The MVMA is in the lead guiding our members through the trails and trials of veterinary medicine.
One familiar example is another successful Veterinary Legislative Day at the Capitol. Many thanks to our Legislative Committee Chair, Dr. Cliff Miller, the MVMA Board of Governors, and a number of veterinarians from across the state. See page 5 for a summary.

First and foremost, thank you for the opportunity to serve in a leadership capacity for the past few years. It has been enlightening, fun, busy, but most of all it has been an honor. Our organization is full of talented veterinarians and wonderful people and the chance to serve all of you and represent our organization has been a humbling experience.
Rounding out a long-term position such as this one leaves me with the what’s next thoughts? The same ones I got at the end of each college semester and very much so at the end of vet school. It’s a good thing to place ourselves into positions to
grow and learn. To stretch a little bit. Many resources will tell you the value of organized veterinary medicine and other service organizations are a thing of the past and no longer hold value. I wholeheartedly disagree. The role that organizations play has certainly changed. Information can be shared in the snap of a finger, continuing education hours can be earned from an endless list of places, and our lives are busier than ever. However, a few things haven’t changed. Veterinarians are absolutely the best people to identify and develop solutions for our profession. Sharing the highs and lows of our profession with other people who authentically understand is good for our morale and mental health. We are stronger together than any one of us is alone.

As we reach the halfway point of the year, I’m reminded of the incredible dedication, resilience, and passion that define our veterinary community. It’s not just a profession –it’s a calling. Each of you manifests that in ways both seen and unseen. Whether it’s the time you give to your patients, your colleagues, your families, your communities, or your association, your generosity never goes unnoticed. As we move into membership renewal season, I want to take a moment to reflect on the power of you – our members. This association exists because of you. You are the heart of what we do. From your leadership in various roles to your ongoing support, the work we accomplish together is what allows us to stay strong, united, and impactful.
Looking back on the past few months, there’s so much to be proud of. We’ve just wrapped up Missouri’s legislative session, which will be detailed in another part of this magazine. Our January convention continues to provide engaging labs and continuing education sessions designed to provide the tools and knowledge you need. For the first time in over 15 years, all members of the licensing board are now serving on active terms, which is a huge milestone for our profession.
We’re also excited to kick off our 5th Power of Ten class – a program that continues to build the next generation of veterinary leaders. This, along with so many other initiatives, wouldn’t be possible without your continued involvement and commitment.
What truly humbles me time and time again is the unwavering support you show for organized veterinary medicine. Behind the scenes, those of us working at the association see firsthand the tireless efforts of so many individuals who

STUDENT DOCTOR to
The University of Missouri College of Veterinary Medicine celebrated its 76th Commencement Ceremony May 18, 2025, launching the careers of 111 new veterinarians. In addition to the Doctor of Veterinary Medicine degrees, the college awarded bachelor’s degrees in microbiology or veterinary technology to 24 graduates and recognized visiting scholars, house officers completing internships and residencies, graduate students, and veterinary science certificate recipients.
James E. Nave, DVM, a 1966 graduate of the CVM, was awarded an honorary degree — Mizzou’s highest form of recognition — and served as the keynote speaker. Nave has spent more than 50 years advancing veterinary medicine and mentoring the next generation of veterinarians.

Missouri Legislature Wraps Up 2025 Session
Unlike the gridlock seen in previous years, the Missouri Legislature made notable progress during the 2025 session, wrapping up work ahead of schedule. The Missouri Veterinary Medical Association (MVMA) tracked more than 65 bills during the 17-week session, with a focus on veterinary workforce and animal welfare legislation.
Key Bills Passed:
• HB 419 & SB 160 – Higher Education Expansion: These bills grant Missouri State University the authority to award Doctor of Philosophy degrees in various disciplines in addition to engineering as well as offering a Bachelor of Science in veterinary technology.
• SB 150 – Workforce Development: Modifies and introduces new provisions related to workforce training and initiatives.
• HBs 567, 546, 758 & 958 – Minimum Wage Changes: Ends the scheduled annual adjustments to minimum wage after 2024 and extends the law to include public employers. – Sick Leave: Also repeals requirements around paid sick leave. (Note: Mo. Sick Leave Law is in effect from May 1st until August 28 when the repeal takes effect.)
Key Bills That Did Not Pass:
• HB 325 – Veterinary Practice Preemption: Failed in the Senate despite House approval. The bill sought to prevent local governments from regulating veterinary and other professional practices.
• HB 422 – Hemp in Animal Feed: Aimed to allow industrial hemp in feed for certain animals but stalled after committee approval.
• HB 489 – Animal Confiscation Protections: Sought to require warrants for confiscating animals and clarify cost responsibilities. Passed the House but died in the Senate.
• HB 565 – Equine/Livestock Liability Changes: Would have narrowed legal immunity in animal-related activities. Passed House, no Senate action.
• HB 902 – Euthanasia Standards: Proposed limiting euthanasia methods for dogs and cats to sodium phenobarbital. Failed late in session.
• HB 1298, SB 655 & SB 66 – Mandatory Abuse Reporting: Would have expanded mandated reporter roles to include animal welfare officers. Despite some movement, bills ultimately failed.
• SB 402 – Animal Research Disclosure: Sought new reporting requirements for institutions using animals in research. Bill did not receive a hearing.

