Commission hangs up on dispatch discussion

TOWN CENTER Plans for a concept hit a speed bump as the town seeks consensus.

Commissioners Pat Zunz and Irwin Pastor requested that other Longboat Key commissioners to discuss the town’s in-house 911 dispatch service Monday at the regular workshop. But a majority of commissioners blocked the call. That means town staff will continue with the direction the commission gave in March, when a majority agreed to abandon its in-house police dispatch service and use the 911 service the Sarasota County Sheriff’s Office first offered more than two years ago. At Monday’s workshop, Zunz took advantage of an agenda item seeking a $25,000 budget transfer to pay for additional overtime funding for Longboat Key police officers to provide dispatch services. Uncertainty over the future of town dispatchers has led dispatch staff to seek other jobs. As SEE DISPATCH PAGE 2A

Goodwill still shopping for Longboat Key location The nonprofit’s interest in the Key hasn’t dropped off. Now, it’s seeking goodwill from the town in hopes of building a donation center.

Kiwanis Club of Longboat Key member Robert Kromer, 87, was presented with the Walter Zeller Fellowship award for his service to the community at the club’s April 16 weekly breakfast meeting. The Zeller award, which comes with a lapel pin and medallion, is one of Kiwanis’ top two awards. Kromer was eligible for the award by donating at least $1,250 to the Kiwanis International Foundation Eliminate project, which vaccinates mothers and their babies against maternal and neonatal tetanus. “Dr. Kromer is a very generous Kiwanian that has made multiple donations to the international foundation and our foundation that are above and beyond the recommended contributions,” said Kiwanis Club of Longboat Key Secretary John Wild.

a result, the department has been paying police officers overtime when dispatchers are not available. Longboat Key Police Chief Cumming originally had an overtime budget line item of $20,000 when the 2014-15 fiscal year began Oct. 1, 2014. As of April 10, the account was overdrawn by $532. Town Manager Dave Bullock received approval from the Town Commission Monday to transfer an additional $25,000 from the commission contingency fund to Cumming’s overtime fund, which he said is enough to pay officers overtime as dispatchers through the fiscal year’s end Sept. 30. “I’m able to speak on this,” said Zunz, referring to an April 3 Florida Commission on Ethics ruling that confirmed Zunz can participate in future discussions about police dispatch. Three weeks earlier, Zunz sat in silence during a regular workshop discussion about dispatch at the request of Town Attorney Maggie MooneyPortale because her son applied to be a Key dispatcher. That discussion led to consensus for consolidation. Zunz requested a separate workshop to discuss the dispatch situation further Monday. “A lot of questions haven’t been answered,” Zunz said. “I would like to see this discussed again.” Commissioner Irwin Pastor supported Zunz’s request. “I don’t think we have all the information and all the answers yet,” Pastor said. “I feel very, very

uncomfortable moving forward.” The rest of the commission, though, immediately rejected the plea for a future discussion. “I don’t have a lot of interest in spending more commission energy in revisiting this,” said Vice Mayor Terry Gans. “The town manager has lived with this for a number of years now and done his due diligence. We need to remember we agreed with the town manager’s recommendation.” The commission’s consensus in March came with a caveat the town will have administrative staff in the police department building 24 hours a day in case residents want to call the depart-

ment during evening hours or stop by with a problem. That request eliminated a $293,600 savings that came along with eliminating five dispatch positions on the Key because the town needs to retain five employees to staff the station for day and evening phone calls and visitors. Town staff has been in discussions with Sarasota County Sheriff’s Office officials since 2013 on its offer to consolidate the Key’s 911 dispatch service. But Manatee County, the town’s current dispatch provider, announced in September it’s transitioning to the NextGen 911 system, which will allow dispatch to handle digital technology. The

news means that changes and rising costs are in store for both services. Cumming supports sticking with Manatee County’s dispatch service, a move that would allow the department to keep its dispatch services on the Key. Cumming doesn’t believe his department can offer the same level of service if the town makes a switch to Sarasota dispatchers who know less about the geography of the island. But Fire Rescue Chief Paul Dezzi, like Bullock, supports the switch to Sarasota County. The annual cost of sticking with an upgraded Manatee County service is $495,039 for the first year compared with $366,930 if the town consolidates with Sarasota County. However, over the course of 10 years, the annual estimated cost for Sarasota County’s service is $168,420, compared with a $418,361 annual cost for the Manatee County service. Zunz and Pastor, though, say money shouldn’t be a factor in the decision. “This is déjà vu like Florida Power & Light Co. when we were making an undergrounding decision prematurely,” Pastor said. “What’s the rush?” Zunz said there are serious problems with larger dispatch centers she wants to discuss further. But the rest of the commission wasn’t convinced. “We need to move on,” Younger said. Town staff will bring forward an interlocal agreement later this year for the commission to approve a 911 dispatch agreement with Sarasota County.

