Regions 1 and 2 NAPFTDS Regional Meeting

Thank you to the approximately 30 attendees who showed up in Tucson for our regional meeting January 25th through 27th. PCC kicked things off with a reception at the hotel Wednesday night. Thursday, began with a welcome from Pima Community College’s (PCC) Dean of Workforce and Lifelong Learning, Amanda Abens. Attendees listened intently to updates from our President, John Rojas and our Executive Director, Martin Garsee. As a highlight, there was a lively discussion with Kevin Lewis from AAMVA. Martin Garsee and PCC’s Missy Blair talked briefly about the opportunities available to community colleges through USDOT University Transportation Centers. Missy Blair and Jay Lau, adjunct faculty at PCC and an Aurora manager, led a discussion on the autonomous technology; where things started for PCC and its AV certificate program, where we are and where we are going. There was a brief tour across the street at PCC’s Truck Driving facilities and closed with a general open discussion session. Thursday night, transportation was provided by PCC’s program bus to a local restaurant and enjoyed a meal together.

Friday morning brought us to the privately-owned Port of Tucson, a great opportunity to experience operations at an inland port and hear the story from the owners. Please see pictures that tell the story!

President’s Message

Hello NAPFTDS Friends:

I had the privilege to attend Region 1 and 2 meeting in Tucson,Arizona. Aspecial thank you to Missy Blair, her instructional staff and the entire administration at Pima Community College for an outstanding job hosting this year's meeting.

It was nice to visitArizona in January but our buddies from Wisconsin brought their winter weather, so no sun tans to brag about.

Once the meeting concluded, the board held our annual board retreat to work on policies and procedures. I want to thank all our board members for their hard work and dedication.

I hope to see everyone in Asheville North Carolina. Please get your registrations in as soon as possible. NAPFTDS has a terrific agenda you will not want to miss.

Last month I was privileged to go to Tucson for our Region 1 & 2 Regional Meeting hosted by Missy Blair, Pima Community College. Thanks Missy Blair and Pima Community College for a great event! It is always good to see new or long-time members that have not participated in any of our events. There was great networking at this meeting, which is incredible.

NAPFTDS would like to thank our sponsors for all of our regionals. Without them, NAPFTDS could not offer these meetings so that our school members can include their instructors, administrators and staff to learn more about NAPFTDS, networking and what the Association does in helping our members with issues. With sponsorship support, food is provided so their expenses are minimal. This is our way of trying to make it affordable so school members can include more of their instructors and staff to attend. NAPFTDS BOARD OF DIRECTORS NOTICEOFELECTION–2023

DEADLINE EXTENDED FROM January 15 to February 15, 2023!

The National Association of Publicly Funded Truck Driving Schools (NAPFTDS) is giving formal notice to all members that NAPFTDS will hold elections for its Board of Directors at its 2023 annual conference. The conference will be held at the Crowne Plaza Tennis & Golf Resort, Asheville, NC.

In 2023, terms of two Full Member Directors will expire:

• John Thorpe, Central Tech;

• Michael McCarthy, Seward County Community College

(finished out Rob Behnke’s term as he moved to Interim Treasurer)

These two positions are voted on by the Membership as a whole (Full and Associate members only). The Executive Director positions are open as follows:

• John Rojas will move from President to the Immediate Past President position

• Lori Latigo moved from Vice President into the President’s position;

• therefore, the Vice President position is open

• the Treasurer position is open

• the Secretary position is open

The above positions are voted on by the Membership as a whole (Full and Associate members only). These nominations are to follow the following: Executive Board members must comply with Article VII Section 1. The terms of two Associate Board Members will be open:

• Lesley Vincent, Melton Truck Lines, Carrier Associate

• Jill Schutz, J.J. Keller & Associates, Vendor Associate

These 2 positions are three (3) year terms, voted on by the Membership as a whole (Full and Associate members only).

New or re-elected Directors who are elected at this conference will take office at the second board meeting of this conference.

