Dover’s vitality increasing with array of growth

The vitality of the City of Dover is increasing due to growth in a wide array of areas. Whether hotels, new stores, new homes, or new services, it’s happening in Dover.

Since January 2007, three hotels have been constructed, three more are currently under construction, and another three are in the planning review phase. Significant renovations and improvements have also been made at other hotels.

Not included is the 250-room addition to the Dover Downs Hotel.

With the demands of the tourism industry and its reflection in Dover, expansion was necessary. Dover Downs Hotel, Casino and NASCAR expanded their race operations and video lottery additions and are also in the process of constructing three new restaurants and a full service Toppers Spa. They will continue to cultivate change in the Dover area.

Construction of the Rte. 13 corridor is strong. The proposed 216,650 square foot Dover Crossing shopping center has been approved at Leipsic Road with stores such as Bed, Bath and Beyond, Dicks Sporting Goods, and Ross Clothing. Circuit City has joined the retail mix along the highway and a Sonic Drive-In Restaurant is currently under development.

Rising economic tide in Sussex County will be a benefit to all

By David B. Baker Sussex County Administrator Former President John F. Kennedy once remarked that “a rising tide lifts all boats.”

For anyone who has ever been fishing, or strolled along any waterfront village, such an observation is apparent and seemingly not all that insightful.

But President Kennedy wasn’t using this imagery to state the obvious.

Instead, he was using the remark to make a point that what benefits one can benefit us all.

The “rising tide” quote might have been overly simplistic, but it was no less accurate or less meaningful in its intent to explain how economic policies can have a ripple effect with farreaching and lasting results.

This past year, Sussex County has taken a number of steps that I believe will have ripple effects on the economic tide here in Sussex County for

Business Mix Delaware.net makes upgrade

For the last five years, Delaware.net has offered customers a basic application to send out newsletters via e-mail.

The system has recently been upgraded and is now called “mail-logic.”

Customers who use the old newsletter system will be notified about the need to upgrade. For customers with small databases the cost will remain about the same, while clients with larger recipients will see a price increase.

The new e-mail newsletter service starts at $12 per month for up to 500 recipients. The new system has alleviated the need to cut and paste e-mails into Outlook for large mailings. The company has made a commitment to preventing spam e-mail, so all e-mail lists must be opt-in, meaning that recipients must sign up to receive e-mails from you.

Lyons to present forecast seminars

The Lyons Companies and the University of Delaware Center for Economic Education and Entrepreneurship recently held their annual roundtable discussions of issues that shape the economic outlook for the nation, region and state.

Discussions will be held in Wilmington on Jan. 9 and Long Neck on Jan. 10.

David R. Malpass, chief economist at Bear Stearns and Co. Inc. was the featured speaker at the Wilmington event. His 2001 analyses warned of the deflationary recession, while his 20022007 work highlighted the sturdiness of the expansion, its global scope, and the equity market benefits.

In 2005-2007, Malpass ranked second in the Institutional Investor survey of Wall Street economists.

The Sussex County event featured Robert L. Stickels, who served as Sussex County administrator for more than 18 years before joining engineering firm George, Miles and Buhr as director of external affairs. His public service includes work with municipal, environmental and economic development organizations.

SBA releases ‘07 Year in Review

The U.S. Small Business Administration has released a 10-page report marking the agency’s accomplishments during 2007. The Year in Review document is posted on the SBA Web site at www.sba.gov/idc/groups/public/documents/sba_homepage/sba2007_accomplishments.pdf According to the report, during 2007, the agency fostered small business ownership more effectively and helped people get back on their feet after natural disasters more quickly. Internal operations are more effective and efficient, with every SBA department taking on new challenges, goals and initiatives launched by administrator Steve Preston, who took the reins at the agency

Schell family donates to project

Mark Martell, president of Delaware Audubon, announces that the Schell Family Foundation has donated $5,000 to the organization to help support efforts to inform the public about the benefits of the proposed wind energy project off the coast of Rehoboth Beach.

The funds will be used by Delaware Audubon, in consultation with Citizens for Clean Power (CCP), to educate the public on the economic, health and environmental benefits of offshore wind energy and to promote the wind energy project proposed by Bluewater Wind.

Kent County Tourism workshop

The Kent County Delaware Convention and Visitors Bureau will hold “Exploring Tourism Opportunities: A Workshop in Central Delaware,” Wednesday, Jan. 30, at Dover Downs Hotel and Casino. Keynote speaker will be Bill Hardman, president and CEO of the Southeast Tourism Society (STS), a 12state tourism coalition.

Hardman will share his experience with the STS, and how its principals could benefit the tourism industry in Central Delaware. The STS is dedicated to fostering economic ties of the Southeast region by uniting all segments of the travel and tourism industry. STS fosters opportunities for regional networking, education, partnerships and cooperative marketing, as well as advocacy at the national level.

Sixteen additional speakers will round out the program, which runs from 8:30 a.m. to 2 p.m. and includes a continental breakfast and lunch.

Conference seminars will be divided into two tracks, one for the hotel/lodging industry and a second for general tourism education. Topics will include: accessing grant monies for tourism projects in Delaware; ecotourism agritourism and heritage tourism; how to get more out of travel writers; packaging travel experiences for your visitors; capturing energy savings and improving energy performance; latest trends in hotel marketing; Meetings Quest; and building a culture to recruit and retain good employees.

The program, which costs $35 per person, is limited to the first 50 registrants.

Enterprise donates to Hospice

Delaware Hospice received a $2,500 charitable contribution from Enterprise Rent-A-Car Foundation in support of its Community Campaign to Expand Delaware Hospice.

Ag group plans state Ag Week

Gale Buchanan, the USDA under secretary of agriculture, will be the guest speaker at the Friends of Agriculture Breakfast on Friday, Jan. 11, at the Harrington Fire Co. The breakfast will begin at 7:15 a.m. and registration costs $15.

Buchanan is appearing as a special guest in conjunction with the celebration of Delaware Ag Week, which runs from Jan. 7 through Jan. 12.

marketing, crop pollination, agronomy, organic farming and forestry. Buchanan will speak about “Ag Research, Education & Extension: A New Paradigm.”

Before becoming the under secretary of agriculture, Buchanan served as the dean and director of the University of Georgia College of Agricultural and Environmental Science.

He also devoted more than 20 years of his professional career to weed research and teaching at Auburn University.

Train running at Visitors Center Stop by the Rehoboth Beach-Dewey Beach Chamber of Commerce Visitors Center to see the newly installed ceiling train that runs through the walls and into all the rooms at the Visitors Center.

The Center, which is located at 501 Rehoboth Ave., is open Monday through Friday from 9 a.m. to 5 p.m. and Saturday and Sunday from 9 a.m. to 1 p.m.

While only a few train cars chug through the Center now, Chamber members will soon have the opportunity to add their own personalized car to the train sequence.

