Plymouth Harbor is planning for a growth spurt. By early 2017, the Sarasota Bay retirement community, located at 700 John Ringling Blvd., plans to build a new 150,000-squarefoot building with three stories over parking in the property’s western-most parking area that’s adjacent to the Smith Care Center. Plymouth Harbor is still finalizing the number of units it will seek, but it is currently planning approximately 70 new residences: 30 in a memory-care unit, 30 assisted-living units and 10 independent-living units. The estimated cost of the project is $21 million to $25 million, which will be funded through both traditional bank financing and a bond. On Jan. 29, Dick and Connie Grace celebrated their 60th wedding anniversary. The couple began visiting Longboat Key more than 50 years ago with their children and later grandchildren. They have wintered on the Key for 20 years.
You may have observed Ryan Chalmers and Travis Dodson training on Longboat Key recently. The past month, they’ve been training twice a day along Gulf of Mexico Drive, traversing 90 to 120 miles each week based on the goal their coach gives them. But here’s what you probably didn’t know: Chalmers and Dodson are training in hopes of competing in the track portion of future Paralympics competitions. David Danner said. “There’s always some reluctance about legalizing a questionable drug, but there’s also people pretty much in tune with the concept of the needs to relieve pain in many situations, and they’re willing to explore the possibilities. The research has been done, and it seems to be effective.”

A POSITIVE APPROACH Although the facility’s opening is two years away, all Plymouth Harbor staffers are undergoing training to learn new approaches to caring for individuals with memory-related issues through a program called Positive Approach to Care. Developed by Teepa Snow, a leading educator on dementia who hosted educational sessions for staffers, current and prospective residents and their partners and guests Jan. 28, at Plymouth Harbor, the approach focuses on the strengths that remain at each stage of memory loss. That program will be a model for care at the new memory-care unit. It emphasizes the importance of connecting physically with individuals who have dementia. For example, rather than brushing a patient’s teeth for him caregivers would guide the patient’s hand so that the individual can brush his teeth with assistance. It also emphasizes the importance of communicating with gestures and motions. “I think that there was a fallacy in the past to try to get them to adapt to our world,” said Plymouth Harbor CEO Harry Hobson. “This approach is about how can I best work with you, not focusing on your losses but on what you’ve retained.”

meetings are open to the public, but participation is limited to committee members unless a member requests information from an applicant. Renderings for the project are not yet available, but Plymouth Harbor CEO Harry Hobson wants the design of the building to let residents know they’re at home. “It will be very residential,” Hobson said. “We don’t want it at all to look like a health care facility.” For a memory-care unit, architectural design is especially important. “Research has shown that the right kind of lighting and moods stimulates certain senses,” Hobson said. Adding assisted-living and memory-care residences will fulfill a need for individuals who can no longer reside in independent living units but do not yet need skilled, round-the-clock nursing care. Assisted -iving residents are typically individuals who need assistance with daily tasks, such as dressing or bathing. Memorycare residents may be physically healthy but need a protective environment. “The unit will be secured, but it will offer residents the freedom to move throughout the unit,” Hobson said. Plymouth Harbor has been planning the expansion for approximately three years. During planning stages, the nonprofit conducted a demographic study to determine whether it was feasible to build another 60 residences. “That study told us that there was enough age and income that we could easily add another 30%

over the 60,” Hobson said. The average age of entering Plymouth Harbor residents is between 77 and 78, but campuswide, the average age is 85 — which, according to Hobson, is roughly the average age nationwide at which individuals enter skilled nursing care.
“It will not only meet the need for today, but it will also meet the need for tomorrow,” Hobson said. Plymouth Harbor was founded in 1966 and is a nonprofit continuing care retirement community. It has 206 independent-living units, 60 skilled nursing units and 10 assisted-living residences.

Longboat Key Police Chief Pete Cumming estimates that dispatch centers throughout the country will undergo major changes over the next four to six years. The upgrades are needed as 911 upgrades accommodate modern communications, such as textmessaging and photos. The town got a wakeup call about the changes ahead when Manatee County announced in September it will transition to the NextGen 911 system, which will allow dispatch to handle digital technology. The announcement complicated the decision the Longboat Key Town Commission will make about a 2013 offer from the Sarasota County Sheriff’s Office to consolidate its 911 dispatch services. Previously, the town thought it was comparing the sheriff’s offer to its current system. But Manatee’s planned shift means that changes are on the line whether the town stays with its current system or accepts Sarasota County’s proposal. The town is finally starting to get answers to its 911 questions from the counties. The annual costs to the town of sticking with an upgraded version of its current system with Manatee County include $24,287 for needs such as maintenance, licensing, computerization, creation of a cable between the town and county and replacement costs. Manatee County would require the town to keep its own dispatchers, according to Town Manager Dave Bullock. The Sarasota sheriff’s offer would not charge the town for dispatch personnel — a savings of approximately $250,000 in salaries and benefits for the Key’s five dispatchers.

rently receiving is small in comparison,” Cumming said. “The money (consolidation) would save the town is not going to be noticeable, but the level of service will be noticeable.” With uncertainty over the town’s 911 dispatch service looming, it’s difficult for Cumming to maintain an experienced dispatch staff. In recent months, one dispatcher has resigned, and a second retired. A third dispatcher has accepted another job offer. “We aren’t getting any applications from dispatchers with any experience,” Cumming said. “If we know we’re staying, I’m convinced we can get much more selective with applicants.” Ultimately, the decision isn’t Cumming’s to make. He will make a recommendation, but the Longboat Key Town Commission will decide the future of dispatch. The commission is scheduled to discuss the issue at a March workshop.