The NAPFTDS Conference/Nominating Committee is responsible for collecting recommendations for candidates. The Directors are elected by vote at the annual conference. Voting members must be in good standing. For a candidate to be considered, the candidate’s organization’s membership dues must be current and have been a member a minimum of one year.

Members of the Board of Directors are required to attend the NAPFTDS conference/regionals, as well as the Board of Directors meetings held during the conferences, a Board Retreat-if needed, and regularly scheduled Board conference calls (11-13 conference call meetings on the second Wednesday of every month per year). Board Members are responsible for bearing the cost of attending all NAPFTDS functions.

All members of the NAPFTDS Board of Directors are eligible to serve as chairpersons of a NAPFTDS Committee. To be eligible to serve on the Board of Directors, the prospective Board member must dedicate time to actively fulfill the required duties.

Request for Nominations No less than two months prior to the convention at which an election of Directors is to take place, the Nominating Committee shall distribute a Notice of Vacancies to all members of the Association.

Members interested in serving on the Board of Directors must comply with Article VI Section 2, 3 & 4 of the Association Bylaws. Members interested are responsible for contacting the NAPFTDS office (316-425-3297 or cmoffet@napftds.org ) to inform the Association of their interest. The NAPFTDS office shall then forward to the interested member an “Applicant Statement”. The member shall return the completed Applicant Statement to the NAPFTDS office no later than January 15, 2023 DEADLINE EXTENDED TO FEBRUARY 15, 2023. NAPFTDS Staff shall forward all “Applicant Statements” to the members of the Conference/Nominating Committee and shall publish it to all NAPFTDS members 1 month before the convention.

ARTICLE VI -BOARD OF DIRECTORS

Section 2. The total number of members of the Board of Directors of the Association (the “Directors”) shall be nineteen (19), comprised of the following: (a) twelve (12) Full Members, (b) four (4) Associate Members, (c) the current Executive Director, (d) the Immediate Past President and (e) one (1) Commercial Vehicle Training Association representative.

Section 3. Full Members – At the annual meeting of the Members, vacant Full Member positions on the Board of Directors shall be filled by qualified Full Members upon being elected by a vote of the Members. The election shall be conducted by presenting the full slate of candidates to the Members, who shall each be given the opportunity to vote for the number of candidates equal to the number of vacant Full Member positions. The candidates, in such number as is equal to the number of vacant Full Member positions, receiving the most votes shall be elected to the Board of Directors. Except as provided in these Bylaws, such Directors shall serve for terms of three (3) years.

Section 4. Associate Members – At the annual meeting of the Members, vacant Associate Member positions on the Board of Directors shall be filled by qualified Associate Members upon being elected by a vote of the Members. The election shall be conducted by presenting the full slate of candidates to the Members, who shall each be given the opportunity to vote for the number of candidates equal to the number of vacant Associate Member positions. The candidates, in such number as is equal to the number of vacant Associate Member positions, receiving the most votes shall be elected to the Board of Directors. Except as provided in these Bylaws such Directors shall serve for terms of three (3) years.

ARTICLE VII – EXECUTIVE BOARD OF DIRECTORS

Section 1. The Executive Board of the Association (the “Executive Board”) shall consist of the President, Vice President, Treasurer, Secretary, Executive Director and Immediate Past President. All Executive Board Members shall be Full Members of the Association, who have served one (1) year on the Board of Directors, and have been employed by a publicly funded Training Provider for a minimum of two (2) years

Conference/Nominating Committee Candidate Telephone Follow-up After the Conference/Nomination Committee has received applications for nominations from the membership. Committee shall conduct a follow-up phone call to prospective candidates prior to the conference at which the election is to be held, explaining the responsibilities and commitment of a Board member.

Procedure at Conference Each candidate shall be permitted to make a statement to the members, not to exceed two minutes. If candidate is not present at the conference a short bio will be provided. Following the presentations by candidates for the Board of Directors, the Conference/ Nominating Committee shall conduct a vote.

