BRANCH ELECTION RESULTS

President Edward Fletcher was overwhelmingly reelected to serve another term. 929 ballots were received. Ed Fletcher received 585 votes (63.4%) while his opponent Francisco Cabrera received 337 votes (36.5%) The total cost of the election for the Branch was $14,959,90. Every other Branch Officer was reelected by acclimation prior to the election. All will be installed at the November Branch Meeting

OPEN SEASON NEWS

2026 Open Season is upon us! This year the dates are Monday, November 10th through Monday December 8th. Be mindful to not wait until the final day of open season to make any changes as it closes at 9pm PST on December 8th.

An exciting change to the NALC Health Benefits Plan is that they have added a second customer service shift starting November 10th and continuing after Open Season. Fighting For Our Rights and Against Misinformation

There are so many issues that we can talk about, debate over and/or fight for nowadays. You have your usual suspects such as, the economy, inflation, job growth, unemployment, tariffs, foreign policy and/or Congress’s failure to put the American people before politics. But, given that we are the National Association of Letter Carriers and USPS keeps us gainfully employed with numerous violations of our Contract, I will start here.

Management’s Obsession with Time Projections

I remember 2003 when management lost their minds over the “false prophet” called Delivery Operations Information System or DOIS. Management spread misinformation by claiming DOIS was a new standard, and carriers had to follow it. They were wrong! It was just another management projection tool. It was not a new standard. The union filed and won all DOIS related grievances, and the carriers were made whole. The union later filed class action grievances for the violations – see Step 4 Decisions M-01664 and M-01769 (cited below)

The Delivery Operations Information System (DOIS) is a management tool for estimating a carrier's daily workload. The use of DOIS does not change the letter carrier's reporting requirements outlined in section 131.4 of Handbook M-41, the supervisor's scheduling responsibilities outlined in section 122 of Handbook M-39, or the letter carrier's and supervisor's responsibilities contained in Section 28 of Handbook M-41, DOIS projections are not the sole determinant of a carriers leaving or return time, or daily workload. As such, the projections cannot be used as the for corrective action.

The subject office efficiency tool is a management tool for estimating a carrier's daily workload. The office efficiency tool used in the Greater Indiana District or any similar time projection system/tool(s) will not be used as the sole determinant for establishing office or street time projections. Accordingly, the resulting projections will not constitute the sole basis for corrective action.

Back to the future, management is now claiming that carriers are only allowed 45 minutes of office time. The union has not been provided with any proof that the fixed office time and/or 18/8 casing standards have changed.

Also, Article 5 (Prohibition of Unilateral Action), Article 19 (Handbooks and Manuals) and Article 34 (Work and Time Standards) are controlling. In fact, Article 34 Section C states, “The Employer agrees that before changing any current or instituting any new work measurement systems or work or time

standards, it will notify the Union concerned as far in advance as practicable.” Thus, it is not a new standard. Nevertheless, and as stated Step 4 Decisions # M-01664 and # M-01769, it does not change a carrier’s reporting requirements in the M-39 or M-41 manuals nor the sole determinant of a carrier’s leaving time. It is yet another false prophet. In short, carriers should request PS Forms 3996’s and copies daily, if necessary. If told to curtail mail, and if necessary, carriers should request PS Forms 1571’s and copies daily, Management is still required to treat employees with dignity and respect (M-39 Section 115), to abide by the USPS Codes of Conduct (ELM 660) and the Joint Statement on Violence and Behavior is the Workplace (M-01242), which clearly states in relevant part the making the number is not an excuse for the abuse of anyone! All employees have the right to work in a hostile free environment. If management is yelling at you to get out the office, bullying, threatening or being disrespectful, request to see your Shop Steward and write statements. We must all stand strong together in unity to enforce our rights.

False Prophets Misinformation and Division

Unfortunately, there are false prophets in our union who use deception and misinformation to promote themselves, rather than promoting truth, unity, and solidarity. Most of these types of individuals are self-serving, have lost elections, and blame others for their failures. Members should not rely solely on any information given by disgruntled individuals. Do your own research. Attend Branch meetings. Read the Branch Newsletter. Ask your Full-time Officers about the issues and for advice Debating and discussing issues, facts, and proposals is democracy in action For us to come to an informed decision, we must separate facts from misinformation and opinions and make decisions that are in the best interest of our Branch The actions of false prophets violate Article 1, Section 2 of our National Constitution by spreading misinformation, which states, “The objects of this Branch are to unite all employees who are eligible for membership under Article 2, Section 2, of the National Constitution into one harmonious body for their mutual benefit, and to assist the National Association of Letter Carriers in its efforts to improve the condition of its entire membership.” Their focus is to divide the branch and promote themselves. You will know them by their continuing false and meritless claims. Do not be fooled by these false prophets! Stand in truth and knowledge! Our focus must be on fighting management and protecting our members’ rights!

