County explores wayfinding options for Siesta
Listening to recent discussions among elected officials, there is a strong belief that the city of Sarasota’s affordable housing supply is sorely lacking — though it’s not for a lack of trying. At a January workshop, city commissioners honed in on affordable housing as a big-picture issue that the board needed to address. The discussion came on the heels of a November decision that waived a developer’s required contribution to an affordable housing trust. That trust was part of an earlier effort to address the issue, incorporated SEE HOUSING PAGE 3A
After winning its second No. 1 beach award, Siesta Key Beach can expect more visitors flocking to its famous powder-white sands. More visitors, however, can mean more confusion. Sarasota County is investigating a possible wayfinding campaign to help tourists navigate the beaches and adjacent county parks and help them remember where they parked. Tricia Wisner, an operations coordinator for the county, presented the idea at the Parks Advisory and Recreation Council’s March 5 meeting. “It’s a big park; we need to help people get around,” she said. The new beach improvements, such as multiple picnic and concession areas and playground, along with 143 new parking spaces, can be overwhelming to visitors, Wisner said. The Florida Department of Transportation held a public open house Tuesday about the potential changes to the Midnight Pass/Beach Road intersection. FDOT is considering three options: leaving the intersection the same, removing the free-flowing right turns and signalizing all turns, and putting in a roundabout. No official decision has been made. At the workshop, held at St. Boniface Episcopal Church, FDOT gave out fact sheets to dispel some myths that are associated with roundabouts. Siesta Key residents are skeptical about the effectiveness of a roundabout at that intersection because of the amount of pedestrian traffic. Donna Grantham, a Siesta Cove resident, said she generally likes roundabouts, but one at that location would be inappropriate. Pedestrians wouldn’t have a clear, safe crosswalk, and the majority of traffic flows north to south. Grantham said she thought a better and lessexpensive solution would be to increase signage at the intersection, so pedestrians are more visible and drivers are more aware. The roundabout would clog up traffic, she said. “It’s a lot of expense for not gaining a lot of flow or pedestrian safety,” Grantham said.

WAYFINDING are iconic, and people already use those as parking reminders. Using the towers’ colors to create different zones on the beach is an easy start, she said. Studies have shown, however, that having multiple identifiers, such as a color, symbol and name, is better because not everyone is visually oriented. It also takes away the language barrier for visitors from foreign countries. Many major venues already have a similar system to aid guests. Wisner listed Walt Disney World, on a large scale, and Sarasota Memorial Hospital as a local example. “They give you multiple ways to remember something,” she said. for higher-density projects in the redeveloping Rosemary District — is a prime example of the sort of initiative that can bolster the city’s housing stock. In addition to density bonuses, an incentive that developers have clamored for but concerns some residents, Chapman said there are other routes to affordable housing. “One thing you can do is try to encourage smaller units,” Chapman said. “You can try to encourage systems where you mix market rate with units that are affordable — and maybe even somehow subsidize the affordable units.” Jon Thaxton, director of community investment for the Gulf Coast Community Foundation, has been discussing affordable

Despite the perhaps-noble intentions of previous city commissions, the sitting board agreed in January that attempts to encourage the development of affordable housing had failed. “We got nothing out of it,” Vice Mayor Susan Chapman said. “The City Commission did everything wrong.” Now, the City Commission is intent on righting the wrongs of its predecessors. It just has to figure out where to begin. $350,000 One thing that speaks to how broad of an issue affordable $250,000 housing can be is the nebulous definition $150,000 of the term itself. Even among city officials, there is no consensus $50,000 as to what “affordable housing” actually means. ’05 how ’07 ’09 ’11 ’13 “I don’t’03 know we understand the term ‘affordable housing’ without defining what that term is,” Commissioner Eileen Normile said. “What’s affordable to one person isn’t affordable to another.” Chapman said the lack of specificity has clouded conversations about affordable housing. In previous conversations, residences priced at $250,000 have been called affordable. “We have to have an honest discussion about what is affordable,” Chapman said. “‘Affordable’ becomes ‘attainable,’ and once it becomes ‘attainable,’ it’s not necessarily affordable. It gets so far afield so quickly.” Chapman is focused on creating a greater stock of workforce housing — affordable not only to young professionals in higher-paying jobs, but to Sarasota’s significant number of service workers. In that regard, she said, the Downtown Residential Overlay District was misguided. Given the value of downtown land, it’s unlikely workforce housing could ever be generated there. Instead, Chapman said, the city should focus on encouraging that sort of development in different areas of the city. She thinks the Rosemary Residential Overlay District — which allows
housing issues for almost four decades. A former real estate broker and county commissioner, Thaxton is now working with Sarasota municipalities to assist homeless children and families. In Sarasota, housing is almost inexorably linked to homelessness. Thaxton said more than 40% of the households in the county are dedicating at least one-third of their income to housing. That’s not only a challenge for residents who can pay their bills — it’s con$50,000 tributing to the number of residents who cannot. “It’s one of the major factors $30,000 that is driving the homeless numbers in Sarasota,” he said. $10,000 A recent Sarasota County Openly Plans Excellence (SCOPE) ’03 ’05 ’09 Coun’11 ’13 report found that’07 Sarasota ty’s housing stock is growing at the fastest rate it has in five years, but largely in the form of singlefamily, detached developments. If the recovery is tied to a growing stock of housing unattainable for service workers, it actually works against people in need of affordable housing, Thaxton said. “The rental rates in Sarasota are rising,” Thaxton said. “Home prices in Sarasota are increasing dramatically, and incomes in Sarasota are stagnant.” Thaxton said that, given the current economic climate, the problem is only getting worse — and there’s no incentive for developers to deviate from the existing path. He knows that the cost of constructing affordable housing is an obstacle, particularly for cash-strapped municipalities, but said failing to house the homeless is even more costly. Thaxton didn’t have a specific prescription for the problem, but if elected officials are motivated, there are plenty of successful models to emulate across the country, he said. Chapman agreed that the city could successfully address the affordable housing issue if properly motivated. “I think it’s a complicated issue,” Chapman said, “but it’s an issue that many places have solved.”