COUNTY SWITCH COULD HAPPEN THIS YEAR Town Manager Dave Bullock told the Longboat Observer Tuesday that 911 dispatch consolidation with Sarasota County could occur “as early as the end of the year.” Manatee County, which currently handles most of the town’s current emergency calls and transfers police-related calls to town dispatchers, announced in September it’s transitioning to the NextGen 911 system and is in the process of purchasing updated radio equipment for the change. Manatee County prefers the town transition sooner to Sarasota County so it can budget for the conversion without the town. Results from radio tests performed April 17 between the town and Sarasota County proved satisfactory everywhere except on the north end near Gulfside Road. Police Chief Pete Cumming said the area will be retested later this week.

As an ecologist, I am part of a dedicated team that oversees the reclamation of Mosaic’s phosphate lands. Before operations begin, I work with scientists, engineers and environmental specialists to carefully plan for reclaimed land uses. Last year, those plans included planting nearly 1.4 million trees — and reclaiming land for wildlife habitats, parks, agriculture and other productive uses. There’s a reason Mosaic’s 4,000 Florida employees are so passionate about reclamation: we know our kids and grandkids will enjoy these lands for generations to come.

A town center in the Bay Isles area is no longer in the express lane. Complaints about a town center workshop and design process, along with a need to talk with town center area stakeholders, have prompted the town manager to slow down a town center implementation timeline. A final town center master plan won’t go before the Longboat Key Town Commission this month as originally expected. Town Manager Dave Bullock received permission from the commission Monday to cancel a town center public workshop planned for next week and stop Tindale Oliver representatives from working on a concept plan until further notice. “I’d like to recommend we pause on the formal planning,” Bullock said. “Let us do a little more work with the area property owners and other interested parties to make sure any plans that would be drawn up in the formal process are amenable to property owners.” Bullock said he needs at least two months to review concepts and build concensus with property owners. Rough draft concepts drawn on a map by Tindale Oliver show potential locations for two-story retail and office space, a cultural center and two two-story parking garages around a civic lawn with a pond and walking trails as potential options (see map, above). Commissioners unanimously agreed with Bullock’s request, also expressing concern with the rough draft proposals drawn up by Tindale Oliver and its recent role as an information gatherer at public workshops. Mayor Jack Duncan and com-

missioners Phill Younger and Pat Zunz, who have attended recent town center workshops, all believe the process itself needs another look. “They are supposed to be planners, and I don’t get the feeling they fully understand what they’re supposed to do and they are giving us the information we deserve,” Zunz said. Duncan suggested there’s a leadership problem with Tindale Oliver representatives, who ran workshops in February and March to obtain information from residents about what they would like to see as part of a future town center. “I wholeheartedly agree with taking a break,” Duncan said. Younger suggested that break

should be a permanent one from Tindale Oliver. “From what I’ve seen out of Tindale Oliver, it was far less of a return on what we have invested,” Younger said. To date, the town has paid Tindale Oliver $37,634.82 of a $48,598 contract for its town center services. The company was hired to create concepts for a walkable, mixed-use environment at the center of the community. For the last three months, residents, property owners and a town center steering committee have met to discuss future amenities for the site with Tindale Oliver. Bullock, though, asked the commission to give him a couple of months to figure out the process and talk to property owners. “I’m not ready to make a decision on Tindale Oliver right now,” Bullock said. “There’s some work we can do on the town staff level and maybe we will have a whole new approach when I report back to you.” Once Bullock resumes the planning process in a couple of months, a master plan with renderings and maps needs to be created for the commission to review and vet later this year. At that point, the second phase of the project will begin, consisting of finalizing a zoning overlay district to implement the master plan concept. A report by the Urban Land Institute ignited plans for a town center concept in 2013, when a panel wrote that the town was fractured and needed a town center for all residents to congregate in a central location.

FRIENDS OF TENNIS TAKES SWING AT TOWN CENTER SPACE Some Longboat Key Public Tennis Center members are eyeing a piece of a future town center for tennis use. Marc Bazillian, a Tennis Center member who doesn’t represent Friends of Tennis Inc., presented commissioners with a list of more than 200 individuals who signed a petition requesting three more tennis courts for the town-owned and operated Tennis Center during Monday’s goals and objectives workshop. Bazillian said he’s hopeful the commission will consider “a small piece of the pie” from a parcel of land adjacent to the Tennis Center and Longboat Key Publix the town purchased for $1,508,000 in 2014 to prepare for a future town center. Citing overpopulation of courts in-season, Bazillian said three new courts in the area adjacent to the Tennis Center site would alleviate player congestion and waiting times. “We stand side by side with you in your efforts to bring a town center that includes beautiful walkways and hopefully, three new tennis courts,” Bazillian said.