Nominators are responsible for securing and submitting biographical information and a statement reflecting the reasons they are making the nomination. Any nominee must be an MVMA member veterinarian in good standing, and not more than ten years post receipt of their degree.

The following are highlights. All formal actions were moved and seconded by board members, and all motions carried, unless noted otherwise:
• The MVMA Executive Board reviewed and approved the Board Agenda.
• Reviewed and approved the budget for 20252026.

• Heard and approved the candidate slate for vice president and reviewed the At Large Delegate terms and positions.
• 2025 Convention well received: Decreased income from 2025 Convention due to unexpected scheduling conflict with VMX.
• 2026 convention planning underway with potential Vet Tech Program integration.
• MVMA staff updates include 6 employees; staffing changes include promotions, retirement, and a new hire.
• The board approved 3% dues increase for 2026 to be voted on at the January membership business meeting.
• Lifetime membership eligibility increase from 10 to 20 years was discussed and approved for a vote by the membership over the summer.
• Policy Manual updated with multiple revisions and clarifications.
• Dr. Cliff Miller, Legislative Committee Chair reported on active legislation this session, as well as the success of Veterinary Day at the Capital with 19 veterinarians and 7 students participating.
• MVMA Legislative Policy Forum is scheduled for October 26, 2025. All MVMA leadership is encouraged to attend.
• Levels of supervision Rules changes allowing expanded supervision to RVTs goes into effect April 30, 2025.
• Leadership to present at an end of the year SAVMA meeting.
• AVMA Alternate Delegate, Dr. Jessica Stroupe, and AVMA District VII Representative, Dr. Carol Ryan gave reports including the Brakke study; midlevel practitioner opposition, AVMA Convention; Legislative Fly-in; Dues increases for the next few years; HPAI; & multiple resources available to members.
• MU CVM Dean’s Report included VMDL Phase I & 2; incoming class numbers; faculty staffing; open house; and artificial intelligence.
• Committee updates included the Mo. Volunteer Veterinary Corps continued contacts and communications with emergency agencies including State Emergency Management Agency, Mo. Dept. of Health & Sr. Services, & the Medical Reserve Corps.
• Mo. Veterinary Practice Act Review Task Force received Executive Board approval of 10 proposed changes to the Practice Act being presented to the Licensing Board in April.
• MVMA Scope of Practice Committee approved to proactively create a tool kit for midlevel practitioner concerns to Missouri.
• MVMA’s Policy Manual was presented for approval with changes to obvious modernization needs.
• Reported that several webinars and educational pieces were made available to MVMA members regarding the Mo Sick Leave Law.
• Strategic planning session with a facilitator is being researched.
• MVMA’s annual financial review by a contracted CPA firm was reviewed.
• MVMA Leadership is invited to address the incoming class during V.E.T. orientation week. New ideas are being formatted by MU CVM.
• Approved an update to fiduciary statement to prohibit the use of recording devices and/or AI notetaking during MVMA Board, Committee, & Task Force meetings.
• 2025 Power of Ten class has 8 participants
• Licensing Board terms have all been updated with new appointees and reappointed members.
• Website and social media analytics continue to rise due to increased presence and the membership app is seeing increased downloads.

Candidate for President Elect
Dr. Jason Nickell was raised in Stanberry, Missouri and attained a Bachelor of Science degree in Biochemistry and Doctor of Veterinary Medicine degree in 1999 and 2003, respectively, from the University of Missouri-Columbia. After four years of mixed animal practice in Missouri, Dr. Nickell pursued a PhD in Epidemiology at Kansas State University subsequently attaining that degree in 2010.
For the last 14 years, Dr. Nickell has worked within the animal health industry focusing on research, development, and technical service support of both biopharma and animal monitoring technologies. Dr. Nickell serves as Director of Insights and Outcomes for Merck Animal Health. In that role, Dr. Nickell works with internal colleagues and oversees a team that leverages data analytics to bring added value to those engaged in livestock production.
Dr. Nickell is a Diplomate of the American College of Veterinary Preventive Medicine and is a member of the American Veterinary Medical Association, the Missouri Veterinary Medical Association, the Academy of Veterinary Consultants, and the American Association of Bovine Practitioners. Dr. Nickell is past chair of the MVMA Missouri Stocker-Feeder Quality Assurance Program and has recently completed his second term as an At-large Delegate to the Missouri Veterinary Medical Association Executive Board. Dr. Nickell, his wife Stacey (who is also a veterinarian), and three children (Brooke [17], Will [14], and Paige [10]) live in Parkville, Mo. When not at work, Dr. Nickell stays busy by shuffling his kids to various activities and involvement in church events.

