Peninsula Wide Beacon
of summer

We’ve adopted four key strategic plans to guide Council’s work over the coming years: the Council Plan, Public Health and Wellbeing Plan, Financial
Plan and Asset Plan. More than 3,500 community members helped shape these plans by sharing their ideas and priorities through surveys, popups, and forums. Together, they set out how we’ll deliver services, invest in infrastructure, support wellbeing and manage our finances and assets – all to bring our shared Community Vision to life.
These plans provide a clear pathway to achieving practical outcomes for our community.

They will ensure resources are directed where they have the greatest impact, supporting local projects and making the Peninsula an even better place to live, work and play. They also provide a clear framework for accountability, so our community can see how Council is progressing against the priorities you helped set. mornpen.vic.gov.au/ ourdirection
Our CEO Mark Stoermer has also overseen a
major organisational restructure to align the Shire’s operations with these strategies. The Budget adopted in May made it clear we need to act now to remain financially sustainable. These changes will strengthen customer service, ensure long-term financial sustainability and deliver greater value for ratepayers.
I wish you and your families a safe and happy festive season.

Rye Gift goes the distance

for 50th anniversary!
The iconic Rye Gift will celebrate its golden anniversary in January.
Rye Sports and Social Club secretary/treasurer Gary Sanford said the 2026 professional athletics carnival and family fun day –supported by a Shire Community Events Grant and attracting Victorian and interstate elite runners – will be bigger and better than ever.
“For our 50th event we will be increasing the prize money for the Maw Civil 120m men’s and Rye Hotel 120m women’s events and the two 400m events to make this the second most prestigious athletics event behind the Stawell Gift in the 2025/26 VAL athletics calendar,” he said.
Bella Pasquali carried on a phenomenal family tradition when she won the women’s event at
Rye in 2023 – dad Wally won the men’s in 1995 and mum Anna won the women’s in 2003, 2004 and 2005.
Organisers thank sponsors Community Bank Southern Peninsula, Rye RSL, Rye Hotel, Maw Civil, Hillview Quarries PL, Rotary Club of RosebudRye, Jim’s Test & Tag, Clarrie Jennings & Sons P/L, South Coast Medical Centre and Wittingslow Amusements.

Delivering housing for women and children
The Shire has partnered with housing agencies YWCA Australia and Women’s Property Initiatives (WPI) to deliver 17 dwellings in Mornington and Hastings for essential social housing for women and children.
The Peninsula is facing a shortage of housing availability and affordability, with women and children often being the hardest hit.
Numbers registered for housing on the Victorian Housing Register continue to grow at an alarming rate and tragically, the Peninsula now has the highest proportion of rough sleepers of all local governments collecting information in Victoria.
Through the provision and lease of five parcels of council owned land (valued at more than $3 million), and state government funding, the Shire’s partners YWCA Australia and WPI can now develop the land with community housing for eligible tenants. Planning is well advanced to provide safe and secure housing for women and their children.
The housing and development component is funded by Homes Victoria under the Victorian Government’s $6.3 billion Big Housing Build and Regional Housing Fund.

In return for their passion and commitment to moving the Shire forward, we provide flexible employment and training opportunities for people wanting to build a career.
Our Peninsula
Community recycling in action!
The Shire is one of three Victorian councils participating in an innovative 12-month trial designed to increase recycling and reduce litter.
New Container Deposit Scheme (CDS) exchange baskets are being installed next to public bins at 90 locations across the Peninsula, including in foreshore areas and other popular public spaces.
Too often, drink containers used on the go end up in landfill instead of being recycled. This trial provides a practical, communityled solution to help recover those containers and cut down on litter.
The baskets make it easy to get involved. Leave eligible, empty drink containers in the basket — or collect ones already there and return them to a CDS refund point to receive a 10-cent refund. mornpen.vic.gov.au/cds-baskets

