REAL AND VIRTUAL BRANCH MEETINGS In-person Branch meetings will resume in August. But members will also be able to be present by “virtual.” means. The choice is up to you. The next Branch meeting is Tuesday, July 27 at 7:00pm. It will still be only virtual.

The Branch Paper Turns 40 This month the Greater East Bay Branch 1111 News is 40 years old. The first issue (pictured right) came out in July 1981. Leafing through the premier issue we can see it mirrored the problems of the time, and not surprisingly they all seem very familiar; constant management harassment and incompetence, the same as now but with a different cast of characters. At that time 10 independent East Bay Letter Carrier Unions merged to form Branch 1111. Since the first paper there have been 467 issues of our publication, and over those years it has garnered numerous publication awards at NALC Conventions. The paper has had been put out by three editors, all dedicated and competent: Dianne Peckham 1981-1987, John Jekabson 1987-2019, and Joshua Pearl since 2019.

Next Generation Vehicle The long awaited and overdue new Postal vehicle may be even further delayed. The USPS is facing a lawsuit from failed bidder Workhorse over the awarding of the contract to Oshkosh Defense. Workhorse alleges the Post Office broke its own rules in how it awarded the contract. The bidding process is also being scrutinized by Congress and criticized for its low percentage of fleet to be made electric. Be good to your LLV, you may be together a while longer

The Post Pandemic World By Edward P. Fletcher, President

As we move forward in 2021, we continue to evolve into a new normal of our post-pandemic world. Although many states have opened up and the Center for Disease Control (CDC) has made recommendations that those individuals who have been vaccinated do not have to wear masks, the Postal Service has not. After the State of California announced its reopening guidelines on June 15, 2021, I called the CA-2 Sacramento District leadership team to ask them if their mask wearing policy has changed. I was told at that Postal Service is still requiring its employees to wear masks while at work. I recently heard Dr. Anthony Fauci on “Meet the Press” recommend that while indoors and even if you are vaccinated, that individuals should continue to wear masks as extra protection from the COVID-19 variants. be notified in the August 2021 Branch newspaper, as well as the Branch 1111 Website and through postings at individual Branch stations. We will keep you informed of any changes. California State Convention 2021 The California State Association of Letter Carriers (CSALC) Convention is held every three years. That is when all of the Branches and their delegates in our state come together to discuss and vote on resolutions, hold nominations for State Officer positions and attend training classes. It is an invaluable experience and an opportunity to network with other Branches. Unfortunately, we were not able to hold any conventions in our state in 2020, and it was rescheduled twice. The good news is that the 2020 CSALC Convention will finally be held on November 18-20, 2021 in San Diego, California. The Branch 1111 delegates who previously qualified can now attend it. As per our ByLaws under Article 5 Section 6, “Any elected delegate to any convention must have attended a minimum of 80% of the regular meetings during the of time between delegate elections in order to receive Branch funds for expenses…” The qualifying period for the 2020 National (cancelled) and State Conventions was between the August 2017-2019 Branch meetings.

On June 22, 2021, the Branch 1111 membership adopted the recommendations of the Executive Council regarding safety protocols for in-person Branch meetings beginning on August 24, 2021. We are asking that all members who attend these in-person meetings voluntarily cooperate and abide by the protocols to ensure the safety and health of all of our members and their families. The following guidelines were adopted: 1. Masks are to be worn at the Branch Meetings. 2. Temperature readings are to be taken of those who attend. 3. The Branch strongly requests that all members who attend the in-person meetings are to be vaccinated. 4. It is strongly recommended that unvaccinated members or anyone that is unable to attend the inperson meetings, are to utilize the Virtual Branch Meeting option that is available to all members. 5. Hand sanitizers will be available for use at the meetings. If at any time prior to the August 24, 2021 meeting the CDC, the State of California and/or any other recommendations from safety organizations have changed for the worse, the Branch will go back to all virtual meetings. If that is the case, the membership will 4

INSANITY IS THE REPETITION OF THE SAME ACTION OVER AND OVER AGAIN EXPECTING A DIFERENT OUTCOME By Jose Ochoa, Executive Vice President