“The offer is recognizing that emergency service is a countywide issue,” Bullock said. The town synchronized its dispatch system for fire and rescue calls with Manatee County in 2008. Firefighter/paramedics told the Longboat Observer that they miss the level of service they had with town dispatch. “They would alert us if they had a key on file for residents out
of town in the summer,” said Lt. Jason Berzowski, who is currently serving as acting deputy chief. “They also knew the addresses and locations much better. We were able to communicate as a whole better.” “We used to call it our white knight service,” said Keith Tanner, firefighter/paramedic. “Calls were more efficient. We weren’t waiting for Manatee County to call our police station who then
had to turn around and call us back. It was a better way of communicating.” Cumming made his opinion about dispatch clear Jan. 28, when he spoke to the Rotary Club of Longboat Key. “For me, the level of service is everything,” he said. Cumming told the Longboat Observer: “I think the price we’re paying for the dispatch that we’re cur-

Town Manager Dave Bullock made it clear Monday night he’s not comfortable discussing employment decisions with the Longboat Key Town Commission in a public forum. The commission discussed a proposed resolution seeking $66,315 from the capital improvement fund for a new utility manager position to oversee the town’s myriad upcoming capital improvements. But commissioners expressed skepticism about the position, which was met with annoyance from Bullock. During their Monday meeting, commissioners expressed concerns about the actual associated costs that would come with benefits. “I really have a problem with a full-time project manager position,” said Vice Mayor Jack Duncan. “Is it $66,000 or $75,000 at
the end of the day? I really feel we can get a project manager on a consulting basis so we don’t have to pay benefits.” Duncan said he questioned the need to add a position and preferred for Bullock to review “what the town was trying to accomplish.” “If we’re trying to find someone to replace Anne (Ross), I would like to see us putting in for a higher credential position than a project manager.” Commissioner Phill Younger agreed. “Anne is an engineer and performed other functions in addition to project management,” Younger said. “Now we’re hiring someone just for project work. If we need a person in there, we should get someone with an engineering background.” Younger also said he has an issue with using capital improvements funds to pay for the position.
“We’re not looking at this in a straight-forward manner,” Younger said. The comments irked Bullock, who doesn’t need the commission’s direction for personnel matters. But Commissioner Irwin Pastor supported Bullock’s decision, telling commissioners they were meddling with affairs the commission should trust its town manager to handle. “We’re looking at eight projects over the next two years that are going to cost us tens of millions of dollars,” Pastor said. “It’s a tremendous mistake not to listen to the people we trust to manage this town. The town manager is 100% correct in his assessment. There’s a time when you make exceptions and take (money) out of capital funding for a position that’s needed.” Commissioner Terry Gans agreed. “I don’t know if it’s appropriate to tinker with the organizational chart of our town,” Gans said. “I find with the town manager.” When Younger pushed for a concrete cost for the position over the next two years, Bullock
asked for the resolution to be withdrawn. “Pull it out, and don’t vote,” Bullock said. “There’s two issues: I’ll hire who I think is right. If I’m not hiring people you want, you need to deal with me. I don’t want this discussion to go on. The more we talk, the worse it gets. I’m uncomfortable with this. Let’s move on.” Younger was upset by the comments, saying, “Every commissioner has a right to express their opinions.” Mayor Jim Brown ended the discussion, ignoring Bullock’s request to pull the resolution and asking for a vote. Brown, Pastor, Gans and Commissioner Pat Zunz voted to approve the resolution for the position. Duncan, Younger and Commissioner Lynn Larson voted against the resolution. Bullock told commissioners earlier in the discussion the new position would only be around as long as there is work for it. “The town eliminated 10% of its workforce since 2008,” Bullock said. “None of us really have a permanent position.”
BULLOCK’S POSITION Why does Town Manager Dave Bullock believe the town needs a utilities manager? The town has major capital improvement projects on the horizon, including a $20 million 12,000-foot water forcemain replacement that traverses Sarasota Bay and carries 2.5 million gallons of wastewater the town generates on an average day to a Manatee County treatment facility. “The real driver is that pipeline job that sucks up a lot of staff resources,” Bullock said. “I won’t slow down on any capital improvement project unless directed otherwise.” Bullock said the position was needed because Anne Ross’ responsibilities were split between her role as town engineer in the Public Works Department’s Utilities Division and the Town Manager’s Office when Ross became assistant town manager two years ago.