Eddie earned 35.8% of the vote en route to a secondplace finish. pletely grassroots campaign.” Zimmerman, who held a slim majority after absentee and early ballots were counted, attributed Eddie’s success on election day to a late push from the Democratic Party. Although two Democrats were running in District 3, the party threw the entirety of its support behind Eddie shortly before the election. “That shows the strength that a party can bring when they want to intervene in a nonpartisan election,” Zimmerman said. “I think it’s kind of deplorable, personally, but that’s the reality.” Both Normile and Zimmerman, registered Republicans, indicated they wouldn’t hesitate to accept party support in the runoff. “I came prepared for a knife fight,” Zimmerman said. “The other guy decided to bring a gun. Well, now we’re in the next round — how stupid it would be for me to bring a knife, knowing they’re going to use the gun?” “It was a David and Goliath fight,” Normile said as she addressed a crowd of supporters Tuesday evening at Word of Mouth. “We were fighting with a slingshot. … We’re not going to be fighting with a slingshot in the next phase of the election.” Sarasota County Democratic Party Chairwoman Christine Jennings didn’t shy away from taking credit for the success of Alpert and Eddie on election night. Jennings has been clear that she believes an important distinction exists between the two parties, even on a local level — and that members of the local Democratic Party expected information on the race from party leaders. “I think we played a substantial role in getting the vote out,” Jennings said. “I think we drew

awareness and let our Democrats know their vote was important and it needed to be counted.” Joe Gruters, chairman of the Republican Party of Sarasota County, had been more hesitant to wade into the nonpartisan fray. As election day drew closer, he sought an agreement with Jennings that would prevent local parties from getting involved in Sarasota County nonpartisan races — an agreement that, after Tuesday, is off the table. “I really feel bad for the voters of Sarasota who would like to see these races stay nonpartisan, but obviously when the Democrats are clubbing our opponents without any kind of defense from us, the only thing we can do is jump in and help them out,” Gruters said. As they turned their eyes to the runoff, Alpert and Eddie both downplayed the importance of
the Democratic Party support to their success. “I have a tremendous campaign team,” Alpert said. “We’ll just continue to go out there and talk to the voters, knock on doors, get our message out and talk about the issues that are important to the residents of Sarasota.” “It’s been all grassroots,” Eddie said. “We have all been committed — we have had high school students, young, old, families, individuals. Everyone has come together to pull together for the campaign.” Challengers Dave Morgan, the chairman of the Sarasota Housing Authority who ran in District 2, and Matt Wooddall, who was vying for the District 3 seat, were both defeated. Both candidates earned about 18.2% of the vote. Wooddall was embroiled in turmoil late last week, as a campaign
consultant terminated its relationship with the candidate after discovering he repeatedly misrepresented his employment history. As a result, the local Democratic Party withdrew the support it had provided to Wooddall. Morgan, who emphasized the need to bring a more youthful vision to the commission, hoped his candidacy left its mark on civic discourse in Sarasota even in the face of defeat. “Win, lose or draw, I was here to make a positive impact,” Morgan said. Although two incumbents remain, all four candidates are running in their first city race. Normile and Zimmerman were appointed to the board in November following the resignations of Paul Caragiulo and Shannon Snyder, two oft-dissenting voices on the commission. Election day for the runoff races is set for Tuesday, May 12. The victorious candidates will be sworn in May 15.

