The Park District Board of Commissioners is the legal governing authority for Park District business. Park District residents elect Commissioners to serve a four-year term. Commissioners serve without compensation.

Dear Northbrook Park District residents,
I am happy to report that this summer, we successfully completed the renovation of Meadowhill Aquatic Center, a project featuring interior and exterior improvements that elevated the user experience while also focusing on essential maintenance
This fall will mark the start of one of our most exciting endeavors in recent history: the $12 1 million renovation of the Leisure Center .
Originally built in the 1960s as a school, the Leisure Center has served generations of Northbrook residents who forged many wonderful memories there Among our primary goals is to be excellent stewards of taxpayer money, and this project will extend the lifespan of the facility in a fiscally responsible manner
Our carefully planned renovation project will revamp the building with improvements that we are confident will please users of all ages
Three guiding principles were identified during the planning stages for this project — to create a facility that is welcoming, impactful and functional
While the Leisure Center construction takes place, you will not miss out on your favorite classes and programs, as we will be moving them to other park district facilities (see page 9 for details) . Our staff will relocate temporarily, so you will continue seeing all the friendly faces you’ve come to know .
As always, we are presenting an awesome lineup of events for families and people of all ages in late summer and fall
September marks the return of Northbrook Brewfest, an adults-only event held in conjunction with the Village of Northbrook on September 6 at Village Green Park, and Touch-A-Truck on September 20 at Underwriters Laboratories, always a gracious partner for this fun and educational event for children
Autumnfest will return on October 5 at Meadowhill Park with all its customary family
entertainment, including a petting zoo, horse trolley, pumpkin picking, arts and crafts, music and more
In November, grab the spookiest Halloween costumes for the pooches and runners in your family for our Halloween Pet Parade on October 23 and the Halloween 3K/Fun Run on October 24, both at Techny Prairie Park and Fields . We also offer the Turkey Shoot free-throw contest, on November 12, when winners of each age division can take home a turkey, and the Thanksgiving LEGO Party on November 26, when the little ones can build to their heart’s content with more than 100 pounds of LEGO elements .
A new offering this year in December is Santa Paws on December 20, a special event where your pooch can take photos with Santa at Village Green Center
Also in December, families can enjoy our traditional Holiday Craft Fair on December 6, a Chanukah Celebration on December 7 and Breakfast with Santa on December 13
While people typically think of fitness as a New Year’s resolution, we invite you to take action now and become a member of Techny Prairie Activity Center (TPAC), our beautiful and modern facility that in January will celebrate its 5th anniversary
TPAC offers more than 50 group classes per week, open gym for basketball, pickleball and volleyball, and a state-of-the-art fitness center and elevated track with gorgeous nature views . We look forward to seeing you this autumn, and we are grateful for your support of the Park District!

Board Members
In May, the Northbrook Park District’s Board of Commissioners welcomed two new Commissioners, Hamzah Mirza and Jason Risdon .
Their election followed the retirement of longtime Commissioners Lisa Chalem and Michael Schyman .
Commissioner Michael Goodman was selected by his peers to serve as Board President, and Commissioner Edward Chao as Board Vice President
Commissioner Chalem had served on the Board for nine years, while Commissioner Schyman had 16 years of service
Generous Arts Grants
The Northbrook Park District has been fortunate to receive support from the Illinois Arts Council (IAC) over the years with generous grants that help stage community and youth-focused productions
Most recently, we received a $3,390 grant for youth employment in the arts from federal funds through the National Endowment for the Arts, and a $15,000 grant for general operating support and youth employment from state funds
The support from IAC has been integral in achieving the creative freedom to expand theatre offerings for the Northbrook community, which has a deep appreciation for arts programming
This year’s general operating grant was especially generous, helping support the productions of Diary of a Wimpy Kid (Northbrook Theatre Youth Company) and School of Rock (Northbrook Community Theatre), and the upcoming productions of 13 (Northbrook Theatre Youth Company) and A Christmas Chaos (Northbrook Community Theatre)
Special Day for Seniors
This year’s celebration of National Senior Health & Fitness Day at Techny Prairie Activity Center was a great success, with 215 seniors participating in free fitness activities and many more visiting the facility and meeting staff and vendors .
That was the highest turnout in the past four years, resulting in a fantastic celebration of wellness, connection and vitality .
Seniors sampled low-impact classes such as Qigong, Chair Zumba and W .O .W (Wonderful Overall Workout), along with open pickleball at the facility’s gym Health experts and sponsors offered free services and information on wellness topics . Home Instead was the event’s presenting sponsor
Increased Transparency
The Northbrook Park District’s first-ever Popular Annual Financial Report (PAFR) earned an Award for Outstanding Achievement from the Government Finance Officers Association .
The PAFR offered a summary of the Park District’s financial activities for 2023 in a succinct and easily digestible format .
It included explanatory graphics about the District’s demographics, and the year’s accomplishments and challenges . It also gave an overview of the budget and how the District allocates funds to its parks, recreation facilities and programs, capital projects and more .
A GFOA panel of experts evaluated the report on the basis of reader appeal, understandability, distribution methods, creativity and other elements
The Park District created the PAFR to further promote transparency and accountability, and plans to continue creating such reports annually
IMPROVING COMMUNITY SPACES
Program Relocation
During the exciting renovation of the Leisure Center, slated to start in the fall, programs will be moved to other Northbrook Park District facilities
Senior Center programs including Bingo, Canasta, Bridge, Duplicate Bridge, Bunco, Farkle, Humanities, Social Hour and Movie Day will be held at Techny Prairie Activity Center Chess, Art Studio and Cribbage will be held at Village Green Center We have also added Choir at Village Green Center to the schedule
Sunshine Preschool will move to the Northbrook Sports Center The preschool’s furniture and materials will be moved to the new temporary location to ensure a familiar and welcoming environment for children and families .