Wanted: Code Board member The Longboat Key Town Commission declined to nominate Code Enforcement Board applicant Melvyn Sherrow to the board’s vacant seat because he does not live on the Key five months out of the year and would be unable to attend meetings during that time. month on Longboat Key training in the warm weather and sunshine. They train six days a week, both on Longboat Key and on the track at Brookside Middle School. The athletes were wheelchair racers at the University of Illinois. “They have the best wheelchair track program in the country, and there are only a few colleges in the U.S. that have wheelchair track as an option,” Chalmers said. Dodson, 29, from Deming, N.M., is training for his current goal of competing in the track portion of the 2016 Summer Paralympics in Rio de Janeiro. The former U.S. Marine was serving in Iraq in 2007 when a pipe bomb exploded, causing him to lose both legs. He previously competed in sitting crosscountry skiing and the biathlon during the 2014 Winter Olympics in Sochi. “I don’t feel that I’ve even really accomplished anything at this point,” Dodson said. “It’s always been working up to something. I still have a long way to go. My ultimate goal is to make the team for Rio for wheelchair track.” Chalmers, 25, from Rochester, N.Y., competed in the 2012 London Paralympics and hopes to represent the U.S. again in the 2016 or 2020 Paralympics. He was born with spina bifida, a disorder in which the spinal cord does not fully form or close all the way. Chalmers took time off from
track in 2013 for his Push Across America challenge, in which he pushed his way across the U.S. from Los Angeles to New York City in 71 days. It was a campaign for Stay-Focused, a nonprofit organization in the Cayman Islands that helps teens with disabilities become certified in scuba diving. He rode the equivalent of two to three marathons daily. “It was for a good cause, and I really got to meet some great people along the way,” Chalmers said. “That’s what the campaign was all about, and it was nice for me to actually be able to achieve it. We accomplished a lot throughout the entire time, and that’s what I’m most proud of.” Although Chalmers and Dodson spend the majority of their waking hours training or thinking about training, they both said they enjoy it. “If you set a big goal for yourself, it’s a challenge, but as long as you’re focused, you just know that’s what you need to get done,” Chalmers said. “So I’ve never looked at my disability as a challenge, and I would never call it a challenge. It’s just something you adapt to just like somebody adapts to anything.” Dodson said he feels lucky to be doing what he enjoys. “I don’t have any real challenges,” he said. “I’ve lived such a cush and soft life. I think other people have such bigger challenges than me. I get to do what I want, which is train, and I get to travel doing

Firefighters seek to address ‘burning issue in room’ Talk of discipline and morale dominated the start of a firefighter contract negotiation session. KURT SCHULTHEIS OBSERVER STAFF
Longboat Key Fire Rescue union negotiations began for a new three-year contract Jan. 30 at Town Hall without a word about salaries, insurance or retirement plans. Instead, Longboat Key Fire Rescue Union District Vice President Keith Tanner started negotiations with what he called “the burning issue in the room that needs to be straightened out.” Tanner and Lt. Jason Berzowski made it clear they are waiting to hear from Town Manager Dave Bullock about whether Deputy Fire Chief Sandi Drake will be disciplined for a December incident during which Drake shattered a glass picture frame and stormed out of the fire station, threatening to quit. The incident led former Deputy Chief Matthew Altman, who was acting chief while Fire Rescue Chief Paul Dezzi was on vacation during the holidays, to resign. “There’s a discipline issue that’s burning these guys and burning them bad,” Tanner said. “We have 30 unhappy firefighters who are waiting to see what direction you’re going to go on that. This employee who did what she did has not been disciplined

Both Bullock and Dezzi told the Longboat Observer last week that the department does not have major morale issues. Bullock said he’s working to address any issues the department has by working closely with Dezzi. Tanner, however, says there’s a morale problem that got worse when Drake wasn’t disciplined for her actions in December. “There are two sets of rules, it seems, when we discipline people,” said Tanner, noting that firefighters have been suspended without pay for infractions such
as missing a shift or abusing social media policy. Tanner told the Longboat Observer after the meeting that morale isn’t low because of salaries or benefits. “Sure, we’re unhappy we haven’t gotten raises, and pensions have been changed, but we deal with those issues during negotiations,” Tanner said. “Our main morale issue is management’s inability to be fair across the board and address our issues.” During the meeting, Berzowski also said morale is a top priority. “Management (non-union employees) and line personnel are being treated differently,” Berzowski said. “Up until two months ago, our major contract issues were salaries and pensions. But to be bluntly honest, this issue of personnel rights is now right up in line with the other two, and we want to know where we stand on this.” After Town Labor Attorney Reynolds Allen asked for a recess, firefighters returned and were told Bullock, who is in charge of disciplinary measures for employees, would address the discipline issue at the appropriate time. Bullock declined to put a timetable for making a decision, and firefighters agreed to move into other issues that affect them for a new three-year contract that begins Oct. 1, 2015. Tanner said the other main points of contention for a new