Simple changes could save $1 million!
The Shire is forking out an extra $1 million to process household recycling following a rise in contamination. We can turn this around together. Contamination is measured by weight, which means even small mistakes can add up.
One of the most effective ways to reduce contamination is to ensure containers are empty before they are placed in the bin. A quick empty and rinse can make all the difference.
Contamination refers to non-recyclable items such as food scraps, liquids, textiles and batteries being placed in the recycling bin.
So, what goes in your kerbside recycling bin?
• Empty containers from your kitchen and laundry (rinse if needed)
• Paper and cardboard
• Keep everything loose – not in bags!
Check out our A-Z listing to learn what goes where: mornpen.vic.gov.au/ recyclingguide

We’ve settled on the Shire’s advocacy priorities for the year ahead!
Shire advocacy priorities
These include the release of Port of Hastings surplus land, Rosebud Hospital, housing, homelessness, road maintenance, coastal infrastructure, Green Wedge protection, public transport and personal watercraft safety.
Ongoing advocacy projects include the:
• Peninsula Trail,
• Emil Madsen upgrade,

Beek Beek

Our furry canine friends are a much-loved part of many families in Beek Beek.
That’s why we’re collaborating with locals to make Somerville’s Grant Rd Dog Park paws-itively better! A community group has applied for funding to upgrade the park by adding internal fences and gates, creating separate off-leash areas so everyone – big dogs, small dogs and their humans – can enjoy the space safely. We’ve been liaising closely with locals about a range of options and the proposed upgrades will make the park safer and more inclusive for all dog owners – so watch this space.
New tennis lights are ace
Our local tennis clubs are shining thanks to upgrades. Somerville Tennis Club’s new LED lighting upgrades for courts 4, 5 and 6 were delivered by the Shire with the State Government contributing $100,000. The club has about 130 members who will directly benefit.
Meanwhile, at Tyabb Tennis Club works are due to start soon for LED lighting for all courts and installation of the Book a Court system. The works are funded by the State Government ($200,000), Tiny Towns grant ($50,000) and a Council funding contribution.

Somerville to Baxter Trail
The Somerville to Baxter Trail has seen great progress since works started in January 2025.
Construction is nearing completion for the section of trail from Frankston-Flinders Rd to Golf Links Rd.
Inspections with Metro Trains and final safety auditing are underway – once opened path users can ride safely from Baxter, north into Frankston and beyond.
Works on the remaining sections of the trail are beginning, heading north from Eramosa Rd East including a safe crossing of Frankston-Flinders Rd near Hawkins Rd at Baxter.
Somerville Tennis Club’s new lights are a hit.

Twelve months into the Council term and it has been a privilege to meet so many in the community.
Summer has arrived fast and brings with it added risk of heatwave. Check in with your vulnerable neighbours and put water out for wildlife if you are able. Our beaches are beautiful, but they carry serious risk – from 2014 to 2024 there were 54 fatal drownings on the Peninsula (nine times the Victorian Local Government Area average). Check out mornpenwatersafety.com.au on how to be safe around the water.
The Board of Inquiry into the McCrae Landslide has now delivered its report and I am hopeful for a speedy resolution to get displaced residents back home.
Local Area Community Capital Infrastructure Grants are open until 4 June 2026 or when funds have been exhausted.
The grants provide funding for projects that improve the built and natural environments within the Shire. With up to $50,000 available for each application, grants can be used for renewal of community infrastructure and facilities and projects that improve the natural environment and more.
Water Safety Alliance
The Mornington Peninsula Water Safety Alliance was formed in response to the region’s alarming drowning statistics, which ranks among the highest in Victoria. A campaign launched by the Alliance targets risky behaviours influenced by social media, beach unpreparedness and unsafe water activities.
The campaign includes three videos styled on TAC road safety ads, aimed at educating both locals and visitors. The initiative is part of a broader effort to reduce drowning incidents and promote safer beach experiences. mornpenwatersafety.com.au
Walkers group strides out
When Annie Lennox discovered there wasn’t a walkers group in McCrae, she took the next step and started one! The McCrae Walkers group’s motto is ‘rain, hail or shine’ with participants enjoying exercise, a good chat and building community spirit.

