Transportation stakeholders are lining up to support President-elect Donald Trump’s selection to lead the U.S. Department of Transportation.
Trump on Nov. 18 announced that former Republican Rep. Sean Duffy would be his nominee to become the nation’s top transportation officer.
Duffy was elected in 2010 to represent his district in Wisconsin in the U.S. House of Representatives. During just shy of a decade in Congress, he was a member of the Financial Services Committee. After Congress, he became a contributor and host on Fox News Media programs. Earlier, Duffy was featured in reality television programs on MTV.
“Sean will use his experience and the relationships he has built over many years in Congress to maintain and rebuild our nation’s infrastructure, and fulfill our mission of ushering in the golden age of travel, focusing on safety, efficiency and innovation,” the president-elect said in a statement.
If confirmed next year by a Republican-led Senate, Duffy would succeed Secretary Pete Buttigieg.

As we wrap up 2024, I want to take a moment to reflect on what an exciting and productive year it’s been for ourAssociation a big thank you to our board for working toward the release of a Strategic Plan. There is more work to do, but we’ve made significant progress, and I am genuinely proud of everything we have accomplished together as anAssociation. This fall, we had fantastic regional meetings across the country. It was wonderful to see so many of you sharing your experiences, learning from one another, and working together to strengthen our community. Your participation and feedback are what make ourAssociation so special.
I am excited about the upcomingAnnual Conference in Daytona Beach, Florida! It will be an excellent opportunity to reconnect, share new ideas, and continue pushing forward the important work so many do to support publicly funded truck driving schools. I cannot wait to see you all there!
Merry Christmas and Happy Holidays! I hope you get time to relax, recharge, and enjoy the season with your loved ones. Here’s to a successful 2024 and an even more rewarding and impactful 2025! May the new year bring new opportunities and continued growth for all of us.

Hope you are having fall weather wherever you are. Here in SE Texas, it is 76 degrees as I write this.

This year I was able to go to two of the regional meetings Region 4 and Region 1 & 2. Region 4 was hosted byAmarillo College. What a great job by Tony Diaz. The networking was great and the information was very timely. The Chamber event was amazing, more food than you can imagine. Tony, you spoiled us. Region 1 & 2 was hosted byATS’s EnriqueAllen Mar and his crew in Vista, CA. Very informative, with cross border presentations, FMCSA, and local law enforcement. The outside street taco food was fantastic and lots of opportunities for networking.
Thanks to all of our hosts for our 2024 Regional Meetings, and all those that attended. We learn from each of them and look forward to how we can assist in planning for next year.
On December 6, I flew to Maine to participate in the convoy with ‘Wreaths AcrossAmerica’ from Columbia Falls, ME to Arlington National Cemetery. This is considered the longest Veteran’s Parade, 750 miles. There were over 50 vehicles that were involved in this convoy. Police escort, tractor trailer, support vehicles and a coach. This is a full escorted event from start to finish which involves hundreds of police including local, county and state to block intersections and control traffic so the escort never had to stop.
Along the way we stopped at 15 locations to do events honoring our veterans, and also our Gold Star and Blue Star families. We were at schools that had 100’s of students participating in very patriotic events.
Later in the week I attended the Veteran Ready Summit held in DC at theAmerican Trucking Association Headquarters. Brad Bentley and others had a very packed agenda that allows companies to learn from others on how to be ready to recruit and retain veterans, also how to have your company ready to except veterans.
Friday was Transition to Trucking, awarding a well deserving veteran a new Kenworth T680 loaded truck. Congratulations to all the finalist and to Cory Troxell the winner of the truck.
NAPFTDS is a supporter of all these events and we continue to stay engaged with the industry, we continue to be able to introduce companies to our organization.
Thank you to each member and your support. We look forward to a great 2025 and plan on seeing everyone in Daytona Beach in April.