contract involve wages, benefits and pension. “It’s real simple,” Tanner said. “We are looking to be comparable with Sarasota County and get our wages up.” Currently, Longboat Key firefighter/paramedics have a base salary of $51,309.44. Tanner and Berzowski also said the union hopes to re-introduce the wage step increase program. “We’re trying to close the gap so a one-year guy isn’t making the same as a five-year guy,” Tanner said. Berzowski said the union also hopes to address pensions. While town firefighter/paramedics are pleased with the transition to the Florida Retirement System (FRS) pension that occurred when the town froze its pension plans, they pay 9.6% more toward their pensions than Sarasota County firefighter/paramedics, Berzowski said. During negotiations for the previous contract, they agreed to pay 9.6% toward their contri-
bution (matching what the town agreed to contribute to the FRS plan), plus an additional 3% mandatory FRS contribution in hopes they could write off a portion of that mandatory contribution. “That didn’t happen,” Berzowski said. “We’re happy with FRS, but a lot of guys are waiting to see what happens with this contract and where it goes with FRS contributions before they decide if they need to move on. And we want to keep the guys we have.” Berzowski, a former accountant, said he also plans to bring forward a method “to keep the payroll neutral” and adjust salaries appropriately once six firefighter paramedics enrolled in the Deferred Retirement Options Program (DROP) reach mandatory retirement later this year, freeing up money that can be readjusted to younger members. “We think we can be creative,” Berzowski said. “We’re willing to work to find a cost effective way to fix things.”

“It puts people in a tough spot,” Ceshker said. “The burden falls on me as an agent to research every company and see which ones I recommend making the move and which ones I don’t.” If a letter highlights a company that has a good rating with rates that provide similar or more coverage, Ceshker said he will recommend policyholders make the move. But that scenario hasn’t played out often, Ceshker said. Ceshker worries about policyholders shifting to a new company and not having enough coverage if a storm hits the area. Of special concern to Ceshker are Longboaters who are insured for more than $200,000. “Where I worry is if we have a customer insured for $500,000 and a new company can’t pay it after a storm hits the area,” Ceshker said. The state only backs policies up to $200,000 if an insurer fails to honor its financial obligation. “It’s a hard situation to stay on top of, but we’re trying to make sure no one slips under the cracks,” Ceshker said. “Everyone should check their mail carefully.”

Longboaters might want to take one more look at their mail before they discard it as junk. Their insurance policies could depend on it. Just ask Longboat Harbour resident Bill Allen, who received a Jan. 16 letter from Citizens Property Insurance Corp. that essentially told him it was switching his policy to another insurance carrier. The only problem is, Allen didn’t have to switch. But without the advice of George Ceshker, of Secur-All Insurance Agency’s Longboat Key branch, Allen would have a new insurance carrier with a lower rating this month that’s only been doing business in Florida for six months. “Citizens is interested in shedding their policies,” Allen said. “But they can’t just drop you if you read the letter closely.” The state is allowing Citizens, a government-created corporation formed in 2002, to reduce its policy footprint by pairing up existing customers with a dozen private insurance companies. The goal is for Citizens to cut approximately 100,000 policies from its more than 800,000 policies. The government-run insurer was set up to be an insurer of last resort, but ballooned when many large private insurers left the state in 2007. Now, the state is trying to transition policies back to the private sector. But Ceshker is worried his policyholders won’t even open the two pages in the envelope from Citizens that touts a new policy with a new carrier. And if they don’t open the letter and take action, Citizens automatically converts the policy to the private insurer listed in the letter. Homeowners who want to stay with Citizens are required to send in an opt-out form. “It’s not a good way to operate,” Allen said. “I came close to filing the letter in the trash. I’m urging my neighbors to watch their mail closely so they don’t get swept up in this boondoggle.” And most of those letters don’t even include information about new rates for the private insurer. “I don’t like the process at all,” said Ceshker, who said hundreds of his customers have gotten the letter. “If you don’t agree, you have to reply to the opt-out letter. It should be the other way around, and it’s confusing.” Ceshker recommended Allen opt out and stay with Citizens for two reasons. “The company wasn’t in business very long and doesn’t have a higher rating than Citizens,” Ceshker said. “I won’t put my customers in situations like that.” Plus, Ceshker said Allen and other policyholders don’t know what the new rates are yet.