As a second-generation veterinarian, I feel responsible to assist the ongoing growth, evolution, and safeguarding of our profession. In my humble opinion, our profession is currently witnessing a critical point in its progression. Dr. Shelia Taylor received her degree from the University of Missouri-College of Veterinary Medicine in 1992. After practicing in private small animal practice for several years, she taught in Bioclinical Sciences at Ozarks Technical Community College in Springfield, MO for twenty-five years finally retiring from this position in 2022. Currently, she is enjoying retirement while also doing relief work in Ozark, MO.
“Being involved in organized veterinary medicine has given me an understanding of what our state and national veterinary organizations can do for their membership and the practice of veterinary medicine. Certainly a better understanding of the issues surrounding our profession today has given me an increased appreciation of what veterinarians face every day, whether one is in private practice or in other areas in which our degree is utilized. Today’s issues of corporate practices, veterinarian and veterinarian technician shortages, others wanting to infringe on the practice of veterinary medicine, as well as many other issues, must be addressed proactively and solutions must be found. Serving as your Secretary-Treasurer over the last several years has allowed me to help make sure that our organization is healthy financially in order to meet the needs of our members and our profession. Therefore, I am once again asking for your support as I run for your Secretary-Treasurer. My name is Dr. Christina Belew and I am beyond excited to potentially serve you as the 2026 MVMA Vice President! A little bit about me, I grew up in both St. Louis and Kansas City and attended the University of Missouri-Columbia’s College of Veterinary Medicine (2008 graduate). I was one of those odd ducks who knew from a young age I wanted to work with animals. I began volunteering in veterinary clinics in middle school, working up to a veterinary assistant in high school and college.
After graduation, I returned to Kansas City and worked as an associate for six years. During that time, I also worked with Kansas City Pet Project during their early years, learning the dynamics and critical importance of shelter medicine.
When the opportunity came in 2014 to become Medical Director and co-owner of a practice in the core of midtown Kansas City, I gladly accepted. We grew Union Hill Animal Hospital to a busy 4 doctor practice with expanded services, Fear Free handling techniques and a diverse, highly skilled team. I understand the highs and lows of an associate, Medical Director and practice owner!
Serving others and being a part of both the professional and local community have remained an important part of my life. I have served on the Union Hill Neighborhood Association board as a business member from 2016 to 2019 and recently joined the Midtown KC Now CID board as a delegate. I recognize that we have a responsibility for the next generation and have worked with area schools to provide shadowing and internship positions. I have also recently had the opportunity to teach business courses to the University of Missouri first- and second-year veterinary students, which has been extremely fun and rewarding!
I currently live in downtown KC with my spouse, John. We have 3 cats and a 16-year-old dog (she’s outnumbered!). We enjoy walking to local restaurants, going to live performances and enjoying coffee together.
“I have long been an advocate for the importance of organized veterinary medicine to protect and further our profession. I served on the Executive Board of the Kansas City VMA from 2009 to 2014, culminating as President. I returned to KCVMA in 2020 to be the Kansas City delegate for the MVMA. While I am a small animal practitioner, being a part of the MVMA has broadened my scope of understanding regarding the challenges facing our rural and production farmers and practitioners.”

Dr. Moon was born and raised in Southern California. While earning her Bachelor’s Degree in Animal Science at Cal Poly Pomona, she worked full-time at both a small animal vet clinic and on the campus beef cowcalf herd. This experience solidified her passion for veterinary medicine, which has remained a lifelong commitment. Growing up in a bustling urban environment was a stark contrast to her current life in rural Missouri, where she earned her Doctor of Veterinary Medicine (DVM) degree from the University of Missouri in 2018.
Since graduating, Dr. Moon has been practicing at a mixed-animal clinic in Moberly, Missouri. She is particularly passionate about reproductive medicine, dentistry, and handling complex medical cases. In addition to her clinical work, Dr. Moon serves as the medical director of a four-doctor team and oversees a dedicated staff. She finds great satisfaction in collaborating with her team, leveraging their individual strengths to improve patient care.
Despite being just seven years out of vet school, Dr. Moon’s has been very active in organized veterinary medicine. She participated in the 2020 Power of 10 class, served in multiple executive board positions with the Missouri Veterinary Trail Riders Association (including VP, president, and now treasurer), and is currently in her second term as the MVMA Northeast District Delegate. Additionally, she serves as the MVMA Academy President and is an active participant in events like Vet Day at the Capitol and the MU Vet School’s V.E.T. program for incoming students. Dr. Moon was honored with the MVMA 2025 Ortu Stella Award, which recognizes emerging leaders in the state. Dr. Moon lives by the motto: “Be happy and have fun.” She believes that when these two aspects of life are in place, everything else tends to fall into place as well. This philosophy extends to her leadership approach, both in the clinic and in her professional associations.
“I am a firm believer that when you are happy and having fun, you show up as your best self. I believe this not only benefits you personally but also enhances your ability to serve your clients, staff, and family. As MVMA Vice President, one of my main goals is to demonstrate to newer graduates, my generation, and even students that being actively involved in organized veterinary medicine can be deeply fulfilling, both personally and professionally. I want to inspire others to get involved in a variety of ways and help foster a positive, fun, and rewarding environment within the veterinary community.”