New Transportation Bill, Trucking Concerns Await Next Secretary if Confirmed by Republican-Led Senate
As the department’s next secretary, Duffy would be tasked with overseeing safety initiatives designed to reduce highway fatalities. DOT personnel also are managing the implementation of 2021’s Infrastructure Investment and Jobs Act, commonly called the bipartisan infrastructure law. Next year, Congress is expected to begin a comprehensive update of the law’s surface transportation component.
In recent years, DOT agencies have also responded to aviation and rail safety crises.
American Trucking Associations, as well as groups representing the highway construction sector and state transportation agencies, praised the nominee.
“During his time in the House, Sean Duffy was focused on issues facing our industry and supported protrucking policies to strengthen the supply chain and our ability to keep the nation’s goods moving safely and efficiently,” ATA President Chris Spear said. “Roads and bridges are our shop floor. We know [former Rep.] Duffy understands that and the opportunity now before us to improve our transportation network by reducing congestion, investing in truck parking, enhancing highway safety and supporting the development of innovative technologies. He is an exceptional choice to lead the Department of Transportation, and we congratulate him on his nomination and look forward to working with him in this role.”
A major concern for ATA has been federal and state efforts regarding stricter emissions standards. In particular, ATA and other freight groups have consistently pushed back on timelines to accelerate adoption of zero -emission vehicles, notably those stemming from the California Air Resources Board. ATA recently called on heavy-duty truck and engine manufacturers to abandon an agreement made specifically with California regulators.
“By strong-arming our industry into unachievable targets and timelines void of operational and economic reality, the California Air Resources Board’s mad dash to zero has set our industry up for failure, sowing the seeds of another supply chain crisis,” Spear wrote to truck and engine makers Nov. 20. “California’s ideological approach has cratered the truck market; sales are down by over 50% compared to last year. Availability of California-certified diesel engines are hard to come by and expensive, rationed due to zero-emission truck sales requirements.”
“As a former member of Congress, Sean Duffy understands how to navigate the political landscape in Washington to get things done, something that we will need in the next leader of the U.S. Department of Transportation as we begin the process of reauthorizing the federal surface transportation programs,” said Jim Tymon, executive director of the American Association of State Highway and Transportation Officials.
“Every state department of transportation in the country is currently hard at work improving safety and quality of life in their communities one project at a time. This is made possible through the federal-state partnership that has existed for over 100 years. We look forward to working with the secretary-designee as well as the Trump administration to ensure the continued delivery of a safe, efficient, multimodal transportation system for all.”
American Road and Transportation Builders Association President and CEO Dave Bauer also praised Trump’s DOT pick. As he put it, “If confirmed, Rep. Duffy will be leading the Department of Transportation at a critical time, including continued deployment of record levels of federal highway, public transportation and airport infrastructure investments, and reauthorization of the surface transportation programs scheduled for 2026.
“While in Congress, Rep. Duffy worked on a number of transportation issues important to his state and region. In many of his public statements and actions, he reaffirmed the effectiveness of bipartisanship to ensure continued federal investments and getting projects done.”

Carrier-Donnie Tulk, Chair. The Carrier outreach committee continues to keep the lines of communication open with prospective carrier members. As we go into 2025, the carrier outreach committee remains optimistic, with the expected increase in freight demand we expect to see an increase in carrier membership.
Conference/Nomination-Martin Garsee, Chair. The Committee has signed a contract for the 2025 35th Annual Conference to be held in Daytona Beach, Florida, March 29-April 2, 2025. Board Nominations for 2025 will be for 3 board members and a Vice President. If interested, deadline for the application is January 30, 2025 by EOB. This year’s conference agenda is also in this issue! Any ideas for speakers or presentations, please email Crissie Moffet, cmoffet@napftds.org.
Education-John Thorpe, Chair. The Education Committee introduced an innovative concept: A Train the Trainer program aimed at instructors. Over the coming year, Mr. Thorpe, alongside the committee and in collaboration with Bumper to Bumper, will begin work on developing a training booklet. This resource will focus on best practices for training new instructors in Truck Driver Training, ensuring a standardized approach to instruction across the industry. This ‘Best Practices’ will be our training session at the 2025 annual conference in Daytona Beach, FL.