Balloting Ballots shall be prepared prior to the annual Conference by the Board Administrative Assistant. All members of the Association present at the conference shall be entitled to cast one ballot per Full or Associate members. Absentee Balloting is also permitted. There will be an absentee ballot available on the NAPFTDS Website after February 8, 2023 MARCH 1, 2023. All absentee ballots must be in the NAPFTDS office no later than February 28, 2023 MARCH 10, 2023! The ballots shall be counted by the Conference/Nominating Committee (2 Board members) with the assistance of the NAPFTDS Board administrative assistant. The results of the election shall be announced during the conference.

Committee Happenings …

Want to be a part of a working committee, please contact Crissie Moffet, cmoffet@napftds.org.

Carrier-Donnie Tulk, Chair. The Committee continues to reach out to prospective Carrier members by sending out email blasts on the post card as well as personal communication. There were potential carrier members that attended region meetings that would have not normally shown up if not for the efforts of the committee members reaching out. These carriers are considering joining NAPFTDS as a result.

Conference/Nomination-Martin Garsee, Chair. The committee continues to work on the 2023 agenda for Asheville, North Carolina. Did you see anything at regional meetings that you would like to see at the Annual conference? There will be some changes on the agenda...so look for it! Please email Crissie Moffet, cmoffet@napftds.org and we’ll work on it! So, Save the Date March 27-29, 2023 at the Crowne Plaza Tennis and Golf Resort, Asheville, North Carolina. The Dave Nemo Show will be sponsored again by Tenstreet at the Asheville Conference.

Education-John Thorpe, Chair. We are entertaining new ideas for webinars from the Association members. Anyone with good ideas are welcome to contact John Thorpe.

Marketing/Social Media-Kelly Carey, Chair. NAPFTDS is getting closer to making our website re-design after the 2023 conference in Asheville, NC as it is in its final stage. We would also like to promote followers on NAPFTDS social media: Facebook, Instagram and Linkedin. Right now there is approximately 246 followers on Facebook and 46 on Linkedin. Membership-Dan Zdrojewski, Chair. The excitement continues for NAPFTDS and our industry. NAPFTDS continues to grow. The demand for truck drivers continues to grow with tens of thousands of openings nationwide. Many of the community colleges and other training providers are overflowing with students looking to earn their CDL and begin their new careers. Many publicly funded entities are looking at developing their own CDL training programs and are looking for answers and advice. NAPFTDS can help be a resource for these new training providers. The Membership Committee continues to process applications and increase the awareness of our association. To help us in our endeavors, please share your knowledge of NAPFTDS with the transportation industry and other public training providers. If additional information is needed, please reach out to me at zdrojedr@matc.edu or Crissie Moffet at cmoffet@napftds.org.

Regionals-Mary Beth McCollum, Chair. All regional meetings have been very successful and well attended. The Region Committee is looking for 2023 Host and/or Co-Host. Region meetings are from August through December. If your school is interested, please contact Crissie Moffet (cmoffet@napftds.org). We do have 3 regions with a host Region 1 & 2 is Utah State University, Price Utah, Region 3 is Hawkeye Community College, Waterloo, Iowa and Region 4 Del Mar College, Corpus Christi, Texas.

Regulatory-Jill Schultz, Chair. The regulatory committee informs members of changes and proposed changes to federal laws, regulations, and policies related to truck driver training. News for January 2023 includes the following:

The Federal Motor Carrier Safety Administration (FMCSA) has granted two exemptions to the entry-level driver training (ELDT) requirements.

1. An exemption was granted to the state of Alaska, allowing the state to waive specified portions of the CDL skills test for drivers in 14 defined geographical areas that lack infrastructure to allow completion of the full skills test.

2. An exemption was granted to an individual, allowing him to conduct hazardous materials endorsement theory instruction without meeting the ELDT instructor requirements. This individual has over 24 years of experience as a Commercial Vehicle Safety Alliance (CVSA)-certified inspector and many years of experience as a hazmat and tank instructor at FMCSA’s National Training Center.

No other exemptions have been granted by FMCSA.