Dr. Andelson graduated from Iowa State University in 2019 with a dual DVM/ MPHdegree. Following graduation, she moved to Kansas City to begin working in small animal general practice. A few years later, she transitioned into non-profit veterinary medicine. Dr. Andelson started this chapter at a low cost spay/neuter clinic and is nowworking in shelter medicine, where she teaches fourth year DVM students as part of a rotation.
“I have been involved in organized veterinary medicine since vet school. Between being a student delegate to the AVMA for two years and an active member of both the AVMA and Missouri VMA since graduation, I have a good understanding of the role that VMAs play in advocacy. I strongly believe in the importance of having unique perspectives at the decision-making table and I will bring diverse professional experiences to this position.“

Kathryn Bell, DVM, CVA, CTPEP is a mixed animal practice owner in Poplar Bluff, MO. .She practices small animal integrative medicine and surgery with special interests in surgery and acupuncture. She is the Vice President of the SEVMA and current MVMA At Large Delegate. In her down time, she enjoys spending time with her husband,three children, and random array of animals including dogs, cats, chickens, and cows. She also enjoys gardening and yoga.
“I would like to continue to be an At-Large Delegate to bring awareness to issues weface as veterinarians in rural areas. We have unique challenges and it is important toensure our profession is completely represented at the state level. I also use myexperience as an integrative practitioner to give additional perspective to issues impacting veterinarians. Jessica Dean, DVM is a 2017 graduate of the University of Missouri CVM. She started her career as an equine practitioner, completing an internship in New York and then working in ambulatory practice in Wisconsin. She moved back to her hometown of St. Louis in 2020, and transitioned to small animal general practice. She still loves spending time with horses, as well as in the great outdoors enjoying the beauty of the state of Missouri.
“As someone who has experience in both large and small animal medicine, rural and urban practices, and private and corporate hospitals, I have seen many of the different struggles in front of veterinarians. I understand the great diversity of needs practitioners in our state have. Growing up in Bowling Green, Missouri, Dr. Sonja Perry dreamed of helping others and owning a business. Today, she is the proud co-owner of the Bowling Green Veterinary Clinic and Louisiana Veterinary Clinic with business partner Dr. Ashley Bowers DVM. Dr. Perry obtained a degree in Animal Science with a minor in Ag Economics from the University of Missouri in 2015 and a Doctorate of Veterinary Medicine in 2019. While in vet school Dr. Perry was MVMA Student Board Representative, Class of 2019 Honor Code Representative, Co-Chair of the Gentle Doctor Benefit, and Tri-Chair of Open House. As a veterinarian she is passionate about beef cattle herd health, general equine medicine and reproduction, and small animal critical care, reproduction and orthopedic surgery. She loves the variety of cases that rural mixed practice presents and helping to guide both clinics towards excellent patient care in a positive work environment. Dr. Perry was named to Farm Progresses’s 30 under 30 in 2021 and is member of MVMA’s Power of 10. Dr. Perry and her husband, Cole Scherder, enjoy spending their time traveling, hiking, gardening, cuddling their rescue dog Stella and caring for their three horses.
“As a veterinary student, I originally became involved in MVMA for the glimpse into the current state of practicing and meeting veterinarians in Missouri. As I became more and more involved with MVMA, I began to appreciate on a deeper level the important role MVMA plays in helping to aid veterinarians and many of the doctors I met as a student have become mentors and role models. As a practicing veterinarian and practice owner, I am thankful for the role MVMA plays in helping to advocate for the legislative and regulatory concerns of veterinarians in Missouri, providing CE for general practitioners and designating a space for networking and fellowship with other veterinarians. I wish to be an AtLarge Delegate to help give back to an organization that has helped fuel my passion for veterinary medicine and assist MVMA in continuing to move forward while staying relevant with the next generation of veterinarians.”