Longboat Key police arrested a local dog groomer April 17 and charged her with the theft of a customer’s credit card. Alicia Aeziman, 55, of Sarasota, allegedly used the credit card to purchase six pairs of sunglasses totaling $1,276.41 at the Sunglass Hut on St. Armands Circle and to pay a $217.25 bill at Café L’Europe on the Circle. Both purchases were made March 5, according to police. On March 11, Jean Krafsur, 90, reported she went to Alicia’s Grooming, 4134 Gulf of Mexico Drive, on March 5 to make an appointment to get her dog groomed. When she got home, she realized she was missing her wallet. When Krafsur alerted her bank, she learned about a $6,000 phone-in transaction made March 5, at Sarasota-based House of Lords that the bank canceled. On March 6, Krafsur said she found her bank credit card in her mailbox. She told police that later that day that she went out to dinner with Aeziman, and the two returned to her home on Mistletoe Lane. Before Aeziman left, Krafsur said she found her wallet and remaining missing credit cards in a potted plant in front of her home. Police had no further leads in the case until Krafsur came to the station on April 14 with a copy of her bank statement, which revealed the Sunglass Hut and Café L’Europe charges from March 5. Longboat Key Detective Sgt. Robert Bourque used the information to obtain video footage at the Sunglass Hut, which confirmed Aeziman made the sunglass purchases with the card. Bourque relayed the credit card theft information to the Sarasota Police Department and wrote up a theft affidavit. Aeziman was arrested without incident at her grooming business for the theft of the credit card and transported to the Sarasota County Jail because of arrest warrants related to the Circle theft charges. Aeziman’s attorney, Martin Burzinski, said his client “denies any wrongdoing or impropriety” and used the credit card with Krafsur’s permission. Burzinski said Krafsur was with Aeziman when the purchases were made. Bourque told the Longboat Observer the video confirms Aeziman was the only female in the store who wasn’t an employee at the time of the purchase.

North end coalition hosts forum The North End Coalition of Property Owners will hold a public forum at 7 p.m. April 22, at the Longboat Key Center for the Arts, a Division of Ringling College of Art and Design, 6860 Longboat Drive S. Five topics are on the agenda: creating a gateway and plaza area on the north end that preserve its character; sand projects and Longboat Pass dredging; preserving Beer Can Island as a natural habitat; benefits of undergrounding utility wires; and solutions to traffic congestion. Speakers include Town Manager Dave Bullock, Assistant Town Manager Anne Ross, District 5 Commissioner Pat Zunz, Planning, Zoning and Building Director Alaina Ray, Public Works Director Juan Florensa and Revitalization Task Force Vice Chairman Tom Freiwald.

Commission approves attorney contract change The Longboat Key Town Commission unanimously approved a request from Town Attorney Maggie Mooney-Portale to amend her contract at its Monday regular workshop. The change allows her to bill the town extra for any procurement work on town vendor contracts performed over the 18 hours of work that her contract allots to the town as part of her $20,312.50 contract. Any hours over 18 hours will be billed at her firm’s current hourly rate of $195. Town Manager Dave Bullock said he plans to add purchasing

Commission OKs canal survey The Longboat Key Town Commission gave unanimous consensus Monday at its regular workshop for town staff to proceed with a $100,000 canal survey and feasibility study. The town has approximately $1.3 million reserved in two funds for canal-dredging projects. A year ago, the town used staff and the police boat to measure the depths of the island’s canals. “We told you previously the canals were in better shape than we thought,” said Town Manager Dave Bullock. “This study allows us to develop further criteria so we know which canals we should and shouldn’t dredge and gives us a profile of canals and funding alternatives for future projects.”

At Monday’s Sarasota City Commission meeting, St. Armands residents, merchants and landowners presented a united front, advocating for progress toward a long-awaited parking garage in the area. For now, it appears their efforts have paid off: The commission unanimously voted to further explore a list of four requests from St. Armands stakeholders, chief among them the construction of a four-level parking garage near the Circle. Commissioners first heard a presentation from Parking Manager Mark Lyons, who worked alongside consultant KimleyHorn and Associates to produce a parking study for St. Armands Circle. The study, which began in 2013, examined a variety of parking problems on the Circle, but the bulk of the attention was focused on addressing the parking deficit in the area — estimated at roughly 320 spaces. To fix that problem, the report named two potential sites for parking garages in the area: two municipal parking lots on North Adams Drive and South Adams Drive. Each site had its benefits and drawbacks: The north lot was less expensive but smaller and irregularly shaped; the south lot was larger but more expensive and located in a more residential area.

In total, cost estimates ranged from $8 million for a 403-space garage on North Adams to $14 million for a 597-space garage on South Adams. The study also considered the prospect of constructing two smaller lots on each site, a favored solution for Circle stakeholders that came with a price tag of $17.1 million for 605 spaces. With the city reluctant to commit to the big-ticket item, St. Armands stakeholders threw their support behind a garage at North Adams Drive. To satisfy residents — who had voiced concern about the height of the larger garages — the group also asked for landscape improvements along the entryway to St. Armands Circle, beginning at Coon Key. Other requests included burying the power lines along that entryway and making sure the garage blended into its surroundings. The commission unanimously agreed to look into the stakeholders’ list of requests and suggested that the garage was a long time coming. “This is the first we’ve seen a coalition like this,” Vice Mayor Susan Chapman said. “Given that there is this pressing need for parking on St. Armands, I would like to try to put into operation some step forward.” Still, questions remain. Representatives for the merchants, landowners and residents groups suggested that their four requests

were a package deal — that to get all stakeholders on board, the entire list needs to be satisfied. Commissioner Eileen Normile pointed out the streetscape request along John Ringling Boulevard was at odds with a vision presented by the city’s Urban Design Studio, which calls for formalized parallel parking along the corridor. Marty Rappaport, a board member of the St. Armands Business Improvement District (BID), said parallel parking would end up hurting the Circle during event weekends. The garage would be intended to address a normal peak parking demand; parking demand for peak event weekends far exceeds that, according to the report.

