RISING THREATS

PNP Nagcarlan raises alarm on public with 74.14% increase on crime rates

Destiny Erika B. Gesmundo

PNP Nagcarlan raised alarm in one of their reports showing an increase of 27 from last year’s number of crimes committed – from 152 to 179 – on the special law rates which remained the highest among the recorded crimes causing distress to the public.

In the year 2022 records, it shows that the use comprehensive dangerous drugs act of 2002 has emerged as the second to the highest record, with 46 recorded crime rate, while 2023 has 71 crimes being the highest for the said year.

PCMS Chief of Investigation Moises Cuadla emphasized that the PNP are still intensively going after the drug users and pushers–noting that the PNP Intelligence Committee has been investigating the issue thoroughly.

“Kaming Nagcarlan MPS, ginagawan na ng paraan ang problema sa droga,” PCMS Cuadla emphasized.

Unfortunately, the continuous increase patterns of crime rates on the recorded crimes on special laws– specifically on illegal number rates – extends from 54 recorded to 61 crimes recorded by the NMPS.

“Nagcarlan faces the challenges of devising comprehensive strategies to combat this specific crime and enhance safety for its residents–needing the urgency for symposiums, talks, and seminars regarding special law enforcements,” PCMS Cuadla added.

Recurrence of special laws as the highest crime holder continues to alarm the NMPS, saying it has been the focus of the agency for the past seven years.

“Hindi rin namin inasahan na sa statistics ay tumaas ang kaso ng drugs at mga gambling, kasi naka-focus ang Nagcarlan MPS sa mga ganoong kaso,” Cuadla emphasized. Nagcarlan Municipal Police Station has recorded this for the last two consecutive years – 2022 to 2023 – reveals concerning threats towards the citizens.

“Ginagawa namin ang lahat, mga matitigas talaga ang ulo ng mga tao ngayon. Ilang beses nang nahulihan pero nahuhuli ulit sa ganoong kaso. Pero syempre, meron ding mga nahuli na, na talagang nagbago na pagkatapos ng rehab,” PSMS Cuadla.

2023 continued the distressing pattern, with multiple reported cases, Public engagement, law enforcement collaboration, and targeted intervention programs are essential components

Nagcarlan MPS nabs 6.15% RTI

Nagcarlan Police Station, Laguna Provincial Police Office, Police Regional Office 4-A recorded 11 road traffic incidents, with a percentage of 6.15% out of 179 recorded, committed crimes.

Nagcarlan Municipal Police Station recorded a lower percentage of traffic incidents in 2023 than year 2022, it is indicated that last year’s statistics on traffic incidents is 5.41% lower than the previous year.

NMPS Chief Investigator, PCMS Moises Cuadla, stated that PNP conducted PNP checkpoints to prevent, decrease these cases such as RIR Homicide, Physical Injury, and Damage to property per year.

He also mentioned that there are cases in which violators are students without license, he includes that this offense will aggravate a person’s

situation when involved in an accident once the police found out that he/she does not have permission to drive a vehicle.

It is according to Republic Act No. 10930, in which stated that, an act rationalizing and strengthening the policy regarding driver’s license by extending the validity period of driver’s license, and penalizing acts of violation of its issuance and application amending for those purpose section 23 of Republic Act No.4136.

“Nasa special law natin ‘yan ng R.A 4136 at ng Land Transportation Office, first and foremost while you will get to drive a motorcycle, you must secure a license dahil ‘pag wala kang license, it is a crime, it’s a violation you might be subjected for arrest and penalty,” PCMS Cuadla said as he answered the question about the

appropriate punishment to non-licensed violators.

Vehicle drivers who are caught driving without license including those who are carrying expired, suspended, revoke, fake license is a hefty Php 3,000, in addition drivers can get their vehicle impounded or towed since there is no authorized person to drive it .

Furthermore, these rules and regulations were mandated by LTO to impose fines and penalties to drivers who failed to carry a driver’s license while driving on open roads, additionally, this measure emphasized the importance of drivers to have their driver’s license readily available while operating a vehicle.

10 Bags of Trash Heap Up Historical Landing Point

More than ten bags of trash were collected on Landing Point during the simultaneous clean-up drive.

Nagcarlan Municipal police held a simultaneous clean-up drive on January 6, 2023 at around 6:00 A.M. led by PCMS Christopher Encarnacion, MESPO participated the launching of DILG’s KALINISAN (Kalinga at inisyatiba para sa malinis na Bayan).

Throughout this clean-up drive, PNP were disappointed as they observes pile of garbage scattered around at Landing point, where tourists usually visits to witness the stunning night view of Nagcarlan.

The garbage collected by Nagcarlan Municipal Police and LGU Officials were properly segregated before turning in at every barangay MRF around the area.

He added that the primary cause of this issue was due to the reason that the destination is still open for public and there is no restrictions for visitors.

The Landing Point is not yet included on Protected sites of Nagcarlan, which allow public to pay a visit anytime even at night for certain hours.

PCMS Moises C. Cuadla mentioned during an interview that there are police officers

whom patrol around the area occasionally or when they were requested to search around to monitor curfew.

According to Philip Panaglima Violanta, from one of his works published titled “The Landing Point, Tayak Hill as well as the the people who are residing in Landing point, it is called as it is because it was utilized by American troops as a covert location to drop food, weapons, and ammunition during World War II.

Some people also said that these American people also constructed a fake runway out of Marsden matting steel which are utilized during this time.

in the pursuit of a safer and more secure community.

Furthermore, PSMS Cuadla said that Nagcarlan is becoming a safer community as it is indicated in PNP crime statistics that one of the highest crime is just illegal numer game and not those crime cases about Anti-child abuse law, Anti-VAWC ACT 2004, and such.