Plans for a replica model of downtown Rehoboth with a mini-model run-

The newly renovated Railroad Station now serves as a Visitors Center and is administered by the Chamber.

Area Chambers of Commerce reflect on 2007 Bethany-Fenwick

By Karen McGrath The past year was very successful for the Bethany-Fenwick Area Chamber of Commerce, and 2008 promises to be just as fruitful. The Bethany-Fenwick Area Chamber concentrated on providing, communicating and expanding measurable benefits for our member businesses.

One important way was through the continuation of our electricity cooperative. In 2007, we formed our second coop group with 54 member businesses combining their electricity needs to secure a better rate with no demand charges. Information sessions for the 2008 group will be held in early February with applications accepted through the end of that month. Any Chamber member located in Delaware or Maryland with commercial service from Delmarva Power is eligible to join the coop.

An exciting addition to our benefit lineup was our Staples Business Advantage program. Chamber members who register for this Staples program not

only receive the very best prices on office supplies, equipment and services, they also enjoy deeper discounts on the items that the group orders most frequently.

Similar to the electricity co-op, Staples Business Advantage gives the group members stronger purchasing power. Both of these programs are firsts for a Chamber of Commerce in Delaware.

The Bethany-Fenwick Area Chamber of Commerce also hosted its second annual Joint Chamber Mixer & Small Business Expo in November. Held at Seacrets in Ocean City, the event featured 29 exhibitors and more than 325 guests from seven Chambers of Commerce and the Ocean City Hotel-MotelRestaurant Association.

In 2008, we will continue to develop and improve programs that help our member businesses succeed. Soon, we will introduce our Chamber Academy, a series of professional and business development programs. Classes will include topics such as human resources compliance and leadership development. Central Delaware

The staff and Board of the Central Delaware Chamber of Commerce (CDCC) are proud to say we had a banner year in 2007.

As everyone knows, membership is the foundation and backbone of chambers of commerce. In 2007, our membership grew from 775 to 827. We also increased our retention of membership from 85% to 96%, which is a tremendous retention rate for any organization to achieve.

We attribute our growth and retention in membership to some of the new programs we rolled out in 2007. By far, one of the best programs we initiated in 2007 was our Chamber Club Card Program. To date, we have over 100 members who offer discounts to not only fellow members, but also to visitors to our county. Members and visitors redeem their discounts by simply presenting their Chamber Club Card, which conveniently attaches to your key ring. This program brings customers to our members’ doors and has increased their sales.

Early in 2007, we also started our Power Networking Sessions. We hold the Power Networking sessions on a quarterly basis and they complement our monthly Sunset Business Mixers.

This program provided another venue for our members to meet, learn about the services they each provide and establish working relationships.

So what is the difference between the Power Networking and the monthly mixers? It is the structured marketing strategy that amplifies the networking concept by putting a time limit on promoting your business and making certain you have the chance to network with everyone in the room. These sessions are quick paced and extremely productive. If you have not attended a Power Networking Session – do so in 2008.

In addition to helping members increase their businesses, we also work hard to help them manage their costs.

To that end, we kicked off our second CDCC Electric Cooperative Program, which helps members decrease their electrical usage costs.

We concluded our year with the development of our CDCC E-News, a weekly e-newsletter that we send to members, which provides them with direct access to events, programs and current business topics and issues. This e-

news format also provides our members with the convenience of taking care of all their chamber business with a few clicks of a mouse.

In short, we saved our members time and money, helped them increase their sales and provided them with a variety of marketing opportunities – making 2007 a banner year for the CDCC.

Delaware State Chamber

At the Delaware State Chamber of Commerce (DSCC), we are committed to ensuring that our members get the support they need to remain competitive. Regardless of their size, location or industry, all of our members are important and contribute to the state’s bottom line.

The Chamber realized one of its long-term legislative goals in January 2007 when Gov. Minner signed Senate Bill 1 reforming Delaware’s workers compensation system. Not only does this put Delaware on a level playing field with surrounding states, but reform will save Delaware’s businesses as much as $43 million.

We also scored successes with organized retail theft legislation and strengthening Delaware’s captive insurance legislation.

There’s a common thread that ties these victories together – communication. Our members told us what they needed and in many cases went to Dover to testify before the General Assembly. It’s this kind of participation that makes the Chamber the powerful organization it is today.

Much of our power derives from our five affiliates. The Small Business Alliance continues to grow and thrive. Its signature “Superstars in Business” program will celebrate its 10th anniversary in November 2008.

The Delaware Retail Council is on the upswing with renewed legislative clout and effective alliances. The Delaware Manufacturing Association continues to be a powerful voice in supporting key issues. The Partnership, Inc. is building bridges between the business and education worlds.

And the Delaware Public Policy Institute remains on top of the issues of the day including education reform and health insurance. The Chamber is also committed to raising cancer awareness in the business community through its Advocates of Hope program.

One of the keys to maintaining a successful business is the ability to forge partnerships across all sectors.

The Greater Georgetown Chamber of Commerce “arrived” in 2007 by living up to its name. For many years, the chamber reflected the interests of a small community rather than its greater service area — which, because Georgetown is the county seat, many members believe should be all of Sussex. That the Chamber should actively be involved in this wider community became its guiding principle in 2006 and met with considerable progress in 2007.

One measure of a chamber’s vibrancy is membership, and our chamber has shown significant growth in 2007. Prior to 2006, membership hovered around 200 members, with most members being those town businesses that always belong to chambers. In 2006, Helen Kruger became membership chair and had her committee identify businesses in Georgetown and, more importantly, the surrounding area that were not yet members. Membership soared to 300 members by the end of 2006. Even more significantly, Helen’s team ratcheted up their efforts to appeal to the wider community, and, at the end of 2007, the chamber has 460 members.

This is a greater number than any chamber in Sussex County other than the two, special-case, beach chambers.

Such growth, especially with much of it coming from outside of town, means that our chamber is becoming its own special case as the county-seat chamber.

Another measure of “modern” chambers of commerce is web-site “hits.”

The Georgetown chamber has been blessed to have Joan Tyndall as its website chair. Not only does she have boundless energy, but she is also the mother of Shaun Tyndall, the founder of Inclind — a premier web-site marketer.

In 2007, the Laurel Chamber of Commerce did some things the way they had always been done, such as general membership meetings that offered members the opportunity to hear from speakers whose industries impact our businesses.

The Chamber also ventured into uncharted waters bringing new twists to old traditions.

The 4th of July Celebration, a Laurel Chamber tradition for many years, has seen its share of changes, and 2007 was no exception. For the first time ever, the Chamber opted to hold the parade on the evening of July 3, and July 4th festivities were held in Janosik Park and along Front Street. While change can sometimes be seen as negative, it became clear early on that the new format was a success and a good time was had by all.

Another change was the combination of the banquets for Citizen and Businessperson of the Year. Again, the change was well received by all.

