1. 50/50 Drawing- We still have the 50/50 cash drawing for MDA.
2. I would like to thank all the FTO's, Council members, Trustees and Stewards who helped set up, clean up and make this year’s picnic a success. Thank you!
3. On August 26, 2025, Branch meeting we will be celebrating retiree’s night and will be conducting Branch Nominations for the 2025-2027 term of office.

Special Guest(s): Jonathan Tanner was recognized and presented a 45-year union membership lapel pin. Reports of Officers:
4th VP – April Patrick: Discussed how routes are being abolished and/or added too. The seconds you keep your vehicle running, mail on the tray shortens your street time and management will add to your route. Talk to new PTF’s & CCA’s to let them know how to work safely and if you see someone doing something wrong correct them. In Berkeley they have demolished the stewards’ office and moved the office outside of the building to the parking lot! That is not going to happen, and we are fighting for our stewards to continue to have an office to process and file grievances. Berkeley refused to roll over their LMOU and that will be going to impasse.
3rd VP – Eddie Murphy: In Livermore we lost 15 routes thru route inspections now have 16 unassigned regulars and 6 PTF’s. Pleasanton lost 6 routes. If you don’t do your route by the book and in a safe manner, it’s going to cost you in the long run. Livermore’s equability grievance appealed to Step B came back in our favor; approximately $6,000.00 in total going to all those involved. In Richmond hilltop the Postal Service along with the NALC conducted a ceremony celebrating a fellow carrier with 40 years of service. The district manager was there along with a district safety captain. I took this opportunity to discuss the parking lot and how carriers are required to drive over a pedestrian crosswalk to get into the parking lot. Demonstrated how it was unsafe to do so, and they had no choice but to fix it. Davey Tree was hired to trim trees and concrete was jackhammer allowing the carrier’s a new and safer entrance to the parking lot. The Richmond LMOU was rolled over.
2nd VP – Terrence Super: Just want to acknowledge my stewards in San Ramon Shana, Moises, and Manny, as well as Che' from the Fairfield Installation, I appreciate everything that you all do. In Fairfield route inspections may be coming up soon, so everyone help your fellow carriers to understand how important it is to stop running their routes, and case their SPR's. You are killing your office time if you are not taking the time to do everything you are allowed to in accordance with the M-39 and M-41 provisions. I would like to thank Ed for his assistance with my route inspection cases. When it comes to Route Inspections Ed is a expert and has decades of experience with them. During the 60-day review, still continue to do everything correctly as far as
casing SPR's, not rushing, taking your breaks so that when we file on the 60-day review, we will have a good chance to get some of the routes we lost back.
1st VP – Mary Abante: One office decided to reinstitute the "red line" policy – that did not work. Management wanted to lock all doors but one to herd the carriers along one pathway. This was not allowed, due to blocking emergency exits clearly marked on the evacuation map. A grievance was filed as management decided to use a CCA to supervise carriers on Sundays rather than a supervisor.
EVP Narciso Paderanga: recognized Wil Leo from Fremont who is an upcoming steward. He discussed Alamo pre-arbs received in the union’s favor regarding CCA borrowed from one office to another. Carrier’s going over the maximum limits, as well as two pre-arbs from Walnut Creek regarding 16.7s issued to a carrier for tapping a supervisor on the arm and the other for not having a seat belt attached while driving. The branch received pre-arbs from Laurel regarding going over workhour limits with the Branch receiving $100 for management's continued non-compliance. Narciso advised carriers to clock on to the pivoted assignments to assist in proving the violations. His LMOUs rolled over.
President - Ed Fletcher: Implementation date for advanced annual leave provisions for CCAs and PTFs in accordance with Arbitrator Nolan's March 21, 2025, interest arbitration award Effective July 12, 2025. In accordance with the National Agreement Memorandum of Understanding (MOU) 40 hours of annual leave will be advanced to PTF employees, prorated to the end of the leave year for their first leave year as a PTF, and annually thereafter, unless and until the employee converts to full-time status. Upon completion of an initial 360-day appointment as a CCA, and immediately upon reappointment to any subsequent appointments thereafter, CCAs will be advanced 40 hours of annual leave. Upon initial implementation, CCAs will receive annual leave, prorated to the end of their 360-day term. Eligible CCAs and PTFs should see the credit to their annual leave balance reflected on the Pay Period 16-2025 earnings statement.
Implementation dates for CCA wage increases and pay table changes will become effective June 14, 2025 (PP 14-2025), all city carrier assistants (CCAs) pay rate will be increased to reflect an additional $0.50 per hour. This increase is in addition to their cumulative general wage increases. Also, effective June 14 (PP 14-2025), all city carriers currently in Step P in Tables 1 and 2 will receive a one-time pay increase to an amount that is equal to a flat dollar amount of $1,000. With carrier technicians to receive $1,021. These increases are in addition to the general wage increases and COLAs. The Postal Service expects the eliminations of Table 2 Steps AA and A to be effective July 12, 2025 (PP 16-2025). In conjunction with the elimination of Steps AA and A, all city carriers in those steps will be advanced to Step B and begin a new 46-week waiting period to be completed before advancing to the next step. The USPS indicated the retroactive backpay calculations are ongoing and expect payment in August 2025. The retroactive pay will include Nov. 18, 2023, and Nov. 16, 2024, general wage increases (plus the 1 percent additional increases for CCAs on those dates) and the first four COLAs for career carriers. Editor’s Report: Editor Joshua Pearl. We will be doing next month’s edition on July 9th & 10th . California State Vice President – Ron Jones. The postal coalition met on zoom June 24, 2025, and discussed all of the legislation pending: *Protect our letter carrier act *Oppose postal privatization *Federal retirement fairness act *Improving access to worker compensation for injury federal Worker act. *USPS shipping equity Act 2. The postal coalition is attempting to get additional states to join us at our zoom meeting. President Renfroe spoke before Congress today on letter carrier safety. This is before the "House Sub-Committee on government operation on the future of the postal service . Alameda County CLC & Legislative rep – Ron Jones. Both labor councils are working on "Workers' Rights to Organize". Assembly Bill 288 passed to give worker rights to organize. Contra Costa CLC & Legislative rep – Vacant. Napa-Solano CLC & Legislative rep – Sam Green. The Napa-Solano meeting now changed to Wednesday nights @ the Sheet metal union hall 6 p.m. 4th wed. of the month with volunteers needed.

Old Business: We are finalizing the Steward Recognition Brunch. It is September 28th, 2025, from 11:00 am to 3:00 pm. It will be at UC Berkeley. Once finalized we will be sending a list around to see who will be attending.
New Business:
A Motion: A Motion to pay the bills for July 2025 would be in order. Motion by Ya Moon Yi/ 2nd Marisela Fletcher/motion passed.
The Good of the Association: Invite members to speak for the common good of the Branch. Ed spoke about Verla Craven’s many years of dedication to the Branch and its members, and his work with the labor council. Ron Jones also shared how Verla was very active in making Branch 1111 what it is today. He also was very proactive in the purchase of this building.