Convenor Annie said: “We walk the walk and talk the talk and time goes quickly.”
Along the way, participants have built great friendships and raised money for various causes. The Shire joined with the group to buy a defibrillator available at the toilet block near McCrae lighthouse. The Shire contributed a $2000 grant and the walkers raised the balance. Thanks to their generous efforts and support from McCrae Lions Club member Colin Blyth, the walkers also raised money to support accommodation for those experiencing domestic violence (via the Salvation Army), sleeping bags for those sleeping rough (via Vinnie’s Kitchen Rosebud) and Dog Walk for Cancer 2025.
Walk on
• McCrae Walkers meet at McCrae Lighthouse on Tuesdays 9.20am for a 9.30am start.
• Members walk along the foreshore to Rosebud Pier for a coffee and chat before leaving and aiming to be back at McCrae at 11am.
• Visit the McCrae Walkers Facebook page

Mount Martha is buzzing with activity this summer with several key projects either underway or nearing completion.
Planning is progressing for the village carpark and pedestrian improvements, which will make it easier and safer to get around while continuing to support our traders and vibrant village atmosphere. With Christmas in the village just around the corner, it’s the perfect time to enjoy the festivities and shop local.
At Birdrock Beach, restoration works are well underway and I’m pleased the new amenities at Mount Martha North Beach are set to open in time for summer.
Planning is also moving ahead for the refurbishment of the historic Briars Homestead and for safety upgrades at the Forest Dve blackspot.
The resealing of Uralla Rd has already been completed, improving safety and access for residents.
It’s an incredible privilege to represent this community. I remain focused on delivering real, tangible outcomes and I encourage everyone to get out and enjoy all the Peninsula has to offer this summer.
Wishing you and your families a safe and happy Christmas and New Year.
Birdrock Beach access works
Reconstruction of the stairs at Birdrock Beach Mount Martha is underway.
These works are a key step to improve access, safety and long-term usability of the stairs. The project will be delivered in two stages:
Stage 1: Repair works to the existing stairs from the carpark to the lookout to be completed by the end of 2025 weather permitting.
Seniors take centre stage!

Seniors brought their own special touch to the classic musical Guys and Dolls.
Supported by a Shire Performing Arts Development Grant, Broadway Snr enables older adults to experience the joy of performing by rehearsing and staging a beloved Broadway musical – adapted to suit their talents and abilities.
Established in 2001, Broadway Academy currently nurtures over 280 junior students in the performing arts. Broadway Snr aims to foster creativity, social engagement and a sense of achievement among seniors in our community.
Organiser Rebecca Perry described the cast as a “beautiful blend of experienced performers and enthusiastic first timers.”
Participants presented their show ‘Guys and Dolls Senior’ at New Peninsula Community Centre, Mount Martha. For details on Broadway Snr projects, email info@broadwayacademy.com.au

Stage 2: Rebuilding of the bottom section of the stairs to start in the new year subject to permit approvals.
We’re working closely with the Birdrock Beach Action Group and partnering with the local Friends group to assist
with planting at the top when the works are completed. The Shire has engaged a consultant to progress the detailed design of the bottom section from the lookout to the beach.

Connecting with so many hardworking and passionate, grassroots community groups has enabled me to attend a diverse range of meetings including the Friends of Lospalos and Dromana Associations AGMs – the latter highlighted key areas of focus including escarpment management, mountain bike facility and signage projects.
It was great to also touch base with Ben White from Southern Peninsula Basketball Association to discuss plans to increase basketball facilities across the Peninsula with a focus on developing additional courts at Dromana Secondary College.
The Dromana/Arthurs Seat–Wonga Escarpment Roundtable discussions brought residents together to work collaboratively to find the resources needed to create a plan that minimises bushfire risk and erosion, as well as helping nature thrive as a treasured ‘green cathedral’ for us and future generations. Watch this space for updates!
Work on the Dromana Pier restoration project is anticipated to impact this summer with works expected to be completed mid to late 2026. For updates, visit parks.vic.gov.au
Australia Day at Dromana
The 21st Dromana Australia Day event will be held at Dromana Park near the Dromana Information Centre, Pt Nepean Rd.
Supported by a Shire Commemorative Events Subsidy, the event includes children’s rides, live music, performers, guests, amusements and presentation to the winner of the Community Event of the Year. Formalities start at 11am including recognition of Traditional Owners, singing of national anthem and address by Australia Day Ambassador. January 26, 2026, 8.30am to 1.30pm
Water bikes at Dromana Bay Lifesaving Club’s open day were a hit.