In the new year, the Chamber will bring in more speakers for general membership meetings, hold a Business Expo, and of course, continue with our July 4th Celebration - new traditions and all!

Milford Chamber

The Chamber of Commerce for Greater Milford had a busy, productive and prosperous year.

For the last several years, our Cham-

ber had only one full-time employee, Administrative Assistant Karen Salevan.

Since the City of Milford is growing rapidly, the Executive Board and Board of Directors voted to hire another employee to represent the chamber at an executive level.

This was a great opportunity for me, as I served on both the CCGM Board and Executive Board, and have worked in Milford for 15 years. My first day as executive director for the Chamber of Commerce for Greater Milford was Tuesday, Jan. 2, 2007.

Here are some of the things we accomplished in 2007 • recruited 65 new members; • hosted 10 After Hours Business Mixers, including a combined mixer with the Central Delaware Chamber of Commerce; • hosted six Power Breakfasts and three quarterly Membership Luncheons; • celebrated 13 chamber member Grand Openings and Ribbon Cuttings; • helped organize and plan the annual Chili Cook-off and the Stocking Stuffer at the Heritage in Milford; • helped organize and plan the Community Unity Dinner, recognizing the efforts of a Milford volunteer; • hosted three Chicken BBQ’s with Milford Parks and Recreation and a trip to New York City; • participated and volunteered at the Downtown Milford Inc. Bug-N-Bud Festival and the Holiday Stroll; • participated and volunteered at the Milford Memorial Hospital Fair; • hosted the CCGM Annual Golf Classic, with help from the Miss Milford Organization and Home of the Brave (who were both beneficiaries of the tournament); • hosted the largest annual outdoor event in Milford, the Riverwalk “Freedom” Festival, and celebrated the most successful RFF to date thus allowing the chamber to donate calling cards to local deployed military personnel; • hosted the first Holiday Auction Tastes of Milford event, which surpassed all goals, and benefited the Delaware Veterans Home and the CCGM; • published the 2007-2008 Milford Map of Quality Living; • supported and volunteered at the Delaware Business Expo; • supported and worked at the City of Milford 200th Anniversary Celebration & Time Capsule Burial; • participated in the Route 113 Bypass Working Group; • attended Kent & Southern Delaware Tourism Meetings, Central Delaware Economic Development Council Meetings, and the Sussex County Today & Tomorrow Conference; • Serve on the Milford High School

Business Pathway Advisory Committee and the City of Milford Economic Development Committee.

These items are in addition to attending and supporting many local civic, industrial, commercial, educational, agribusiness, social and quality of life interests in the community.

Millsboro Chamber

The GMCC had a very busy and productive 2007 and looks forward to an even busier 2008.

During the past year, we launched our new website, www.millsborochamber.com; produced a new historical publication; and sampled innovative advertising through Comcast resort videos and a History Channel collaboration.

All of these undertakings are for the sole purpose of putting the spotlight on the Town of Millsboro, its businesses and ideal location for relocation, visitation and tourism.

With the influx of new home developments, the Chamber has seen an increase in membership because of new and established businesses that see the value of belonging to a valuable networking community.

In 2007, the Chamber planned 12 monthly membership meetings and mixers, all held at the location of member businesses. Events sponsored by the Chamber are established for the sole purpose of showcasing the town and surrounding area as the location of choice for business and tourism.

Our annual Business Expo and Golf Tournament are examples of ideal networking and advertising opportunities.

The Chamber takes pride in monitoring local, state and federal projects that affect the immediate area. The Chamber has monitored the Rt. 113 DelDOT project for the past three years.

Communication with and input from the membership helped put a face on important issues that were investigated, such as routing and transportation issues.

In the year ahead, it is the Chamber’s goal to continue to provide avenues for economic development for individuals and businesses by striving to work with all local organizations. The Chamber strives for a “let’s work together” attitude.

The Rehoboth Beach - Dewey Beach Chamber of Commerce continues to be a leader in more than just membership numbers. Administration credits keeping the Chamber “member driven” and the “personal touch” as the reason behind the annual increase of over ten percent or l00 members per year for the past 5 years.

With l,228 current members, the key is not just listening but responding.

Member requests have resulted in new member programs from electric aggregate to insurance and from partnerships including free member legal aid service to a visitors guide giving all members a free listing in over 190,000 well distributed brochures.

Partnership plans for 2008 include a new member to member directory as well as several Chamber, State and County Tourism advertising co-operatives.

The Railroad Station Visitors Center saw the completion of renovations including 1920’s style brochure racks and the very recent ceiling running trains.The trains run through the walls and into each of the three adjoining rooms. The Visitors Center welcomed nearly 17,000 visitors during its first year after renovations. It is anticipated that with the addition of the trains, which creates a mini-attraction, 30,000 visitors can be expected in 2008.

Hot projects for 2008 include the building and placement of an additional l920’s model town replica of downtown Rehoboth, with running train in the Visitor’s Center; a new member to member directory; a new early summer event “Pirates, Princesses & Mascot Round-Up”; and continued negotiations of the Destination Station Center project.

The Greater Seaford Chamber of Commerce has had a remarkable year.

Our connections are firmly in place with an After Business Hours Mixer each month, along with nine Rise ‘n Shine breakfast meetings, luncheons and membership dinners.

More than 1,500 members and guests took part in our various activities throughout the year, so there was the potential for members to make 1,500 business connections in a relaxed setting. Mixers are already scheduled for every month in 2008 and we may add another mixer each month.

Our first annual Sussex Job Fair was so successful that we are planning to hold the next one on April 10, 2008. We assisted with nine ribbon cutting ceremonies and grand openings. Newly opened businesses are injecting excitement and variety into our economy.

Seaford now has five hotels for the convenience of our many visitors.

Memorial Day weekend will bring a brand-new event to the Gov. Ross Plantation, Seaford Heritage Weekend. The event will showcase the rich history of the area, from the Nanticoke Indians to Civil War era plantation life to the first nylon plant and the agricultural community. This event is expected to draw approximately 10,000 visitors to the area.

Credit card acceptance is making it easier for Chamber members to pay for their dues and reservations for dinners.

More than 45 members now offer discounts to fellow members. This program gives members a chance to save the equivalent of a full year’s dues while eating at a local restaurant or getting services at a local business.

The Chamber is focusing on offering additional benefits to its members. We are proud of our annual high retention rate and we work hard to make the Chamber work for its members.

Airframe program one of Sussex County’ highlights Continued from page one

The idea is that by our actions, the “rising tide” President Kennedy once spoke of, will lift all of the boats in the harbor that is Sussex County’s economy.

Sussex County’s economy has long been dominated by agriculture, and more recently in the latter part of the 20th century, tourism. More chickens are grown in Sussex County – at last count, more than 220 million birds annually – than any other county in the United States.