The Veterinarian’s Role in Animal Abuse and Neglect

Veterinarians may, on occasion, be involved in some manner with a potential animal abuse or neglect case. Some ways you may be involved in potential cases of animal abuse or neglect include the following:
1. You may have a client who comes to you with concerns of potential abuse or neglect.
2. You may discover firsthand knowledge of a suspected abuse or neglect case.
3. You may be called upon by local law enforcement to assess an animal during development of their investigation.
4. You may be called upon by the prosecution or defense to serve as an expert witness in a suspected abuse or neglect case.
In whatever manner you become involved, it is important for you to know your responsibility and steps you can take to ensure animal welfare. Currently, Missouri veterinarians are not mandated to report animal abuse or neglect. However, most veterinarians will feel a responsibility to report suspected abuse or neglect. Knowing your role and to whom to report will simplify the process. In Missouri, animal abuse and neglect laws are under the jurisdiction of local law enforcement. This means that only local law enforcement has authority to take action regarding an abused or neglected animal. There may be other agencies that investigate complaints regarding animal abuse and/or neglect, but those agencies do not have authority to enter someone’s property without permission or seize animals from harm’s way. They must work with local law enforcement when action is needed. If you have not already done so, it would be a good idea to get to know your local law enforcement officials and determine which official is tasked with animal complaints.
Clients who come to you with concerns of neglect or abuse should be made aware that there are a number of exemptions to the law, including practices which are considered normal and accepted among various professions, industries, and the public. The exemptions can be found in 578.007, RSMo and include such things as veterinary care under the provisions of the Missouri Veterinary Medical Board; scientific experiments under the auspice of IACUC; hunting, fishing or trapping under the provisions of the Missouri Department of Conservation; rodeo practices accepted by the PRCA; normal or accepted farm animal husbandry practices; and others.
information for any potential witnesses. It is unlikely that law enforcement will take action on complaints that are not of firsthand knowledge or that are given anonymously. There also may be instances in which you suspect abuse or neglect. In those instances, you should yourself make a report to the local police or sheriff. Be prepared to provide any and all documentation showing evidence of the suspected abuse or neglect upon request from law enforcement. You should not present any records or other privileged documents until and unless they are requested by law enforcement.
As a basis for reference, a person commits the offense of animal neglect if he or she: (1) Has custody or ownership of an animal and fails to provide adequate care; or (2) Knowingly abandons an animal in any place without making provisions for its adequate care. A person commits the offense of animal abuse if he or she: (1) Intentionally or purposely kills an animal in any manner not allowed by or expressly exempted from the provisions of sections 578.005 to 578.023 and 273.030; (2) Purposely or intentionally causes injury or suffering to an animal; or (3) Having ownership or custody of an animal knowingly fails to provide adequate care which results in substantial harm to the animal.
If the concerns of neglect or abuse seem valid, your client should be encouraged to make a report with the local police or sheriff. Complainants should be willing to provide their identity and contact information, specific allegations, documents or photos which might substantiate their claims, and also names and contact
It’s important to note that law enforcement officials are tasked with investigations, but there may be those instances in which they would rely upon a veterinarian to assist during case development. If you are sought out by law enforcement for this role, it is important that you be ready to leave written recommendations for adequate care as defined under law. Adequate care is defined as, “normal and prudent attention to the needs of an animal, including wholesome food, clean water, shelter, and health care as necessary to maintain good health in a specific species of animal.” It is important to provide your recommendations in writing so that if conditions aren’t improved, there is
documented evidence that the owner was made aware of the issues and what could be done to correct them. If the issues remain ongoing, and no attempts have been made by the owner to correct them, this helps to build a case in instances when a warrant may be sought to remove the animal(s) from the situation.
In some circumstances, it may be warranted to seek removal of the animal(s) in a timely fashion. In this instance, law enforcement will rely on your opinion as an animal welfare expert of the animal’s condition for probable cause in seeking a warrant for seizure of the animal(s). If this is the case, it is extremely important to document in great detail what you saw that led to your opinion that the animal(s) was/were suffering and needed to be removed. The better and more detailed your report, the less likely you will be called upon to provide testimony should the case go to trial. You may rely upon photos for documentation and recollection. If you do, every photo (or a copy) taken from the scene must be provided to law enforcement.
If you are called upon as an expert witness, preparation is key because you may be asked to make a determination based upon the facts presented at trial. It is important that you ask to review all documents in advance of any legal proceedings. When being examined, be honest, factual, and to the point.
Only answer the question that is asked and pause before answering to gather your thoughts. Try not to offer more information than is requested. As an expert, it is your role to bring clarity to any controversy, so stick solely to the facts of the case at hand. Legal counsel should offer you the opportunity for practice before trial to prepare you for the stand. And again, the better your documentation, the better your case.
Veterinarians take an oath to protect animal health and welfare and prevent animal suffering. Veterinarians can play an important role in animal abuse or neglect cases while at the same time adhering to the oath by maintaining a familiarity with the laws and having a plan in place if presented with a potential case of animal abuse or neglect. Keep a list of important contacts and resources readily available. Reach out to local law enforcement officials to develop relationships which may prove to be valuable in a time of need. Above all, trust your training and understand the responsibilities of animal owners, law enforcement, and the veterinary community.

MOPRO: Division of Professional Registration Has New Online Access to Licensure Information
In August 2022, the Division of Professional Registration (Division) including the 41 licensing boards, began a journey to bring a new, modern licensure system to the State of Missouri. The Division licenses over 300 professions and 41 boards. On January 14, 2025, after more than two years of work, MOPRO went live. MOPRO gives you access to your information 24/7 including:
• Applying for a license;
• Renewing your license, whether on time or late;
• Submitting payments online for your license, a duplicate license, or licensure verification;
• Name, address, or other contact information changes; and
• Filing a complaint against a licensee.
The Division and the Board’s website has information about MOPRO including frequently asked questions and videos that walk licensees through the system step-by-step. Finally, a call center has been established to assist our licensees and applicants with registering with MOPRO. Our Board office is also taking calls and fielding questions from licensees and applicants.
To register, you need to have an email on record with the board. If you need to add or change an email, please contact the board ( vets@pr.mo.gov) to update your records.
It is important to note, that not all application types may be available on-line. While the system was being developed it did take into consideration the volume of applications received. If there was a low volume of applications, the application will only be available via paper.
The above provides some functions that can be performed in MOPRO; however, there are other functions that are specific to the Missouri Veterinary Medical Board. Applicants for veterinary licensure and veterinary technician registration will be able to apply for licensure by reciprocity, grade transfer and examination. Applicants will also be able to apply for a Provisional license. The veterinarian-in-charge of a veterinary facility will be able to log-in to their account and apply for and renew a facility permit online. Veterinarians can renew their veterinary licenses; as well as, veterinary technicians will be able to send a link to their supervisor to gain their supervisor’s approval to allow their registration to also be renewed online. The Board will be able to accept electronic transcripts and continuing education certificates when audited.