If not we, then who will stop them? Dear Readers: All of the associates in our company, Observer Media Group Inc., live by a mission statement that says we are committed “to inspire our communities with extraordinary local content and to help our partners prosper.” Week after week in our newspapers and on our websites, we focus on local news, events and people, attempting to inform and sometimes entertain you on what is happening to “you, your neighbors and your neighborhood.” We know you don’t look to us for national or international news and commentary. But this week, we are departing from our mission, with the hope and intention to inspire you to act: To urge our nation’s elected public servants in Washington to execute overwhelming decisive force from the United States against an enemy that has proven to be as evil, if not more so, than the Nazi exterminators. For decades, millions around the world have said, “Never Again.” Never another Holocaust. Never another diabolical, megalomaniacal Hitler. Never again the atrocities against mankind that occurred under the Nazi regime. But they are back. Different, but just as horrific. And despite the president’s refusal to identify them, all of America and the world know who this enemy is and what its objective is: radical Islamic extremists who want to annihilate all Jews and Christians and establish a Muslim-ruled world that exterminates modernity. Day after day, we see in newspapers and on TV, websites and social media, gruesome videos and photos, like the ones above, of the most heinous, barbaric crimes against humanity. And yet little
seems to be done to stop the perpetrators. Go down the list: Boko Haram, Al Nusra, al Qaeda, ISIS, Assad, Hezbollah, Hamas, Iran, Putin in Ukraine. Relentless in their determination and destruction. Retired Army Vice Chief of Staff and four-star Gen. Jack Keane told Congress last week al Qaeda has “grown fourfold in the last five years” and is “the major security challenge of our generation.” And what is our response? Little if anything to make a difference. There is no urgency, no determination, no convincing commitment from the president. His response is so feckless,
it’s as if he is willingly letting the Islamic extremists advance their wicked cruelty and ideology. Congress is no better — nattering politicians in their starched shirts and striped ties; disorganized, fractured; all talk no action; afraid to step out of political protocol. Yes, we all have our reservations, misgivings and objections about sending our troops to battle and becoming entangled again in the Middle East. “We can’t be the world’s policeman,” so the line goes. But here is what Americans should ask:

We asked for unique; we got it: Mondrian Trust me you’ll get used to it — our new design. Think of it this way: The same Tide, with the same cleaning power, just in a new container. It’s the same Observer, with the same local content, just packaged differently. Times change. And you have to change with Walsh them. You don’t want to be driving around in that old Cadillac Eldorado that’s as long, as heavy and as inefficient as a World War II PT boat. It was difficult Stark for us to believe we introduced our previous design a decade ago. Talk about time for a new hairdo! Women especially know how that goes. Just as hairstyles evolve, so does newspaper design. Indeed, you can see how the Observers have evolved since Ralph and Claire Hunter started the Longboat Observer in 1978. I have to say, though, of all of our previous designs, the most recent one served us well. The Observers were recognized and
awarded repeatedly in Florida and nationally for their design. When we decided to freshen up, we turned to the best — Mario Garcia and Mario Garcia Jr., Tampa residents who are regarded among the world’s foremost newspaper designers. Lucky for us, they recommended we work with one of Mario Sr.’s proteges, Pegie Stark. What you see this week is Pegie’s brilliance and creativity — the results of seven months of research, sketching, trial and error and training our designers. Stark immersed herself in this process so deeply that she traveled to each of the cities where we publish weekly newspapers in Florida to digest the colors that reflect each community. You may not notice, but all of our color palettes in the paper are shades of color that reflect our environment. Now that’s paying attention to detail. No doubt you also noticed a dramatically different frontpage design. It reflects two things — changing reader habits and expectations, and a design that is unique to any newspaper in America —Stark’s brilliance and creativity at work. When we began the process, we were feeling our pages were becoming staid, almost like dullpatterned wallpaper.
Stark presented a freshened version of what we had. Publisher Lisa Walsh said, “Uh-uh, too much the same.” Stark said, “I’ve always wanted to do a Mondrian design.” Lisa Walsh said, “Go for it.” Mondrian is named after Dutch abstract artist Piet Mondrian. He became famous in the 1920s for the use of what is called “asymmetrical balance” — lines and rectangles and simple, primary colors. To tease our new design, the past two weeks we published full-page samples of Mondrian-inspired art. “The minute I saw it,” Lisa Walsh said, “I said, ‘That’s it — because it didn’t look like any-
thing I had ever seen before.” We like that — that it is unique. We don’t want to be like other newspapers, and that uniqueness fits with Sarasota’s aspirations to be on the edge of creativity. A great feature of the Mondrian design is its flexibility, while still allowing us to maintain a consistency with typefaces. Because our design is on a grid, it allows more movement; we can incorporate proportional white space, giving the pages more energy and different looks. You’ll see evidence of this on our front pages and in the new Black Tie section. When Stark was working on the design for
the front pages, Mario Garcia Sr. encouraged her to envision the front page much like a storefront, or advertisement, telling shoppers what’s inside the store. This is the way we are now — readers with so little attention span. We’re all scanners now. So each week, we’re going to give you a fresh piece of Mondrian-inspired art on the front page, giving you a sense of what’s inside our weekly store of news, events and photos. arry Elgart’s jazz music career on the alto saxophone began when he was 15. His parents raised $100 to buy him a saxophone, and then he went on the road, sending money to his family during the Great Depression. Elgart went on to create “Bandstand Boogie,” the theme song for “American Bandstand,” and record “Hooked on Swing,” a 1982 smash hit. Last year, Elgart and his wife of 51 years, Lynn, who owns Big Band Beads jewelry-making company, wrote “The Music Business and the Monkey Business,” which tells the story of Larry Elgart’s career and their marriage. Lynn: “There are people who have a reputation of being bad, like Buddy Rich and Benny Goodman and Tony Bennett, but the three of them have all been wonderful to Larry and hugging him when he had ‘Hooked on Swing’ and congratulating him. They were all very sweet, so we can only judge people by the way they behave toward us.”