Agriculture in Sussex County is an industry valued at more than $800 million, according to 2006 statistics from the Delaware Department of Agriculture, and Sussex County ranks 36th in the nation in the total value of agriculture products sold. That makes agriculture the driving engine in our local economy.

Tourism, which is not far behind, is responsible for employing more than 10,540 people in Sussex County with an estimated economic impact of more than $709 million, according to a 2005 report released by the

est electronic gadgetry or fashion trends had to travel out of county to places like Dover, Wilmington, Salisbury, Md., or even across the Chesapeake Bay. Not anymore.

New residential and commercial construction is providing thousands of jobs to local carpenters and tradesmen.

The value of residential construction alone in Sussex County in 2006 exceeded that of Kent and New Castle counties combined.

More than half, or 56 percent, of new construction value in the State occurred in Sussex County, according to U.S. Census estimates. That 56 percent equals $430.2 million.

A healthy economy must be diverse and varied, and it has to rely on a number of sectors – agriculture, tourism, retail, construction, manufacturing, health care, services – to survive. I believe Sussex County’s economy is more diverse today than it was a generation ago, and it is through the efforts of many players, including the County government, that have made that diversification a reality here in 2007.

One of the County’s most impor-

tant economic development moments this past year came in October, when the County Council followed through on its pledge to support a new airframe mechanics program developed in conjunction with Delaware Technical & Community College.

Sussex County has committed $1.2 million to purchase and renovate a hangar at the Sussex County Airport near Georgetown to serve as classroom and laboratory space for the new associate’s degree program, which will launch in the fall semester of 2008.

This new program will train Sussex Countians for jobs that are here and ready to be filled today.

The program will train students to become airframe mechanics – skilled technicians who service all parts of an airplane, with the exception of the engine, propeller and instruments. No such program exists in Delaware today.

One of the County’s largest employers, PATS Aircraft at the Sussex County Airport, will benefit greatly from this program. PATS Aircraft, which came here in the late 1990s with just 50 jobs, has grown to nearly

Booming business in their niche market of auxiliary fuel tank installation and custom interior conversions has meant success for their operation, but it has brought about the kinds of problems many American corporations face: plenty of work, but too few people to do that work.

PATS Aircraft is expanding by leaps and bounds. Already, the company is planning the construction of a nearly 59,000-square-foot hangar, large enough to hold a Boeing 757 aircraft.

And PATS has dozens of jobs, as many as 175 by some estimates, that need to be filled.

The new airframe mechanics program through DelTech will help PATS Aircraft put people to work, many in jobs that start at $30,000 or more a year.

And Sussex County government is there, along the way, to help make that happen.

It is imperative that local government do all that it can to help the business community flourish and succeed. Those actions are the rising tide that will help lift other boats in Sussex County’s economy.

PATS Aircraft infuses the local economy with tens of millions of dollars in annual payroll. Those wages are reinvested in our community, in grocery stores, gas stations, retails

outlets and so on.

Thanks to unique partnerships like this – government, education and the private sector have come together to find a solution that allows a local company to stay strong and grow – results will take shape.

The product is a more diversified local economy, with employers providing good-paying jobs that, in turn, bolster our tax base and support other businesses.

And that makes Sussex County that much more attractive to people looking to move here, or to those who thought they would have to go elsewhere to earn a decent living in a comfortable environment.

Another step the County is taking to expand the local economy is to improve the Industrial Airpark, part of the airport complex near Georgetown.

The County’s five-year Capital Improvement Plan contains $30 million for airport and industrial park improvements, all of which are centered on economic development.

These improvements include a project to extend the airport’s main runway by 1,000 feet, the construction of a new crosswind runway, as well as upgrades to the water and storm water systems. These efforts will provide additional and enhanced infrastructure that businesses desire, and will result in more jobs for Sussex Countians.

Additionally, the County Council this fall approved a new industrial park complex adjacent to the Industrial Airpark. This complex, which will be developed by the Commonwealth Group, will complement our facility, offering space for future tenants and additional jobs.

All of these steps will open up Sussex County to new economic opportunities for the next decade and beyond.

But jobs alone aren’t enough.

While some of these jobs will, in fact, be filled by home-grown Sussex Countians, others will be filled by people from outside Sussex County who are attracted to the excellent pay, benefits and the quality of life that we enjoy here.

Home-grown residents and new residents alike will need affordable places to live.

In early 2006, Sussex County adopted a moderately priced housing ordinance that aims to encourage developers to incorporate affordable housing in their projects so teachers, police officers and various other middle-income workers have the opportunity to realize the American dream of home ownership.

The voluntary program allows developers to receive density bonuses for their projects and expedite their plans through the County review and approval process, provided they make

one simple concession: at least 15 percent of the units within their projects must be priced within County guidelines of affordability.

Those guidelines are based on factors such as family size and household income, ranging from $90,000 to $220,000 per home.

This new program, which the County has revised in 2007 with some procedural changes, is already yielding interest.

So far, the County has received applications from three different developers that could add more than 500 affordable housing units to the housing stock of Sussex County in the coming years.

The County has also received interest from other developers who don’t necessarily want expedited reviews or density bonuses, but want to include moderately priced housing in their projects.

I believe all of these steps by County government and the many players in our economic development efforts bode well for our future and our prosperity in 2008, as well as in the years beyond.

But we cannot rest. We must always remain focused, looking for new opportunities and new industries, while securing our current assets.

If we do that, we can maintain the high tide in Sussex County’s economic harbor.

seen in the back of the mall where 22.3 acres of land has been cleared for new development. Also under new ownership is the Blue Hen Corporate Center. The new owners have plans for a complete renovation of the facility, in addition to a 13-building apartment complex.

Immediately south of the Blue Hen Corporate Center is the 38-acre Stover Professional Center. This Professional Park has 12 approved lots and is home to a new Mainstay Suite Hotel, which is under construction. Developer Gary Stover Jr., has planning commission approval for a 20,290-squarefoot headquarters building for Stover Homes within the center.

Commercial activity on the west side of Dover is also brisk. Enterprise Business Park is filling up. This year DelOne opened its new 30,000square-foot headquarters and branch.

Developer Tab Book is constructing two new office buildings, each 19,300 square feet.

A little farther north on Rte. 8, a new Commerce Bank branch and Walgreens are under construction.

are also proposed, Kidz Inc. on North Street is under construction, and the Kids Cottage at Four Seasons was approved by the planning commission.

Eden Hill Farms is the latest focus of development in Dover. Located on North Street, the Eden Hill Medical Center is currently being constructed and will be ready for occupancy by

mid 2008. At 727,500 square feet, it is the single largest office building ever built in Dover. Surrounding the medical center is the residential component of Eden Hill Farm, where 665 homes are planned. It is designed with a variety of housing types and styles that will invoke a unique Victorian charm. Site construction has begun. A complimentary commercial district was recently approved by the planning commission.