He mentioned that PNP is planning to conduct activities, operations to further enhance the knowledge and capabilities of the citizens in Nagcarlan.

PINHS faces “used condom” controversy

School maintenance, Mr.Frederick “Kuya Pedeck” Roño, reported the used condoms that were found behind the Material Recovery Facility of Plaridel Integrated National High School, adding that it was an unexpected encounter for junior high school students.

Mr. Roño also stated that the number of condoms found was four, and confirmed that it occurred more than once, saying that most condoms were seen during his early schedule in the morning.

“Maaaring may kakulangan din ang mga magulang na pangaralan ang kanilang mga anak at tanging paraan lang ay ang gabay ng mga guro,” Kuya Pedeck stated.

Addition to that, he explained that as soon as he saw the used condoms behind the building, he quickly informed the principal about the controversy, adding that the usage of condoms might be from the curiosity of students.

On the other hand, Ms. Patricia Arban, was alarmed by the news, saying that the condoms were found behind the grade 10-Maaasahan’s classroom–stating her fear that there is a high possibility that the section’s students are to be suspected for the shocking incident.

Furthermore, Ms. Arban stated that the students’ awareness on sex education results in the continuous use of condoms behind the building.

Ms. Arban suggested students should deepen their knowledge on sex education before trying sex materials–saying the knowledge of the students shall be used as an awareness.

Yes-O to dip solid waste issue

Youth for environment in schools - Organization stresses the improper disposal of wastes in MRF’s proximity to Plaridel Integrated National High School, which said that may affect students’ health.

PINHS Yes-Organization holds a symposium on solid waste management which concerns “REVOLUTIONIZING WASTE MANAGEMENT FOR A SUSTAINABLE TOMORROW”.

Yes-O Auditor Anica Jane Castillo stated that it is noticeable the lack of discipline of some students resulting in issues of the school regarding the disposal of garbage, where designated trash bins are being ignored by students and still choose to scatter their litter around the school.

“Lagi kaming nakabantay sa MRF para ayusin ito at mapagaabihan ang mga kapwa students na hindi nagtatapon ng basura sa tamang tapunan. Hindi rin naman kasi maiiwasan na ang mga hindi nagtatapon nang tama—kaya ito yung way namin para maisaayos ito,” Ms. Castillo added.

Furthermore, symposiums, talks, and seminars are some of the future projects that are proposed on the action plan of YES-O, noting that the education on the issue needs to be spread.

“Marami pa po kaming proposed projects na gagawin sa school year na ito. Kahit na medyo nagka-problema within the org, nagawan agad namin ng solusyon at hindi na ito pinalaki upang makatulong pa lalo sa pagsasaayos ng kalinisan sa ating paaaralan,” Ms. Castillo ended.

Go against Jeepney Phaseout

Precious Grace U. Arvesu

A concerning news hits the entire nation regarding the jeepney phaseout due to the implementation of the Public Utility Vehicle Modernization Program (PUVMP) which could affect jeepney drivers and commuters, specifically students.

According to the Philippine Star, last December 30, 2023, the Makabayan bloc made a lastminute call for Malacañang to stop the implementation of the PUVMP which would lead to the phase out of traditional jeepneys. We could agree with their statement since many jeepney drivers and operators will lose their source of income.

Piston and another transport group, Manibela, said that replacing traditional PUVs with a reduced number of modern jeepney units might lead to some 86,000 PUV drivers losing their jobs. We could say that a lot of drivers could lose their jobs, which can make them have a hard time in their daily lives.

It was mentioned in an article in the Inquirer that the petitioners argued that the administrative orders were issued in grave abuse of discretion and violated their constitutional right to freedom of association and the voluntary nature of a cooperative under Republic Act (RA) No. 9520 or the Cooperative Code. This means that the government launched a plan which is not in accordance with a law. They are the lawmakers, but they are also the ones who are disregarding it.

GABRIELA Partylist Representative Arlene Brosas said there is pressure on drivers and operators to join transportation cooperatives or companies, which means they have to dissolve their current associations and risk losing their jobs. This statement proves that PUVMP does not do anything good for the jeepney drivers and operators.

Moreover, Brosas reiterated that the PUVMP will only lead to a ‘severe crisis’ in the public transportation sector, affecting not only jeepney drivers, but millions of Filipino commuters. It could be said that the jeepney commuters will be forced to use other modes of transportation which could cost them more money.

Mar Valbuena, President of Samahang Manibela Mananakay at Nagkaisang Terminal ng Transportasyon or MANIBELA, notes that the government is removing the livelihood of the people, which it should protect. If they remove 10 percent of jeepneys from the roads, many commuters will already suffer. We could have the same mind because we are already suffering from the jeepney strike, what more if there will be jeepney phaseout.

Activists accused the government of designing a transport program for the benefit of big corporations and foreign investors to the detriment of 300,000 drivers and small entrepreneurs. This shows that our government supports and promotes importation of foreign products which makes our country lose its image and value.

Taking everything into account, there are many negative effects of jeepney phaseout. Drivers will lose their jobs. This plan violates their freedom of association and the voluntary nature of cooperative rights. Filipinos will be affected since there will be a transport crisis.

Government officials should think of other plans which can improve the quality of transportation without affecting the drivers. If they will continue the modernization program, they should provide a good amount of subsidy to lessen the problem of drivers. They should not disobey the laws they made.

Un’FARE’ Discount

Land Transportation Franchising and Regulatory Board (LTFRB) reminded public utility drivers that 20% discount fare will be allotted to PWD’s, senior citizens, and students. And yet, LTFRB raised the minimum fare from 12 peso to 13 peso which directly disregards the privilege of the individual’s who receive the discount.