Why did you two decide to write the book? Lynn: “Larry brought many generations into swing music, and he’s the kind of person who never brags, ever, and I thought we should tell our story as part of musician folklore.” How did “Bandstand Boogie” get selected for “American Bandstand?” Larry: “We were in Philadelphia, and we met Bob Horn, who was the original host of ‘Bandstand.’ My brother said to him, ‘If we record a theme for you, would you use it?’ He said yes but with certain requirements he thought were essential. So I went home, and we sat there for a couple hours trying to think of something that might be appropriate, and I started the song. Our next recording date, we recorded it and took it to Bob Horn, and he said, ‘Absolutely. That’s it’...If you hear Barry Manilow at times, he’ll say he wrote ‘Bandstand Boogie.’ It’s not true. He just wrote the lyrics.”

Do you watch shows like “American Idol” or “America’s Got Talent” that were inspired by “American Bandstand?” Larry: “It’s worth watching some very mediocre talent because every once in a while there’s some shining light that comes through.”
Give me an example of the “monkey business” you refer to in your title. Larry: “I always had the impression if a record company spends a lot of money on producing a product and really went after it, they would follow through what they intended. I was called in to do this Latin record called ‘Latin Obsession.’ It was quite a good record.” Lynn: “They sent us to Rio for a week to make a video. They sent us out to California to record in Kenny Rogers’ studio…We went to Australia to break the record, and they gave us a big party and showered us with gifts and we were riding around in Rolls Royces. We were treated like the Beatles. In the middle of that, they called and said they were dropping him from the label. They never released the record, and to this day, we don’t know why. I don’t think we’ll ever know why.” What role has Lynn played in your success? Larry: “Lynn has been totally supportive in everything I do. She has very good musical ideas….I didn’t want to do ‘Hooked on Swing.’ Lynn said, ‘You have to do it.’ That would have been a terrible mistake if I followed my own instinct to not do it. It was the biggest thing I ever did, and it was strictly Lynn’s input.” Larry, you’ll be 93 on March 20. Do you plan to celebrate? Larry: “Every day is a celebration.” Lynn: “...Every day we’re lucky to be here and be alive. I know how he ages gracefully. He’s so sweet, and he’s so good, and he’s not full of anger and rage, and that sweetness keeps him young. You’re very lovable, Larry.” — Kristen Herhold

S
uccessful debt collection industry executive Harvey Vengroff wasn’t sure how bad things really were when he bought an apartment complex in a gritty Sarasota neighborhood in 2000. One telltale sign: Paramedics who arrived for emergency calls at the complex on Old Bradenton Road, weren’t allowed to exit their ambulance until two police cars arrived. One set of officers escorted the EMTs into the apartment. The other officers guarded the ambulance from would-be thieves who sought to steal medicines and supplies. Vengroff says he used a combination of his “own guys” and law
enforcement to fix up the complex. “Now it’s clean and safe,” says Vengroff. “It’s just like any other neighborhood.” It’s also one of multiple apartment buildings Vengroff owns in the Sarasota-Manatee area that offer mostly one- and two-bedroom units for the professional working crowd. Vengroff owns more than 1,400 apartments, part of a small empire of residential and commercial properties. Now, at 74, Vengroff has added a new dynamic to this already colorful portfolio: He converts old motels into workforce and transitional housing for homeless people. He currently has about 300 studio apartments under this conversion model, and seeks to add hundreds more. He doesn’t participate in federal,
state or local government housing affordability programs. While the move sounds more like charity than real estate, and it’s certainly life-changing for many tenants, Vengroff says this is, above all else, a shrewd busi-

off the streets. And Vengroff and his partners get a tidy profit. “We are definitely interested in finding more properties,” says Rutstein. “The intent is to take this past (Manatee and Sarasota) counties.” ‘A GOOD DEAL’
Vengroff currently operates three former motels on U.S. 41 between downtown Sarasota and downtown Bradenton under the conversion model. One is University Row Apartments, a building with 120 units on the Manatee County side of 41, near the University of South Florida Sarasota-Manatee campus. Vengroff has owned that building for seven years, and in addition to apartments there’s also office space that houses employees for his debt collection business, Vengroff Williams. Another building in the conversion portfolio, the most recent addition, is the former Sarasota Airport Hotel, with 117 units. Vengroff paid $2.25 million for that building, on the Sarasota County side of 41, in September, according to county records. That’s about $19,000 a unit. The converted apartments, with kitchens and bathrooms, are about 300 square feet; these are former motel rooms, after all. The $575 monthly rent includes utilities and cable TV. Says Vengroff: “It’s a good deal when the alternative is living in your car.” Vengroff has added amenities to the complexes, including a pool, and he tries to install a sense of community. There are Saturday night potluck dinners, yoga classes three times a week and, coming soon, a hydroponic vegetable garden. Vengroff provides nighttime security for the build-

The other market, low-end, has studios that go for about $575 a month. The apartments that get

Low-end, therefore, is the more profitable market, by far — given he gets a good deal. “You have to be careful with the price per unit,” says commercial real estate broker Stan Rutstein, who helps Vengroff scout and buy properties. “The keynote to this it to buy at the right price.”