Wally and MAC
This summer, patrons of Meadowhill Aquatic Center (MAC) were greeted by a spruced-up Wally — the blue whale in the children’s play area whose brand new name was chosen by the community — and enjoyed an enhanced pool experience thanks to a recent renovation
The construction project — which featured exterior, interior and mechanical upgrades — began in August 2024 after the pool closed for the regular season . Funding included a $600,000 Open Space Lands Acquisition and Development (OSLAD) grant from the Illinois Department of Natural Resources
Exterior improvements included the effective doubling of shaded areas on the pool deck, refreshed locker rooms with two new family changing rooms and a new lobby configuration with direct access to the pool area along with extensive upgrades to the mechanical equipment that pumps, filters and circulates the pool water
Community Input
You speak; we listen!
The Northbrook Park District works diligently to include the community’s priorities and preferences in its decision-making regarding amenities and programming . In the last two years alone, our Marketing and Communications team conducted six surveys to solicit the community’s input regarding a variety of initiatives .
Surveys conducted in 2024:
• Public Impressions Survey, which sought to obtain insight about how residents prefer to receive information about the park district (No . 1 was receiving the seasonal guide in the mail) .
• West Park Survey, designed to assess how residents use the park and its amenities, and gather input about which play elements are most important and which color palette is preferred for the playground
• West Park Concept Selection Survey, which presented two park renovation concepts based on the feedback received from the first West Park survey .
Surveys conducted in 2025:
• Website Survey, designed to solicit input about how customers use our website, including preferred features and missing elements, all in view of a website redesign focused on user friendliness
• Leisure Center Naming Surveys, asking whether the building should be renamed when it reopens after the renovation; and if so, which name would be best among two options
• West Park Playground Theme, seeking feedback about which elements are most important in an inclusive playground and preferences regarding a potential playground theme .

These fun-filled, single day round robin men’s and women’s doubles tournaments (nonelimination) are for Intermediate (3 .0–3 .5) and Advanced (3 .5+) level players . Matches will begin at the times listed below Check-in will begin 30 minutes prior to each tournament . Each tournament will last approximately 3 hours $75 will be awarded to the champions and $50 to the 2nd place teams Men’s doubles will consist of two men per team . Strong Teen
Teens ages 13–14 are required to learn facility etiquette, how to exercise safely and receive an orientation of the fitness equipment through this program This program requires the completion of two one-hour sessions and requires pre-registration with an additional fee

INDOOR GOLF SIMULATORS
Join us year-round at Heritage Oaks Golf Club to play golf on the best courses from all around the world on our state-of-the-art Full Swing Pro simulators. Enjoy food and beverages from the Acorn Grill + Terrace while you play. Simulator rentals are available daily and can be made up to one week in advance. Rates are per simulator, per hour and the cost can be split amongst the golfers in your group.