Residents were concerned that, if the event parking capacity along the median leading into the Circle was reduced, more cars would end up parked in surrounding neighborhoods, according to St. Armands Residents Association President Hugh Fiore. “Big parking garages are not an easy thing to sell to residents,” Fiore said. City Manager Tom Barwin said staff will examine logistical and funding options before reporting back to the City Commission. Already, the BID has committed to contributing $100,000 toward the project each year over the next eight years. “In order to sell it, we need some of the aesthetic part of it — and that’s where the median comes in. It is tied at the hip.”

GOODWILL: Still hunting on Key backed out of a contract to purchase the former gas station property that’s been vacant since 2007. “The town said they may be installing a roundabout there in the future and could use some of the property for right of way needs,” said McKay, who served on the organization’s board and developed its Manatee County headquarters. “We were also told a drop-off location at the entrance of the town isn’t something they wanted, so we dropped it. We could have fought for it, but we chose not to.” Although the nonprofit investigated putting a drop-off center in Whitney Beach Plaza, McKay said the ingress and egress accesses for a location in the plaza won’t work. In the meantime, the organization seeks a zoning determination for a future location elsewhere on the island. “Goodwill is working with a major local developer to look at our options for providing services to the residents on Longboat Key,” said Ray Couch, Goodwill Manasota’s vice president of real estate and market development, in a statement. In an April 10 letter to Planning, Zoning and Building Director Alaina Ray, Goodwill attorney Scott Rudacille asked the town to determine whether the donation drop-off component is considered an allowable accessory use under the town’s code. “Longboat Key’s zoning codes are somewhat confusing and

antiquated,” McKay said. “While there are provisions to allow for the drop-off of goods for things like dry-cleaning and bicycle rentals, there’s nothing specifically to describe a drop-off for Goodwill-type donations.” In the letter, Rudacille notes the town’s code already allows for “commercial uses or other uses similarly requiring the receipt or distribution by vehicles of material or merchandise” regarding off-street loading. “Thus the town has already recognized that commercial uses necessarily require the receipt or distribution of materials,” Rudacille states in the letter. “The code makes no distinction based upon the type or manner of goods or materials received. We fail to see how Goodwill’s receipt of donation inventory could be lawfully distinguished from these existing, approved uses.” Rudacille states the code provides no basis to distinguish Goodwill’s donation deliveries from the receipt of merchandise or materials that occurs in every commercial business on the island. “We ask the town to confirm that the zoning code allows for Goodwill to locate one of its small, specialty-store prototypes (such as a book store), in the C-1 zoning district, or a larger Goodwill retail store in the C-2 or C-3 zoning districts, and that in either case, the code allows for the inclusion of a donation drop-off component as an accessory use,” Rudacille states in the letter. Town Planner Maika Arnold has been assigned to make a zon-

ing determination on the request in the next seven to 10 days. “We’re just beginning our research now,” Arnold said. Ray told the Longboat Observer in January that a text change in the zoning code is required for the drop-off location, which requires Longboat Key Town Commission approval. Ray said if Goodwill officials disagree with her department’s assessment of the zoning determination, they can appeal to the Zoning Board of Adjustment. McKay said the organization hopes to seek a clarification to add the use to town codes. He anticipates that process would take a year to obtain Planning and Zoning Board and commission approval. McKay said the town “seems to support Goodwill’s mission.” Mayor Jack Duncan recently reached out to McKay and Good-

will officials to offer the town’s support in the matter. McKay said Longboaters shouldn’t be concerned about a future Goodwill location on the island, noting it would be staffed by one or two people collecting donations in an approximately 2,000-square-foot location without a major retail component. “If anything is put inside it for sale, it might be for a small book store,” McKay said. “But that’s about it. It won’t be a big store that sells merchandise. We believe a book store would be well- received out there, but other retail operations would not. We understand that.” McKay said the donation center “would not be a dumping ground for donations” and would be used efficiently by staff to collect donations.

“Donations are being missed out there because of the lack of an attended drop-off donation center on the island. Our primary goal is to get an attended donation drop-off center out there somewhere.” — John McKay, a Bradenton businessman and Goodwill Manasota ambassador

MUSICAL CHAIRS There are eight members of the P&Z Board left. But soon there will only be room for seven. KURT SCHULTHEIS SENIOR EDITOR

One or more current Longboat Key Planning and Zoning Board members could be left without a chair at the planning board dais. At its Monday regular workshop, the Town Commission reached unanimous consensus to whittle down the planning board from nine members to seven. The decision was made after much discussion the past couple of years by both the commission and the planning board, which has been described as “unwieldy” in its current form.

“Everyone I talk to on P&Z, those who currently serve and those who have served, all feel it should be reduced to a lesser number. It’s unwieldy to get nine people working together.” – Jack Duncan, Mayor

Planning and Zoning Board Member Andrew Aitken and four other current planning members so far plan to reapply for a new seven-member board the Town Commission will appoint in June.