A successful tenant, in return, will do more than pay rent. He or she will also get and maintain employment, something Vengroff’s team monitors the oldfashioned way: His people knock on doors at 8 a.m. to roust anyone in bed. “If they are not out there working we will take them out to places with help wanted signs,” says Vengroff. “If they don’t want to work, they can’t stay here.”

Tenants come mostly from local nonprofits, such as the Salvation Army and Jewish Family & Children’s Services. Those organizations help find tenants with the best chance of succeeding in the apartments. “Harvey is filling a niche,” says former Sarasota County Commissioner Jon Thaxton, who is now director of community investment for the Gulf Coast Community Foundation, and helps on the tenant side of Vengroff’s model. “I’m unaware of anyone else doing anything like this.”

Vengroff has been in business in some form since the 1960s, when he ran a janitorial services business on Long Island, N.Y. His first office was 300 square feet. A client ran up a $35,000 tab of unpaid bills, and the cumbersome process of tracking down the money led Vengroff to pursue a new venture in 1963, in debt collections. The early days of the industry, more than a decade before the 1977 federal Fair Debt Collection Practices Act passed, were the Wild West. That’s why Vengroff usually brought along his Great Dane on collection calls. Vengroff eventually shifted his focus to real estate, and he also relocated to the Sarasota area. In addition to his large portfolio of apartments, Vengroff has owned multiple commercial real estate properties in the SarasotaManatee region, including several industrial buildings. “A long time ago someone told me the only way to make money and keep it is in real estate or oil wells,” says Vengroff. “I don’t know much about oil wells.” So Vengroff forges ahead with his latest ambitious real estate project. Rutstein says one challenge, in terms of rapid expansion of the model, is the sheer novelty. That could make it difficult to convince cautious or cynical investors that it’s a viable strategy. “It’s a model that’s young and untested,” Rutstein says. “It hasn’t exploded — yet.” Vengroff has little doubt it will soon, and in the meantime he combines profit with purpose. “It’s kind of cool to help people,” he says. “The challenge is all the people you can’t help. That’s disheartening.”

Civil Disturbance: A woman said that a man accused him of taking his wallet and watch while she was removing her trunk from his apartment and told her he planned to file a police report. TOMORROW CAN WAIT 11:37 p.m. — 5300 block of GMD. Security Check: Dispatch called the keyholder of a drycleaning business after police found that a cash drawer was pulled out and a door was unlocked. The woman declined to come to the scene, saying she would be there in the morning.

TOILET TOSS 3:27 a.m. — 2000 block of GMD. Domestic Disturbance: A man threw his soon-to-be ex-wife’s cellphone in the toilet and urinated on it during an argument. The couple had argued
after the man told the woman he had filed for divorce. The woman purchased two plane tickets to fly out-of-state with their 18-month child to stay with her family, but the man did not want her leaving the state with their child. The man agreed to leave their residence for the night. Police told the woman to notify her husband if she plans to leave the home with their child.
CONSTRUCTIVE COMPLAINT 11:06 a.m. — 6800 block of GMD. Code Enforcement: Police warned a man that town ordinance prohibits construction during certain hours. WHAT’S YOUR HANG-UP? 8:32 p.m. — 600 block of Norton Street Abandoned 911 Call: A man called 911 after a woman asked him and his wife to check on her parents, who are his neighbors, because he was not comfortable going to the residence by himself; he hung up after he checked on the neighbors and saw they were OK. The man is a keyholder for the couple and said he would tell the woman that her parents are fine.

I’LL BE BACK 1:15 a.m. — 2200 block of GMD. Suspicious Circumstance: A resident gave $20 to a homeless man whom he has helped on several occasions, then dropped him off in Sarasota. The homeless man said he wanted to be transported to the resident’s address after Sarasota police picked him up. The resident called police after the Sarasota officer knocked on his door. The Sarasota officer transported the man to a local shelter after the resident said he did not want the man to return.

The woman pulled her vehicle into the condo’s parking lot while police were investigating.

Fraud/Identity Theft: A bank representative notified a woman that someone was trying to open a credit card in her name. Police gave her an identity theft victims’ rights brochure.

uests took turns sitting at Edith Barr Dunn’s table sharing their best memories, along with the lessons they learned from their years of friendship with her, Saturday, at Marina Jack, in Sarasota. Musician Ralph Shannon said it with song, when he serenaded Barr Dunn; others gave her gifts and mementos. Barr Dunn is well known for her continued efforts to help collect money for local organizations and causes. Friend and fellow Longboat Key Kiwanis Club “yellow apron” helper Sylvia Babineau often assisted Barr Dunn with her famed 50-50 raffles at the annual Longboat Key Gourmet Lawn Party. “She corralled us every time she had an event. She would say, ‘You have to help me,’” Babineau said. “And you would do it. She is a jewel to this community.”

