Executive Summary

The goal of the Field and Court Assessment was to evaluate the maintenance, programming, and community needs for Northbrook Park District’s athletic fields and courts including the Velodrome track. The process included defining the current and projected program needs, collecting site and usage data, evaluating existing conditions and developing strategies for improvements, additions or re-purposing of the fields and courts. This process followed three phases further described below and was then synthesized in the following final written report.

Phase 1: Data Collection and Assessment

The Consultant Team kicked off the assessment phase of the project with the collection of field and court data from the Project Team. This information included inventory data from the 2021 Comprehensive Master Plan Update process, with District staff verifying facility type, quantity and age for each Districtowned, -leased or -managed property. This data was used in a benchmarking exercise to compare District assets against statewide averages and national medians. State averages are outlined in the Statewide Comprehensive Outdoor Recreation Plan (SCORP) and are determined by quantity of fields and courts compared to population size. National data is collected by the National Recreation and Park Association (NRPA) via their Park Metrics system. Agencies self-report on hundreds of data points, including population served by various facility types. The District was benchmarked against 18 other Midwest recreation providers with a population size of 30,000 – 40,000 residents. Benchmark findings can be found in Chapter Five.

The Consultant Team prepared two matrices: one for Districtowned and -managed fields and one for District-owned and -managed courts. Each matrix contains a variety of information including facility size, classification, average rating, rating categories, orientation, park amenities, athletic support amenities, program usage (months used and hours per year used), intensity of use, user groups and whether the asset is a revenue generator. All data was provided by the Project Team. These matrices can be found in Chapters One and Two.

Select District staff accompanied the Consultant Team on a day-long tour of the project sites. Each park was photographed and various conditions were noted. Additional usage and maintenance information was also shared during the tour. The condition ratings were determined based on site observations and further evaluations by the Consultant and Project Teams. These photographs and notes were compiled into individual park inventories for each property, including the Velodrome. The Velodrome Assessment can be found in Chapter Three and park inventories in Chapter Four.

A series of online interviews with affiliate group representatives were held to gather feedback from various user group representatives. Discussions covered current facility usage, anticipated usage, current challenges and desired improvements from the affiliates’ perspectives. A separate series of online interviews was also held with past and current Board members, with discussion centering on their perspective of current challenges and potential needs for improvements to the field and court facilities, from both their individual experiences and the experiences shared with them by residents.

Finally, a series of stakeholder surveys was developed and distributed by the Project Team. Each survey focused on a different facility type (athletic fields, baseball/softball fields, racquet courts, outdoor rink and Velodrome track). Each survey gauged overall satisfaction with the facility type as well as a general rating of the specific facility at each park or property (e.g., West Park soccer fields or Techny Prairie Park and Fields softball fields). Users were given the opportunity to explain poor ratings. They were also asked to rank possible improvements. Each survey concluded with an open-ended question asking users to provide any other field and court improvements they would like the District to consider. A summary of all stakeholder input can be found in Chapter Six.

Phase 2: Alternative Strategies

Based on the collected data and input gathered during the assessment phase, the Consultant Team developed potential strategies for field and court improvements including supporting site concepts where applicable. These strategies were then further refined with the assistance of the Project Team during a series of workshops. The strategies were categorized by overall court or field improvements and individual park improvements. These strategies and supporting information were presented and discussed in detail at the September 2023 workshop at the Regular Board meeting.

The Consultant Team took the comments provided at the workshop and used them to again refine the strategies with the assistance of the Project Team.

Phase 3: Preferred Strategies

The preferred strategies were then evaluated to establish high-level costs for synthetic turf conversions at key parks and Velodrome track improvements. These final strategies were assigned a goal designation of Maintain, Improve or Envision to define the improvement level of the strategy. Further definition of the goal designations, list of strategies and associated site

concepts can be found in Chapter Seven.

Next Steps

The Project Team will use these strategies to guide improvement timelines. The field and court usage data, condition ratings and strategy goal designations will be key in helping determine budget and time needs to accomplish each strategy.

Strategy implementation should be considered in conjunction with existing capital improvement projects, annual budgeting and funding opportunities.

Chapter One: Field Inventory and Assessment

Field Inventory and Assessment

The following section includes information about the existing athletic field locations owned and/or managed by the District.