To Biter, that requirement was a perfect distillation of the city’s negative reputation among developers. “My biggest argument is we shouldn’t even be doing traffic studies for downtown unless we’re going to celebrate the people bringing traffic to downtown,” Biter said. “That’s the whole reason we have a Main Street.” Biter and Evie’s owner Michael Evanoff both scoffed at the idea of requiring a traffic study in an area already teeming with businesses. In correspondence with Biter, city staff admitted that it was unlikely that the findings of the traffic study would require the developer to make any upgrades. “We understand the concern with the time for a study, and while we do not expect there to be required concurrency improvements, these would be required to be constructed,” City Engineer Alex DavisShaw wrote. If the project is on hold now, city staff said, it’s because of a choice the developers made, not because the city wouldn’t let them to go forward. The city has

issued a permit for core and shell construction, which allows the developer to construct the bones of the building. The only thing held up by the traffic study is the construction of elements specific to a particular use, such as a kitchen for the Evie’s restaurant. “What we can’t permit is the build-out — because that’s actually what permits those uses — until we’ve got traffic concurrency,” city Senior Planner Courtney Mendez said. Still, Biter and Evanoff said the lag time between the two permits puts the people behind the project in a tough position: They could begin construction now, only to backtrack when installing plumbing and other elements that require the issuance of the build-out permit. Or, they could hit pause now, waiting for the study so construction could

To Evanoff, the process has typified the rigidity of the city when it comes to new projects, a frequently echoed criticism. He’s encountered more problems as he attempts to retool the Evie’s location on Ringling Boulevard; going forward, he’s hesitant to do more business with the city. “This is a prime example of what’s going on with the city,” Evanoff said. “There’s nobody you can talk to to make an exception.” Biter wrote that the development process for this project was an example of the city “beating up on its own” — and said that process is an obstacle to the continued growth of downtown. “We want traffic downtown,” Biter said. “We want businesses here. You want things that are going to get people to shop and hang out and be there.”

Biter and Evanoff also say the city took months to notify them that the project would eventually require a traffic study to move forward. Plans for the construction were filed in June, but Evanoff wasn’t made aware of the need for a traffic study until January. Even after the developers were made aware of the requirement, they were upset by the amount of time it took to get the study underway — and they’re unaware of when they’ll ultimately get the go-ahead from the city. As a result, Evanoff said the completion of the project is likely set back several months. “If we didn’t have to wait for the traffic study, we probably would have been open in June,” Evanoff said. “Now, we’ll be lucky to open in September.”

Sarasota County taxpayers may have to shoulder the costs for a road extension that was originally a developer’s obligation under the Osprey Revitalization Plan. In a 4-3 vote Thursday, the Sarasota County Planning Commission approved a request that would allow developer D.R. Horton to amend the development concept plan for the 30-acre site, known as Bay Acres, in Osprey. Before the recession, the site, located between U.S. 41 and Old Venice Road, behind Walmart, was part of a larger 40-acre parcel with planned-use development zoning. D.R. Horton purchased 30 acres of the property from Redus Florida Condos LLC in 2012. In the original plan, the developer was responsible for paying for the cost of connecting Bay Acres

said. “It was a rough area and at the end of the day it had a lot of public support. To abandon this now is disingenuous to the people from back then.” Ask also recognized that the approval of Horton’s request would set a precedent: The developers of the other parcels could refuse to pay to extend the avenue. At that point, Ask said the burden of cost could shift to taxpayers. “Now, the probability that the public will pay for it will most likely increase,” Ask said. Planning Commissioner Michael Beaumier, who lives in the Rivendell subdivision located south of Bay Acres Avenue, voted no on the request. “They bought this land knowing what the zoning requirements were. I feel we’re impinging on that plan now,” he said.

Jeffery Boone, Horton’s agent for the amendment, said that the significant reduction in density eliminated Horton’s need for the road. Further, the original agreement was predicated on one firm developing the entire 40 acres. Now that the land is divided into three parcels, it’s not clear who is responsible, Boone said. Planning Commissioner Bob Burrus said he could understand the developer’s perspective. “I don’t see they’d have the responsibility at this time, but the broader public good here is the question. Does the community want this road to be built?” he asked. Commissioner John Ask disagreed. As the former president of the Nokomis Civic Association, Ask has worked with the county during the adoption of the revitalization plan, which was created in 1999. He said the street connector had been important to the community at the time because it gave residents an alternate route to access U.S. 41. “This was a really big deal,” he

The request will go on to the Sarasota County Commission for final approval. “Not making them build this gives ammunition to those who think development doesn’t pay for itself and doesn’t do what we say it will,” Ask said. “We should do everything in our power to make sure this is built.” Ask said he was surprised no one from the Osprey community protested the decision. Only one homeowner spoke at the meeting, and only to get reassurance that the street, when eventually built, would not run through his yard.
Rivendell resident Christopher Morrison, who did not attend the meeting, has lived in Osprey for about 15 years. He served one year on the Osprey Revitalization Committee, which sunsetted in 2009. The advisory committee reviewed development applications that affected the revitalization plan. Morrison said the Bay Acres Avenue extension was an important centerpiece for the Walmart development. “As a person who would benefit from (the street extension), I would support it,” he said. “It would help me tremendously.”