After all, fare discounts are one of the most wanted advantages of every commuter especially as of now as the inflation rate is continuously increasing while job’s salary doesn’t even budge to deal with the inflation and continue to lag behind the needs and wants of people.

As the Jeepney fare P1 increase took effect last Sunday, January 7, several Public Utility Vehicle drivers are still not charging higher fare to passengers since they still don’t get the “tarima” yet. This action deserves an applause as it benefits the commuters, since they are paying lower prices than normal for a ride that lessens every commuter’s expenses.

The implemented discount on fare specifically benefits students. As learners still doesn’t have any job to support themselves like adults and are only dependent on their guardians for their allowances, they are the people who badly want discounts in every expenses of their

Giving Extracurricular Activities a Hand

day in order to save up for something they want.

On the other hand, the increase on the minimum fare shouldn’t be criticized. Although it adds to the expenses of the individual’s who are supposed to receive the discount, it doesn’t mean that it didn’t help anyone. Drivers may benefit from the fare rise as it will contribute to their income and help them in their everyday expenses.

To sum everything up, the raise on minimum fare is undoubtedly unfair for commuters but fair when it comes to drivers. It may benefit the drivers by contributing to their incomes for the day but for passengers, it adds to their daily expenses and lessens their allowance further than intended, however, acknowledging the continuous increase in inflation, we can say that it’s better to help than be sorry.

As we see it, the increase is based on oil price hike of up to 65 peso per liter. It is also said that this is just temporary while petition is being heard in which would be a different case. The said hearing will be subject to a fare hearing based on the data of jeepney and transport groups. We can say that all we can do is wait for their conclusion since definitely, no one can do anything to lessen the inflation we experience other than uprooting the main cause of the problem.

It is a delightful way to hear about the support of Dr. Romeo M. Suliguin, Principal of Plaridel Integrated National High School, for extracurricular participants.

“I believe so that students who are having their extra curricular activities are given enough support cause that’s what I believe so, and I always look for things and ways specifically for financial matters especially with PTA and parents,” Dr. Suliguin said. Personally speaking, I feel fortunate because we have a principal who is supportive of students who want to expand their skills and knowledge by joining extracurricular activities.

Dr. Suliguin stated that the authorized collection that was discussed during the first quarter meeting helps the campus journalism by voluntarily paying ₱90 per student. “I always assure during the collection before the event that there are enough amount to be given”, he added.

Speaking from my perspective, I will feel assured because those students who will participate in extracurricular activities will have funds to spend. Their expenses, like transportation and materials needed, will be paid by the school and they will also be given an allowance so they don’t need to think about financial problems.

He mentioned that they find ways to support all activities to the extent that canteen, teacher, and student share just to have the maximum participation on the extracurricular activities. They will be looking for more stakeholders just to have the funds for the total execution of the extracurricular activities that the students would be attending.

In my opinion, having this much support will drive the students to give their best in their extracurricular activity. Seeking for more associates will make the school offer more financial help for the pupils. Our school may join more activities with this plan.

With this in mind, having a supportive principal greatly helps the school and the students. The money contribution did not go into waste because our school won many competitions. Having a school head like Dr. Suliguin allows more students to have experience outside the school, motivation, and self-growth. Having moral support would benefit us but having financial support is more advantageous.

Every principal should be in favor of students joining extracurricular activities since it would benefit the school and the student. Schools should help learners who are competing outside the school offer financial assistance.

Lots of Advantage

These days, many student drivers are driving motorcycles despite having no license. Driving without a license has a lot of risks. Hence, it is very significant to go and get a driver’s license.

Personally speaking, having a driver’s license has many advantages. Basically, if an individual has authorization to drive, they can go wherever they want to while having no worries about getting caught at a checkpoint. Motorcyclists are very free because of their licenses.

Furthermore, a driver’s license is also proof that a driver has proper knowledge

The Key to Roam Free

about driving and the rules on the road which helps to reduce the possibility of accidents and injuries. Getting a license can be considered as an achievement in life.

Moreover, drivers with no license, specifically students, have a high chance of encountering difficulties on the road. There are many penalties for drivers who are caught without a license.

According to the ordinance of Nagcarlan Public Management Office, the penalty for driving without license and violating road rules is very pricey as the fine for being caught is 3 000 pesos

and what’s worse is that the driver’s vehicle can be impounded by the authorities.

Some may say that getting a license takes a lot of effort, money, and time as it is necessary to attend seminars about driving and pay for a medical examination to get an authorization to drive. In addition, there is also a one-month wait before proceeding in taking a non-pro license after getting a student’s license. However, I believe that it is very clear that all the time, money, and effort are all worth it. The seminar aims to teach students the safety measures in driving, how to drive properly, and road rules.

Electronic Mischief

Precious Grace U. Arvesu

An alarming issue hits the entire nation regarding the increase in vape users in the Philippines especially among the teenagers and students which could be appalling to Juan Dela Cruz.

According to the Department of Health (DOH), e-cigarettes are increasingly becoming popular among Filipinos, particularly the youth, as the number of public places that prohibit smoking is increasing. It could be said that more people are slowly killing themselves since vapes have negative impacts on its users.

The World Health Organization (WHO) mentioned that E-cigarette use has been linked to academic difficulties in young people as well as brain development issues. People are also at risk from e-cigarette emissions exposure. We could assume that many youngsters can relate to this since there are many vape users.

“WHO states e-cigarettes have been aggressively promoted to young people through social media and influencers. Children have been specially targeted through the use of cartoon characters, the availability of at least 16,000 flavors, and e-cigarettes that resemble toys, sweets, and school supplies.”, Southeast Asia Tobacco Control Alliance (SEATCA) said. We could say that this is the reason why more minors are encouraged to try and use e-cigarettes.

