General Meeting 03/25/2024

Call the Meeting to order at 7:00 PM: By President Edward Fletcher

1. 50/50 Drawing – We still have the 50/50 cash drawing for MDA.

2. On March 24, 2025, Arbitrator D. Nolan issued an expedited Award on the 2023 – 2026 National Agreement, which I will discuss in detail in my report.

Minutes from the previous Branch Meeting on 02/25/24, read by AST John Ferriera. A Motion to Accept the Branch meeting minutes as read by AST John Ferreira would be in order. Motion by Jeff Valentine/ 2 nd Mary Phelps Motion passed.

Communications: Secretary Treasurer Mary Phelps read the requests for excused absences. Che’ Perez, Ray Garcia, Joshua Pearl & Paul Petersen.

A Motion to Accept the requests for excused absences as read by Secretary Treasurer Mary Phelps would be in order . Motion made by Terrence Super/ 2nd Irene Hernandez Motion passed.

Financial Report: from February of 2025 read by AST John Ferreira.

New Members: The number of new members is 28 since the last branch meeting. A Motion to “Welcome the New Members” would be in order. Motion made by Ka Moon Yi/ 2nd Luis Cutolo. Motion passed. New members Ryan Bradley and Carol Cabiling were present with EVP Narciso Paderanga reading the “Initiation of Candidates” from the NALC Constitution with both welcomed to branch membership.

Executive Council Minutes from March 18, 2025, read by Trustee Ron Jones. A motion would be in order to approve the March 18, 2025, executive council minutes as read by Trustee Ron Jones. Motion by Jeff Valentine /2 nd Marisela Fletcher Motion passed.

Reports of Officers:

4th VP – April Patrick: Asked everyone to check up on your new PTF’s and CCA’S. Danville management has PTF carriers’ opening & closing on Sundays. I’ll be dealing with that. Make sure management is doing right when dealing with new hires.

3rd VP – Eddie Murphy: In Pleasanton a carrier was issued a 16.7 which ended up being a EEO with the carrier back to work in another office. EEO works when applied correctly. Ed, Narciso & April recently went to Richmond McVittie and conducted a stand-up concerning the return of Amrit, a manager that served a 9-month suspension for conduct now back. The Postmaster says he is instructed to stay in his office. When filing conduct grievances we cannot delay, move them up.

2nd VP – Terrence Super: I would like to give a shout out to John Ferreira who has been helping me with some of my cases. I have been seeing carriers driving with their doors open, through intersections, stop doing that. If you have a vehicle that is unsafe do not use it. Management cannot force you to use an unsafe vehicle. Terrence recognized Shana, Moses and Manny of the San Ramon Post Office.

1st VP – Mary Abante: Another vehicle caught fire in Pittsburg with the Carrier filing a CA1. If your vehicle isn’t running correctly fill out a PS form1767 and report it to Manny Peralta, one of the National Officers.

EVP – Narciso Paderanga: I’m in receipt of a Pre arb from North Oakland where management failed to provide a 1723 to the union with Rickie Cox able to get each carrier paid $150.00. Keep copies of violations from managers, they can be used at a later date. In North Oakland the OTDL is by zip codes. They are forcing regular carriers not on the list to work overtime, so the OTDL won’t go over 60hrs in a week. But carriers still are because I’m seeing discipline for carriers going over 20 hrs.in a work week. A carrier in a just cause interview said it’s not my responsibility to keep up of my overtime hours, that’s your job. Stewards look out for clock rings where management is deleting time when carriers work over 60. If you reach 60 hrs. and you are sent home do not take annual or sick leave. Especially if you are a regular carrier and scheduled to work that day you are guaranteed 8 hrs.

President - Ed Fletcher: On March 24, 2025, it was announced and posted on the NALC website that Arbitrator D. Nolan had issued a final and binding award on the new CBA. The length of the National Agreement is 3 years, May 21,2023 to May 22, 2026. Prior to that and on February 26, 2025, President Renfroe and Deputy Postmaster General D. Tolino agreed to a MOU

that included a single Arbitrator, mediation & stipulations. In short, the parties agreed to a dispute resolution process rather than a litigated Interest Arbitration process with a regular panel that included three Arbitrators. Prior to the arbitrator issuing his award on March 21, 2025, many Presidents and Officiers express concerns that President Renfroe would back door us once again, like he did on the Tentative Agreement, that was overwhelming rejected. It is my understanding that he did not discuss matters with his Executive Council what stipulations he would be agreed to prior to Arbitrator Nolan's extremely fast decision that was made. The Award included retroactive wages increases from November 2023 to 2025 that were slightly higher than the Tentative Agreement 1.3%, 1.4 % and 1.5 0/0. Six COLA's; 1K at Step P within 180 days of the award; Elimination of the bottom 2 Steps of Table 2, whereas the TA eliminated 3 Steps (180 days); Kept CCA's and the additional 1% to the general wage increase plus $ 0.50. Regarding Article 8 of the CBA, Arbitrator Nolan stated, "the parties will separately determine the implementation plan for the changes in Article 8." This tells me that President Renfroe has once again took it upon himself to decide our contract without any input from the membership and/or Executive Council. As for the retroactive pay adjustments, the new Step-P and the $ 0.50 for the CCA's and the elimination of Steps AA & A, it appears it will take up to 6 months.

Editor’s Report: Editor Joshua Pearl. John Jekabson stated they will be at the Branch May 7th & 8th 2025, if you have pictures, please send them and make sure you let us know the names of the carriers within the photo(s).

California State Vice President – Ron Jones. The latest state association lobby trip to Washington DC was the most important lobby trip we have ever had. The news that the Trump administration is considering dismantling the postal service, came at a time when our lobby trip was schedule. On our first day, Monday February 24, 2025, we met at NALC headquarters for training by our national officers on postal legislative issues. How to conduct ourselves on Capitol Hill when we interact with our congressional members. After the training, we moved across the street to a park and had a rally that was attended by all the postal unions, management associations and other unions and civic organizations. The event was covered by several national news organizations. The next two days, we lobby on Capitol Hill pushing our political agenda. We spoke to congressional members and/or their staff about the issues letter carriers are facing. I can tell you that we have a lot of support in Congress. This is a fight we must win. I have no doubt with everyone doing their part, no matter how big or small we will win.

Contra Costa CLC & Legislative rep – Vacant

Napa-Solano CLC & Legislative rep – Sam Green. CLC Social Event 03/27/25 @6p.m. We had a retirement party for Jon Riley who served the Labor Community for over 20 years.

MDA Coordinator – Marisela Fletcher. No Report

FOOD Drive Coordinators – I. Hernandez No Report

EAP Committee rep – Liz Corriea. No Report

LCPF Committee reps – Mary P., Ron J. & Narciso P. No Report Ron Jones added we will start reaching out to everyone concerning LCPF donations. We need members to sign up for LCPF. Mary shared when I announced it last Branch meeting 3 members signed up.

A Motion to pay the bills for April 2025 would be in order. Motion by Ka Moon Yi/ 2nd Jacob Morgan. Motion passed. The Good of the Association: Invite members to speak up for the common good of the Branch. Rickie Cox thanked the members for sending him to the DC Lobby trip. EVP Narciso Paderanga thanked all the carries that came to the meeting, we appreciate you. Oswald Jackob said be safe and listen to one another.