Heritage Oaks Simulator League
Compete in our indoor virtual golf league this offseason at Heritage Oaks Our Full Swing Golf simulators feature the best graphics and real time ball flight on world class golf courses such as Pebble Beach, PGA National, St Andrews Links, nine TPC Courses and more League Format: Two-player teams will post a weekly combined gross score on six predetermined golf courses during the regular season All teams will play the same course conditions, with tee yardages designated for men and women Teams will be awarded points during the regular season to earn a spot in the playoff match play bracket To qualify for the playoffs teams must complete all weekly games by dates assigned A rolling handicap will be calculated during the regular season on a weekly basis using a triple bogey max, and will be applied during the playoff matches During the playoffs each player will receive 70% of their handicap to determine the total net score
Regular Season: October 20 – November 30
Playoffs: December 1 – January 4; 9-Hole Matches with a 9-Hole Championship Match League rounds can be booked up to 14 days prior at the standard hourly simulator rental rates between 9am–8pm . Lightning Warning Systems
The Northbrook Park District has two lightning warning systems One is located at Heritage Oaks Golf Club with ancillary units at West Park and Wood Oaks Green Park The other unit is located at Techny Prairie Park and Fields with ancillary units at the Chalet in Meadowhill Park and Village Green Park
Strike Guard monitors cloud and cloud-to-ground lightning The lightning warning system will activate when there is an immediate lightning threat in the area . When this occurs you must seek shelter immediately The unit will deactivate when the immediate threat has passed
Activation (an immediate lightning threat is present)
One uninterrupted (15-second) siren will sound and a strobe will flash .
Deactivation (the system has determined conditions are safe)
Three 5-second blasts will sound and the strobe will go off
Testing takes place on Tuesdays at 9:30am for the lightning systems. Be sure not to confuse testing with an actual alarm! Testing will not take place if there is threatening weather .

Cyclocross is a fall and winter sport that combines elements of road cycling, mountain biking and steeplechase on a short lap, challenging and multi-terrain course . YOUTH LEAGUES
Team up with the Northbrook Park District! The emphasis of Northbrook Park District Youth Leagues is on the development of children as individuals and athletes, rather than the competitive aspect of winning . The program strives to provide a fun and safe atmosphere in which children learn respect, sportsmanship and skills All players receive equal playing time and are introduced to all positions .
Team Formation
Teams are organized by grade, school and gender but may be combined if necessary . Staff will contact you when these changes are needed and they will provide you with an opportunity to decide if the change is right for your child .
Friendship requests are available online at nbparks.org/youthleagues . Each participant can only request one friend Requests must be reciprocal and submitted prior to the registration deadline. Team formation begins soon after the registration deadline . Players registering after the registration deadline are placed on a waitlist and added to teams if space is available, in the order of registration, without regard for school or friendship requests .
Practices/Games
Outdoor Soccer/Flag Football: Both leagues will begin August 23 or August 24 as the first practice date with games beginning September 6 or September 7 Each team will play a sevengame season, weather permitting . Practices will be as follows:
Pre-K and kindergarten soccer will have both their practices and games on Saturdays .
Kindergarten flag football will have both their practices and games on Sundays
Grades 1–2 for flag football will have one practice per week during the season
Grades 1–6 for soccer will have one practice per week with their teams . Practices will be based on coach availability and field availability
Basketball: Practices begin Saturday, November 1; coaches will announce days, times and locations Games are scheduled to begin the weekend of November 8 Each team will play a fivegame season with weekday games possible Leagues may be combined based on enrollment Game times and locations are subject to change Little Jammers do not practice during the week

Outdoor Soccer: Northbrook Park District provides uniforms (jersey, shorts and socks) that should be worn to all games, unless cooler temperatures warrant extra layers Each player is responsible for the following: all-purpose athletic rubber cleats, shin guards and a ball (size #3 for pre-kindergarten–grade 1, size #4 for grades 2–6) Practice equipment is provided to all coaches prior to the season’s start .
Flag Football: All players receive a team jersey and are responsible for wearing all-purpose athletic shoes with rubber cleats Practice equipment is provided to all coaches prior to the season’s start

TENNIS
The Northbrook Park District tennis program includes neighborhood facilities and classes provided by the Northbrook Racquet Club, 2995 Dundee Road and the Glenbrook Racquet Club, 1801 Janke Drive Classes are available for children and adults
The Park District maintains 30 outdoor courts that are open from April 1 until mid-October The Park District occasionally reserves courts for private lessons, tournaments, schools and league play Notifications of court closings are posted at nbparks.org/courts-fields A patron with an authorized permit from the Park District has priority over walk-on players
To reserve a specific court at the rental fee of $17/hour (resident) or $22/hour (non-resident) call 847-291-2993 . League play and instructor-led lessons are allowed only by permit .