The Field Inventory and Assessment provides a detailed picture of the Northbrook Park District’s athletic field offerings. This information was inventoried in spring 2023 by the Consultant Team and Project Team.

Field Inventory Map

The map on the following pages documents the quantity and distribution of the District’s soccer, football, lacrosse, softball, baseball and synthetic turf fields. This map includes fields located within the District’s park properties as well as fields located on school and church parks with which the District maintains intergovernmental or other agreements. Field locations unaffiliated with the District are not shown.

Athletic Field Summaries

The field summary pages provide a high-level overview of District-owned and -managed fields including the total number of fields, their overall condition and their programmed use by type of amenity. More detailed documentation of this data can be found in the Athletic Field Inventory and Assessment Matrix. When applicable, projects in progress or planned in the Capital Improvement Plan (CIP) or operational budgets are noted.

Athletic Field Inventory and Assessment Matrix

This matrix beginning on page 15 inventories the number, type, size and numerical rankings for each athletic field in District parks. The overall numerical ranking is based on the fields’ grading and drainage, the condition of the equipment, if any, and field quality. These rankings are determined by averaging the scores for these

three conditions. A second ranking is exclusive to the accessibility of the field, player and spectator areas. Rankings range from 1.0 (poor) to 4.0 (excellent) and are also indicated by color, with red representing the lowest rank and green representing the highest.

In addition to the ranking, the matrix also records other factors such as field orientation, overlap with other activities, available amenities and frequency of use. Although these factors do not contribute to the numerical ranking, they are important considerations when prioritizing field improvements. Like the rankings, the field orientation is color-coded to indicate the most favorable conditions. Green indicates the ideal north/south orientation while red shows the least preferred east/west field orientation – where players face the sun.

The final factor recorded in the matrix is the hours per month each field is used. The District documents annual field use for each user group. The information included in the matrix is from 2022 records and documents the following: approximate use per month, total use for the year, intensity of the field use, type of user groups and whether or not the fields generate revenue.

Field Types

This report documents six types of athletic fields:

Baseball Fields: Baseball field locations are identified by their raised pitching mounds. The District has grass and skinned infields at various locations.

Football Field: The District maintains one flag football field.

Soccer Fields: Soccer fields were identified by 2022 soccer programming and maintenance records and are generally offered in the same locations and at the same sizes from year to year; however, they typically use movable goal posts and other amenities rather than permanent installations. Field location and size may vary to accommodate changing enrollment demographics and to ensure overall grass health by resting portions of the field.

Lacrosse Fields: Like soccer fields, lacrosse fields utilize movable goals and do not typically have permanent amenities associated with their locations. All District lacrosse fields are also used for soccer and are noted as such in the field matrix.

Softball Fields: Softball field locations are identified by their fully skinned infields and flat pitching mounds.

Synthetic Turf Fields: The District maintains one synthetic turf panel. The panel is sized to hold multiple fields.

Chapter Two: Court Inventory and Assessment

Court Inventory and Assessment

The following section includes information about the existing court locations owned and/or managed by the District. This report only documents the District’s outdoor courts.

The court inventory and assessment provides a detailed picture of the District’s court offerings. The Consultant Team and Project Team inventoried this information in spring 2023.

Court Inventory Map

The map on the following pages documents the quantity and distribution of the District’s inline hockey rink, tennis, pickleball, basketball, volleyball and bocce courts. It does not show court locations unaffiliated with the District.

Court Summaries

The court summary pages provide a high-level overview of District-owned and -managed courts, including total number, overall rating and programmed use by type of amenity. More detailed documentation of these statistics can be found in the Court Inventory and Assessment Matrix beginning on page 33. When applicable, projects in progress or planned in the Capital Improvement Plan (CIP) or operational budgets are noted.

Court Inventory and Assessment Matrix

This matrix inventories the number, type, size and numerical ranking for each type of court in District parks. The numerical ranking is based on court surfacing and grading and the condition of the equipment. These rankings are determined by averaging the scores for these two conditions. A second ranking is exclusive to the accessibility of the court as well as player and spectator areas. Rankings range from 1.0 (poor) to 4.0 (excellent) and are also indicated by color, with red representing the lowest rank and green representing the highest.