“Everyone I talk to on P&Z, those who currently serve and those who have served, all feel it should be reduced to a lesser number,” said Mayor Jack Duncan. “It’s unwieldy to get nine people working together.” Commissioner Jack Daly, who resigned from the planning board last month after his election to the commission, said the last three years of the board have had too many subcommittees. “They were formed, in part, because it was more difficult to have nine of us come to a consensus,” Daly said. “I’m not sure that’s the right approach.” Commissioners Pat Zunz and Phill Younger, who also served on the planning board, also agree

with the reduction to seven members. “I find it interesting all three of us (former members) are in favor of a reduction,” Younger said. The commission will also create term limits for the seven planning board seats. When the board is reshaped in June, those members will agree to a term limit of two, three-year terms for a term limit of six years of total service. “There are times when you might decide to put someone else on the board and it gets difficult to remove them,” Younger said. “Term limits help alleviate that.” Some planning board members, though, expressed disdain for the term limit requirement when Town Attorney Maggie

Mooney-Portale informed them of the commission’s decision at their Tuesday morning meeting. “It sounds like they don’t particularly want experience,” said planning board member George Symanski Jr. “I’ve been up here more than 10 years, so it sounds like I shouldn’t even reapply. The message seems contradictory and it’s hard not to take personally.” Planning Board Chairman Allen Hixon expressed concern for “a loss of institutional knowledge” on the board that comes with term limits. Planning, Zoning and Building Director Alaina Ray informed the board that it has a joint meeting with the Town Commission at 9 a.m. May 19, to discuss issues and review a list of revamped future zoning code categories. But Symanski suggested the commission hold off on the meeting until the new seven-member board is seated in June. “It seems like a waste of time,”

Symanski said. “They want fresh blood.” Not all members are considering leaving the board, though. Planning board members Andrew Aitken, Leonard Garner and John Wild have already reapplied. And members B.J. Bishop and Kenneth Schneier plan to reapply. “I haven’t heard any evidence the commission wants to change the makeup of the board,” Schneier said. “If there’s one more shot at giving an injection of institutional memory for this board, we should suit up and do that. If we’re on in June, fine. If not, fine.” Hixon, Symanski and planning member Walter Hackett are still mulling over reapplying. Former Mayor Jim Brown has also applied for a planning seat. The commission will extend the terms of three board members whom have terms set to expire in May until the new board is formed.

Give us more truth

Leaning toward ‘no’ Dear Editor: It is exceedingly rare for me to ever question the position of your editor on almost any matter exposited on the paper’s editorial page, but I feel that last week’s editorial was not as completely thought-out as are most Longboat Observer editorials. The conclusion is exactly right that the No. 1 problem to be caused by expanding the tourist units at Longboat Key Club will be TRAFFIC. But one roundabout is not going to solve a traffic crisis. For someone who wants to go from Longboat to St. Armands Circle or Sarasota during the season, how about having drive-thru sandwich shops and a pull-out line of Porta Potties to provide comfort for what could be a two-hour journey? This year, even without the requested increase in Key Club units, even without an enlarged Hilton, even without a renewed Colony, plus finishing all the Gulf of Mexico Drive construction going on at present, my wife and I and our friends gave up for nearly two months of even thinking about leaving the island for a dinner elsewhere. North or south. OK, that is good for Longboat Key businesses. However, instead of approving at this juncture a blanket 300-unit referendum for the Key Club, why not try to baloney-slice the enlargement process to see what happens after various stages of development? Rephrase the referendum so

that it can take into account a series of steps in the enlargement process so that the results of any, if any, changes in traffic pattern or traffic facilities can be assessed before taking the next step in adding to the island population during high season. If we just go ahead and endorse 300 or so more units we might very well be stuck with them, without any recourse and a monstrous problem. Updating a resort may be critical to keeping a clientele, but the term “updating” is not necessarily synonymous with enlarging the number of units. Updating can also mean modernizing and making more elegant that which already exists. The French word, I believe, is “se soigne.” (It even sounds elegant, doesn’t it?) I’m leaning strongly toward a “thumbs down” vote on the referendum. Sorry. WELDON G. FROST 25.83 YEARS FULL-TIME LONGBOAT KEY RESIDENT

Vote ‘NO’ on Key Club referendum Dear Editor: It is hard to believe that the Longboat Key Club can send residents of Longboat Key such an advertisement stating that with more visitors we will have a better community with better public services. We who live here as residents all year have just gone through the worst

winter of our lives. Anna Maria is so filled with visitors and their cars that it is impossible to drive north, and many visitors have moved from Anna Maria to Longboat to find better and quieter lodgings. Longboat is undergoing more construction this year than I have ever seen, so you just wonder how many more people will be here next year. Everybody is complaining about the extra hours it takes to get anywhere in Sarasota. For the first year, I have sat for hours on the bridge and then been unable to get on the Trail because the traffic is bumper to bumper there. A new hotel has been built next to the corner, which forces cars to be crowded together and there is no way to widen the street. I have not been able to get into any of my favorite restaurants unless I try in the middle

of the day when crowds are smaller. I have heard nothing but complaints from my friends who live here. Trying to get to some of my favorite restaurants, I have been unable to find a place to park, and I join a line of cars driving around and around. There are too many people, and nobody benefits. No, we do not want any more people, especially visitors and renters on Longboat. Condo communities are discovering that their population has gone from buyers who are residents to buyers who rent. Renters do not take as careful care of property as do owners. What are people thinking who say we will be better with more people? And more visitors? We will become a tourist attraction rather than a community of residents. So please vote NO to allowing new tourists to be accommodated on an island which is already overcrowded.