Department of Education (DepEd) assistant secretary Dr. Dexter Galban said e-cigarettes, including vapes, are no less harmful compared to tobacco products. We could agree with his statement because it has bad effects on the physical and mental health of its users.

Galban explained that e-cigarette companies, tobacco companies would use the power of media, power of marketing in order to sell. The targets would be our young learners because they can be seen as replacement smokers, replacement e-cigarette smokers because their life spans are much longer and at the same time, they can provide them more attractive marketing campaigns. This shows that companies are taking advantage of youths since they are more easily encouraged to buy something trendy.

To sum it up, smoking and vaping is mischievous. Young people are learning to use it even though it has side effects. The number of vape users is alarmingly increasing because of its flavor and design. The reason why youths are using vape may be caused by the promotion of e-cigarette manufacturers.

Additionally, the payment for the medical is also necessary, as it is about checking the driver’s health condition if they are fit to drive. The one-month wait is part of the process and it is a chance to prepare for the exam on getting the non-pro license. And in fact, the license would also be valid for five great years. There is no doubt that a driver’s license only gives you benefits.

If there is a thing that can give you nothing but advantages, why not go and get it? Thus, it is important to get and bring a license at all times. I’ll say that going for the license is the

Usage of vape and cigarettes must come to an end. People should stop using it because it affects our health and it makes the users spend money. The government should ban the manufacturing and importing of e-cigarettes.

Better Quality

The Renewal of Nagcarlan’s Public Market is still unfinished even though the construction has started in 2019. There are many factors to look out to know why the renewal is not done, however, in my perspective it is a must and just right to make sure that the Market building would be strong, durable, and convenient for the people.

A Public Market is a place where many people go to buy necessities such as foods and appliances. Hence, the market should be spacious, clean, and comfortable for the marketers. The “palengke” is indeed a significant factor in the people’s daily lives.

Change Won’t Come

Being part of an organization means you have the responsibility to be a model individual within and without the school premises. And yet, it made me rethink how really strict the requirements that a student must have to be a student leader as it comes to my hearing that an officer of the organization Barkada Konta Droga in Plaridel Integrated National High School, is the one who promotes the usage of vape instead of stopping it.

Barkada Kontra Droga or also known as BKD is one of the three organizations of PINHS. BKD conducts symposiums or projects aimed at protecting youths by convincing them to quit using illegal substances like drugs, and other harmful habits.

Making Things Happen

Prince Carl D. Lucido

However, the current state of the market is not in a good shape. The lower part of the market is in operation where fruits and vegetables vendors are working even though the upper part still needs to be refined. There is also a stairway that is still in progress.

As I can see, the current situation in the palengke opens many risks and hazards to the people. In everything, what matters most is the safety of everyone. The officials should monitor every progress to ensure good quality of work.

Some of the materials used in the building are substandard, the ceiling of the third floor is only made with plywood which is prone to mites and is less sustainable. In my point of

view, the materials must be high-quality because it will obviously make the building more safe and resilient to disasters.

As I strongly believe, there is surely a given fund or budget to make the project become reality. A budget plan should also be implemented to clearly monitor the expenses in the construction. The money given for such big projects like this must be budgeted and used wisely. Millions are being spent in the renovation of the Public Market. With a huge amount of money, using high-quality materials is much better even though it is more expensive than using low cost but low-quality materials.

Barkada “KONTRA” Droga?

Furthermore, they are the ones who are responsible to watch over the students intakes of drugs, alcohol, and nicotine if ever. In addition, they are also in fact the informants of how these addictive substances harm and affect on’s body and health.

However, why do the people who have the obligation to watch others, are the ones who are being watched by their peers? Isn’t it crazy how an individual who is supposed to be a student leader and a model being, is part of the people who broke the rules and regulations. Mind me or not, but as stated by the DepEd MEMORANDUM. 111, s. 2019, the usage of ecigarettes or also known as vapes are “prohibited” in schools and can be only done in designated vaping areas (DVAs). Meaning, as an

officer of an organization at most, they should be the one who stops others and not the one to lead them. On the other hand, we should also consider the reasons why that individual is inclined to vape usage. There are several problems that us students already experience even in this early phase. Moreover, there are things that a person might experience but others don’t.

Stress, pressure, family problems, and even academic validation are one of the main reasons why people often smoke and vape since as they say, it relieves their problems even a little. However, it is not a good solution for the long run as it will only give you diseases and problems

Some may say that organizing and building public markets surely takes time. However, from 2019 to 2024, enough time was clearly given and the market is still not finished and some vital parts are not very sustainable. This is the time for the officials to take charge and lead the way to achieve success in innovating the Nagcarlan Public Market. Assess, monitor, follow each step to make a great work and a job well done.

Making things happen takes good planning, hard work, and efficiency. Every worker must always remember that what they are building is for the people.

that’s probably hard to cure.

With all the given reasonings, I concluded that there is a problem within the standard of organizations when it comes to their officers. A leader is someone who can act with their given disposition, it is a responsibility that is given to lead others and not to be used as a clout chase only.

As I see it, the BKD adviser and other officers should do a throughput screening with their members and not just put someone just to fulfill their numbers. A problem with one member may reflect the attitude of the whole organization, and it might be bad for the reputation of others even if they didn’t even do anything wrong and such.

Proper Execution

Road Widening or What’s happening?

Despite being a small country, Philippines population already exceeds about 117,337,368 in number, and makes up about 1.46% of the world’s populace. Due to the high number of demand from people, particularly in cars, this country is now experiencing a limitation on its architectures, especially, with roads and highways which results in rushed labor of these pavements causing more damage than expected.

It was a thoughtful plan to do at first, the road widening that’s it, since it helps for vehicles to operate in a wider area, but as times goes by, the number of complaints and problems started to pile up. One, is the number of dissatisfaction statements from the people who live nearby the constructions have accumulated through time.