In addition to the ranking, the matrix also records other factors including court orientation, available amenities both in the surrounding park and at the court and frequency of use. While these factors do not contribute to the numerical ranking, they are important considerations when prioritizing court improvements. Like the rankings, the court orientation is color coded to indicate the most favorable conditions. Again, green indicates the ideal north/south orientation, while red shows the least preferred east/ west court orientation – where players face the sun.

The final factor recorded in the use matrix is the number of days per month each court is used. The District documents annual court use for each user group. The information included in the matrix is recorded from the 2022 records and documents the following: approximate use per month and total for the year, the intensity of the court use, the type of user groups and whether or not the court generates revenue.

Court Types

This report documents seven types of outdoor courts:

Basketball Courts: Basketball courts include full and half-court layouts throughout the District, with half courts counted as 0.5 courts. In addition to these designated and standard-size court locations, there are several school locations within the District that provide basketball hoops without regulation striping. These locations are not included in the inventory and assessment.

Bocce Courts: The District provides two bocce courts at one park location.

Inline Hockey Rink: Outdoor inline hockey rinks traditionally consist of a dry, paved surface enclosed by dasher boards. Rinks can be flooded in the winter months to accommodate ice skating. In warmer months, rinks may be used for other hard-court activities in addition to roller and inline skating. The District offers one inline hockey rink.

Pickleball Courts: Dedicated pickleball courts are locations striped and set up exclusively for pickleball play without any overlapping use by other activities. Pickleball court construction differs from tennis, as pickleball courts are smaller and feature lower nets.

Tennis Courts: Dedicated tennis courts are locations striped and set up exclusively for tennis court play without any overlapping use by other activities.

Tennis/Pickleball Courts: Tennis/pickleball courts are combined use amenities intended for interchangeable use by either activity and include permanent, overlapping striping for both sports. Because these courts utilize the taller tennis court net, tennis is often the perceived primary use with pickleball as a secondary activity.

Volleyball Courts: The District provides outdoor sand volleyball courts at one park location.

Chapter Three: Velodrome Assessment

Velodrome Assessment

The following section includes information about the existing Velodrome track. Only the outdoor track and its supporting infrastructure were assessed. The Chalet building was not included in the assessment.

Background

The Consultant Team visited the Velodrome with select District staff to review the track’s condition and its support amenities (excluding the Chalet). Specifically, the consultant team reviewed and photographed the track surfacing, balustrades, rope and pole barrier and spectator areas. A preliminary cost evaluation for renovating the track was also prepared.

Assessment Summary

Similar to the field and court assessments, the Consultant Team looked at the grading and drainage, accessibility and condition of the track. Some general observations that do not fit into one of those three categories were also noted.

Grading and Drainage

• Spectator areas and track slope inward toward grass infield.

• There are no visible drainage issues.

• District-provided documentation notes issues with groundwater pressure build up causing the acrylic surface and the track’s asphalt paving to bubble in 2006. These issues appear to have been addressed during the 2007 fiscal year.

Accessibility

• Spectator areas are not Americans with Disabilities Act (ADA) compliant due to steep cross slopes.

• Soccer field located in the infield is not ADA accessible due to the steep track slope.

Condition

• The track surface is in fair condition.

- Cracking was evident at the time of the Consultant Team’s site visit.

- Some crack repairs were completed in 2023.

- District-provided documentation notes track construction from 2004 to 2005, with subsequent crack repairs in 2011, 2015, 2017 (with color coat) and 2020.

• Cracking at outer edge of track where slope increases has occurred around entire perimeter.

• Rope and pole barrier between track and spectator area is in fair to poor condition.

- Paint is wearing off in places.

- Some poles are leaning.

• Balustrades around perimeter of track are in fair condition.

- Cracking and heaving of footings is evident.

- Hardware rusting is visible at panel connection points.

- There is inconsistent coloring of panels.

• Perimeter chain link fence is in fair to good condition.

General Observations

• The track is 382 meters in length.

• Sports lighting is present.

• Chalet (not reviewed as part of the Field and Court Assessment project) is present at track entrance.

• Fire hydrant is present between the Chalet and bleachers.

• Bleacher seating is present along north edge of the track.