Dear Editor: I enjoy reading the Longboat Observer, and, in fact, I look forward to receiving it each week. I have to comment, however, on another one of your transgressions. In the April 9 edition on your editorial page, you published excerpts from an article by Alyene Senger. The article is obviously (as always) against anything that the Obama healthcare law has tried to do, might have done or is doing. But the article doesn’t tell the reader until you reach the end that it is produced by the Heritage Foundation! Please, Mr. Editor, you know, as does anyone who takes the time to read or to find the truth, that the Heritage Foundation is a very conservative organization that has been working diligently to remove Obama; to convince the public that he is a Communist and that the world is coming to an end; and the healthcare bill is the worst thing that ever happened to America. All of which is erroneous. How about a little more truth as to who and what the Heritage Foundation is so readers would understand why it is so negative about a program that is providing healthcare and assistance to millions of Americans.

Q +A WITH DAVID NOVAK

Q: How did you get involved with swan caretaking? A: A neighbor of mine, Alan Stone, brought the first swan pair to Longboat Key in 1995. My interest in them over time grew, but I was an interested bystander until 2007, when the babies of the breeding pair right outside my doorway were killed by predators. None of them survived, so I suggested to Alan that when they have babies, why don’t we photograph them? During the photograph session on day three, the mother, Gracie, was in distress in the water and lost her ability to keep her neck erect. She had botulism (and died). That became the beginning of my true involvement. It was an event you couldn’t ignore. Q: Have you always been interested in swans? A: I had no knowledge about swans before this, zero. I’ve established a basic learning of course, but there are always surprises. I learn something new about them all the time. Kristen Herhold

David Novak cares for 15 swans at Harbourside and Islandside, including two breeding pairs that are currently in nesting mode.

L

ongboat Key is home to 15 swans, and new babies are on the way. The island’s two mating pairs, Stan and Wendy and Sully and Suzie, are currently caring for nests with four and eight eggs, respectively, that are due to hatch in May. Working behind the scenes to ensure the birds’ wellbeing is Harbour Links resident David Novak, who began caring for the swans in 2007 and created the Gracie Swan Foundation in 2013.

Q: Why did you establish the Gracie Swan Foundation? A: Originally, my duties were simply to supply their feeding and to look for ways I could help them, but this required education, research, operations and a lot of hands-on involvement. So in 2013, I created the Gracie Swan Foundation to go from being passive to active in helping the swans. The management of any kind of wildlife requires a lot of investments, and this is now a public charity. No one gets paid, and 100% goes toward swan care. Unfortunately, a tragedy like Gracie’s made the swans more widely known on the

island, but it triggered a willingness of community support. There was no real thing for these people to grab onto for them to support, so a foundation did just that. Q: What is your long-term plan for the swans? A: The swans at the time of Gracie had a high mortality rate and were fighting each other for territory. They truly were a wild population. My focus now is how to create a sustainable population to have them live here successfully and provide an environment for them. My longterm plan is to only have one territory with a breeding pair. When our current breeding pairs age out, they will be replaced with same-sex pairs. We want to keep a breeding pair because it’s very easy to fall in love with babies, and if we didn’t have babies, the interest of the swans would go down. Q: Is it difficult to make samesex pairings? A: No. They look out for each other, feed and preen together and do everything a breeding pair would do but breed. Also, because there’s no nest, they’re less defensive of their territory. You’ll see the same-sex pairings hanging out with other birds, something you wouldn’t see with a nesting pair. Q: Why are the swans placed at Islandside and Harbourside? A: We have to be able to place them in communities that have the resources for them to live, and we need community interest to help them survive. The beauty of where they’re placed is that you can play on the golf course

or drive and see a pair. You don’t have to look too hard to find them. Q: What is it like when the cygnets are born? A: You get to see an image of your life in them in a very compact timeframe. It’s phenomenal. Hatching takes a whole day, and then on day number two, the female takes them into the water. An average of five cygnets are born, and about three make it into adulthood, sometimes more and sometimes less. I capture the cygnets when they’re 3 weeks old for veterinary care and again at 9 months to be dispersed in a new territory. I don’t want to dump them anywhere. The alternative is to dump the eggs, and I haven’t crossed that barrier yet. I can’t do that. Q: Tell me about pinioning the swans. A: It’s like spaying a dog. It’s complying with the law. If there is an exotic animal, allowing them to fly away and invade territories is against the law in Florida. If they fly away to the mainland, it’s not good for anyone. We take them at 3 weeks and clip one side of their wings so they can’t fly away. It involves two stitches, but it’s no pain, and it’s permanent. Q: What do you find most fascinating about the swans? A: They are the greatest combination of a flying bird and an aquatic animal. They’re pure white and with that large neck and wings, it’s pure beauty. The way they float effortless on the water is very heavenly. — KRISTEN HERHOLD

Lynches Pub & Grub founders Chris and Ethna Lynch commemorated the past and looked ahead to the future April 19, when Jason Burns officially took ownership of the restaurant. “I’m excited to take this business on and continue the great traditions of Lynches,” Burns said. “It’s great seeing customers the sisters haven’t seen in a while.”