Working for the Postal Service makes you wonder if management understands the definition of insanity. For example: When was the last time any post office had a full complement of employees? As a result, keeping all or most offices operating below complement, carriers are mandated to work overtime, days off cancelled, working to exhaustion thereby resulting in an increase of sick calls, and finally “rewarded” with lots of discipline and lower morale -- again and again! Hiring new carriers only to work them 12 hours per day, 10 or more days without a day off and then wondering why they quit? Again and again! For years, moving an abusive, disrespectful, aggressive, vindictive and hostile manager from one office to another with the same chaotic results. Over and over again! Management’s insane fixation with stationary time, even though they can’t find anyone sitting under a tree. As long as you are working, Management can’t prove that you weren’t. Because they can’t rely solely on a report to successfully discipline you. Managements so called “evidence” are pictures that don’t show the carrier or the postal truck at the specific locations where you are supposed to be stationary. On a different subject, in this hot weather if you are experiencing heat exhaustion, symptoms of heat stroke, stop working! Depending on the severity of your situation, call 911 and if possible, your supervisor. So far, it is projected that August is the first in-person Branch meeting, we are really looking forward to seeing you, remember it is also election nominations night. HOW DOES WORKING FOR THE POST OFFICE FEEL? By Liz Corriea, Berkeley Shop Steward

If you are looking for a challenge, where you don’t have anything better in life to do, and you could care less about spending quality time with your family, and you won’t absolutely have any spare time for yourself, and you do not mind being bullied by Management, well then, you ought to check out

Branch 1111 News Berkeley. I know I‘ve mentioned all this before, -- but I can’t help myself because some places just don’t get better. Have you ever had a job that you really enjoy and look forward to coming to work every day with a smile? Do you think there is such a place? I am sure there is and my experience in the Postal Service has not been all bad. That is until recently, when it started changing, and unfortunately for us we got bad leadership from our incoming Postmasters. Saying Good Bye Can Be Sad I would like to mention one of our Shop Stewards in Berkeley -- Renee Frazier. She is leaving us and will be greatly missed. I am so happy for her because she is transferring to a place close to where she lives, and her working hours are from 6:00am to 2:30pm-- Fantastic! Way to go! Can you imagine having time for a life after work, not like what she was experiencing with our insane hours in Berkeley. Best wishes to our union sister! Berkeley Blues The newest thing for Berkeley is the amount of discipline the carriers are receiving for “Stationary Time,” and being charged with “Failure to Follow Instructions/Unacceptable Work Performance.” I am still trying to figure what postal rule covers “stationary time” that Management is claiming carriers are violating. Possibly it doesn’t exists. It appears like the senior carriers are the victims of discipline, not to mention our veteran employees who served our country and now must battle with Management. That can drive anyone crazy. What on earth is Berkeley Management thinking? Oh I know, they need to justify the need for their position, -- so their positions are not eliminated. We have one person in management who is controlling all the disciplines. Others in Berkeley Management are acting like they handle their own disciplines, but when you interview them, they don’t know what they wrote -- that is a dead giveaway. Berkeley Management can’t fool all of us. A word of caution; be sure you have your scanner with you at all the times, except when you use private time, breaks and lunches. We don’t want to give Management ammunition to go after you with discipline by stating you were stationary, and then you can’t prove that you were working. Once you receive a letter of warning, Berkeley Management is already preparing for the next discipline, so they can rapidly give you progressive discipline, and this is not a good thing. Be careful, they are depending on their computer, watching and tracking you. My feeling is that they are being selective, Berkeley has a history of going after the same carriers, which also give the appearance of retaliation. In those situation be mindful that you may want to reach out to EEO. While Berkeley is so unorganized and totally chaotic to me, I find it embarrassing to mention that I work in Berkeley. But I still believe in hope that someday it will get better, especially if our leadership changes. Carriers who work in Berkeley be sure to educate yourself about your job. You might be surprised that you know more than Management. Knowledge is Power 5