The Consultant Team and Project Team identified 23 of the District’s 26 parks, nine school parks and one church as key locations providing athletic field and court amenities. This group toured each site to complete a detailed inventory of park and amenity conditions, focusing on other supplemental considerations such as drainage, support and additional amenities and community context. The parks toured and included in this inventory are:

Benchmarks

The following section includes analysis and benchmarking data that compares the District’s field and court offerings to state and national criteria.

Amenity Needs

Amenity needs can be identified by comparing the current District athletic field and court inventory numbers to state and national benchmarks to determine how the District compares to other public recreation providers. This study includes two types of benchmarking.

SCORP Benchmarking

This analysis considers useful life criteria as defined by the Illinois Statewide Outdoor Comprehensive Recreation Plan (SCORP).

Based on the Illinois SCORP, the District meets or exceeds the recommended number of field and court amenities for four of the eight measured amenities outlined in the chart on the following page. The District also provides several amenities that are not recorded by the SCORP. These amenities are noted as insufficient data or “ISD.” Amenities that meet or exceed the recommendation are identified by green text in the “Above/Below” column. Items with red text noted in the “Above/Below” column are below the recommendation.

Note: SCORP data is not available for pickleball or turf fields.

NRPA Amenity Benchmarking

The National Recreation and Park Association (NRPA) manages an online, self-reporting database known as Park Metrics. Public recreation agencies can input data on their operations, properties and amenities. This assessment compares the District to 18 peer agencies in the Midwest with populations between 30,000 and 40,000.

Compared to Park Metrics benchmarking, the District meets or exceeds the recommended number of fields and courts for three of the seven recorded amenities outlined in the chart on the following page. The District also offers amenities not recorded by Park Metrics, which are indicated “ISD.” District-offered amenities that meet or exceed Park Metrics medians are shown by green text in the “Above/Below” column, and items below the median are shown in red.

Chapter Six: Stakeholder Input

Stakeholder Input

The following section includes summaries of the various stakeholder input sessions hosted by the District and Consultant Team to gather feedback on District field and court facilities.

Background

As part of the assessment project, the Consultant Team worked with District staff to solicit input from key stakeholders including various affiliate groups that use the courts, fields and track. Virtual interviews were conducted in May 2023 with representatives of each group – including Northbrook Baseball, Northbrook Girls Softball, Spartan Girls Travel Softball, Spartan FC, Northbrook Hockey League, field rental group and program participants, resident pickleball participants and the Northbrook Cycling Committee – for a total of 15 participants. Several Board Commissioners were interviewed separately. In addition to the interviews, District staff surveyed various user groups for input on athletic fields (73 participants), baseball/softball fields (76 participants), racquet courts (172 participants), outdoor rink (45 participants) and the Velodrome track (149 participants).

Interview Summary

Soccer

• Soccer is seeing a steady enrollment increase since COVID-19.

• May increase affiliate use of 11v11 size fields.

• Noted Tower Rink and Wood Oaks Green locations have the highest drainage concerns of the fields used.

• Would like to see overall field quality improved (e.g. with more shade and seating opportunities), which would help improve the overall program and participant experience.

• Would like more scheduled access to synthetic turf fields. Saturday time blocks are also limited.

Baseball

• Could use another field with 60/90 bases (used primarily for rentals).

• Steady to increasing participation.

• Williamsburg Square only field not utilized.

• There is not a high need for more fields, but there is a need for more flexibility in scheduling and resting of fields.

• Improving existing field conditions and maintenance is a high priority at various fields including condition of the lip between infield and outfield, infield clay quality, turf quality and drainage.

• Having synthetic turf fields would help alleviate some field condition concerns and scheduling needs.

• Would also like to see more permanent dugout area shade structures, fencing improvements at various fields and another lit field.

Softball

• Expecting overall program growth.

• Additional fields are needed primarily due to scheduling conflicts and rainouts but also to address expanding age ranges.

• Drainage improvements are a priority for field use. Synthetic turf would help address these concerns.

Cycling

• Use of the track during the season generally includes events such as Thursday night races, other races and training throughout the week, Tuesday open training, Monday clinics, various weekend events and District programs on Wednesdays and Fridays.

• Track surface condition needs to be addressed as the highest priority.