12th Fall Equine Dentistry Lecture & Wet Lab

This dental lecture and wet lab will provide 18.5 hours of equine dental-focused continuing education.
Dr. Dennis Rach has extensive equine dentistry experience in addition to being the designer of the PowerFloat equine dental instrument. The lecture will consist of basic anatomy and physiology of the oral cavity, oral examination, dental instrumentation and techniques including extractions, sedation techniques, and dental pathology and treatment. The dental wet lab will be intensively hands-on with veterinarians performing oral examination, floating and other adjunctive procedures on live horses with a wet lab instructor per two students for a more personalized learning experience.
Each station will have a PowerFloat available. There will also be a variety of speculums, lights, and extraction forceps available for your use. Each participant is encouraged to bring their own dental equipment, if desired, so we can all get a better idea of what is available on the market as well as to help you use your existing equipment more efficiently. Please bring your stethoscope.

This continuing education session will be a great opportunity for veterinarians not performing much dentistry or for those who just want to further hone their skills. The emphasis on oral anatomy and examination will benefit any veterinarian, regardless of experience.
The MVMA will provide the option to be listed in the MVMA Equine Dentistry Referral Directory. This course also gives us the opportunity to help the Missouri Humane Society horse rescue facility by providing needed dental work in exchange for our learning experience.

Dr. Dennis Rach is a former partner of Moore and Co Veterinary Services Ltd, a 12- veterinarian equine practice in Calgary, Alberta, who continues to practice on a part time basis as well as develop new modalities for equine dentistry. The practice does over 3,500 dental procedures annually . He has had a special interest in general equine dentistry and exodontia for 25 years. His desire to do better dentistry led to the eventual invention of the PowerFloat, a guarded right angle dental tool for horses which is now used world wide. Dr. Rach has lectured on equine dentistry in USA, Canada, Mexico, and Australia.
Dr. Bruce Whittle is a predominantly large animal veterinarian and co-owner of a mixed animal practice with his wife, Gayla, in Trenton, Missouri. He has a passion for dentistry and has been actively involved in teaching dentistry short courses at numerous veterinary colleges through the AAEP over the past 10 years.

Proposed MVMA Bylaw Changes
MVMA Lifetime Membership Requirements
During the Board meeting held on April 6, 2025, the MVMA Membership Committee put forth a proposal to modify the number of years of membership necessary to qualify for Lifetime Membership. Subsequently, the MVMA Executive Board conducted a review of other states’ criteria and engaged in a thorough discussion on this matter. Following these discussions, the Executive Board unanimously approved a change to the eligibility requirements for Lifetime Membership. The central point of discussion was the understanding that Lifetime Membership is meant to recognize and offer advantages to individuals who have consistently prioritized their affiliation with the MVMA.

Article I. MEMBERSHIP
Section 5. Lifetime
(A) Any Active or Retired member of the MVMA who has been a member of the veterinary profession for at least forty (40) years and an MVMA member for at least ten twenty (10 20) years is eligible for Lifetime membership. Lifetime members shall have all privileges of Active members. Lifetime members shall be dues exempt.
(B) Any Non-Resident member of the MVMA who has been a member of the veterinary profession for at least forty (40) years and an MVMA member for at least ten twenty (10 20) years is eligible for Lifetime membership. NonResident Lifetime members shall have all privileges of Active members except for voting rights. Non-Resident Lifetime members shall be dues exempt.
Note: According to MVMA Bylaws, the proposed Bylaw changes are to be published in the MVMA newsletter thirty (30) days prior to the mailing of a ballot to all voting members. Should this amendment receive a two-thirds favorable vote of the members responding, it is intended to take effect on January 1, 2026.
Electronic ballots will be sent to those who have opted for electronic balloting.
Members Gather for 2025 Veterinary Day at the Capitol
On March 11, 2025 the Missouri Veterinary Medical Association hosted 7 students from the University of Missouri College of Veterinary Medicine along with 19 practicing veterinarians from across the state who participated in a Veterinary Medicine Advocacy day at the Missouri State Capitol.
Participants spoke to their local representatives and state senators about important pieces of legislation that were in motion between the house and senate. To see more about various bills, read “Missouri Legislative Wrap Up” on page 5 of this issue.
Newly Appointed MVMB Members
Governor Mike Kehoe recently appointed four individuals to the Missouri Veterinary Medical Board, with the Senate confirming the selections on Thursday, April 10. New members Dr. Mason Bell of Williamsville and Dr. Marcy Hammerle of Troy were joined by reappointees Dr. Michael Pfander of Clever and public member, Mr. Christopher Rohlfing of Fayette. Additional Missouri Veterinary Medical Board Members serving current terms include Dr. Galen Ericson, Dr. Steve Strubberg, and Executive Director Dana Fennewald.
During the Senate hearing, Dr. Bell, a veterinarian and CFO of Hillcrest Animal Hospital, fielded questions on workforce shortage. Dr. Hammerle, with nearly two decades in practice, highlighted the profession’s commitment to animal welfare during her confirmation hearing.
Dr. Pfander, a Springfieldbased small animal vet and licensing board member since 2012, and Mr. Rohlfing, a longtime public member and agriculture business owner, were both reappointed and bring institutional knowledge to the fully appointed board. All bring extensive professional experience and service to the board.
The Missouri Veterinary Medical Board was established in 1905 by an act of the Missouri General Assembly. The board is composed of the state veterinarian who serves as ex-officio and five appointed members. The five members consist of four members possessing a license to practice veterinary medicine, and one voting public member. Board members are appointed by the Governor with the advice and consent of the Senate.