Marketing/Social Media-Bill Buechel, Chair. Marketing/Social Media-Bill Buechel, Chair. Marketing is staying strong on both the website and social media (thanks to Lorie for the Facebook support). Big kudos to all those involved in the regionals and those that helped send images, stories, and posting on their socials. That impact is felt extremely when it comes to our reach – every post and interaction compounds our visibility online. We continue to gain followers and mentions which is great to see. We will want to start thinking about how we market our National. I’d suggest getting the interest early to who the speakers may be or what value we provide in that setting. Between holiday posts and our member spotlights- we’ll want to take advantage of every opportunity. We’ll also want to consider paid posts as we get closer to drum up further membership and attendees. Another call for action on more membership spotlights as we are getting very low. Do we want to consider testimonial videos from schools to highlight a walk through of their campus, etc? Just some ideas. I’d also ask for more scholarly articles of industry happenings and any action/activities the organization or it’s members may be involved in. I need to do more on this to increase our value on socials.

Membership-Dan Zdrojewski, Chair. The current Membership Committee consists of Donnie Tulk (Tulsa Tech, OK), Lesley Vincent (Melton Truck Lines), Deborah Quackenbush (Virage Simulation), Brent Lauber (Kelly Anderson Group), Amanda Rojas (Bumper to Bumper Easy CDL), John Rojas (Bumper to Bumper Easy CDL), Lynette Cervantes (Del Mar College, TX), Jonathan Scheidegger (CDL PowerSuite).
The primary responsibilities of the Membership Committee are to solicit and receive nominations for membership, and to approve or decline these applications based on guidelines established by the Board of Directors. The Membership Committee also recommends to the Board of Directors any modifications relevant to membership that it views as potentially advantageous to the Association. These can include modifications to the current guidelines for membership, to the Application Form, and to strategies to be implemented for membership solicitation, promotion, nomination, recruitment, application, and application evaluation. The Membership Committee, in collaboration with the Board of Directors, is then responsible for the implementation of approved modifications. The work of the Membership Committee is crucial to maintain the strength of NAPFTDS, and some emphasis is placed on recruiting members who will develop innovative ways to encourage membership retention and stimulate recruitment. The Membership Committee will continue to evolve with NAPFTDS’ needs and demands.
Our current Membership of NAPFTDS consists of 134 Full Member Schools, 1 Affiliate Member School, and 30 Associates. Membership of the Association continues to grow year after year. As we wrap up 2024, we are excited for a new year.
Regionals-Missy Blair, Chair. This Learning Curve highlights the 2024 Regional meetings. As you can see from this edition, the regional meetings are an important part of how we serve our membership. Now, we are looking for 2025 regional hosts. Region 3 & 5 (IA, MN, NE, ND, SD, WI, and IL, OH, MI, IN) will be hosted by Metropolitan Community College/Werner Enterprises in Omaha, Nebraska. Region 4 (AR, KS, MI, OK, LA, TX) will be hosted by Johnson Community College in Overland Park, Kansas. We continue to look for Region1 & 2 (MT, WA, AZ, CA, CO, NM, UT), Region 6 (FL, GA, MS, NC, SC, TN) and Region 7 (DE, MD, MA, WV, VT, PA). Regulatory-Jill Schultz, Chair. The regulatory committee informs members of changes and proposed changes to laws, regulations, and policies related to truck driver training. The following are highlights for August 2024 through December 2024.
TPR update. FMCSA has added a fact sheet to the Training Provider Registry (TPR) website that advises states on the process to follow when reporting ELDT training providers that do not meet state-specific requirements. Also, as of December 4, 2024, the TPR lists 25 schools/entities that have been issued a notice of proposed removal from the TPR. Clearinghouse downgrades. As of November 18, 2024, state driver licensing agencies are removing the commercial driving privileges of drivers in a “prohibited” status on the Drug and Alcohol Clearinghouse. The result – a downgrade of the driver’s CDL until the driver completes the return-to-duty process.
“Under the hood” exemption granted for school buses. FMCSA has renewed the exemption that allows a state driver licensing agency to waive the engine compartment portion of the school bus endorsement skills test.