Eden Hill Farms joins other more traditional residential developments that are under construction throughout Dover, including Village of Cannon Mill, Nottingham Meadows, Four Seasons, DoverView, Lexington Glen, Patriot Village and Clearview Meadows.

The evolution of Downtown Dover is forever present from the approvals of the Collegian seven-story multi-use building for residential apartments, and retail space on Loockerman Street, to Bayhealth’s Master Plan for expansion to include a five story, 377space parking garage. Bayhealth’s project is a rebuild of their Central Services building and will involve the relocation of their Emergency Room

to the South Governor’s Avenue side of the building to provide better access. The facility will contain space for the cancer/oncology departments, making both the location and facility suitable for patients and their families.

While the numbers of pending applications for mixed use development are growing, the City of Dover encourages planned, thoughtful, balanced growth in the area.

The city is also committed to investing improvements to keep up with new development, while keeping taxes and utility rates fair. Over $100 million dollars of capital investments in buildings, roads, water, sewer and electric systems have been identified in the City’s Five Year Capital Investment Plan.

Included in this plan is a new 52,000 square foot library. The city’s newest building, the John W. Pitts Recreation Center will open in early 2008. The gym is large enough for two basketball courts, and can be used for indoor volley ball, soccer and hockey.

A University of Delaware professor of food microbiology, Hoover is a world leader in high pressure processing techniques. His colleagues in UD’s food science program — Rolf Joerger, Kali Kniel and Haiqiang Chen — boast similarly impressive resumes.

This small but mighty team leads a program that is internationally known for its research in food safety and

emerging food processing and preservation techniques.

The food science program’s latest achievement is a $156,000 two-year grant from the United States Department of Agriculture’s Higher Education Food and Agricultural Sciences National Needs Graduate and Postgraduate Fellowship Program.

The grant will be used to recruit and train food science graduate students in innovative food processing and preservation technologies.

“The food industry and research institutions have a very high demand for graduate students with training in food processing and preservation techniques related to food safety,” says Hoover.

“This grant will fund four graduate fellows who will benefit from our interdisciplinary program that integrates the areas of food science, virology, biology, microbiology, molecular biology and chemistry.”

The fellowship will feature experiential learning opportunities at various industry and government laboratories, including the USDA-ARS Laboratory in Beltsville, Md. and Du Pont Chemical Enterprise Solutions in Wilmington. Research facilities at UD available to the Fellows include the Delaware Biotechnology Institute and the Allen Laboratory.

Specific areas of research that the food science program currently studies, in addition to high-pressure processing, include antimicrobial packaging, the use of zero-valent iron to remove pathogens from agricultural water, and inactivation of virus and bacteria via pre- and postharvest treatments.

Haiqiang Chen, who led the effort to acquire the grant, says he appreciates the fact that his research into antimicrobial packaging has a direct impact on consumers’ lives. The technology is currently used by food manufacturers to

ensure the safety of ready-to-eat meats.

Chen came to UD as a post-doctoral student in 2001 and joined the faculty two years later.

Kali Kniel says she is looking forward to working with the new fellows because she is just as passionate about teaching as she is about research. “UD places a great emphasis on teaching while maintaining its status as a research university,” says Kniel. “I have been given the opportunity to set up an excellent research laboratory while also participating in teaching-related activities as a fellow for the Center for Transforming Undergraduate Education” Food safety instruction, research and outreach are primary focus areas in the department of animal and food sciences, according to department chair Jack Gelb Jr. “The fact that USDA made this award to UD speaks volumes about the quality of our faculty and programs in food science,” said Gelb.

The admissions building at Wilmington University’s New Castle campus has been renamed the Audrey Kohl Doberstein Admissions Center to honor former president Dr. Audrey K. Doberstein.

Wilmington University honors former president The continuous efforts, caring spirit and strong leadership of retired Wilmington University president Dr. Audrey K. Doberstein will not go unnoticed on the university’s New Castle campus.

Doberstein was honored recently as President Dr. Jack P. Varsalona renamed the university’s admissions building the Audrey Kohl Doberstein Admissions Center, to pay tribute to the legacy she left behind.

Doberstein became president of then Wilmington College in 1979. At the time, the school had 400 students, no assets and a debt exceeding $700,000.

While many people might have questioned the future of the college, Doberstein was determined to forge ahead.

It is thanks to the perseverance of Doberstein and the support of the board of trustees that the university continues to flourish today. When she retired, the institution had approximately 10,000

students and six locations. Today, the university has 11,500 students in nine locations throughout Delaware and New Jersey.

“Dr. Doberstein has touched the lives of 20,000 students by giving them a chance to earn a quality education,” said University president Dr. Jack P. Varsalona in a speech before the faculty and staff. “It is her spirit of caring every day and every hour that has set an example for our faculty and staff.”

Varsalona unveiled a portrait of Doberstein that will be hung on the wall of the building that she is being named for.

Doberstein’s daughter, Ann Doberstein, spoke at the ceremony. She talked about her mother’s achievements.

“What she does is leadership and love...It was always about the students,” she said.

And very limited coal-to-liquid fuel conversion may warrant consideration when special circumstances prevail.

After all, the Germans did it during World War II. But they did it out of absolute necessity; their end-product was marginal at best and they did not worry about greenhouse gas emissions or the nasty residues created from “cooking coal,” etc.

So, what is a realistic approach to energy and the environment (E&E)?

First, all costs, including those associated with health, society, world-wide food supplies, the environment, etc., must be embedded in the price of the finished energy source.

Second, whatever we do, it must have a significant probability of being economically viable (with all of the first point costs included) in the foreseeable future.

That means without subsidies from either government or other energy users.

Third, it must be remembered that economic systems are very poor at reacting well to sudden changes. Therefore, a deliberate approach that allows for gradual yet persistent change is necessary.

Fourth, after reasonable political infighting, lobbying by special interest groups and general public debate, we must move to the tasks required for making changes.

Our form of government must develop E&E policy, set goals and streamline the implementation of the desired methods and infrastructures.

Our local governments may have to give up significant amounts of traditional E&E regulatory and oversight authority.

Furthermore, a long term E&E planning authority, with sufficient power and isolated as much as possible from election cycles, may have to be established in order to accomplish the desired results.

Fifth, all of our E&E efforts must be pursued against the backdrop of similar global activities. This means the U.S. should be willing to strongly influence E&E standards by example.

Then we would be able to enter into world-wide trade discussions and international E&E treaties and agreements with real, meaningful credibility.

These points (and there may be many more) form the boundaries of creation for most; if not all, widespread solutions for how we will better manage the “giant battery” we call Earth.

The 2007 Tourism Recognition Award went to the Rehoboth Beach Film Society. This year marked Rehoboth Beach Film Society’s 10th annual Rehoboth Beach Independent Film Festival, which brings thousands of visitors from more than 20 states to Sussex County, making it the largest film festival in the state of Delaware.