The Journey to the Purple Leash Project. Nearly a decade ago, a Purina associate read about the difficult decision many abuse survivors with pets are forced to make: stay with an abuser or leave a beloved pet behind. It seemed unfair that pets, who may be the only source of unconditional love and support for a survivor, weren’t considered. So, we decided to help.
Since then, Purina helped one of the largest domestic violence shelters in the U.S. to become a leading voice and shining example of pet-friendly sheltering. We also helped create the PAWS Act Coalition in support of the Pets and Women Safety (PAWS) Act, which helps domestic abuse survivors and their pets by advocating for federal resources.
Today, our goal is to help ensure at least 25 percent of U.S. domestic violence shelters offer pet-friendly services by the end of 2025. We’ve already provided grants totaling $1.5 million to 52 shelters across the country, and nearly every state has at least one petfriendly shelter, but our long-term goal is to fundamentally change the landscape of domestic abuse services for survivors with pets, so no survivor has to choose between their own safety and the safety of their pet
Arkansas State University’s College of Veterinary Medicine continues to move forward in the accreditation process with a comprehensive visit from the AVMA-COE anticipated in January 2026. Pending receipt of a Letter of Reasonable Assurance after the comprehensive visit, A-State expects to open admissions in the spring for a class starting Fall, 2026. Admissions for the inaugural class will be through a link to Arkansas State University’s Slate system on the A-State CVM Admissions website as we will not be using VMCAS. Drs. Loren Kintner, Stuart Nelson, and Larry Morehouse were inducted into the Missouri Veterinary Medical Foundation’s (MVMF) Veterinary Honor Roll. The ceremony, attended by surviving family, friends, and colleagues, was held on May 3, 2025, at the Foundation’s Museum in Jefferson City, Missouri.
Dr. Loren Kintner received his Bachelor of Science degree in 1948 from Manchester College in North Manchester, IN, before going on to earn his DVM at The Ohio State University in Columbus, OH in 1949. Dr. Kintner taught veterinary pathology for 36 years at the University of Missouri College of Veterinary Medicine. He joined the college in 1949 as an instructor in Veterinary Pathology. From 1952 to 1956, he was an assistant professor, becoming an associate professor in 1956 and a professor in 1963. In 1952 he was awarded a Master of Science in Veterinary Pathology from the University of Missouri. He began his second career at the State Animal Diagnostic Lab in Kissimmee, FL after his retirement from The University of Missouri. He found it challenging working with exotic birds, fish, manatees and other marine life.
Laboratory, Dr. Nelson took a position at the University of Missouri College of Veterinary Medicine, Veterinary Medical Diagnostic Laboratory from 1965 to 1989. In 1989 he retired as Professor Emeritus.
Among his numerous honors, Dr. Kintner received the Norden Distinguished Teacher Award in 1966 and 1977, the Gamma Sigma Delta Outstanding Teacher Award in 1968, the Amoco Good Teacher Award at the University of Missouri in 1977, and the Award of Merit from the Veterinary Medical Alumni Association in 1973.
Dr. Stuart Nelson served his country in the United States Navy during WWII. Thereafter, he graduated from The Ohio State University, College of Veterinary Medicine in 1952. After graduating from veterinary medical school, he received a Master of Science degree and Doctor of Philosophy degree from Purdue University in 1959 and 1961. Several years later, he became a boardcertified pathologist, which he utilized at Purdue University as a veterinary pathology instructor before becoming an Ambulatory Clinician. After three years of service at the Florida Animal Diagnostic
Dr. Morehouse graduated from Abilene High School in 1943 and directly after served in WWII as a hospital corpsman/ pharmacist’s mate. He enrolled at K-State in the fall of 1946 and received his BS and DVM degrees in 1952. Dr. Morehouse continued his time in the U.S. Army Reserve until 1957 while he continued his post-secondary education. After his graduation from K-State in 1952, Dr. Morehouse practiced for a short time in Des Peres, Mo., before continuing his education at Purdue University in West Lafayette, Ind. He received a Master of Science in pathology and a PhD in pathology in 1956 and 1960 all while serving as director of USDA’s brucellosis laboratory. It was during this time that Dr. Morehouse met his wife Georgia Lewis. They were both Purdue graduates and worked together in a diagnostic laboratory at Purdue.
Dr. Morehouse has authored and coauthored more than 100 animal science publications and abstracts dealing with infectious, parasitic, and toxicologic diseases. Dr. Morehouse was an advocate for education and continued learning and researching through his career as a DVM. He always acknowledged the difference and the importance of the DVM degree and would often say, “Get all the general knowledge you can while in veterinary school. Specialization can come later if that is your goal. The DVM is behind your name for life- Society expects you to be knowledgeable across its breadtheven in retirement!”
Family, friends, and past students joined together to honor these three influential leaders. Dr. Nelson’s daughter, Kimberly, was present to accept the award on his behalf. Mrs. Georgia Morehouse was present to accept the award for Dr. Larry Morehouse. Many stories were shared, and connections were recounted as colleagues and past classmates gathered at the Missouri Veterinary Medical Foundation Museum, including those that nominated Drs. Kintner, Nelson, and Morehouse.
Clients, colleagues, friends, and family can nominate an individual for the Veterinary Honor Roll. The honor is given to Missouri Veterinary Medical Association (MVMA) – member veterinarians who have demonstrated leadership in their community and/or profession. Caroline Gravette, Veterinary Technician, was inducted into the Missouri Veterinary Staff Honor Roll on April 3, 2025 at a ceremony at Hillside Animal Hospital. Carrie has been an employee of Hillside Animal Hospital for over 30 years, having started as a veterinary assistant when she was a teen. She earned her Veterinary Technician degree at Jefferson College.
Carrie is an indispensable part of the Hillside team and is a much-loved employee. She left for a few years to raise her two daughters, Sarah and Katie, and then came back to work and has been there since. Carrie is married to her husband Bill, and they are now getting ready to enjoy retirement together.