Asked Monday night minutes before his speech if he would stand for a quick photo with a Sarasotan whose birthday was a day from his, Supreme Court Justice Antonin Scalia, said, “Let’s do it,” as if he was getting away with a little mishchief. He stood next to Joel Schleicher and smiled for the discreet iPhone snapshots. There were no pretenses of royalty or of a giant of jurisprudence perched above the bourgeoisie. Justice Scalia laughed and smiled and laughed Monday evening at a pre-speech photo session at the Hyatt Regency. When Mark Pritchett, senior vice president of the Gulf Coast Community Foundation, had his turn with the justice, Pritchett joked: “I want to be to the right of you.” Scalia, playing on his reputation and not missing a beat, responded playfully to Pritchett: “Are you Attila the Hun?” Before speaking, he chatted with table mates and sipped and savored a glass of beer. He was funny throughout his speech, especially at the start. His opening line: “I do not like after-dinner speeches, to tell you the truth.” He illustrated with a story. The story of a hanging alleged to have occurred in the Midwest in the latter 19th century in the district of a Congressman Smith. As the convicted criminal stood at the gallows, the noose around his neck, Scalia said, the town’s mayor asked the man if he wanted to make any final statements. The criminal declined. “I’m not in the mood,” the criminal said. “Go ahead,” Scalia said quoting the town’s mayor. “What you say will not be censored.” The criminal declined again. When Congressman Smith witnessed this, he spoke up: “Mr. Mayor,” Scalia said, mimicking the congressman, “will the gentleman yield his time to Congressman Smith?” “Yes,” said the criminal. “That would be OK, but hang me first.” “That’s my attitude toward after-dinner speakers,” he said. Justice Scalia was no Congressman Smith. Nor would anyone have hanged himself before the justice spoke. After all, this was a justice of the

e strikes you as a happy man. Good natured. A jolly soul beneath his black robe and the deep thinking he exerts on the biggest, most profound legal issues of our time. U.S. Supreme Court, the first ever to be a featured speaker as part of the Ringling College Library Association’s Town Hall Lecture Series. And it was, of all justices, Justice Antonin Scalia, the longest serving justice on the High Court and the one who is revered as the most ardent defender of the “original” Constitution. He had the audience the moment he took the stage. It was a long day. Earlier he had gone fishing for the second day on his visit to Sarasota. His face looked slightly wind and sun burned. He said the second day he caught more fish than the first. Asked how he liked Sarasota, he said this was his first time here. “It’s a beautiful city,” he said, “but the traffic …” (Even he noticed it.) Scalia spoke to a Town Hall Series audience of nearly 620 patrons. He said he didn’t want to bore them talking about Supreme Court procedures. Instead, he wanted to focus on “what makes the justices vote the way they do.” The audience nestled in. This should be good. “It has nothing to do with politics,” he said. “It’s judicial philosophy that divides us.” It’s the “Originalist” that he is versus those who believe the U.S. Constitution is a “living Constitution.” Scalia’s Originalism is rooted in giving every word in the Constitution “the meaning it had when the people adopted it.” “People look at that” — Originalism — “like it’s an affliction,” he said. “But honestly, I don’t understand how anyone can be anything different. “I’m offended by their calling theirs living and mine dead,” he said. “Living Constitutionalists,” on the other hand, subscribe to the belief that while the meaning of the Constitution does not change, judges have the power to apply its principles to meet the demands of the day. For Scalia, the United States is a democratic republic whose Constitution was specifically intended to limit the role and actions of government. As he sees it, virtually all decisions and laws are left to the people to decide at the ballot box by the democratic majority. Not by the courts. As an example, he cited how four former Supreme Court justices believed the death penalty was unconstitutional. But “to say the American people ever voted to prevent the death penalty, I don’t know how anyone could ever think that.” “My Constitution provides for a very legal system,” he said — the Bill of Rights limiting government, separation of

powers and the ballot box. For instance, Scalia noted, “If you want the death penalty, then persuade your colleagues to adopt it (at the ballot box). Things will change as rapidly as you want as long as you have a ballot box.” In contrast, supporters of the “living Constitution,” Scalia said, “think if something, anything is wrong, it’s unconstitutional.” And yet they also believe a “living Constitution” provides for flexibility. But in truth, Scalia noted, the Constitution brings rigidity. “Everyone shall now and forever obey this,” he said, the paradox so apparent. The “living Constitutionalists” say the Constitution allows for interpretation and flexibility, but when the High Court rules, it’s absolute, one size fits all. Rigidity. “What’s the use of having federalism if you make everyone do things the same way?” Scalia asked. “The reason for a federal system is to have happy people.” The states should be different, with their citizens deciding what they want … “What has preserved our liberties is a structure that has prevented the centralization of power,” he said. “The issue is: Who decides? Who decides?” Scalia said. “Another fallacy of the ‘living Constitution:’ Do you think the ‘living Constitution’ is going to lead to greater freedom?” he asked. His implication was obvious. Later he said, “Every time you allow the Supreme Court to change the Constitution, you are ruining democracy.” “It’s such a seductive philosophy,” Scalia said of the “living Constitution:” “Whatever I love is in the Constitution. Whatever I hate is not in the Constitution.” To wit: There is nothing in the Constitution about abortion, Scalia said, and yet its defenders and “living Constitutionalists” believe otherwise. In contrast, for 200 years, he said, American society prohibited suicide and homosexual sodomy — “Nobody thought that was unconstitutional,” he said. But now it is. “It’s utterly crazy. It really is,” Scalia said. “Those who have a fondness for the ‘living Constitution,’ I hope you will reconsider.”