Dromana Bay Lifesaving Club is dedicated to water safety and community service.
A Community Events Grant from the Shire enabled the club to host a community open day. The club, which has over 400 members including 155 nippers, hosted the open day including beach volleyball and water bikes. The ‘try lifesaving’ activity also enabled the public to learn rescue skills from the club’s qualified lifesavers.
Club vice president Kate Dowsett said: “Our Inflatable Rescue Boats racing team put on an exciting demonstration, showcasing their driving and rescue skills – the IRB racing team competes in a statewide competition with other Victorian Life Saving clubs.” dromanabaylsc.com
Water safety signage
The Shire is working with key agencies to improve water safety for everyone this summer.
A meeting at Dromana Bay Life Saving Club focused on clearer, more inclusive coastal safety signage particularly for people from Culturally and Linguistically Diverse (CALD) backgrounds and the creation of a local water safety plan.
By tailoring messages and visuals, the Shire aims to ensure all beachgoers, regardless of language or background, can understand and respond to safety advice. We’ll keep the community updated.
Coolart

Coolart Ward covers 60 per cent of the Shire and almost 20 communities, all with many varying budgeting needs. This is the most difficult task I face. About 100 community facilities and services are raised with me – I bring these to the attention of officers and other councillors. All need to be prioritised, fit within our budget and compete with other projects from across the Shire. Items that gained most support in the 2025/26 Shire Budget included road and drainage upgrades, halls and pavilions, sport, playgrounds and toilets, carparks and walking trails/footpaths. I will continue to advocate for more projects and improvements including public toilets for Flinders playground, safe pedestrian passage to the Flinders pier, a Main Ridge Reserve permanent changeroom, the Warrawee/ Stanleys Road intersection hazard, Fenton Hall redevelopment, Community Hubs at Balnarring, Flinders and Red Hill, a walking trail along Cape Schanck Road, a wildlife hospital, St Andrews Beach Recreation Study, Merricks Beach and Shoreham drainage issues, Somers traffic study implementation, lower speeds in our quiet villages, water recycling initiatives and access to a performing arts centre. Regards, David

Great news! Council has resolved to engage Victorian Sports Group as preferred contractor for the Dallas Brooks Reserve soccer upgrade and carpark works, which is partially funded via the Australian Government’s Thriving Suburbs Program. The project includes reconstruction of four full-size soccer pitches to National Premier League and domestic standards and more. It is anticipated that works will be finished March 2027. I’m aware of community concern about amenity and traffic issues regarding the proposed Woodbyne Estate development near Mornington Racecourse. The development and all 152 community submissions Council received were independently reviewed by a Planning Panel appointed by the Minister for Planning at a public hearing. We will review the Planning Panel’s report with findings and recommendations and decide in early 2026 whether to adopt proposed Planning Scheme Amendment C247morn to facilitate the development, with or without any changes recommended by the Panel, and send it to the Minister for a final decision. I know many will be heading to our beaches for a swim. We’re urging everyone to prioritise water safety.