Ethna Lynch moved to the U.S. from Ireland in 1972, and Chris Lynch followed shortly in 1974. The sisters moved to Longboat Key in 1982 and opened Lynches Landing in 1986 on the Key. In 2003, the Lynches opened Lynches Pub & Grub on St. Armands Circle and closed Lynches Landing a few months later. “Twenty-nine years is a long time for people to support us, and it means a lot,” Ethna Lynch said. “We’ve whipped Jason into shape and are excited for him to do a great job. We will still serve as ambassadors for Lynches and help whenever we’re needed.” Regular customers, former employees and well-known faces attended the celebration.

“I’m really happy for the sisters,” said Gillian McCormackAeppli, who has danced at every Lynches St. Patrick’s Day celebrations since 1992. “They’ve worked really hard, and they deserve to retire. They’re leaving it in good hands and keeping all the traditions. I’m excited. I wish them the best.” Many restaurants face constant turnover with employees, but not Lynches. Several employees have worked for the sisters for years and even decades. “It’s wonderful, absolutely wonderful,” Glenda Grause, a 29-year former employee of Lynches said. “We’ve had a great 29 years. We’re all so happy for the sisters.”

One family’s promise The Pelletz family remains committed to helping Family Promise of Sarasota with its mission of aiding low-income families. AMANDA MORALES STAFF WRITER

The philosophy in the Pelletz family’s household is to give. “My family was as generous as could be, and they were always taking care of others. In general you gave what you could give,” said Longboat Key resident Stanley Pelletz. “Everything is relative to what you have.” So, naturally, when Betty and Stanley Pelletz decided they wanted to find a way to help the homeless community of Sarasota in 2010, they wanted to get their entire family involved. Together with their three sons, David, Marc and Steve, the family bought and donated a house complete with renovations and furnishings to Family Promise of Sarasota.

The nonprofit organization helps low-income families avoid losing their homes and establish reliable housing to achieve lasting independence. The Pelletz family liked the idea of helping other families and looked for an organization that would suit that goal. The Sarasota branch of the national organization Family Promise was the perfect fit. Director for Family Promise of Sarasota Wendy Fitton recalls learning that the Pelletzes would be donating a house. “We won the lottery when they came forward,” Fitton said. “Family Promise is a national program. So many of the other affiliates have transitional housing units,

but we didn’t. I always wanted it because it’s a great thing. So to have that as an option I was blown away.” The Pelletz family purchased a house and completed renovations in time for the 2011 holiday season. Just donating a house wasn’t enough, though; they wanted to make it a home. Betty Pelletz and her son, Steve, took charge of finding furniture and decorations. “He did all the shopping with me for all the second-hand furniture to furnish it,” Betty Pelletz said. “Then he decided that because there were going to be kids in there, he went out to the Red Barn and bought all kinds of

games and cards for kids.” Since 2011, the four-bedroom, two-bathroom home has housed 12 families. The Pelletz family continues to maintain the home. To commemorate the family’s gift and remember Steve Pelletz, who died in March 2013, Family Promise of Sarasota named the home “Steve’s House” and presented the family with a plaque earlier this month. “It’s always great to have something that’s going to last that’s going to remind me of my brother because he was always involved in charity,” Marc Pelletz said.

During his 30 years in Connecticut, he was active in many community and volunteer associations. He was a youth basketball coach and served as

president of the United Way of New Canaan, on the vestry at St. Mark’s Church and on the board of governors of the Country Club of New Canaan. The Monroes retired in 1988 to Longboat Key. After moving to Longboat Key, Mr. Monroe became an active member of All Angels by the Sea Episcopal Church and served on its vestry. He also served on the Longboat Key Planning and Zoning Board and as treasurer of the Longboat Key Center for the Arts. At the Arts Center, he became a passionate sculptor. Many of his alabaster sculptures adorn his children’s homes; one is prominently displayed in the lobby of Plymouth Harbor, and his sculpture of a kneeling Mary is located on a low stand in front of the pulpit at All Angels. Mr. Monroe is remembered for his sense of humor and the twinkle in his eye that would light up any room. He volunteered for Meals on Wheels, delivering meals once a week with Betty in Sarasota. He was an enthusiastic tennis and squash player and played tennis until he was 85. His friends would generously say he was a mediocre golfer and skier. He was also an avid bridge player and loved to dance. He and Betty were often the first ones on and last ones off the dance floor. Mr. Monroe was preceded in death by his wife, Betty, in 2013. He is survived by children Bill Monroe, of Sarasota, Steve Monroe, of New Canaan, and Meg Zellinger, of Bowdoinham, Maine; and nine grandchildren. A memorial service will be held May 30, at All Angels. Donations in his memory may be made to the Plymouth Harbor Foundation, 700 John Ringling Blvd., Sarasota, FL 34236.

Above: A rendering of the proposed development area.