They inquired that it was too noisy to listen to and is too disturbing, not just when it is in the process of construction, but even after the construction. Their reason, the constructors always leave their things and garbage behind, and there are times where the final results of the pavements result in more danger and risks than before the construction started.

It is not really the biggest reason why road widening has become a controversial topic

Incomplete Solution

Peace and Prosperity

Learning under a normal curriculum is enough for students to differentiate good from bad influences, but it is not enough to keep them away from disagreements. Due to lack of communication between the involved parties, the dispute that was created can start chaos and become a new topic of controversy.

Assessing the flaws of the common curriculum, schools as the biggest contributors of knowledge and manners, started to implement ‘Peace Education’ that intends to let students acquire values, knowledge, attitudes, skills, and behavior to live in harmony with others and the natural environment.

In schools, disagreement is one of the causes of violence, and so is prejudice and bias, however, no one can change the situation aside from the root of the problem itself — students. Students can be easily swayed by their own opinions and emotions, letting those things cloud the rationality of their minds resulting in them not thoroughly analyzing the present situation.

In addition, conflicts and disputes in schools may have negative psychological impacts on students including discomfort, insecurity, insignificant feelings, sadness, resentment, frustration, and stress. It also can affect the behavioral pattern of the students as well as their academic performance and activities.

According to Keyboarding Online, disagreements and conflicts between students are already considered normal by almost everyone. However, due to the topic normalization, the effect that the topic may bring especially to the students directly involved in the conflict and people around it aren’t something that can be considered a big issue since it’s only thought to be a fight that only happens between ‘kids’.

Just like what it states, the infusion of peace education on schools curriculum helps to let people know about the big picture that violence might bring. It also helps to promote a nonviolent environment for students and improve harmony between each individual that can help to the progression of communication, as communication is often disregarded into nothing once emotions reach the mind first, instead of rationality.

Peace education is different from the common academic curriculum. While academic curriculum focuses on the growth of academic knowledge of a person, peace education on the other hand focuses on teaching manners, the concepts that can be linked to peace and how and why should people always prioritize and acknowledge that peace is something they can always get without facing complicated disturbances.

to Filipinos, but it is because of the money that hasn’t been given by the authorities, even though the government has promised to everyone who got affected by the road widening projects a compensation.

As the Philippines continue to become more ‘overpopulated’, roads in rural areas also need to be retransformed to accommodate the rising number of vehicles that pass through it. Because of the situation, the houses that were once standing in the place near the roads, got demolished for the sake of widening it, without really acknowledging the fact that there are people who don’t have any extras to pay for the rehabilitation of their affected homes.

Furthermore, under the Philippine Constitution, Article III, Section 9, “Private property shall not be taken for public use without just compensation.”. Meaning, the government cannot use a property if it is for personal use and not for the growth of the state, it also intercepts that without any compensation given to the landowner or the owners approval the private sectors couldn’t use the land.

Even so, the government still continues their road widening projects, promising that it will surely bring a better future for the country. This promise

has already taken years since it was first done, and still now, people still haven’t seen the end of the road of these projects. It is concerning, how taxpayer money is spent on big-ticket projects that may take years to complete, if at all, as a result of right of way problems.

Additionally, according to the records of DPWH, some P74.6 billion worth of road projects with right of way problems had zero or close-tozero physical accomplishments. The ‘not so done’ road widening projects cause the ground to shift, making the soil unstable and prone to landslide. It also makes roadside trees whose roots hold soil together to be felled during road widening operations, compromising the stability of the earth underneath the pavement.

But surprisingly, even with the amount of damage that can be caused by road widening operations, it also provides benefits, such as work for common folks. As construction of roads is a heavy labor for engineers and the government, they hired workers to do the labor works, and compensate them with their work. These strategies not only benefit the state but also the people who are needed to produce the results of the widening.

It also contributes to the tourism aspect of a country. If the road through the destination of the tourist spots or the way to it are comfortable and up to the liking of the tourist, the feedback of the place may increase, that may also affect the overall income of the state, it may also become a contributor to the increasing of the Philippines’ economy. Yet, even with too much budget and labor, it still hasn’t accomplished the task to maintain the peace of the road.

Gathering everything up, despite the advantages of road widening, the consequences of the action cannot be overlooked. It might be advantageous once finished, however, the damages it makes while undergoing the construction isn’t easy to compensate for and bring back to its former form.

As the problem will continue to occur in the future, it is believable to solutionize the given topic quickly. No one can help to avoid the consequences of road widening, however, it can be lessened as long as the authority who holds the power over the project maintains the ordinance of the given project and makes sure it is done properly and wouldn’t cause any problem to people around it.

Breakneck E-bikes: Road’s Jeopardy

Cost of Efficiency

Prince Carl B. Lucido

Electric bikes or e-bike are used by many nowadays because they do not need gas and they are less physically demanding. Nevertheless, I think that ebikes are still causing road problems since some people, like students, are taking advantage of ebikes because some of them do not require a driver’s license to operate.

LTO Portal PH stated that with the rising numbers of those who ride e-bikes, the number of accidents involving ebikes has also risen. Speaking personally, this news is concerning because students who use e-bikes may be involved in road accidents.

According to the study of Ma et. al (2019), e-bikes carry a greater risk of serious accidents because of their high speed. Personally speaking, driving e-bikes should require a license, especially the fast ones, because e-bike accidents may be caused by lack of driving knowledge.

On the study of Goodman et. al. (2023), they concluded that youths who ride e-bikes had a higher rate of hospitalization and a less frequent use of helmets than those who ride pedal bikes or mopeds. These results imply that increasing helmet usage and paying attention to e-bike safety are crucial for pediatric public health.