For the ninth consecutive year, Kenworth teamed with Fastport and the U.S. Chamber of Commerce Foundation’s Hiring Our Heroes program to find America’s top rookie military veteran who made the successful transition into a civilian truck driving career. Distinguished Army veteran Cory Troxell received this year’s “Transition Trucking: Driving for Excellence” award during a recent special ceremony at the U.S. Chamber of Commerce in Washington, D.C. where crowds gathered to see the Kenworth T680 parked outside.
Cory Troxell was born into service with his grandfather, father, and uncle serving with distinguished careers in the Army. Motivated by a strong sense of family pride, service, and patriotism following 9/11, Cory enlisted in the Army in 2004. In 2009, Cory was severely wounded in an enemy IED attack, eventually earning him the Purple Heart. He continued to serve until his retirement in 2024. Drawing similarities to his decision to join the Army, he chose to drive trucks, a career path already cut by his family.

To help him continue in the trucking profession, Troxell was awarded the Kenworth T680, equipped with a 76-inch sleeper and the PACCAR Powertrain featuring the PACCAR MX-13 engine, PACCAR TX-12 automated transmission and PACCAR DX-40 tandem rear axles.
The Kenworth T680 features a Diamond VIT interior in slate gray with madrona accents and includes the latest in driver amenities. Both the driver and passenger seats are GT703 leather seats that are fully heated and cooled. The 76-inch sleeper includes space for a microwave and TV, a factory-installed fridge, and a rotating work table. The T680 also includes the latest in driver assistance systems, including Kenworth's Digital Mirrors, Bendix Fusion Adaptive Cruise Control (ACC) Stop and Auto Go, and Lane Keeping Assist with Torque Assisted Steering.

Under the Transition Trucking: Driving for Excellence program, all finalists participated in the Washington, D.C. awards ceremony where their military service was honored. The first runner-up, Douglas Couch/U.S. Navy (E-5)/Roehl Transport., was awarded a $10,000 prize, and finalists Billy Taylor/U.S. Coast Guard (E-7)/Werner Enterprises and Shawn Haley/U.S. Marine Corps (E-4)/Veriha Trucking LLC received $5,000 each.

John Wood Community College Celebrates 30 Years of Excellence in Truck Driver Training
John Wood Community College (JWCC) proudly marks the 30th anniversary of its renowned Truck Driver Training Program, a cornerstone of the college s commitment to workforce development in West Central Illinois. Since its establishment in September 1994, the program has trained thousands of professional truck drivers, making a significant impact on the regional and national transportation industry.
The JWCC Truck Driver Training program began under the leadership of its first director, Don Hess, who played a pivotal role in shaping the curriculum and forging vital partnerships. Hess, who now serves as a JWCC trustee and is a national consultant in the field, was instrumental in securing initial support from Sharkey Transportation. The company provided the JWCC TDT program its first home and continued access to space at their facility for over a decade, allowing the program to thrive until its move to the College’s Workforce Development Center (WDC) in 2009.
Upon Hess’s retirement, veteran instructor and professional driver Phil Steinkamp took the wheel as director of the program for several years. Steinkamp has served JWCC’s Truck Driver Training program for more than 25 years and continues to instruct courses today at the WDC.
“Our Truck Driver Training Program has consistently set the standard for excellence in the industry,” said Dr. Bryan Renfro, President of JWCC. “From the early support of Sharkey Transportation to the ongoing involvement of industry leaders, the program has benefited from strong community and industry backing. We are incredibly proud of the legacy we’ve built over the past 30 years.”
Today, the program continues to maintain the highest standards as a member of the National Association of Publicly Funded Truck Driving Schools and Illinois Trucking Association. Multiple transportation firms serve on the program’s advisory council, ensuring relevant and evolving skills are implemented in hands-on training.
Under the current direction of Steinkamp and Chris Koetters, a graduate of the program, JWCC remains committed to producing well-trained, safety-conscious drivers ready to meet the demands of the trucking industry. In the last year alone, 90 JWCC students received their Certified Driver License (CDL) and more than 2,000 have been trained since the program’s inception.
JWCC’s Truck Driver Training Program offers a comprehensive range of courses designed to fit various schedules and needs. The program includes six week Class A and Class B CDL courses, and specialized endorsements..
In addition to rigorous training, JWCC’s program is supported by scholarships, advisory council participation, and other resources provided by regional trucking companies. These partnerships ensure that graduates are not only job-ready but also equipped with the latest industry knowledge and practices.