During the past several years, RBFS has expanded to provide year-round programming to encourage visits to the area. The organization continues to partner with local hotels to encourage overnight stays throughout the shoul-

In addition to the awards ceremony, Jim Falk, director of the University of Delaware Sea Grant program, presented statistics regarding Sussex County’s visitors and trends relating to their stays.

The luncheon’s keynote speaker was Mario Armstrong, who is an NPR technology contributor as well as a radio and television technology talk show host.

His presentation revolved around the growth of technology and how those who work in tourism and economic development can best utilize technology to reach their audiences.

The tax code allows a deduction when a payment to or for the use of a qualified charitable organization is a gift. Gift is further defined as being “a payment of money or a transfer of property without adequate consideration.”

If the donor receives a benefit, such as admission to an event or a chance to win a prize, then it is presumed that the payment is not a gift. To qualify as a deductible contribution, there must be evidence that the amount donated exceeds the fair market value of the item or privilege received.

Several examples may help to explain these limitations. A taxpayer purchases a chance to win an automobile in a raffle sponsored by Charity X. Unfortunately, the amount paid is not deductible since a chance to win a valuable prize has been purchased.

Charity Y sponsors a concert to raise funds for its activities. The tickets clearly reflect that the amount solicited is higher than the normal admission charge to a similar event. The excess paid can be deducted. If the amount paid is $50 and the normal admission is $8, then $42 would be deductible.

Charity Z sells memberships to raise funds. Only the amount paid in excess of the benefits of membership will be

allowed as a deduction. Charity Z should define the fair market value of that membership.

A deduction for the contribution of property to charity for its use or sale is also allowed. The fair market value of the item donated is to be determined by the taxpayer. If an item is of significant value, an appraisal is certainly appropriate.

Charitable contributions of $250 or more must be substantiated by a written acknowledgement of the contribution, supplied by the charitable organization.

For any gift you should always have a list of the items given their value, condition and original cost. The fair market value of donated goods is usually far less than the original purchase price.

You might also value the contribution based on similar items in thrift or consignment shops.

It would be wise to make an inventory before making your donation so the charitable organization’s representative can sign it as they give you a receipt.

This will be your only record as the charitable organizations normally do not maintain records or file copies with the IRS. The organization cannot make evaluations of contributions; it is your sole responsibility.

Johnny Janosik World of Furniture hires new CEO

Dave Koehler, 45, is the new chief executive officer (CEO) of Janosik World of Furniture and couldn’t be more satisfied.

He replaces former CEO, Frank Gerardi, who headed the furniture company for 12 and a half years and recently decided to retire.

Born in Wilmington, Koehler graduated from high school and went on to attend college at High Point University in North Carolina.

High Point being located in the “Furniture Capital of the World,” gave Koehler an obvious place to apply his university education.

Majoring in business administration, economics and management, he took advantage of his surroundings and went into the furniture trade.

Koehler spent 21 years with Atlanta-based Havertys, most recently as regional manager in charge of all Texas stores. He also headed Havertys’ entry in greater Washington, and worked earlier as assistant vice president of operations.

Prior to coming to Johnny Janosik’s, Koehler worked as La-z-Boy Regional vice president of sales in the south central region.

Applying his trade in his early years, Koehler read a great deal about the name Janosik in national trade magazines.

He was interested in the company, not just because it is located in his home state, but because of the story surrounding its continuous success in the industry.

“I read trade magazines and learned

how the store started in a chicken house and just grew and became more and more successful. It is quite a tribute to the team of employees that the Janosik family has brought together,” he said.

Taking the helm of such a successful store has its share of challenges as well as opportunities.

Koehler feels given the quality of employees working at Janosik’s World of Furniture, there is great reason to be very optimistic about the future.

“The economy is difficult at this time; it is difficult everywhere,” he said. “But, given the team that has been assembled here at Janosik’s, there is no reason to doubt that we will continue to grow the business and gain our market share. We just need to hold together as a team and eventually this tough economic climate will turn around. We just keep being better than the competition.”

Coming to Laurel with Janosik’s has enabled Koehler to be closer to his family. His parents and a brother reside in Wilmington.

Leading the Janosik furniture operation has been made even more exciting by arriving not long after Janosik’s opened its new 180,000 square foot store on Trussum Pond Road.

Koehler said he is happy to be a part of the Janosik Furniture operation.

“This is a great opportunity and I really appreciate how warmly I have been received here by the Janosik employees,” he said. “I look forward to what we will accomplish together as a team in the weeks ahead.”

Software shows possible effects of land development

By Carol Kinsley Community planners for coastal areas of the Delmarva Peninsula are using a new tool to answer the question “What if?” when it comes to growth issues.

At a recent workshop in Georgetown, members of a coalition called DAWN, the Delmarva Atlantic Watershed Network, said they were committed to the use of Community Viz, software that incorporates GIS (geographic information systems), computer mapping and community-specific data to provide a 3-D glimpse of the effects of plans for the future.

“It is a way to visually represent land use,” said Dr. Bill McGown of University of Delaware Cooperative Extension. “It allows us to ‘try things on’ and see the consequences.”

Development of the software was underwritten by the Vermont Country Store to help communities plan better.

Planning is important on the Delmarva Peninsula, a comparatively undeveloped area surrounded by millions of people who live within a six-hour drive, explained McGowan.

“This is a special piece of the world,” he continued. “We need to think about who we are and what we want to

be as a region.”

The region addressed by the workshop includes Sussex County; Worcester County, Md.; and Accomack and Northampton counties in Virginia.

DAWN includes the Maryland Coastal Bays program; the National Oceanic and Atmospheric Administration (NOAA); Maryland, Virginia and Delaware Coastal Zone Management; and University of Delaware’s Coast Communities Enhancement Initiative (CCEI).

Dave Wilson of the Maryland Coast Bays program started DAWN with Ed Lewandowski, executive director of the Center for the Inland Bays. Recognizing the Peninsula as a region with its own biological characteristics, Wilson said it is important to try to keep the ecosystem intact.

The effort was begun two years ago with a brain-storming conference on planning for Delmarva coastal communities. Elected officials, planners and business leaders joined six months later, and early this year the Coastal Bays program got a $60,000 grant to further the regional effort.

At meetings like the one in Georgetown, held in each of the four counties, planners got a look at what “build out” will look like if every potentially devel-

opable lot has the maximum number of structures built on it.

Presenting the visual “reality check” was Chuck Donley of Donley & Associates in Colorado Springs.

Depending on the data entered, the Viz software creates layers that show zoning or future land use, unbuildable areas, existing development and sewer service areas.

Data can include prime agricultural land, rare or threatened and endangered species, aquaculture operations, submerged aquatic vegetation (SAV), wetlands, protected lands and even sea level rise. One key element that can be produced is the amount of nitrogen and phosphorus that would be generated by those dwelling in all of those houses.