I would say that students are prone to road accidents since many of them are driving e-bikes without a license, which means that they didn’t undergo a proper driving lesson. Helmet is also essential for e-bike drivers since it can minimize injuries in the head but some drivers are operating without it.

On the other hand, the Ohio State University mentioned that the health advantages of riding an e-bike for transportation are quite similar to those of riding a bike for exercise, with the exception that riding an e-bike allows the rider to take brief breaks. Even inexperienced riders can utilize an e-bike as a practical mode of transportation because it can run on its own power when the rider runs out of energy. I assume that even though these bikes are powered by electricity, we can still benefit from it, like improving muscle strength and reducing body fat, just like a normal bike.

All things considered, e-bikes can improve our health but it can also cause danger to us, specifically while driving on roads like highways. More people will be at risk in traffic accidents as the number of e-bike users are rising. Youngsters are inattentive and distracted most of the time so this may be the reason for road accidents. We need to consider taking driving lessons and getting a driver’s license before buying an e-bike. If we already have one, we should practice slow driving because we are not the ones who own the road, we need to think of others who are also driving.

Danger Ranger

Hazard Free

Anica Jane D. Castillo

On December 6, 2023 the Nagcarlan

Disaster Risk Reduction Management Office officers conducted a thorough inspection on Plaridel Integrated National High School after it experienced an earthquake.

There were cracks seen near the canteen and those hazards must be addressed and fix properly and immediately. The safety of students is always a first priority.

The NDRRMO made a barrier surrounding the cracks to prevent students from coming near it. This is a good measure to ensure the safeness of the students in the school. The feeling of being safe in school helps students to be encouraged in studying and feel more at ease. A good and secure environment is indeed a must.

Engineer Louise Joyce Dayo from the engineering office said that the current state of the

school after the earthquake is in safe condition. It is a good thing to hear that the condition of the school is well.

Inspections like this are necessary after events like earthquakes and other natural disasters to find a solution when a problem or hazard is found.

The crack in the canteen is also a symbol for the authorities or the officials of the school to take action and be prepared for such situations. Just like the saying that “Prevention is better than cure”. It is a must to make an action plan to know what are the proper actions to be more resilient during disasters.

There are many reasons to value safety, especially in school. Safety is important in moral lessons as no one wants to get hurt and no one is happy that someone gets hurt. Being secure is about valuing lives and protecting it.

Every student must be considered and taken care of.

On the other hand, being reluctant and not paying attention to hazards no matter how small it is can lead to accidents.

There is a case in the past wherein a student was injured because of a slippery floor. A hazard can lead to a disaster when it is not addressed or paid attention.

Making necessary precautions leads to a better and smooth environment or community which is significant in places like school. Just like in Plaridel Integrated National High School wherein the students’ population is approximately 3000 students, safety is a massive factor. In order to make sure that the students are secured the proper authorities and leaders must take action and lead the way to safety. Be resilient, strong, and ready!

Since she is a player from the Delarmino Muaythai team she feels intense pressure as they compete Nationally she has this mindset to never disappoint her coaches as people say “Ah Nagcarlan yan Delarmino yan magaling yan”

Those pressure though are being easen as his team mates, family, friends ang coaches assure her that whatever matters as long as she did her best she’s winner in there eyes. With all those happening she will always do her best in every single match she will joing as her journey is just about to begin.

Louise Ericel Urriza was a student in Plaridel Integrated National and currently a Grade 10 student. She was a player in Nagcarlan Muaythai and is part of the Delarmino Team has competed nationally representing the Laguna Region. Despite being a student athlete Ericel didn’t abandoned her studies and a consistent with honor student eversince grade 7. During the 2nd Quarter on his Muaythai Journey she was even awareded with the Best in Mapeh award. Ericel is also from STE-P section.

On November 18, 2024, in the Muay Thai National Championship and Philippine Muay Thai Youth Games finals, there was a bribery during the match of the PINHS muay thai player Iyesha Blair Bituin , from the red corner. When a bribery happened, one must take action as it’s unfair to one another and it is against the law.

As the bell rang and the match ended the crowd went loud when PINHS Iyeshia Blair Bituin’s hand was raised to the air signifying that she had succeeded in claiming the throne. But everyone was stunned when the person standing at the stadium in the first place was the opponent.

Before the end of 1st round, the opponent kept kicking on Iyeshia’s body but that allowed her to send rapid punches to the rival’s face. Iyeshia has a significant advantage against the opponent. It is shown and proven that Iyeshia won this game, but the decision changed after the game.

After the game, the opponent was seen talking with the facilitator and referee before the awarding happened. This was confirmed by the Laguna Muay Thai Coach as she also posted a note about the bribery

Cheating in sports is not a real win, whether it’s small discrimination, favoritism, playing dirty, or doping. A real athlete must accept a loss as it is part of the game.

Losing is a teacher to everyone as this gives you awareness of what you’re lacking.

Behind all those challenges she faced her coach said that she could just get back to them next time and that it’s fine since it’s her hand that’s been raised in the ring and she is the winner from the team’s perspective. Iyesha lost the gold but earned an experience and a lesson.

Athletes must be aware of bribery as it is against the law and may they be punished for up to 10 years in prison. This is a serious offense and is against the conduct of the sport. Every athlete must play honestly as losing is part of the game and is a lesson a true athlete must experience.

in Nagcarlan District Meet 2023 Women’s Finals Match

Plaridel Integrated National High School’s Team Plaridelian brought home the gold medal with Eciel Urriza’s nimble movements against Upland Integrated National High School in Nagcarlan District Meet 2023 Women’s Finals Match at Woodland Villa Nagcarlan, Laguna in this 30th day of November 2023.

Urriza utilized her advantages with her smallbuilt body to easily pass through against Upland High’s seemingly stout players to gain control of the 3rd quarter of the game.