• Seating areas are typically considered acceptable. Would like to see some shade added.

• Renovation of the Chalet for increased use would be nice but is a low priority.

Sport Courts

• Not enough pickleball courts are available to meet the demand and growing interest.

• Host tournaments and games in other communities, such as Wheeling, due to limited access to pickleball courts in Northbrook.

• Consider more dedicated pickleball courts at Wood Oaks.

• Interest in lights for Stonegate pickleball.

• Improve maintenance of wind barriers and consider sound abatement curtains where appropriate.

Survey Summary

Participants included Northbrook Baseball, Action Baseball, Northbrook Girls Softball, Spartan Girls Travel Softball, Spartan FC, Northbrook Lacrosse, field rental group participants, District pickleball class and program participants, Northbrook Hockey League, GBN Hockey, the Northbrook Cycling Committee and Youth Cycling.

Chapter Seven: Strategies

Strategies

The following pages outline strategies developed by District staff and the Consultant Team after reviewing District field and court assets as well as community engagement results. Strategies are defined as field or court type or individual park strategies.

The Consultant Team developed alternative strategies and concepts to accommodate the District’s changing athletic field and court needs based on the inventory assessment, community engagement and staff input. Strategies ranged from District-wide field- or court-classified strategies to individual park strategies. Each strategy is supported by one or more points determined during the analyze and community engagement phases. These key findings are outlined in the tables on the following pages, and are keyed to the strategies following that.

Each strategy was also assigned a goal designation. The designations are Maintain (M), Improve (I) and Envision (E). Each designation was assigned based on the scope of the strategy.

• Maintenance encompasses anything that is general maintenance or replacement of items in-kind.

• Improve encompasses the addition of support amenities (e.g., dugouts, permanent restroom, etc.), expansion of existing infrastructure or upgraded replacement of items.

• Envision encompasses the addition of new fields or courts, new infrastructure, relocation of amenities or turf conversions.

A number of alternative concepts were then developed from the individual park strategies. The Project Team reviewed these concepts, and the Consultant Team refined them. Thirteen concepts across seven park sites are provided at the end of this section. The Project Team will use these strategies and concepts in conjunction with the 2021 Comprehensive Master Plan Update and Capital Improvement Plan to determine the order in which selected strategies will occur.

Chapter Eight: Next Steps

Next Steps

This report identifies a variety of strategies with the intention of maintaining, improving and envisioning the different levels and intricacies of the projects over a period of several years. A timeline has not been established at this time as many factors will influence implementation including alignment with District goals, available funding and identified priorities.

Some of the strategies include multiple options which will be integrated into ongoing analysis and planning, future recommendations for annual funding and capital planning and/or Board of Commissioners prioritization and community input.

Implementation will also require additional analysis annually as the District selects varied projects for inclusion into the District’s overarching strategy of capital projects. Where various strategy options are represented, the selection of a preferred option should be part of the additional analysis through Board of Commissioners prioritization and community input, with periodic review of the strategies and their continued impact on the District’s offerings.

In general, strategies categorized as Maintain represent some of the actions that can most likely be completed in the near term in coordination with both regular maintenance planning and annual capital replacement budgeting. Strategies categorized as Improve generally include more significant improvements such as new pavements, field regrading and underdrainage or new amenities such as dugout shade structures. These strategies are likely near to mid term opportunities and consideration should be given to aligning these types of improvements at any individual park location with other planned park improvement schedules and annual capital development budgeting.

Strategies categorized as Envision are longer term strategies that propose more significant redevelopment, addition and/or relocation of field and court improvements. Due to the amount of funding and planning needed to implement strategies at this scale, additional evaluation and planning should occur in tandem

with the District’s long-term planning including the next 5- to 10year Comprehensive Master Plan update.

The Envision strategies are partially defined in this report through the Concept exhibits. These exhibits represent how various park sites can accommodate the proposed changes or additions to the courts and fields as part of the study and are only for the purpose of understanding the potential for the improvements on each site. The exhibits should not be considered “designs” and a schematic design would need to be developed for each site as individual projects move forward.

Therefore, next steps include scheduling Maintain items that can be accomplished in the near term, evaluating Improve items for inclusion in near to mid-term annual planning and evaluating Envision items as part of the District’s overall future master planning.