Fox Valley Technical College and Schneider were proud to host the Region 3 and 5, Fall conference September 22 - 24, 2024 in Green Bay, Wisconsin.
Not a surprise, Region 3 and 5 were an amazing success! The warm welcome by the Schneider team was second to none, the Grove facility was state of the art and the perfect venue for us to get in some great networking. Never a dull moment with Rich Clemente in the house! His presentations are always welcomed and informative! Rob Reich presented us with his version and vision of the future in Trucking. We learned so much through his knowledge of Schneider’s approach to the future of equipment, fuel source, and delivery methods. Our lodging was great, Tundra always takes good care of their guests.
Then, on to Fox Valley Technical College for a tour of our facility and a bit more networking. Rob Behnke was so pleased with the number of members who attended and shared their appreciation of the FVTC program. All in all, what a great event! So many new members, first time attendees, and faces we have not seen in a while were there, how wonderful is that!
As Rob Behnke always says, the best thing about NAPFTDS is the People! NAPFTDS has amazing People!
Late September is a magical time of year in Wisconsin where the evenings are cool and the leaves are in prime fall color. While there wasn't a Packer game that weekend, everyone certainly got a sense for what football means to the area as the hotel is right down the street from the Legendary Lambeau Field!!

Region 4 Meeting
On behalf of Amarillo College Truck Driving Academy, we were delighted to host the Region 4 Fall Meeting, October 2-4, 2024.
The regional meeting kicked off with a warm welcome from Dr. Frank Sobey, setting a tone of camaraderie and engagement. Following the introduction, Tony Diaz took the stage to acknowledge all the contributors and participants, highlighting the collaborative spirit of the event. The meeting was designed to showcase the breadth of the truck driving education sector, represented by six regions across the nation.
Martin Garsee, Executive Director-NAPFTDS, underscored the importance of our sponsors, including Bumper to Bumper, Covenant Transport, Doron Precision Systems, Kelley Anderson, Melton Truck Lines, Simulator Systems International, Stevens Transport, TMC Transportation, Virage Simulators, and Werner Enterprises. Their support was pivotal in bringing this event to life. Additionally, Tony Diaz recognized the vendors who had a booth such as Virage, Doron, Kelly Anderson, and Bumper to Bumper, whose contributions enriched the meeting experience.
The meeting featured several key educational sessions that provided valuable insights into the truck driving education field:
- ELDT Task Force-Martin Garsee discussed the ongoing efforts and the role of the ELDT Task Force, which is crucial for setting standards in driver training.
- Legislative Updates-DSP officer Jay Hawkins presented on House Bill 4337, followed by Phil Hadwin from AAMVA, who explained the CSTIMS, the management system used by examiners for ELDT, highlighting critical regulatory updates.
- Leadership Focus-Kelly Anderson from the Kelly Anderson Group delivered a compelling talk on leadership and hiring practices, emphasizing the importance of cultural fit.
- FMCSA Regulations-Martin Garsee returned to discuss the FMCSA's Clearinghouse, a vital tool for tracking students' progress through their CDL acquisition.
Student-Centric Education The Center of Teaching and Learning (CTL) provided insights into the demographics of students at Amarillo College, focusing on effectively reaching young adults aged 18-27. Victor from CTL discussed the necessity of tailoring classroom materials to accommodate various learning styles. Following this, Ariana introduced Blackboard, the college’s educational platform, and Carolyn discussed the use of engagement tools to monitor students' learning progress.
Networking and Social Events The meeting also provided ample opportunities for informal learning and networking. The highlight was the Amarillo Chamber BBQ, sponsored by the college, where attendees enjoyed local cuisine, beverages, and live music. This social event allowed participants to relax, network, and share experiences from their respective institutions.
Campus Visit and Closure–The event concluded with a visit to Amarillo College's East Campus, where discussions on common practices and a tour of the facilities provided participants with practical insights and a chance to engage in more focused networking.
Reflections The meeting was not only a learning opportunity but also a celebration of the community within the truck driving education sector. The experience was enriching, informative, and inspiring, fostering a sense of anticipation for future gatherings.