In the first quarter of the match, Upland High abused their advantage in height to suppress Plaridelian girls and led the game to an already 5-13 score for the first quarter.

Plaridelians didn’t let the game to fall in their hands and started to crawl back and face them with strategical play instead of facing Upland High’s players head on.

With Plaridel’s Miel Francine Mahilom starting the rebellion against UINHS, Plaridelians started to gain a good stepping stone to inch their way up and tie the game in 21-21 at the end of the 2nd quarter of the game.

Plaridel Integrated continued their lead with Vallerie Ardan’s shooting skills chipping in 8-point and ending the 3rd quarter of the game in 33-26 points.

Upland Integrated caught up to Plaridel’s strategies and changed their game plan to catch up to Plaridel’s score.

Plaridelian Girl’s team felt the struggle of Upland Integrated that makes them start to back down.

However, Eciel starts to cope up in the commotion and starts to take every chance that she gets to slip even to the smallest opening that she can have and end the game in a pinch score of 39-37 game point.

PINHS trounces RSA in Taekwondo Finals Match

Plaridel Integrated National High School’s Agatha Jeanine Viterbo kicks her way up to Unit Meet against Rizal Standard Academy’s Eriz Coronado topping it all with the score 19-17, 25-20 in Taytay Elementary School, December 1, 2023.

RSA’s Coronado started off arrogantly with a turning long kick but failed that gave a fire for Viterbo to sizzle keeping the pressure by sending rapid kicks to Coronado.

During the start of the second round, Agatha knocked Eriz with an axe kick making Coronado taste the floor but build her way up and score a round house kick.

Jeanine came back and tamed the arrogant Eriz as they made a successful turning long kick that wower the crowd.

A once again turning kick from Viterbo knocked down Coronado that stunned the crowd which led to the RSA cheering team being in despair until Coronado managed to slip a back leg kick.

However, Plaridel’s Agatha still gets to bring home the gold medal with her jumping turning round kick house that wrapped up the match.

Agatha and Eriz was a team during trainings since they’re from the same team. The two are also friends as but are separated by their school but they are proud because they had a good game.

This win of Agatha made her take another steps towards her goal and unlocks the key to enter Unit meet that will be held this coming February 2024.

PINHS ousts TINHS in District Meet Final’s Match

Plaridel Integrated National High School’s Plaridelians triumphed with Manuel Monakil’s agile drives and Clint Ticzon’s precise shots in their match against Talangan Integrated National High School with a score of 89-66 in Nagcarlan District Meet Men’s Basketball Final’s Match at Woodland Villa in Brgy. Banago Nagcarlan, Laguna this 30th November 2023.

Plaridelians’ Monakil showed off his skills clashing with Talangan’s ace player Rhobe Jan Cedrick Suazo ferociously challenging themselves to see who has the best driving skills in the game passing each other’s defenders with ease and slipping like an eel to slip through their tight defenses.

Meanwhile, Ticzon didn’t let Monakil have the highlights alone and flaunted his shooting skills to the crowd, chipping in the most scores for the half of the game.

In the first set of the match, TINHS already display their might by leaving PINHS behind in the score of 0-7 with a foul-counted shot from Talangan’s ace player.

However, PINHS didn’t let them have the lead and quickly catch up with Ticzon breaking the score streak of Talangan and slowly inches up to tie the game in a 11-11 score, followed by the chaos happening in the 15-15 point of the match that leads to a foul turnover to PINHS that gives them advantage and slowly take the lead after the 20-20 tiebreaker point that ends the 1st quarter in a 2520 score.

A few minutes after the 2nd quarter starts, an accident happened after PINHS

number 30 stumbled towards their number 8 after rebounding that causes injury leading to a substitution of player.

After the accident, Ticzon continue to chip in scores trying to widen the gap with TINHS but struggles and end the 2nd quarter at only 1-point difference a 47-46 close match.

Talangan’s Suazo duo showed off their combination to try to catch up to the lead of PINHS but stopped by Plaridelian’s Arguil and stopped them at another 1-point difference 57-56 scores for the half of the 3rd quarter and ends in a 67-61 match.

Fourth quarter became the grave of TINHS after their ace suffers from his leg cramps and failed to participate in the first 5 minutes of the 4th quarter that gives PINHS another momentum to take the lead and gain an 8-oint difference in scores 71-63.

Followed by back-to-back turnover of the ball because of PINHS great handling and gain another 8 points leaving behind TINHS at 63 points, Talangan’s Samudio tried to crawl back in the game after chipping another 3-point shot but the lead of PINHS reached a 24-point difference and ends the game in an 89-66 game.

Coach Sir Emmanuel Tumale praised the efforts of their team for their hard work and team work.“Nagbunga yung game plan namin, kasi bago palang mag district meet bago yung final selection kung titingnan natin yung aspect nila as individual e may kaniya kaniya silang ego o pride so kahit papaano yun yung pinraktis namin… to play as a team so naging possible naman yon and we didn’t expect naman si Monakil yung naging best player at kahit sya yung may pinaka mabigat na task sa pagtao kay Suazo napigilan naman nila” “Marami man kaming hindi na execute na play e nagawa magtagumpay at mag champion nasabing palaro kaya proud, proud team namin kasi nagawa nila yung plan namin at natutuwa ako dahil yung game plan namin ay naging successful” he added. Plaridelians win gives them the rights to climb up another step towards their goal and qualify to UNIT meet that will be held at this 10th of January in the year 2024.

Nagcarlan Volleyball ToGETher for GOLD

Admiring a person can mean having posters of them on your wall or screaming in their concerts, but for a player, idolizing someone inspires them to thrive on higher grounds. After the pandemic, the Nagcarlan Volleyball teams collaborated at a tune-up game that happened on January 7, 2024, with the Volleyball girls U18 against the Volleyball Elementary team girls and boys.