MVMa’s Quality assurance Program
What is the Missouri stocker/Feeder Quality assurance Program?
The Missouri Stocker Feeder Quality Assurance Program is designed to meet the quality improvement and pre-conditioning needs of producers, feeders, and consumers. This program educates participants in immunology, animal well-being and the economics of disease. Participation in the program increases producer accountability for quality and safety of the product they sell.
How does the Program Work?
Veterinarians and producers must be MSFQAP-certified. Veterinarians must also be Beef Quality Assurance (BQA) certified. Veterinarians are certified online or during the MVMA convention. Producers are certified by their veterinarian. Veterinarians and producers learn how they can influence carcass quality and consumer confidence by monitoring where and when injections are administered. Once certified, the producer may participate in the program at one of three levels (white, red or blue tag). The three-level approach allows all producers the opportunity to match their level of management and facilities to the level of participation.
level 1: show-Me select (White tag)
• Participating veterinarians and producers must be certified.
• Calves must be properly identified with an approved ear tag. Tag numbers will be listed on an approved certificate.
• External and internal parasite control is administered.
• Calves will be dehorned and healed. Calves will also be castrated with a knife and healed or verified to be steers.
• Vaccinations: 7-way clostridial, IBR, BVD, PI3, BRSV, Mannheimia haemolytica with leukotoxoid, (Histophilus is optional.)
• Cattle must be born on the producer’s farm. A range of birthdates or the birthdate of the oldest calf in the group must be recorded.
• Bull in and out dates will be provided.
• Individual calf treatments will be recorded to include date, product, dosage, route of administration and injection site.
• Vaccinations must be given no younger than four months of age and at least 21 days before sale.
level 2: show-Me superior (red tag)
• Weaned 45 days before offering for sale.
• Meet Level 1 requirements - NOTE: Initial vaccinations may be given at an age determined by an attending veterinarian.
• In addition, a second round of vaccinations must be given using the following guidelines:
• A 7-way clostridial as well as a modified live vaccine containing IBR, PI3, BVD and BRSV must be administered;
• Histophilus somni is optional;
• Only one dose of Manheimia heamolytica is required if that dose is administered to calves 5 months of age or older;
• The time frame between initial and second vaccinations must be a minimum of 21 days and all vaccinations must be completed at least seven days prior to sale;
• If a veterinarian determines initial vaccinations should be given to calves less than 4 months of age then second vaccinations must not occur until calves are 5 months of age or older.
level 3: show-Me supreme (Blue tag)
• Meet Level 1 and Level 2 requirements.
• All cattle must be tested and be negative for persistent BVD infection.
• Genetic information is optional.

We are seeking an immediate, full time, experienced RVT to join our predominately equine hospital. Homestead Veterinary Hospital (HVH) is 70% equine, 25% small animal, and 5% small ruminants. We are an 7 ½ doctor practice. The position is open to a small animal RVT and/or an equine RVT. The candidate must be a great team player with exceptional communication skills necessary to provide the excellent veterinary care our clients deserve. Weekend on-call duties are shared. This usually ends up being one weekend per month. The weekly schedule is designed for a 4 to 4 ½ day work week. For full time employees HVH provides medical and disability insurance. We also provide paid professional registrations, paid vacation, paid CE, and a SIMPLE retirement program.