It’s all about me.” n “My wife stops me from slipping to the left,” Scalia said. He recalled how she poked fun at him after Scalia sided with liberal justices in a 1989 ruling that said flag-burning was protected by the First Amendment. His decision surprised his conservative followers; he has since said he would have jailed the burner if he were king. But on the morning after the ruling, his wife was making scrambled eggs. As Scalia walked into the kitchen, “She was humming, ‘It’s a Grand Ol’ Flag.’” n The Scalias have nine children and 36 grandchildren. Asked if he knew the birthdays of his 36 grandchildren, he said no. “But my wife does.”

Havana. The hotel was a residential hotel with 172 apartments overlooking the ocean. Next door was a theater, both properties named after the owner’s wife. Today, the building is the Cuban headquarters for CEMEX, and the theater has been renamed the Karl Marx. Heading through customs, our photos were taken, and there was no interest shown as to how long we were staying or in seeing our license to travel from the U.S. government. Meeting our guide after clearing customs, we were shuttled to our hotel, the Melia Habana, in a new bus built in China. Despite arriving at 2 p.m., there was an eerie feeling of little traffic on the roads, save for a few 1950s American cars, and carts being pulled by burros or old horses. Traveling past substandard housing, we were shocked to arrive at our palatial hotel, built in cooperation with the Spanish hotel chain Melia. Unlike previous visits to developing countries, I was immediately impressed that the entire hotel staff spoke differing levels of English, a testament to the free education provided to

I fell asleep at the Tropicana Night Club here I was 11 years old. It was 1958. My mother kept waking me, telling me what I was missing. Now more than 50 years later, I had the opportunity of returning to Cuba to see the two-hour spectacular — without falling asleep! I recently traveled to Cuba with my wife, LuAnne, son, Kelly, and daughter-in-law, Tracy, on a “People to People” program sponsored by Eckerd College. Absent having an “educational” program, together with a $250 license from the U.S. government, Americans still can’t travel freely to Cuba. Flying on a chartered plane out of Tampa, the flight to Cuba took less time than it does to fly to Atlanta. As the plane touched down, there was little to show that much had changed over the years at the Havana airport. It brought back memories. My father lived and worked at the Hotel Rosita de Hornedo in the Miramar section of

all by the Cuban government. Because of Cuba’s lack of an integrated economy, the best jobs here are in the service industry supporting tourism. Those with the best education seek out employment where they have an opportunity to make more than the average Cuban wage of $30 per month. Touring the city can best be compared to touring Detroit in our own country. You are overwhelmed by the shells of once beautiful buildings, abandoned, sitting next to a restored opera house or a restaurant like the Cafe del Oriente. The restorations are reminders of what Havana was in the past and could be in the future. The new hotels at the beach resorts, the restored historic properties like the
Hotel Nacional, a copy of The Breakers in Palm Beach, are the beacons of hope for attracting more tourists from around the world. But you can’t help but think about what could have been. When I was in Cuba in 1958, Cuba was the No. 1 overseas destination for American tourists, thanks to its fascinating geography, people, culture and food. And if you extrapolate what might have been had the Cuban Revolution never occurred, and if there were never a U.S. embargo, the island likely would be receiving 11 million U.S. visitors a year. Instead, it currently is getting 90,000. Dr. Juan Triana, who advises the Cuban government, is hopeful for change. He told us he envisions a Vietnamesestyle transition — slow and

hristine Robinson was appointed to the Sarasota County Commission in 2010 to fill the District 3 vacancy and was elected to office in 2012. She will reach her term limit in 2016. In November, she accepted the position of executive director for Argus Foundation, a local nonprofit organization focusing on business, and has received criticism from some for taking on both jobs. The Sarasota Observer chatted with her about taking on Argus work while employed as a commissioner.
Q: Describe your workweek, juggling between Argus and Sarasota County. A: I’ve worked since the day I’ve served in office. I had a legal practice; I volunteer — my schedule hasn’t really changed, but my county responsibilities come first. It’s a balance like anyone else would have. I’m an early riser. I get a lot of work done before my household gets up. County staff joke that they have to turn off their email alerts on their phone because they will get emails from me at 4 a.m. I’m obsessive about making sure my emails and calls are answered. I also work every day, includ-
Q: Some people think your position with Argus is a conflict of interest with being a county commissioner. What’s your response to that? A: There hasn’t been an instance where Argus has done business with the county. There’s never been any financial transactions between the county and Argus. They’ve only weighed in on general policy issues. They’ve looked at the Sarasota CRA, for example, and looked at it from a distance perspective. They looked at the structure and recommended changes based on inefficiencies; they pointed out ways to make it work better. If there ever was something (conflicting), I would (recuse myself) from a vote. I’ve done it before. I think the folks who are saying it’s a conflict are the folks that don’t support the positions I took before anyway. My positions have been clear after I was appointed; I campaigned openly on my positions. No one can say they’re surprised at my votes. Q: What are your goals at Argus? A: My first goal is to modernize the organization but not change

its mission or focus. I’ve got a new website up — there was one before, but it didn’t work. I’ve got a Facebook page working, an email domain. We updated the logo. We’re modernizing but not changing the focus on qualityof-life organizations, such as our education and school system. It’s why the Argus Foundation has been so successful and has maintained a good reputation in our community. Q: What’s the business climate like, in your opinion? Is there anything you’d like to see change? A: Back in 2010, we had a survey on the county’s business climate. It was jaw-dropping terrible and wasn’t a surprise to me, although I think some others were. We’ve improved greatly since then, but there’s always room for improvement. We need to continue to take a hard look at making regulations more understandable and accessible, easier to read, and not just about the business side, but for everyone. — JESSICA SALMOND

FOUL PLAY 4 p.m. — 1700 block of Alderman Street Criminal Mischief: An employee with a construction company reported that, during the night, an unknown subject used a permanent marker to deface two signs advertising a new subdivision. Within the diagrams of the project located on each sign, the subject wrote “SEWER PLANT” in a small area of the map.