Most Athletes idolize someone talented and are playing on TV as this inspires them to be better. Including the Nagcarlan Men’s Volleyball Team, Middle Blocker Mark Cedrick Condeno who admires the former PINS Volley-

Athletes ideally unify the nation when they participate in international competitions. There are many expenses—such as those for training, equipment, and traveling—that teams incur to represent the country on an international level. As such, there is a need for these athletes to be funded. Even still, I don’t think only national-level athletes should receive financial support which leads me to think that the subsidy that the players receive from the municipality is not enough as they can grow but lack the support that they need.

It is indeed known that athletes representing our nations are having difficulty in finance as they need materials and facilities to complete their training and the money to travel to the place of competition. They gave a lot of their time and effort in training but in the end,

ball Varsity and is now playing in Savouge RTU Basilan, as their Outside Hitter Mark Adrielle Dela Pena. He once played with him, and he was amazed by how powerful his spikes were. This shows how playing with one person can inspire you to play better.

As the person being the inspiration to other people, it helps for them to push more toward their dreams since they know someone watching them. This makes them feel proud, therefore ,don’t be afraid to compliment a person since this makes them more encouraged. Having a match with a senior helps you to find out where you lack.

This tune-up game helps the younger

Injured Expectation

Volleyball players of Nagcarlan to be prepared and inspired. As an athlete, they should be ready as unpredictable things may happen before, during, and after the game. Also, helping athletes as they trained for a long time to improve. The Pandemic in 2019 hindered the training of sports in Nagcarlan as it is dangerous for the athlete’s health. Now that it’s post-pandemic most of the sports are starting the training for the Unit Meet on January 11-13. The Nagcarlan Team are united for the upcoming competition as they aim for the gold.

Insuffi“CENT” Subsidy

the government will only see their effort once they made a success and bring home a medal.

As the Muaythai players receive financial support from their mayor, it doesn’t go the same in the Table Tennis Nagcarlan Team as they use money from their pockets. From Transportation, food, and other necessities. The Table Tennis team didn’t receive any amount of subsidy from the government.

Athletes sacrifice things just to be able to win the competition. It is the bare minimum to just help them financially. As an athlete, I used to pay thousands for training every month not even including the competition fees and uniform I used during training and competitions. Not even including my transportation to different parts of Laguna.

We can compare it to what happened last 2023. The PSC’s budget was cut down. The proposed budget was rejected and even cut down. Athletes had a hard time with this since the competition was international and a plane ticket cost thousands just for one athlete.

The PINHS athletes claimed the Overall Champion award as they dominated the District Meet. The athletes are training all day for the upcoming Unit Meet on January 11-13, 2024. Hoping that the government will provide enough support for the athletes as they need financial support.

Plaridelian athletes are training all day and are skipping their classes just to be able to train. Currently going to different places in Nagcarlan for training, all these just for the Unit Meet. The same goes for the other athletes from different teams.

UnIT didn’t Meet

In accordance to the Department of Education Supervisor Judith Demente, the unit meet was postponed due to the reasons of it being held too early and the number of activities that needed to be accomplished by the students has piled up that the execution of unit meet may only cause hindrance for the student athletes. However, as a former athlete myself, their reason made me agitated because it only look like the efforts made by the players and coaches will come to waste and such.

Mrs. Angelou Barett, a teacher in Plaridel Integrated National High School and the taekwondo adviser, such as coach of the school has expressed her disappointment in the issue of unit postponement, “As a coach, kung ating iisipin ang nagging pagsasanay o training ng mga bata, nakakalungkot lang kasi mawawala yung momentum ng mga bata sa kanilang training masasayang”.

This statement of Mrs. Barett led me thinking into just how much sacrifices the athletes and coaches have given up just to make ends meet for the competition. It resulted me to the thoughts that the delayed meet is such a major turn off for almost everyone, included or not, since, a lot of things have already loss just for the preparation for the event.

Energy, money, will, and even the mental and emotional well being of the athletes have been reduced into nothingness as the momentum and enthusiasm of the players is halt for quite some time.

Plaridel Integrated National High School brought the win with the combination of Ammon De Guzman’s well-built defenses and Elijah Asingayan’s fierce shots against Rizal Standards Academy in a score of 25-16, 25-20 in Nagcarlan District Meet 2023 Table Tennis Men’s Doubles Events on November 30, 2023.

Ammon’s gritty defense keeps RSA at bay giving them a tough time to gather momentum to own the game combined by Elijah’s deceiving curve shots to gain advantages.

In the first set of the match, Plaridelians already display their athletic sides to gain an early advantage of the game leading to 4-0 scores.

Rizalians caught up to the lead by playing more judiciously and tied the game in a 8-8 point match.

Rizalian’s Kian Capistrano still keeps the fire in his eyes and continues to fight to make the game more entertaining and for them not to make their efforts go to waste.

Kian’s motivation touched his teammates and shared their motivations and keeps fighting against Plaridelian’s duo. Elijah and Ammon felt the determination of the other team and pay it backs with a great play making it a worthy game for everyone and ends the game in a 25-20 scores.

However, the delayed meet might be also an advantage for both athletes and instructors as it can give them more time to train and prepare themselves. The time can also be used to stabilize the well being of the student athletes, as well as use it as period of completion for the pending that pile up during the training that have been done when the order of delayed event haven’t been announce yet.

Summarizing everything up, the postponed unit meet both give the vibe of disappointment and relief for the participants and instructors. But, considering the sacrifices and loss given by each team, the people who have the accountability over the competition should say their apologies for the delay and their inconsideration on the feelings and opinions of every participant.
