The SCSA’s mission is to enforce the regulation of social care services in Malta through clear dialogue and effective collaboration with everyone involved; service users, their loved ones, and stakeholders.
A key difference between the SCSA and its international counterparts is that in foreign countries, regulating authorities tend to focus on one specific sector in social care, whereas in Malta there is one authority overseeing all services related to the area.
This translates to over 250 services from all sectors in the Maltese society; Government, NGOs, Church and private, and an expense of 200 million euros every year in funding for social welfare services in Malta. Any entity interested in opening a residence or in providing a service in social care needs to acquire a license to do so from the SCSA as per chapter 582 of the Maltese law. In order to achieve the aims that this Authority is targeting, we are currently working on a seven year strategy plan. The SCSA’s Strategic Vision is divided into 4 Strategic Objectives. Each of these Objectives has several Initiatives which provide the Authority with aims towards which to strive for a total of 21 Initiatives across the 4 Objectives. Furthermore, 84 Measures, or actions, are listed for these 21 Initiatives to act as a guide for achieving these Initiative and thus actualizing SCSA’s Strategic Vision for 2020-2027.
Through its 4 Strategic Objectives for 2020-2027, the Authority aims to reinforce the dialogue and consultation with service users, service providers and other stakeholders; consolidate a culture that will enable the Authority to regulate and lead transformational changes in social welfare service in Malta; establish a people-centred integrated system maximising the use of technology; and act as a catalyst in the promotion of a value for money perspective within the social welfare sector.
Through these objectives, the Authority will positively shape social welfare services to offer the Maltese and Gozitan people. While one of our aims is to inspire service providers, the authority’s best interest will always be the safety and security of the service users, whom we strive to empower through our actions.