TRASH TALK 8:42 a.m. — 2900 block of North Orange Avenue Dispute/Fight: A man got into a verbal dispute with his neighbor after the man found the neighbor’s garbage on the sidewalk area in front of his house. The man asked the neighbor to place the garbage in front of his own property, which led to an argument in which the neighbor cursed at the man. The man said he believed the neighbor might have hit him if things continued to escalate. Officers informed the man that the garbage was in the public right of way and wasn’t blocking the man’s property, and though the neighbor’s actions were not polite, they did not justify legal action. When police contacted him, the neighbor agreed to move the garbage in front of his own driveway. Jane Howell and Anne Cowles, two Siesta Key residents, took a vacation canoeing through the Everglades. Both women were avid canoers and hired guides to direct them on the sevenday trip. They camped in tents during their trip. At one point, they stopped on Onion Key, dug up fresh oysters and made oyster stew. They also fished, but didn’t see any alligators, according to the article. “It is as much a primitive wilderness as you can get in this day and age,” Howell said.
Rick Doblin saved a historic house on Ocean Boulevard from being demolished by purchasing it from the developer, Alan Roberts, for $5,000 and moving the house one block away to Halmor Drive. Roberts planned to build a 17-unit condominium on the site. The Holt house was built in 1936 by a sea captain, and it was the earliest year-round residence built on the Key. Doblin found historic value in the construction of the home, with its “old Florida” cathedral-style ceilings, stone fireplace and chimney and wood exterior. The home was 120 feet long and weighed 22,000 tons. The stone chimney alone weighed 40 tons. It was cut into three sections to be moved.

The Pelican Press learned that Goldie Morgenroth had a Good Samaritan streak — she ran errands for merchants in Siesta Key Village who spent their days in their shops. The 30-year retired resident of the Key said she was not happy unless she was helping someone. She brought snacks and drinks to the merchants and even walked their dogs for them. She had a soft spot for animals and, over the years, adopted a duck and a blue heron. “I love doing things for people,” Morgenroth said.

County seeks public input on vision for parks plan With the parks and recreation master plan underway, the county wants to ask visitors during season to weigh in on the community’s needs. of all Cubans own their own homes, the stark appearance of dilapidated housing and seeing Havanans in American cars from the 1950s gives you the sense that ownership of all structures is really in the hands of the government. Traveling outside of Havana, you get a visual perspective of how dependent the Cuban economy is on agriculture. You see miles and miles of sugar cane and citrus. All along the highways, billboards extol the virtues of the Revolution, with some pointing out the blockade is “the world’s greatest genocide.” We took every opportunity to engage in conversation in Spanish with the “average” Cuban. It seems to a person that they are excited and optimistic that things will improve. Even though “the revolution” was to rid Cuba of the dictator Batista and the Castros gave Cubans education and medical care, it is apparent the vast majority struggle financially. The idea of everyone being equal also has led to the reality that some are more equal than others. As one person told us, “They pretend to pay us, and we pretend to work.” Nonetheless, Cubans still appear eager to
improve their daily lives. After a week here, we came away with the belief that U.S. gestures of goodwill that will increase tourism — but not supported by investment capital — will do little to change the lives of the average Cuban. Many Cubans told us privately, “We wanted to get rid of Batista, but we didn’t want Castro.” In many ways, the Revolution has come full circle, with educated women turning to prostitution and the creation again of two separate economies — that of the tourism economy and that of the rest of the country. As long as there continues to be a fear of expropriation of property, and the government maintains a cavalier attitude toward the repudiation of their debt obligations, the majority of Cubans will not realize their aspirations for a better life. Until the Castro brothers restore full property rights, the only change in Cuba will be the small change of increased tourism. To be sure, Cuba is a fascinating place to visit. And in spite of what we saw, we all left with the hope that in time Cuba will unfetter the chains of free enterprise and allow all her people to prosper. The Sarasota County Parks, Recreation and Natural Resources department is moving forward after receiving approval Feb. 11 for its master plan consulting contract. The county approved the $299,800 contract with Toole Design Group, which will analyze the county’s current parks and assess what areas need additional services, such as ball fields or green space. The analysis for the master plan will take about 18 months to complete, but Carolyn Brown, director of the department, wants to collect public input now while season is in full swing. Brown wants to conduct a survey to get the community’s general opinions on what should be a priority and what individuals want out of the county park experience. Brown suggested multiple formats for the survey at the Parks Advisory and Recreation Council meeting March 5, such as mailouts, an online survey and a possible phone survey. The master plan will also be getting its own page on the county’s website, which will include upcoming meetings, announcements and documents. Brown hopes to start the surveys in April. Jono Miller has partnered with two Florida natives, Leslie Gaines and Jeff Palmer, to create a 14-minute microdocumentary about the Myakka River, “Moods of the Myakka.” The purpose of the movie is to show the audience imagery of the wildlife and landscape of Myakka, Miller said. The group submitted the movie to be shown at the Sarasota Film Festival this year, and it will find out if it made the cut later this month. Miller hopes, if the film is shown, the group will be able to raise some funds to film extended documentaries on the Myakka and showcase the relationship people develop with the wild Florida habitat. “That will be an inspiration,” he said.