Nepean

A highlight from the last few months was celebrating the 25th anniversary of the Rye Historical Society.
We have two very active historical societies in Nepean Ward. Both their museums are worth a visit, as well as the 1803 Settlement Centre.
I also enjoyed season opening events at Rye Bowls Club and Sorrento Bowls Club with their new deck. A long-awaited event that I participated in was the sod turning for the new Sorrento Surf Life Saving Club.
Council agreed on our advocacy priorities to the state and federal governments for the upcoming year, which includes coastal infrastructure. One of the main concerns in that space is a permanent solution for Portsea front beach beyond the temporary sandbags. There has been lots of work on the Rye foreshore this year, which will be completed in time for another busy summer and carnival.
I’m looking forward to the 50th running of the Rye Gift in January (see article Page 3), as well as all our other regular summer events, which happen thanks to the hard work of many volunteers in our community.
Iconic event at RJ Rowley Reserve
Important ground improvement works at Rye’s RJ Rowley Reserve are ensuring the muchloved community facility is in top shape ahead of the 50th running of the Rye Gift. Works included extensive surface remediation, featuring scarifying, topdressing and other treatments.
Together, we’re ensuring the reserve is ready for the Rye Gift and looking after its long-term future.
Major upgrades
The story keeps getting better at RJ Rowley Reserve! Key projects due to begin late 2025 and early 2026 include:
Lifesaving clubhouse rebuild
Works are underway for the new Sorrento Surf Lifesaving Club. The project was funded by the Victorian Government ($3.5 million) and the Shire ($1 million) with the balance raised by Sorrento Surf Lifesaving Club.
The former clubhouse was constructed as a basic utility building with a lookout and had reached the end of its serviceable life and lacked storage. New facilities include storage for emergency equipment, separate change rooms, a patrol tower and training spaces –enabling improved response times for rescues.
The Sorrento Surf Life Saving Club has been a cornerstone of community safety and education for over two decades. It plays an essential role in water rescue and safety education at one of Victoria’s most popular beach destinations, with over 700,000 visitors each year.
It is anticipated that the new clubhouse will be completed by September, 2026. sorrentoslsc.au

Netball court resurfacing:
The existing netball courts are being resurfaced with a new high-quality acrylic finish to provide a more durable and professional playing surface.
New skate park:
The current skate park is being completely rebuilt with a fresh design tailored to beginners and developing skaters. The
new layout features mini ramps, banks, grind rails, blocks and manual pads.
Cricket net relocation and upgrade: A brand new four-lane synthetic cricket net facility is being constructed to replace the existing nets. The new facility will be fully enclosed to improve safety and usability, with one lane left open for public use.

It’s been a full and rewarding time across our community.
I joined Chasing Change’s Suicide Prevention Walk, the FightMND Walk and Projex J’s ‘Get Busy Living’ event — each at Mornington Park — standing alongside families, carers and advocates who make our community stronger. The Suicide Prevention Walk was held in partnership with the Shire. I also opened the Mornington Peninsula Regional Gallery Spring Collection and attended AFL South East/Netball Victoria’s Regional Facilities Strategy briefing and the South East Councils Climate Change Alliance (SECCA) Mayoral Forum.
From a strategy perspective, Council has begun rolling out CCTV along Mornington’s Main Street to support community safety; commenced our Climate Resilience Plan with practical, measurable actions for adaptation, asset management and local risk; and launched our Visitor Economy Partnership, which has already unlocked more than $700,000 in state funding for local jobs and events. Fishermans Jetty is now open and attention turns to the Schnapper Point Boat Ramp redevelopment. For information regarding the latter, see the article on this page. Wishing you a safe, merry Christmas and a happy New Year.
Our art spark shines
More than 300 people attended the opening of Mornington Peninsula Regional Gallery’s Spring Exhibitions featuring works by leading Peninsula artists John Baird and Joshua Searle.
The event was launched by Cr Paul Pingiaro. The evening was a celebration of local artistic talent, highlighting the national recognition both artists have achieved. mprg.mornpen.vic.gov.au

Schnapper Point boat ramp upgrade
We’re excited to announce that the Schnapper Point boat ramp at Mornington will undergo a full renewal to make launching and retrieving easier.
As part of this upgrade, dredging will be scheduled to ensure the ramp is ready for use during the busy peak boating period once the construction is completed.
Construction is planned from February to August 2026 and we’re taking careful steps to ensure the ramp is upgraded to meet current needs and future demands. Once construction wraps up, dredging will be undertaken to clear any debris and ensure the ramp’s depth is optimal for convenient boating access at a range of tides.
This approach will ensure that the upgraded facility is fully functional and prepared for the influx of boaters during the peak season. We’re committed to delivering the best possible outcome for the community. While this means the boat ramp will be closed during construction, it’s expected the ramp will be open in September 2026 for the new snapper season. This project is being made possible through funding from the Victorian Government’s Better Boating Fund.