Safety Talks By Narciso Paderanga, IV, First Vice President

What is the first thing Management claims when an employee is involved in an accident or an injury? That the employee is required to work in a safe manner at all times and the employee failed to work in a safe manner. How often does Management conduct a safety stand-up talk in your station? The EL-801 Supervisor’s Safety Handbook Section 1-7 states: “Scheduled safety talks are intended to promote safety awareness. All line supervisors are required to conduct safety talks at least once a week with their employee groups, including temporary, casual, and relief personnel. It is important to make the topics of safety talks relevant to your work situation and interesting to your employees. Involve them in developing topics and provide an opportunity for discussion and demonstration when applicable.” Clearly, Management’s own handbook requires its supervisors to conduct safety talks at least once a week and it requires supervisors to involve employees and give an opportunity for discussion with their employee groups. The mandate stated on its own handbook (for a weekly safety standup talk) is not met simply because it sends messages on your scanners. It is not met when it makes an announcement on the intercom. It is not met if it does not involve employees and/or provide them an opportunity to ask for clarification or make relevant comments. However, it should not be forum for a debate. A Step 4 Decision states there is no requirement that letter carriers initial, date or verify the time used for periodic safety talks on a PS Form 2548A, and it is not a condition of employment under a threat of disciplinary action. In some stations, carriers are required to clock into function 782, however, function 782 is only used for “classroom training” and “work hours for on-the-job training”. Therefore, it is inappropriate to require carriers to clock onto function 782 when conducting safety stand-up talks. Be proactive and hold Management accountable for its lack of action and/or lack of responsibility. Conduct a quarterly safety meeting with the Safety and Health Committee. Safety is a very important aspect of our job. We all should do our part or contribute in order to have a safe work environment. In Unionism

How to Beat the Heat! By: Terrence Lee Super, Fourth Vice President

Another summer approaches us and we have already hit record high temperatures--- and it is only going to get hotter. It is no secret that delivering mail in this extreme heat is one of the toughest things to do as a Letter Carrier. You are to be commended for dealing with all the hazardous weather elements you face every day. Which brings me to some serious things to talk about. This is going to be an incredibly challenging summer because a lot of carriers are on EFEL (Emergency Federal Employee Leave), and we still have a lot of new PTFs and CCAs quitting, which puts more work on the carriers who don’t want the overtime. Carriers are also calling in sick on a more regular basis because they are tired and need the rest; and let’s not forget the carriers who are on their much-needed vacation……you all know the drill! So, it is no surprise that certain installations have anywhere from 12 all the way up to 25 routes ---on an average---down per day! This puts an unreasonable burden on the carriers who actually come to work despite this being the case. So, enough venting, the question is: What do we do about it? Well, everyone knows that when it comes to us as your leaders, we are constantly in the Districts’ ear about how they are not hiring enough help, and the people they do hire, they burn them out within the first month of their probation period. That MUST change, we are not going to be able to keep anyone longer than two months if local management does not stop this continuous vicious cycle. Have you ever heard the saying, “A hard head makes a soft behind?” When a child doesn’t listen to the parent or refuses to learn their lesson, then it should be no surprise when one suffers the consequences. My point is that it’s vital that the Postal Service listens to us. We are actually in your offices and get valuable feedback from all of you, so we know exactly what’s going on in the areas we represent. Soon, we will be meeting with the new California 02 District to make a very strong attempt to help them understand what’s going on and to work on a solution to fix the problem. If they do not, the situation we have been dealing with for the last ten years or more, will continue to be the case for years to come. We at Branch 1111 do not want that and, hopefully, the District doesn’t want that either. In the meantime, during these summer months remember to drink plenty of water BEFORE you hit the street to deliver. Don’t wait until you’re thirsty to then start drinking water. Both heat exhaustion and heat stroke are serious conditions. Carriers have lost their lives in this heat and the Branch takes the position that if you are feeling any of the following symptoms, you are to immediately call your supervisor and let them know. If it’s really bad, you should immediately go into an air-conditioned building to cool off, rest, and hydrate. The symptoms are:

dizziness

mild confusion

fast heart rate or breathing

headache

irritability

extreme thirst

nausea or vomiting

pale skin

heavy sweating

fainting

Management should have water for you to drink in the morning. Now contractually, Management does not have to do this, but we have convinced them that this is what they SHOULD do to prevent our carriers from passing out while they are in this heat. Please don’t abuse this provision, just take what you need. Unfortunately, we’ve had carriers take cases of water home and that is not the purpose of this arrangement. Also, please help one another out. The only way to get through this heat wave is to work together and help your fellow Letter Carriers. We are the most trusted and respected government entity in the world. So, let’s show them why that is. Love you all and be safe out there!