than benches. “People want parks to be an active place,” Piper said. “Hiking trails, water launches — it’s not just people who want to sit on a bench with their dog.” At the Monday night Sarasota County Council of Neighborhood Associations meeting, Jono Miller expressed concern about the impending study and ultimate master plan. Miller has served on the county’s Environmental Policy Task Force, the Parks Advisory and Recreation Council and the Environmentally Sensitive Lands Oversight Committee. Miller gave a presentation to CONA about the history of conservation efforts in Florida and some of the successes Sarasota County has achieved — and some of the challenges it has faced. Miller attended some of the county’s initial meetings with Toole. He said the firm had a large list of issues to address, and Miller questions whether the county has enough funding to accomplish projects. “It seems cruel to embark on a process to identify the county’s needs if the projects won’t get funded,” Miller said. “It seems like a potential train wreck.” Brown said that the analysis completed by Toole will identify the county’s needs, and then it can prioritize, estimate costs and determine funding strategies to pay for new projects. For the 2015 fiscal year, the Parks, Recreation and Natural Resources department operates on $24.5 million.

gested he might, at some point, reconsider the purchase. Now, Hembree says, he’s determined to make the site work no matter what the commission decides. “We have an investment in the area, and we like downtown,” Hembree said. “We’re still excited about the property.” The City Commission has expressed skepticism regarding the sale, particularly given the additional property’s proximity to public space in Pineapple Park. The city also questioned the difference between the appraised value of the land and the proposed purchase price. City staff attributed the discrepancy to a difference in scale — the appraised value of the land accounted for the property’s maximum building height of 10 stories, but Hembree’s proposal pertained to a smaller project. As a result, in February, the City Commission directed staff to conduct another appraisal to put the proposed purchase price in a more applicable context. On March 2, the city finished that appraisal. Parameters included a maximum building height of three stories and a prohibition on residential development. According to the appraisal, the land was valued at $230,000 — $20,000 less than Hembree’s proposed purchase price. On Monday, the City Commission is scheduled to make a decision regarding the sale. Even though the value appears to be in line with Hembree’s price, additional questions remain about the board’s willingness to accommodate the new proposal. Either way, Hembree said he intends to move forward with some project at the State Street garage. “It is a challenge, but it’s downtown,” Hembree said. “It’s where people want to be.” The city hopes to complete the State Street garage by late April, a month later than the original targeted date for finishing the project.

In February, the City Commission decided not to weigh in on a developer’s proposal to incorporate more city-owned land into a development adjacent to the State Street garage. The board was skeptical about the expanded project, and wanted answers to significant questions. Now, at least one of those questions has been answered, putting commissioners in the position to finally decide whether to move forward with the project. The board balked at a proposed purchase price that was significantly lower than the appraised value of the land in question, but a new study casts the developer’s bid in a more favorable light. Hembree and Associates was the high bidder for the garage’s pad property — a 5,041-squarefoot liner parcel in front of the garage at State Street and Lemon Avenue. In November, Hembree and Associates President Joe Hembree appeared before the City Commission to make the request for additional land near the site, which would be used to expand the scope of the planned development. “The site is a very tight site, and that’s why you have a due diligence period — to look at everything,” Hembree said. “We realized there was something that needed to happen.” After discovering obstacles to development with the small, shallow parcel, Hembree sought permission to buy an additional 5,409 square feet of city-owned land on the western end of the Northern Trust bank parking garage. The land, fronting nearby Pineapple Park, had an appraised value of $460,000; Hembree’s proposed price was $250,000. The group’s original bid for the pad parcel was $688,000, more than $300,000 higher than the next-closest price submitted for the downtown land. Hembree’s vision for the property includes a six-story building with retail on the first floor, office space on the second story and 18 residential units on the remaining four levels. Hembree said plans for the additional land would include a two-story mezzanine structure, acting as a liner building for the private parking garage and drawing pedestrians to the park. Without that land, Hembree said the pad parcel would present a challenge for developers — and sug-

About 130 Siesta Key Association members, joined by Sarasota County staff and county commissioners, met for breakfast Saturday, at St. Boniface Episcopal Church on Siesta Key. Michael Shay, president of the Siesta Key Association, introduced County Commissioner Alan Maio and County Administrator Tom Harmer, who both spoke to the organization. Sheriff's Office Capt. John Walsh also spoke about the office's efforts on Siesta Key. Maio spoke to members about some ongoing and upcoming projects, such as the Siesta Key Beach Improvement Project, which he said was about twothirds finished and will add 143 more parking spaces at the beach. “It's going to be a beautiful thing we should all be proud of,” Maio said. The project cost $21.5 million total. The Turtle Beach renovations project contract will be awarded this spring, and the South Siesta beach renourishment project is slated to begin in November. Harmer also spoke, and complimented SKA on its endeavor to take a non-adversarial role in communicating and working with the county. “We can't please everyone, but we can get together and discuss,” he said. “When you have your association focus (on issues) with staff, it helps us, too, and helps us get the word out.”