The NAPFTDS Region 1 & 2 Meeting, held at Advanced Training Systems’ (ATS) San Diego Design and Production facility from November 17–19, 2024, was a memorable event. This gathering brought together CDL instructors, program leaders, logistics professionals, and participants from across the trucking and training industries for two days of engaging discussions, immersive tours, and networking.
The event began with a welcome to attendees, who participated in a series of insightful presentations by distinguished speakers. Dave Dein, co-founder of Next Generation in Trucking, shared the organization’s groundbreaking work in integrating logistics and CDL Driver Training into high school Logistics and Trucking programs. His experiences underscored the importance of fostering the next generation of drivers through encouragement, collaboration, and inspiring the drivers of tomorrow.
Luciano Jimenez of CANACAR offered an international perspective, detailing the current state of the Mexican trucking industry and the promising introduction of state-sponsored driver training programs through CONALEP. Additionally, Martin Garsee provided updates regarding the NAPFTDS organization’s efforts, while FMCSA representatives Aaron Celiceo and Cecilio Crosby provided updates on regulatory changes and advocacy efforts, equipping attendees with essential knowledge about the industry evolving landscape.
ATS leaders, as hosts and presenters, played a central role in the programming. Enrique Allen Mar delivered an engaging presentation on the history of simulation in driver training and highlighted the company’s pioneering use and future potential of AI to enhance training methodologies. Enrique Mar, Jr., Chief Operating Officer of ATS, led attendees on a unique tour of the company’s manufacturing and design facility, where the integration of AIdriven innovation into ATS’s production and training solutions was showcased. This behind-the-scenes experience demonstrated how ATS bridges cutting-edge technology with practical applications to advance driver education and industry collabora-
A highlight of the event was the presentation by representatives from Women in Trucking, who shared inspiring personal stories and guided a tour of their “WiTney Mobile Museum.” This traveling exhibit featured immersive storytelling, driver narratives, and hands-on experience with an ATS TaskMaster-NG simulator, emphasizing the importance of diversity and representation in the transportation sector.
The event concluded in true Southern California Mexican-style with a taco party featuring hand-made street tacos prepared to order. Guests enjoyed a laid-back and celebratory atmosphere that included a special screening of the classic trucking film Smokey and the Bandit, bringing a mix of nostalgia and camaraderie to the evening.
This gathering was a testament to the collaborative spirit of NAPFTDS and its members. ATS is proud to have partnered with NAPFTDS to host this unique event and remains dedicated to supporting the transportation and training industries. Together, NAPFTDS and ATS extend their gratitude to all attendees, vendors, and members for their participation and look forward to future events that advance the field of driver training.

2025 Board Nominations
The National Association of Publicly Funded Truck Driving Schools (NAPFTDS) is giving formal notice to all members that NAPFTDS will hold elections for its Board of Directors at its 2025 annual conference. The conference will be held in Daytona Beach, Florida.
In 2025, terms of three Full Member Directors will expire (Richard Monroe, Marion Technical College; David Inman, Northeast Tech; Dan Zdrojewski, Milwaukee Area Technical College). These three positions have terms of 3 years and are voted on by the Membership as a whole (Full and Associate members only). Executive Board members must comply with Article VII Section 1. Also, on the Executive Directors, Lorie Latigo will move to the Immediate Past President position – moving Donnie Tulk into the President’s position; therefore, opening the Vice President’s Position. This position has a term of 2 years.
Deadline: EOB January 30, 2025.