FAMILY MATTERS The Hannabass family is a true team on the water at Ski-A-Rees. Now, it will take the sport to a new level. JASON CLARY STAFF WRITER
Waterskiing is woven into almost all family memories for East County residents Robert and Carrie Hannabass and their daughters, Kirsten and Samantha. About eight years ago, Kirsten Hannabass, now 21, joined the Sarasota Ski-A-Rees team. A year later, Robert Hannabass joined the team as a boat driver. Soon after, Samantha Hannabass was skiing with the team, and Carrie Hannabass was in the boat controlling the ski ropes. “What makes it so nice is you spend the entire day together,” Robert Hannabass said. “Both daughters are 75 feet behind you, and your wife is next to you in the boat. That’s what makes it such a nice time.” After competing at nationals last year, Kirsten Hannabass and other skiers decided to put together a team made up of skiiers from the entire southern region. She and Lakeland skier Diane Engberg set out to build the team, deemed the “Southern Ski Fanatics,” and get its members ready for the national competition in Rockford, Ill. While Engberg and Kirsten Hannabass bring the team’s members together, Carrie Hannabass and others work behind the scenes to set up the lodging
and other logistics. Each national ski team must come up with a theme, which includes dances, costumes and styles of skiing. “Every show is like a play. It tells a story,” Carrie Hannabass said. A difficulty Kirsten Hannabass and Engberg face is bringing skiers together from Florida and other states, such as Alabama and North Carolina, to choreograph the routine and train before nationals in August. The team sends videos to members who can’t make its once-a-month practice at the Ski-A-Rees Stadium on City Island. Because the skiiers are on different teams, some skiers might

have a different way of holding a skier on the base of the pyramid, while another skier might have a different way of climbing to the top of the pyramid. In August, the team will have the task of transporting dozens of people, gear and ski boats up to Rockford, Ill., which is a little more than 1,300 miles away. Kirsten Hannabass resumed school at the University of Central Florida several weeks ago and also holds a job in Orlando. Kirsten Hannabass said that when she first started at UCF several years ago, she couldn’t grasp the concept of not being with the Ski-A-Rees team and family every weekend. “One tournament we had nine people and a dog all crammed into one room,” Kirsten Hannabass said. “I had spent every weekend with my parents since I was 13.” Samantha Hannabass’ role is helping her sister develop ideas for the team and to be one of the few daring enough to be on top of a three or four-tier pyramid while flying across the water.

“I’ve fallen off the front, hit a ski and gotten a concussion,” Samantha Hannabass said. “Other than that it hasn’t been too bad, surprisingly.” Carrie Hannabass recalls a ski show in which her daughters were on top of a three-tier pyramid. “A woman behind me said, ‘What mother in her right mind would let her kid climb to the third tier of that pyramid?’ I turned
around and said, ‘That’s me!’” Although ski team members will come and go, the Hannabasses hope one constant will remain — they will ski together as a family. “I would think (we’d continue being involved), especially if they graduated and stay in the area,” Robert Hannabass said. “Maybe someday we’ll have grandkids and they’ll ski.”

I pressed “5.” We were talking politics or bridge or golf or whatever when, after a few seconds, I noticed that the cab hadn’t moved. I pressed “5” again. “Hmmm,” I said. “This isn’t good.” “I think we’re stuck,” Marv said, his eyes wide open. I pressed the “door open” button and got nothing. Then, I pressed alarm, and a screeching sound started blaring. I saw a “push for help” button and pressed it. After a couple of rings, someone answered. “Hello!” I said into a circle of holes in the metal panel. “Can you hear me?” She apparently couldn’t. And if she said anything else, we couldn’t

ued for four or five minutes. “We’re going to turn off the power,” one firefighter said. “It might get dark in there!” “That’s cool,” I said. I took out my phone to provide us with some light, just in case. And then, a beautiful thing happened. The door slid open. Outside were five firefighters, one wielding an ax. We all smiled. High-fives all around! Mr. Peterson, the president of my condo association, came down and called the elevator repair company. “You know, if we weren’t on the first floor I would have been terrified,” I told him. I could hear on the emergency scanner a report of someone choking. I patted the firefighters on the back; they quickly left. Marv went home. I took the stairs to my apartment. Manatees Hugh and Buffett made their predictions for Super Bowl winners Jan. 29, with Buffett choosing the Patriots and Hugh choosing the Seahawks. The Patriots’ victory means Buffet, who is 27 years old and weighs 1,855 pounds, is back on a winning streak. He incorrectly chose the Denver Broncos last year as last year’s winners, ending his 6-0 record but is now 7-1. Hugh, who is 30 years old and weighs 1,199 pounds, has correctly picked the team for more than half of the past eight Super Bowls with a record of 5-3.

The total number of permits the town of Longboat Key issued in 2014 was more than triple the number it issued in 2011. The valuation of permits rose from 2013 to 2014 by nearly $50 million — much of which is the result of permits for the Gulfside Beach Resort, formerly known as the Longboat Key Hilton Beach Resort, and Aria condominium.
Three new projects are off to a constructive start on Longboat and Lido keys. Here’s the latest on Aria, Infinity and The Park Residences condominiums. THE PARK RESIDENCES

Six residences will be penthouses with private rooftop access. Construction began in November.