First and foremost, I want to thank all members of Branch 1111 for your faith in me by reelecting me, as well as all of my fellow Branch Officers elected earlier by acclamation. It is my honor to serve you again, as your President. It is our goal to fight for all members’ rights, hold management accountable and promote unity within our union. I also want to thank all the Veterans of Branch 1111 for their service to our country. Happy Holidays!

It’s Not What We Expected

Most of you, I am hoping, have read the M-41 Handbook, City Delivery Carriers Duties and Responsibilities. If not, I wanted to point out some important provisions you should be aware of.

131.41 It is your responsibility to verbally inform management when you are of the opinion that you will be unable to case all mail distributed to the route, perform other required duties, and leave on schedule or when you will be unable to complete delivery of all mail.

A very common question we get from carriers throughout the Branch is, “What should I do when management tells me to deliver all the mail and be back in 8 hours?” This happens when management disapproves your request for overtime on a PS Form 3996. My answer to the question is to ask your supervisor, “what do you want me to do with the mail I’m unable to deliver within 8 hours? Do you want me to continue delivering or bring the mail back to the office?” If management instructs you to bring it back, then of course bring the mail back. If management says continue delivering, you are covered by a Step 4 Settlement (M-00326), which reads, “Although there was no expressed authorization to complete the delivery of the mail on an overtime basis, the permission would be inherent in the authorization to continue delivery after notification that the qrievants were unable to complete the routes.” At no time should you work overtime without prior authorization.

131.44 Report on PS Form 1571 all mail undeliveredincluding all mail distributed to the route but not cased and taken out for delivery. Estimate the number of pieces of mail.

Most recently, we have been informed that a stand-up talk was given instructing carriers to be out of the office within 45 minutes. Before, the instruction was to be out of the office in 1 hour. Now, it is management’s position since coming back from their annual year-end meeting somewhere in Lake Tahoe, that the carriers should be out of the office in 45 minutes. Some were told that the 45-minute instruction is a “National Expectation”.

If this is happening in your office, do not fret. I understand that being a carrier, you want to provide the best customer service, that you want to deliver all the mail distributed in our cases. However, management is preventing you from providing the best service to our customers by pressing you to be out of the office in 45 minutes. Some may feel it’s causing a hostile work environment.

Whenever management instructs us, we are obligated to follow instructions unless the instruction will place us in imminent danger. If we feel the instruction is not appropriate, we must nevertheless follow the instruction (unless the instruction is not safe) and grieve later.

In the event management instructs you to be out of the office within 45 minutes and will result in your inability to case all the mail, request a PS Form 1571 and report all undeliverable mail based on management’s instruction. Indicate the type of mail (1st, 2nd or 3rd class), and the reason for leaving the mail behind. Also ask for a copy of the PS Form 1571 because management is required to provide a copy of the PS Form 1571

upon request pursuant to Article 41.3.G of the National Agreement.

131.45 Do not curtail or eliminate any scheduled delivery or collection trip unless authorized by a manager, in which case you must record all facts on PS Form 1571.

Based on the carrier mentality, to provide the best customer service, you must separate that from making the unilateral decision to take what you believe you must deliver on any given day. As a mail carrier, it is not your responsibility to manage the mail Section 131.45 from the M-41 Handbook above requires us not to curtail or eliminate any scheduled delivery unless authorized by a manager. If they are instructing you to curtail mail, then we must follow the instructions. I understand also that it will be there for you to deliver the following day and maybe the following days, which could be frustrating because it doesn’t make sense. I was told a long time ago not to even try to make sense of the Post Office, because I may go crazy. I pass on the same message to all of you.

Believe me when I say that we will be keeping a close eye on whatever is going on. We will be informing management at the district level and put them on notice. When the sh hits the fan, some management at the local level will be made an example of by their own. It happened before in other installations, and I feel it’s heading in the same direction.

131.46 Before you leave the office, enter on PS Form 1571 the mail curtailed; when you return, add any mail which was not delivered and which was returned to the office

Similarly, when you are required to bring mail back from the street, you must also complete a PS Form 1571 in the same manner, by having the form signed and request for a copy. This way you are covering yourself from any potential disciplinary action.

Lastly, I want to thank all our brothers and sisters who have served and are currently serving in the military for your service! Happy Veterans’ Day and may God bless each and every one of you!

We remember our Veterans for their service.

