NALC Greater East Bay Branch 1111 General Meeting October 22, 2024,
General Meeting called to order at 7:05 PM by President Edward Fletcher
Pledge of Allegiance: Led by Sergent of Arms Lumus Russell Moment of Silence: May we please have a moment of silence for our departed brothers and sisters, as well as family members who have passed since our last branch meeting.
1. Announcements: 50/50 Drawing – We still have the 50/50 cash drawing for MDA.
2. Retirement Seminar - It will be conducted by the NBA office on Sunday November 17, 2024, here at the Branch office.
3. 2025 Working Budget - The Executive Council is recommending the approval of the 2025 working budget, which is on the back table for review. If there are questions, it can be held out.
4. Tentative Agreement – On 10/18/24, the USPS & NALC reached a tentative agreement. The rank-and-file members will vote it “up” or “down.” Members will get the proposed T.A., and a ballot mailed to them.
I will discuss the proposed TA in detail in my report and give my recommendation.

o 2nd VP – Terrence Super – I would like to recognize two of my new stewards working at the San Ramon Office. Manny Perez & Moises Garcia - welcome. As mentioned already COP issue in all offices, please be sure to complete your CA1 when appropriate. I’m filing more conduct cases where the Postal Service where a lot of good carriers are quitting because of the way management is treating them.
o 1st VP – Mary Abante - Excused
o EVP - Narciso Paderanga – Currently I’m in receipt of Step B decision issued for discipline coming back in our favor. Article 8’s getting 200% in Oakland Civic Center. Cop is still an issue. Let the Branch know if your office is delaying mail, especially now that it is political season. Narciso recognized April Patrick and Eddie Murphy for stepping up and doing a great job.
o President - Ed Fletcher - On Sunday November 17, 2024, the NBA will be conducting a “Retirement Seminar” at our Branch Office from 10:00 AM to 2:00 PM. Please call the Branch to get on the list. A proposed Tentative Agreement was reached on October 18, 2024. The National Executive Council was not asked their opinion nor to vote on the TA. During the first 4 months of negotiations, B. Renfroe was absent due to alcoholism. He was not honest with anyone and conducted secret negotiations. He lied about the CCA pay. The $ 20 an hour in the TA is poverty pay for CCA’s. Renfroe stated that we were going to get substantial wages increases, we did not. Although the new Pay Scale gets rid of Steps AA, A, B, it is not retroactive. New clerks starting pay of 54k is higher, but we get more at the top pay scale. The UPS starting pay is higher ($35 to $ 40 an hour/93K per year). We still have CCA'S. No credible time. CCA pay is disgraceful at $20 an hour. The CCA’s and Table # 2 should have been abolished and everyone start as PTF’s. Uniforms costs have doubled (2x), and he only negotiated an additional $37. The top Step P increase was only 1K. No increase in pay for the Steps in between. There is no time frame pay for back pay, and it will probably take 6 months. The fixed Office time used to be 33 (?), now it is 20 minutes (another giveaway). It is a concession to the 1 hour only in
the office. No real increase for robbery/hazards. Article 8 should not have volunteers working over 12/60. It doesn't address 8.5.F. It is no longer a violation to work over 12-60 (lost addition remedies you might have). The TA does not address management’s continued non-compliance issues. We got nothing to improve Article 15 and the DRT process. Using the computer - why? JWIP states we can agree or grieve it. It does get expedite resolves for these types of cases. OTDL 10-hour preference is gone. New employee retention has work hour limits (8 or 10). They can force FTR to work overtime. A lot of waste, grievance pay outs and increased penalties. The City Letter Carriers are paying for management’s continued “mis-mgt.”

o Insurance Officer’s Report - Jacob Morgan - Open Season is November 11 – December 9, 2024, go to NALC HBP.org website to make sure your plan is offered. Active & retired letter carriers can go to OPM.gov and check to see the different insurance plans soon to be offered. During the open season please enroll in your own plan even if it is the same one you currently have.

o California State Vice President Ron Jones – We met Ms. Syman who is replacing Barbara Lee who seems interesting in working letter carrier issues.

o Napa-Solano CLC & Legislative Rep – Sam Green – We are looking for volunteers for phone banking, precinct walks and canvassing if anyone would like to volunteer, please notify me. We have new monthly CLC meeting dates.