Figure Skating Lessons
Group lessons are a fun, challenging and reasonably priced way to learn and improve skating skills . Children who can stand in skates without support and are trusted to leave their parents are ready to learn to skate Students of all ages learn the proper way to skate from professionals in a structured and supervised setting . Students who register for the wrong level will be transferred into the appropriate class, if space allows Otherwise, skaters will be removed from class and issued refunds .

Private Off-Ice Training
Coaches wishing to schedule private lessons in the Community Room or Multi-Purpose Room may reserve the space the day of training Coaches may check to see if the room is available for use on a future date, but all availability is subject to change without notice

NSSRA serves approximately 1,800 individuals with disabilities through our traditional and cooperative programs. Participants range in age from preschoolers, youth, and teens to young adults, adults, and seniors. Programs are offered at park district facilities, schools, and other locations throughout the northern suburbs.

NSSRA’s inclusion support option provides individuals the opportunity to enjoy participation in Northbrook programs while receiving the individualized support they need to succeed. NSSRA staff are trained to provide the necessary accommodations to help participants succeed in programs. Instructors provide one-to-one instruction customized for each individual to learn and develop skills in technique, terms, theory and varied repertoire . Adventure Campus is Northbrook Park District’s Before and After School Care program for elementary students . Northbrook Park District partners with School Districts 27, 30 and 31 to offer organized activities for children grades K–5 at their schools
Our staff engages students in recreational activities that encourage teamwork, self-confidence and fun The program follows a daily schedule that includes time for homework or quiet play, a snack, projects and physical activity .
Northbrook Park District offers additional child care on select Teacher Institute Days, Conference Days and Holidays More information on school day-off activities can be found on pages 97–98

Sunshine Preschool
Sunshine Preschool offers early childhood education for 3–5 year old students with a focus on learning through play and exploration . Students must be 3 years old by September 1 to enroll .
Our Pre-K 3s focus on sharing, taking turns, engaging with other children and developing friendships Our Pre-K 4s build on these skills with the addition of hands-on learning in early literacy, math, science and social studies .
In the classroom, our preschoolers enjoy arts and crafts, games, music, show and tell and storytelling . Students engage in play-based learning while exploring classroom centers including a writing center, dramatic play area, sensory tables and manipulative toys Structured activities such as circle time use large and small motor skills, songs, storytelling and theme-related crafts to build social skills and introduce new educational topics

Red Cross Babysitter’s Training Course

Required Permits for Events
The Park District offers its parks and facilities for private rentals . If an individual, group or organization is planning an event for a special use, such as a fundraiser or tournament, all Park District, Village and State Ordinances and timelines must be followed . Special rates may apply . A minimum of 60 days is needed for processing General Guidelines

The rental has an option to add a kitchenette that includes refrigerator, freezer, dishwasher, sink and ice maker for a flat fee of $25 The room can accommodate up to 93 people . Rentals require a $75 refundable deposit . Rentals exceeding 3 or more hours will require a larger deposit equal to half the rental cost