Siesta Key Association members had a Q&A session with the guest speakers at the end of the meeting. Here’s a summary of some of the questions and answers. Q: What are the biggest challenges facing the county? A (Tom Harmer): Deferred maintenance on infrastructure is one. During the recession, the county had to put off tending to some aging infrastructure, and now there are some unfunded capital needs. The second is the aging of the county workforce. Within the next few years, 30% of the county's employees will be eligible to retire — about 600 people. The private sector is competitive, with enticing pay: The county hadn't been able to give raises for several years because of the recession. Q: How can the flow of traffic be improved on Midnight Pass Road during the most gridlocked time? A (Capt. John Walsh): It is what it is. The more attention we get, the more people come here. We (the Sheriff’s Office) try to break it up and help the flow for emergency vehicles. We get out of our cars to help out. Q: Do the bridge operators have the discretion for when they can and can’t open the bridges for boats? A (Michael Shay): We’ve wondered if the schedule could be modified to keep the bridge from opening during peak road traffic times, but it’s between the Coast Guard and Florida Department of Transportation. It can open every 20 minutes if there’s a boat there. Q: Are there any discussions about putting up a parking garage for Siesta Key Village? A (Shay): We have a parking committee meeting to discuss the issue of parking, with county staff and Siesta stakeholders. We’re identifying areas that could enhance legal public parking, but a parking garage is not on the table at this point. No one wants to look at a parking garage.

The 10th annual First Watch Sarasota Half Marathon & Relay Sunday is the final race in the five-race Florida Storm series presented by Life Time Athletic Events. The sold-out half marathon will take 5,000 runners across the John Ringling Causeway before looping at St. Armands Circle and heading back across the bridge, then going north on Tamiami Trail toward the Ringling Museum. he students of Phillippi Shores Elementary International Baccalaureate School spent Friday morning throwing paper planes, pouring water and tossing cotton balls for the 3rd annual Measurement Olympics. Second-grade students became “mathletes” for the morning, competing in events such as the high jump, cotton ball shot put, paper plane fly and a water relay. All eight events included an element of measurement of distance or volume that students would estimate and then conduct an exercise to find an exact number. Teacher James Anderson started the event three years ago after doing another hands-on experiment students enjoyed. “The students have been working all year on learning different units of measurement in the classroom, and this is our culminating activity in which the students use centimeters, meters, inches, yards, milliliters and liters,” Anderson said. “They have to learn how to apply the math that they learn in the classroom to situations outside of school, at home or in the workforce when they grow older.” The prize for completing all of the events was an ice cream sundae with two toppings of a student’s choice, which he or she had to measure, of course. Each student was allotted 20 grams each of either M&Ms, chocolate chips, white chocolate chips or butterscotch chips. All sundaes were topped with chocolate sauce, whipped cream and a cherry.

SCHOOL BOARD Riverview soccer players receive scholarships Funds collected for the Andrew Monroe Memorial Scholarship were awarded to four Riverview High School soccer players. The recipients were Francisco Tovar, Chris Solari, Morgan Johnson and Ansley Saba, who each received funding toward their college education; the total amount awarded was $3,000. Monroe was a Riverview High School graduate and a goalkeeper for the soccer team who died in an automobile accident March 13, 2011. In honor of his life, his parents, Stacey and Sam Monroe, established the college fund to assist soccer players. Rob DeSantis was one of Monroe’s coaches during his tenure at the school and contributes one scholarship to the cause every year. The students at Sarasota Military Academy Prep School had the opportunity to Skype recently with geneticist Dr. Pardis Sabeti. Sabeti was considered as a Person of the Year by Time magazine in 2014 for her involvement in helping identify the strain of Ebola during the outbreak in Sierra Leone. “Not only did we have the Skype, but she is going to use our school as part of the open data program,” said Capt. Todd Brown at Sarasota Military Academy Prep. “Our cadets will be, at this point, the only middle school in the country to do so in actively helping the fight against Ebola and other infectious diseases.”

The students at Ashton Elementary participated in the Boosterthon Fun Run March 6. More than 900 students completed 31,720 laps. The Boosterthon Fun Run is a nationwide program with more than 900,000 students at 1,300 schools. The program helps schools raise funds while encouraging students to live healthy, character-filled lives. Students collect money for every lap they complete from pledges from friends and family. This year, Ashton Elementary anticipates collecting an estimated $30,000 to be used for a new technology lab for the school.