Limiting nitrogen and phosphorous loads are important to protecting water quality, and treatment of all that wastewater must be provided for.

Donley said figuring the ultimate capacity is simple math. The Viz software, however, computes all the other factors such as tidal and nontidal wetlands, flood plains, public lands and conservation areas to give a more accurate visual picture.

In Sussex County, where there are now 73,629 existing “dwelling units” — the figure has been adjusted to ac-

count for vacancy rates — the total capacity under current zoning laws is 1,034,852 units.

The number is not time sensitive, Donley explained. That’s the total capacity of the 950 square miles of the county.

The three other counties, with a combined area of 1,150 square miles, would reach total build-out at about 135,000 dwelling units.

Donley noted that some landowners may choose to build fewer units than allowed.

If the community does not like the future picture it sees, changes can be made to the parameters. Planners could choose to protect green infrastructure — large forested blocks, or prime agricultural lands. “The state knows it can’t save all the green on the map,” Donley said.

One member of the audience commented, “If all that buildout happens, we’ll never achieve TMDL (total maximum daily loading — a measure of nutrients going into the water).” “We have to preserve the areas that are protected now.”

The images from Viz will be introduced to a larger Sussex County audience, including the public, in the spring, McGowan said.

The Auxiliary of Milford Memorial Hospital and The Junior Board of Kent General Hospital have joined together this year to host the second annual Black & White Gala, “Celebrating Bayhealth’s Partnerships.”

Physician raises awareness The fear and confusion associated with epilepsy is not only frustrating for people with the disorder but also for the physicians that treat them.

Dr. John Coll is a neurologist on staff at Bayhealth Medical Center and has been working with the Epilepsy Foundation of Delaware for the past 17 years to educate the public about the surprisingly common disorder.

Epilepsy, which defines a variety of seizure disorders, is surrounded by misinformation. According to Dr. Coll, “One of the most important things we need to do is stop the stigma that goes along with epilepsy in which people assume someone with the disorder has a mental illness or psychiatric disease.”

According to the Epilepsy Foundation of Delaware, approximately 2.5 million Americans and an estimated 10,000 Delawareans have some form of the disorder. In addition, while epilepsy can be caused by a multitude of conditions, in many cases the cause is unknown. The term “seizure” brings to mind violent convulsions overtaking a person, but this, the grand mal seizure is only one of many different types. Other types of seizures include staring off into space or having a blank stare and twitching. Epilepsy is highly treatable.

According to Dr. Coll, two out of three patients are treated with medication. As for the other third, surgical options are available with high success rates.

Dr. Furuya joins A.I. duPont Katryn N. Furuya, MD, has joined the Division of Gastroenterology, Hepatology and Nutrition at Nemours/Alfred I. duPont Hospital for Children. Dr. Furuya, formerly of Penn State College of Medicine at Milton S. Hershey Medical Center, will focus on the treatment of pediatric liver Furuya disease.

Dr. Furuya attended the University of Toronto, in Ontario, Canada. She completed her residency and fellowship for pediatric gastroenterology at The Hospital for Sick Children in Toronto. Continuing her post-graduate training, she received the Duncan L. Gordon Research Fellowship at The Hospital for Sick Children Foundation conduct research at St. Jude Children’s Research Hospital and the Medical College of Virginia.

Most recently, Dr. Furuya served as the medical director for the Pediatric Liver Transplant Program; associate professor for the department of pediatrics; and on staff as pediatric hepatologist/gastroenterologist for Penn State College of Medicine.

Nanticoke Hospital receives national honor

By Lynn R. Parks Tom Brown didn’t want to put up a billboard advertising Nanticoke Memorial Hospital until he had something significant to put on it. “And this is significant,” the hospital spokesman told employees recently.

This month, a billboard will go up on U.S. 13, just south of Seaford, proclaiming that the hospital is the winner of the Compass Award, given out annually by Press Ganey Associates, a national company that helps hospitals improve their service.

Nanticoke is one of three hospitals its size to receive the award, given to facilities that improve customer satisfaction.

According to patient feedback collected by Press Ganey, Nanticoke improved satisfaction significantly in seven areas: nursing, doctor services, housekeeping, admissions, food service, lab services and discharge planning.

At the employee reception, the hospital unveiled advertisements that are part of a campaign to highlight each of those areas.

“We wanted to show all the staff how we are going to tell the whole

community that wonderful things are happening here,” Brown said.

Hospital administrator Mark Rappaport, who just started his job October 29, told the employees that the Compass Award is a testament to their hard work.

“It is a testament to you for being able to sustain your performance with the challenges the organization has sustained over the past couple of years,” he said.

The hospital has faced financial difficulties, posting losses the last two years. Last December, then administrator Dan Werner stepped down in the face of those losses.

“We are going to improve even further,” Rappaport told the employees.

“Trust me — when we come out on the other end, we will be an even better Nanticoke than we are today.”

Lori Jones, patient services manager, accepted the Compass Award at the Press Ganey national conference, held in November in Kissimmee, Fla. She said that it is particularly significant that Nanticoke was able to improve patient satisfaction in a short period of time.

The hospital contracted with Press Ganey in February 2005.

“That we were able to have such good improvement is a compliment to the staff, who worked hard to give the patients what they need,” she said. “We want to make sure that we have even greater improvement.”

In a write-up for the Press Ganey conference, Jones wrote that the hospital started its improvements by developing standards of performance for all staff, including basic guidelines on how to treat patients and fellow employees.

“All employees attended sessions where these standards were presented, and each employee had the opportunity to sign an agreement stating that they would follow the expected behaviors,” she wrote. The plan for improvement included incentives for employees and conferences focusing on the standards.

“The biggest area of improvement at Nanticoke has been the food service program,” Jones wrote.

“We have experienced an extreme change in our meal scores, climbing from single percentile rankings to the 80s.”

Patti Rossi of Dover was recently named director of retail services for Bayhealth Medical Center.

In this new role, Rossi will oversee and coordinate the interaction of multiple retail concepts at both Kent General and Milford Memorial Hospitals.

Rossi has been working with the clinical staffs at both Kent General and Milford Memorial Hospitals to gain their recommendations on product and service needs required by patients.

Before joining Bayhealth, Rossi worked for more than 20 years for Playtex Apparel in Dover, which was later purchased by Sara Lee Branded Apparel.

During this time she amassed an extensive retail experience managing retail accounts for the Playtex, Bali, Champion and Hanes brands.

Originally a native of Scranton, Pa., Rossi received her bachelor’s degree in business from Bloomsburg University in Pennsylvania.

Windows Small Business Server has given Delmarva’s organizations a solid foundation to build mobile solutions that bring business functions out into the field. Now that you have Microsoft Exchange running in your office, how do you leverage this investment in new ways? By giving your field personnel access while on the road, of course! Windows Mobile based phones are now being sold for $200, while they used to sell for three

times that amount. You can also get accounts with ActiveSync capabilities that connect your Windows Mobile phone to your Exchange server for about one-third of the price two years ago. As prices continue to drop, more organizations will see value in keeping their executives, outside sales and field personnel connected.