When you call, please provide me with your email address; and if you are going to call into the meeting, please provide me with the phone number you will use for that. This is extremely important because when you call into the meeting, I will have to be able to identify you to not only make sure you are a member of the Branch but also for security purposes. I want to make sure that anyone who is not comfortable physically coming to the first Branch Meeting since COVID-19, is still able to FULLY participate in the meeting as far as speaking, voting, and requesting clarification on any and all motions and/or nominating delegates. We want ALL our members to be able to experience the Branch Meetings even if they cannot be there physically. 7

Stand for What is Right Even if it Means Standing Alone

we had let go of our fears and gone for it. Of course, good things don’t always happen when we take action, but I’m going to argue that more good things happen when we go for it than when we run from it. There’s another old saying that, “It’s better to make errors of commission than errors of omission.” Even if things don’t work as planned, at least we know and, with that knowledge, we don’t spend your living (and dying) days wondering what could have been.

You feel powerless…You are told what to do from 7:30am, (maybe 8am now) to 9:30am. Then sometimes just when you think you have a several hours alone on street delivery; Bam! Your supervisor drives up to conduct street observation…

At the end of any given day, the past year, when I retire, or on my death bed, I want to look back on my life and be able to say “I left it all out there.” We can only do that when we aren’t afraid of life. And the only way to not fear life is to believe that regret is the worst emotion you can feel.” (Jim Taylor Ph.D). (Underline Added)

But wait, who are those fellas dressed in blue with a pep in their step?

Will you be one of the few, the proud, to put it all on the line?

You see the wear in their faces, but somehow, they always have a positive vibe and a helpful demeanor. They have been forged in the fires of conflict and strife; threatened by the morass of ignorance and violence; spread thin like a protective tarp over the jobs and lives of their fellow workers.

There is nothing more liberating than to know you did all you could, no matter the consequences; that you have left it all on the battlefield.

You see when you go that extra mile for others, the world pays attention. Life rewards you more than you could ever have imagined. Will you join us in improving the lives of letter carriers? Will you risk it all even if it is out of your comfort zone? Will you?

I want to say I am very proud of each and every one of you who have or will take this leap of faith, whether in your office or by running for a position within the Branch.

Social Media Pros and Cons By Julie McCormick, Third Vice President

I want you all to look at this social media post, which was posted to a public Facebook group. Look at it carefully and I want you to think to yourself if there is anything wrong with the post. (The identity of the individual who made this post has been blacked out to protect their privacy.)

July 2021 On the flip side of the coin, however, social media can be an extremely useful tool. Branch 1111 uses social media and the Branch website, www.branch1111.org, as a way to enhance communication and engage our members quickly and regularly. By using social media, it immediately puts news and information in front of Branch members. It also provides the opportunity for the membership to engage with one another and respond to updates and news. It can be a supportive and informed community of members engaging with each other in real time. That is the beauty of it.

This whole article may sound a bit cliché as it is being written by a Millennial who is indoctrinated in social media and the internet, but I think you would be surprised at how accessible and easy to navigate it can be. Here are my suggestions for resources, apps, and links to stay up-to-date on Branch 1111 and National NALC.

The first offense in this situation is admitting to a very serious infraction. The first two sentences of this post state, “So I got my EP (Emergency Placement) today. For livestream a video while DRIVING a postal truck.” This individual was in the performance of their duties, driving a postal vehicle, while using their phone to livestream and video themselves for the purposes of social media. Although it may not be the end of this person’s career, as the NALC will fight on behalf of this carrier, it is important that we all use caution when using social media. What you post on social media may be visible to anyone, including postal managers, postal inspectors, OIG agents, etc. In this example, the carrier explicitly admitted guilt and then posted it on social media for the whole world to see. As Letter Carriers, we never want to post anything on social media which could potentially get yourself or someone else in trouble. Additionally, if you are a part of the social media Letter Carrier groups, be careful of the “advice” or “my office does this” posts. Not everything which is written or responded to in these posts are contractually sound or accurate. If you ever have questions, reach out to your Shop Steward or Full-Time Officer so we can provide you the contractually sound response to your questions/concerns. 10