You made your views clear about the open space at 11A Allambi Ave Capel Sound.
We’re here to listen and I was rapt when Councillors voted unanimously to spare it from potential future development – instead, protecting it for community use as part of our Open Space Strategy. The community campaign was a wonderful example of what residents can achieve when they band together to fight for great outcomes.
I’d loved getting out in the community and meeting so many of you – attending meetings with our bowls clubs, Peninsula Advisory Council of Elders and senior citizens clubs. I also tried out the golf simulator at Mount Martha Public Golf Course and yes, my swing needs more work! It’s great fun and I urge you to check it out – for more details visit mtmarthapublicgc.com.au
It was inspiring to celebrate the 15th anniversary of the Shire’s involvement with the L2P program – a wonderful initiative that matches learner drivers with mentors who help the Learners gain their P Plates. In closing, I’d like to wish everyone a joyous, safe and peaceful Christmas and happy New Year.

Turning stories into art
Have you visited Tounnin Wominjeka Youth Hub?
Well, you’d better because a striking new mural now welcomes visitors and it’s more than just paint on a wall.
This mural is a story of connection, culture and creativity, designed by Taungurung artist Sammy Trist with guidance and ideas by First Nations young people from across the Mornington Peninsula!
The Youth Services team, alongside Sammy facilitated six workshops
with students from three local schools. The students also contributed ideas for native plants and animals featured in mural, including kangaroo tracks and a blue tongue lizard.
At the heart of the mural sits a ceremonial circle – a symbol of the Youth Hub itself, described by the young people as a safe place where community comes together to learn, connect and belong.
Tounnin Wominjeka is a youth hub in Rosebud for young people 10-25 years to access support, programs and events. mpys.com.au
Film festival offers the reel deal!
The popular Peninsula Film Festival is back! Supported by Mornington Peninsula Shire, this three-day event is held in Rosebud from 9-11 January, 2026.

I know many of you are keen to see progress at the Hastings Club. I’m pleased to report that the scope of works was completed in October and we’re working towards delivering much needed upgrades.
Advance Education is confidently moving forward with plans to build a new learning facility in Hastings — an exciting development that will expand local education options. It’s also great to see Pelican Park back in operation following the major upgrade. There’s still more to come, with Stage 2 including the opening of our brand-new wellness centre and welcoming patrons back into the group fitness room. Council has begun work on the Hastings Seniors Learning Hub and the master plan for upgrading Memorial Park in Bittern is moving closer to fruition.
Congratulations to the Hastings Football and Netball Clubs on a successful season — a special shout-out to the A and D grade Netballers for making the finals! It was also fantastic to see the Crib Point Football Club’s women’s team make it to the grand final. Thanks to everyone who has reached out. Don’t hesitate to contact me if I can assist.
Friendly bowls club is on a roll!
For more than 70 years, the Hastings Bowling Club has been a beloved community hub, operating continuously since its founding in May 1953.
Situated on the scenic Hastings foreshore, the club offers stunning, sweeping views of Western Port Bay, French Island and beyond.

Premier Hastings recreation centre back with a splash
Pelican Park Recreation Centre’s aquatic areas and gym have re-opened! Thanks to a comprehensive revitalisation project, the centre now offers new cardio equipment, a dedicated Recovery Zone with massage chairs and compression boots and refreshed change rooms, including a refurbished family change village.
The spa and steam room are also back for members to enjoy and CONNECT30 and Burn It functional gym sessions have returned to the Health Club space.
The project delivered upgrades including pool shell repairs, plant infrastructure improvements and a new HVAC system for improved comfort. But that isn’t all, there are more upgrades coming soon so stay tuned!
There are plans to introduce 24/7 gym access, a Reformer Pilates studio and a new Wellness Centre featuring ice baths and infrared saunas.