On September 23, 1986, a proclamation was made by then President Ronald Regan that “In order that we may pay fitting homage to those men and women who have proudly served in our Armed Forces, the Congress has provided (5 U.S.C. 6103 (a)) that November 11 of each year shall be set aside as a legal public holiday to honor America’s veterans.”

He continued…

“Their willingness to give freely and unselfishly of themselves, even their lives, in defense of our democratic principles has given our great country the security we enjoy today. From Valley Forge to Vietnam, through war and peace, valiant, patriotic Americans have answered the call, serving with honor and fidelity.

On this special day, our hearts and thoughts turn to all the Nation's veterans. Let us reflect on the great achievements of those whose sacrifices preserved our freedom and our way of life. With a spirit of pride and gratitude, let us recall their heroic accomplishments and thank them for their unselfish devotion to duty. They are indeed worthy of the solemn tribute of a grateful Nation.”

The willingness of America’s veterans to sacrifice for our country has earned them our lasting gratitude.

HOW TIME FLIES

Life at the Post Office has changed over the years, for instance, accountable things that were signed in and out were taken seriously. You were always provided with a clerk to sign you in and out. Especially arrow keys. There was, heavy consequences for losing or mishandling accountable items. Nowadays no worries, it’s help yourself service in Berkeley, which is not proper. Hopefully all these will be corrected with grievances.

There was a time when scanners didn’t exist, everything was done manually. Now we are being tracked our every move, and our scanners are everything, we cannot work without one. It would be impossible; we no longer have that solitude of privacy as we do our work. So as time flies by, so does technology Who knows what new thing the current scanner can be replaced with, an interesting thought.

Berkeley Blues News!

Interesting things have been happening in Berkeley. Have you guys in Berkeley noticed a little more street activity by management, looking for all your deficiencies? How many of you were caught without wearing a seat belt on? Well, so many of you did so, why? I can’t answer that, only those that were caught can. It’s an unfortunate situation for those of you that this happened to.

Life is so precious, it is very important to be sure you are wearing a seat belt at all times in motion not to mention, “it’s

the Law,” I just can’t figure it out, why so many carriers do not wear their seat belts. I can be in another city and spot a mailperson not wearing a seat belt. It may take you some more time doing your route, but what the heck, it is always better to be safe than sorry.

Some of you were even disciplined for this unsafe act. Never put yourself in that situation again, the headache it causes when having to defend yourself, or justify your action, and is not a great feeling. Take that time needed to do the right thing, “Buckle up.” Your life depends on it.

Lately Berkeley carriers are being hit with “you only have 45 minutes in the office,” to get out on the streets, the new strategy, a reminder by supervisors constantly telling you to get out, “WOW” the flavor of the moment. Not sure why this is a must, but it can be annoying to hear every morning repeatedly. Keep this thought, no matter what you must put safety first. If you’re rushed to get outside, and have an accident, for example, you can’t blame management, it will always be on you, so don’t allow management to mistreat you.

Another big thing in Berkeley is, are the carriers writing up their vehicles, when things are not working right? Most recently management wanted me to use a vehicle that was extremely filthy inside and there was mold growing inside the vehicle Unbelievable! I refused to use it and wrote it up on a PS 1767. Almost every different vehicle I was given had some kind of problem, what I didn’t understand was why no one had written their vehicles up in the first place.

Report your vehicle for any problems.

ARTICLE 4, Section 3

Current Language:

All Officers shall be elected for a two-year term and hold office until their successors are duly elected and installed. The Officers will be installed at the November meeting in the odd numbered year.

New Language:

All Officers shall be elected for a three-year term and hold office until their successors are duly elected and installed. The Officers will be installed at the November meeting in the year elected. All Officers installed in 2025 and thereafter will serve a three-year term.

ARTICLE 4, Section 4

Current Language:

In the event of any office, except that of the President which is expressly provided for in Article 6, Section 2 of the National Constitution for the Government of Subordinate and Federal Branches, becoming vacant between elections due to death, resignation, disqualification, refusal neglect of such officers to discharge the duties of their office, that office will be advertised to the Branch in the Branch newspaper for a period of one (1) month following the mailing. A three (3) member committee shall be appointed by the Branch President to interview those candidates who apply for the position and present one of those candidates to the Branch President for appointment.

Any check drawn on the accounts of the Branch not presented for payment within 90 days shall be reissued upon request made by the recipient. The branch can deduct any expenses it incurs as a result of reissuing the check, as it previously issued payment and this new form of payment is for the benefit of the employee. However, before deducting the expense the local (Branch) must get advance written authorization from the employee to do so.
