the office’s

working schedules and conditions were also altered. The NEDA XII’s commitment to mainstream Gender and Development concerns in all of its programs and activities was highlighted during the conference. This initiative was aimed at addressing gender gaps and issues, specifically on promoting equal access to opportunities for both women and men, and to have equal opportunity in the areas of planning, implementation, monitoring, and decision-making processes. As such, both the women and men of NEDA XII had equal participation in the various activities of the conference, and in considering gender-related concerns on determining the priority activities of the office for the coming year.

Sec. Lapena calls for support to the National COVID-19 Vaccination Days in SOX By Evie Arabis Cabulanan, NEDA XII - DRD KORONADAL CITY, South Cotabato – Secretary Isidro S. Lapeña, Chairperson of the Joint Regional Task Force to End Local Communist Armed Conflict (JRTF ELCAC) called for support to the 3-day vaccination campaign during its 23rd meeting on November 26, 2021. The event is slated on November 29 to December 1, 2021 throughout the country. Sec. Lapeña requested all the agencies, LGUs and other stakeholders to extend their support and assistance to facilitate the smooth observance of the 3-day COVID-19 vaccination in the region.

The campaign aims to ramp up the vaccination nationwide, to facilitate and expedite the vaccination of individuals with zero dose during the 3-day campaign. It adopts the concept of Bayanihan, in which various stakeholders are invited to work together and achieve the common goal through the whole of society and whole of government approaches. Hence, the program campaign theme is Bayanihan, Bakunahan. DOH is calling for interested individuals to register and volunteer as health screener, vaccinator, post-vaccination

monitors, health educators, registration personnel, encoder or data consolidator. Around Fifteen million individuals are targeted to be vaccinated, nationwide within the 3-day period. For Region XII, the target is to vaccinate 935,682 individuals at 311,894 individuals per day. The target for this 3-day COVID-19 vaccination campaign, nationwide supports the goal of having a healthy and resilient community and in revitalizing and innovating the region towards a safe economy in the new normal.

We are now in the last quarter of the year. The holiday season is just around the corner. But the service of the Council will not cease. Meantime, here are three of the 45 resolutions passed during the Council’s 75th Meeting: 1. RDC XII Resolution No. 142, s. of 2021 Adopting the SOX Regional Geographic Information Network (SOX RGIN) The RGIN is a network of regional line agencies, state universities and colleges, and local government units on the generation, processing, utilization, analysis, and sharing of spatial information and knowledge. It aims to address geospatial data issues such as topology and data misinterpretation. This was taken from the previous quarter’s RDC Week Celebration theme. This was adopted to become the new slogan of RDC XII, replacing “Kilos Abante, Rehiyon Dose!” 3. RDC XII Resolution No. 151, s. of 2021 Supporting the Establishment of a CSO Academy in Region XII and the Incorporation of the Lead to Serve Module of the Association of Foundations Into Its Framework The Mahintana Foundation, Inc., with the support of Department of the lnterior and Local Government (DILG) Region XII, organized Project EnGAGe (Enhancing CSO capacities for Good and Accountable Local Governance) or the CSO Academy. This aims to capacitate the CSOs in Mindanao so that they can be fully engaged in the development process. Ten modules of the Association of Foundations’ LEAD to SERVE Program will be incorporated in the CSO Academy Framework.