General Registration Information
Commitment to Quality
We want you to be happy with your recreation choices! If you’re not satisfied with a program or instructor, you may ask to repeat the class, transfer to another class or receive a refund The Park District will try to resolve instructor and/or program issues to your satisfaction If you are not satisfied, the full or prorated refund will be approved . Requests can be made at any Registration Office or by calling 847-291-2993 .
Withdrawal & Transfer Requests
We understand that circumstances arise that may lead to a patron’s inability to participate in a class/program Unless otherwise noted, a request for a transfer or refund can be made if:
• The request is submitted three business days prior to the start of a program
• The instructor and participant agree the participant’s skill level is not appropriate
• The class is canceled or rescheduled and participant cannot attend at the new time
• The patron cannot participate due to illness or injury (doctor’s note may be required) .
Refunds
All refunds are subject to an administrative fee of 10% of the program cost
Camps, workshops, before/after school care, golf course green fees, adult sports leagues, daily admissions, passes/punch cards, tickets to entertainment, special events and trips may have nonrefundable deposits and/or special restrictions Refunds do not apply to program supplies/materials purchased, gift certificates, food and contractual programs
Program Cancellations
When people wait until the last minute to register, classes may be canceled, so register early to avoid disappointment If a class is canceled due to low enrollment, those who signed up will be issued a full refund
Residency
All Village of Northbrook residents are not residents of the Northbrook Park District Non-residents are charged a slightly higher fee for programs If you have questions about residency, call the main Registration Office at 847-291-2993
Health Conditions
Participants should notify the Park District at the time of registration about any medical condition that might require special attention by District staff Information will remain confidential
Code of Conduct
Participants are expected to exhibit appropriate behavior at all times in programs and facilities That includes respect for all people, equipment and facilities and cooperative, positive participation The staff will review rules with participants and may dismiss anyone whose behavior endangers safety or negatively affects a program or facility
Are You Covered?
The Park District does not carry medical or accident insurance for program participants; the cost would make program fees prohibitive Review your personal health insurance plan to be sure you and your family have proper coverage The absence of coverage does not make the Park District automatically responsible for payment of medical expenses . In addition, certain high risk activities require a waiver/release form, which must be signed before the first class .
Scholarship Requests
Because we believe every Park District resident should have the opportunity to participate in our offerings, we will attempt to provide financial assistance to those faced with financial hardship . Youth Services of Glenview/Northbrook assists the District with the administration of our scholarship program Applicants who meet the criteria can receive financial assistance towards recreation programs and memberships Applicants only need to qualify once per calendar year and application forms are available by contacting Melanie Cohen at mcohen@nbparks org or 847-2912993

Program Waiver and Release
Important Information
The Northbrook Park District is committed to conducting its recreation programs and activities in a safe manner and holds the safety of participants in high regard The District continually strives to reduce such risks and insists that all participants follow safety rules and instructions that are designed to protect the participants’ safety However, participants and parents/guardians of minors registering for this program/activity must recognize that there is an inherent risk of injury when choosing to participate in recreational activities/programs . You are solely responsible for determining if you or your minor child/ ward are physically fit and/or adequately skilled for the activities contemplated by this agreement It is always advisable, especially if the participant is pregnant, disabled in any way or has recently suffered an illness, injury or impairment, to consult a physician before undertaking any physical activity
Warning of Risk
Recreational activities are intended to challenge and engage the physical, mental and emotional resources of each participant Despite careful and proper preparation, instruction, medical advice, conditioning and equipment, there is still a risk of serious injury when participating in any recreational activity All hazards and dangers cannot be foreseen Depending on the particular activity, certain risks, dangers and injuries may exist due to inclement weather, slips and falls, poor skill level or conditioning, carelessness, horseplay, unsportsmanlike conduct, premises defects, inadequate or defective equipment, inadequate supervision, instruction or officiating and other risks inherent to the particular activity In this regard, it is impossible for the District to guarantee absolute safety
Photo/Video Policy
The District takes photos and video of participants in classes, during special events and in the parks By signing the waiver, you are giving permission to the District to use these photos and video in District publications and on the District website and social media outlets All photos and video are the property of the District
Assumption of Risk and Waiver and Release of All Claims
Please read this form carefully and be aware that in signing up and participating in this program/ activity, you will be expressly assuming the risk and legal liability and waiving and releasing all claims for injuries, damages or loss which you or your minor child/ward might sustain as a result of participating in any and all activities connected with and associated with this program/activity (including transportation services and vehicle operations, when provided) .
I recognize and acknowledge that there are certain risks of physical injury to participants in this program/ activity and I voluntarily agree to assume the full risk of any and all injuries, damages or loss, regardless of severity, that my minor child/ward or I may sustain as a result of said participation I further agree to waive and relinquish all claims I or my minor child/ward may have (or accrue to me or my child/ward) as a result of participating in this program/activity against the District, including its officials, agents, volunteers and employees
Privacy and Security Policy
The Northbrook Park District is committed to maintaining participant’s privacy in compliance with all laws . The Privacy and Security Policy outlines the types of information the Park District gathers and is available at nbparks org