1. What is the purpose of the referendum? The referendum is not asking for any new density. It would simply allow 300 tourism units to replace 300 units of existing residential density. 2. What will be the impact on traffic? Studies show that resort hotel guests use fewer vehicles and make fewer trips per day than permanent residents. 3. Why would the tourist units be good for our community? Most residents of Longboat Key were visitors to Longboat Key prior to purchasing real estate. Tourism has been an essential key to increasing real estate values and a strong year-round economy on Longboat Key. 4. How would tourism units benefit our community?

A STRONGER COMMUNITY Proposed improvements to the Longboat Key Club will ensure that the property remains a first-class destination for discerning visitors for years to come. This will create a sustainable year-round balance of residential and tourism units for a stronger community with property values reflecting this strength. A STRONGER TAX BASE A strong tax base in the non-residential sector allows lower millage rates, lower taxes for residents, and quality public services like fire, ambulance, parks and public safety. FEWER VEHICLES Studies show that resort hotel guests use fewer vehicles and make fewer trips per day than permanent residents.

169377

The hotel complex and development will help provide a strong tax base in the non-residential sector which allows lower millage rates, lower taxes for residents, and quality public services like fire, ambulance, parks and public safety.

Rotary celebrates whirlwind first year

W

hat a difference a year makes. In its first year, the Rotary Club of Longboat Key’s accomplishments included organizing a Veterans Day parade and Fourth of July dog parade, creating the Tuttle Elementary Nutrition (TEN) program and refurbishing a room at Selah Freedom House. The group celebrated its first-year accomplishments and the members who volunteered their time at a potluck and awards/recognition dinner. Rotary Club President Sydelle Pittas honored Nick Kovalakides, who was sergeant at arms and chairman of the committee that organized the club’s first Veterans Day parade, as Rotarian of the Year. Kovalakides, a first-time Rotarian who was surprised by the honor, accepted it, saying: “I can only take it back to the Marine Corps and say I’m gung ho. Semper fi. I’m all for this.”

he Longboat Key Democratic Club held its final meeting of the season April 14, at Portofino restaurant. Mayor Jack Duncan and Town Manager Dave Bullock spoke about the issues affecting the Key and answered questions from attendees. “It was an excellent meeting,” Duncan said. “Former Vice Mayor David Brenner caught up with me afterward and said it was one of the best, if not the best, club meeting they’ve ever had. People want to talk about what’s in their backyard. I thought it was very, very upbeat and very positive, and I walked away with a smile.” Democratic Club President Murray Blueglass said he enjoyed this year’s club and looks forward to his ninth year as president. “I really enjoy working with folks helping other folks,” Blueglass said. “That’s what the Democratic Club is all about.”

YOUR NEIGHBORHOOD An apartment’s artwork displays the cream of several collections.

BIG STYLE ROBERT PLUNKET CONTRIBUTING WRITER

A Newcomb College vase circa 1903, decorated by Maude Robinson. “This is one of my favorites,” says Tony McCormack.

Tony McCormack’s downtown apartment is barely 1,200 square feet, but it’s a lesson in connoisseurship. The art, mostly paintings and ceramics, is all special — in some cases, spectacularly so. The furniture is a personal catalogue of mid-century classics. And the compact setting is perfectly suited for the peripatetic lifestyle that McCormack enjoys — frequent travel and cruises, plus bi-yearly stays in Palm Springs, Calif. McCormack is technically retired, but, like many Sarasotans, he seems busier than ever. His various collections have become so vast — and are still growing — that he sells pieces at antique shows all over the country. Along the way, he’s become an expert in many fields. In fact, he’s past president of the American Art Pottery Association. Not bad for somebody who started out with

some Fiestaware he found at a flea market. Now his collection includes rare pieces from the finest potters of the last century. There’s a tissue-thin vase by George Ohr, the famous “Mad Potter of Biloxi.” Next to it on the shelf are several Newcomb College pieces, the highly sought after work made a century ago by the genteel female students at the famed New Orleans college. With their distinctive motifs of Southern flora and fauna, price tags can go into the 10s of thousands. And perhaps most unique of all: a white unglazed bisque vase, signed by Louis Comfort Tiffany. McCormack’s apartment is his third Sarasota retirement home. The first, a house on Bird Key, he shared with his partner, Don Uhlenhott, when they moved down in 1983 from Atlanta. When Uhlenhott died, McCormack moved to a condo SEE HOME PAGE 14B

It was comfortable but too far away from the activities of downtown. “I missed the social life and the farmers market,” he says. “From here, you can walk anywhere.” The living room provides a good introduction to McCormack’s style. The color palette consists of the earth tones that define the mid-century look. He rents a place there several times a year for a prolonged stay. Surprisingly, McCormack’s Sarasota apartment is also a rental. With the bulk of his collections stored elsewhere — he has seven storage units in Sarasota alone — his home functions as a way to display what interests him at the moment. “I’m a neat hoarder,” he says with a smile. “As I become more educated, I keep trading up. Here, shelves hold items from McCormack’s pottery collection. But what is visible is only the start. Hundreds of pieces are in storage, ready to be reorganized and selected for yet another antique show. These days it’s mostly furniture that holds McCormack’s attention.

It generally does not cost more to have an attorney handle the closing, issue title insurance, and most importantly, represent only your interests.