• Digital displays increase in popularity. With the price of LCD and plasma displays continuing to drop, organizations are finding ways to improve their operations with digital displays.

Billboards, gas station pumps, carbased GPS navigation, customer service queues and even business signs have begun a digital conversion.

At the desktop, employees are able to complete more work with the addition of a second monitor for their computer. When 2008 ends, you’ll be looking at more digital displays than ever.

Bluewater merger could help provide funding for wind park Peter Mandelstam, president of Bluewater Wind, has announced that Bluewater has agreed to be acquired by Babcock & Brown, identified by the American Wind Energy Association as one of the top 5 managing owners of wind energy installations.

All of the Bluewater Wind staff, including Mandelstam, will continue with the company.

“Bluewater’s new partnership with Babcock & Brown provides us with the commitment, strength, reliability and financial backing to successfully develop the Delaware Offshore Wind Park, help-

ing to ensure it will provide stablepriced, affordable, and clean, renewable power to Delmarva Power’s customers for many years to come,” Mandelstam said.

The acquisition by Babcock & Brown addresses the last major hurdle in the effort to finance and build what will likely be the first offshore wind park in the U.S., which is how the $1.6 billion project would be funded.

Mandelstam explained that Babcock & Brown’s leadership and expertise in wind energy development, strong financial position, and ability to raise any ad-

ditional funds that would be required, would help to ensure the Delaware Offshore Wind Park would be securely funded.

Babcock & Brown’s onshore wind development experience, coupled with the exceptionally strong offshore wind development team that Bluewater has assembled, will result in a project that will meet the standards established by the Delaware Public Service Commission, the Comptroller General, the Office of Management and Budget, and the Delaware Department of Natural Resources and Environmental Control.

“Our project will ensure that the State Legislature’s commitment to fighting climate change and sea level rise by requiring utilities to buy Renewable Energy Credits (RECs) will be honored when the Bluewater Wind Offshore Wind Park begins operation and provides RECs to Delmarva Power and its customers.”

Under Castle bill, Defense Department would study Air Force fleet capability Rep. Mike Castle (R-Del.), along with Rep. Ellen Tauscher (D-Calif.), has introduced bipartisan legislation to ensure the future of the nation’s strategic airlift capability, including that of Delaware’s Dover Air Force Base, home of the 436th and 512th airlift wings.

The United States Airlift Requirement Act calls on the Secretary of Defense to conduct a study of the various alternatives for the size and mixture of the Air Force inter-theater airlift force, with a specific focus on the current and planned capabilities and costs of the C5 and C-17 aircraft fleets, and submit a

report to Congress. The study is to be carried out by a federally funded research center, with the findings provided to Congress by February 2009. It will look at the strategic fleet’s adequacy and whether it is sufficient for future combat and noncombat missions as well as training and domestic operations.

Dover Air Force Base has repeatedly been singled out as the preeminent airlift base in the country. Last year Congress provided more than $30 million to support military construction related to the C-17 bed-down at Dover. This builds on the hundreds of millions that the federal government has spent on the

Business Mix Use of online business license renewal service increasing

With 2007 State of Delaware business licenses expiring at the end of December, the Delaware Division of Revenue has started mailing license renewal notices to area businesses. But Revenue anticipates an even greater increase in the number of businesses taking advantage of the online renewal service this year too.

Currently, any business whose Delaware business license expires this December may opt to renew their 2008 business license online. This past year over 6,600 businesses took advantage of this convenient service. The year before 3,800 business opted to renew online.

To renew a Delaware business license online, businesses can visit www.delaware.gov <http://www.delaware.gov/> and select Renew Business License <https://dorweb.revenue.state.de.us/scripts/licrenew/licrenew.dll> under Services. Li-

cense fees can be paid using a credit or debit card.

Best of all, businesses who renew online can print a license directly from their PC. This license substitutes as a valid license until a permanent license is mailed.

Any business renewing a license this year may also elect a three-year business license. Currently, over 9,200 businesses have a three-year license that will expire this year. A three-year license decreases future paperwork and mitigates the impact from failing to renew a license for the next two years.

Three-year business licenses purchased for 2008 will remain valid through December 2010 (renewal notices will not be sent for license years 2009 or 2010). Businesses will receive one license, valid through 2010, for all three years.

“We’re striving to ease the paper burden on businesses. By offering the online renewal option and three-year business license, we’re eliminating the

time and cost to send in forms and streamlining the manual processing efforts on our end,” says Division of Revenue Director, Patrick Carter.

“The online renewal also ensures that businesses requiring proof of a current license for permitting or payment purposes will not experience any disruption as they start the year. The service is instantaneous and, combined with the three-year option, becomes a great convenience to all parties.”

To further assist customers, this December the Division of Revenue will provide Internet Kiosks at their Dover and Wilmington Public Service locations, where licensees can renew online for free. Businesses are also able to access the state website, www.delaware. gov at any State library.

Installed by Christmas Décor of Nassau, the efficient lights have been growing in popularity due to their versatility, safety and energy efficiency.

“Tanger was sold on using LED’s for all our holiday lights because of their energy efficiency and longevity,” remarked Amy Norgate, general manager of the Tanger Outlet Center in Rehoboth Beach. “Although the initial investment was greater than installing traditional incandescent bulbs, the LEDs will run on 10% or less of the electricity that regular bulbs require, and they’ll last much longer. So we also reduce our labor costs over the coming years, because LEDs need less replacement and repair.”

Tanger anticipates a reduction in their electricity bill of almost 90% for the décor portion of their lights, much of which remains illuminated year round, not just for the holiday season.

“Tanger is proud to adopt any practice that benefits the environment,” said Norgate, “and reduces costs and waste.

We’re very excited to be conserving energy, while not diminishing the visual impact of the shopping center.”

Johnsons named 2007 farm family of the year

The Henry C. Johnson Jr. famiy, operators of Johnson’s Country Market in Selbyville, were named Delaware Farm Bureau’s “2007 Farm Family of the Year” at the organization’s annual dinner meeting Nov. 26 in Felton.

Determining factors in selection of a family to honor are the farm operation itself, growth of the operation, Farm Bureau leadership, personal background, awards received and community service programs participated in by family members.

The Johnson family has met those qualifications and then some.

Headed now by Henry C. Johnson III, the Johnson family heritage traces back to this Henry’s great-great-grandfather, Henry C. Johnson, in the mid1800s.

When Henry Jr. finished school, his father wanted him to continue his education and become a teacher; however, Henry Jr. followed his heart and returned to the farm, expanding the broiler operation in 1928. Poultry production continued until 2006.

The home farm had expanded from 50 acres to almost 160 acres when Henry C. Johnson Jr. and Henry III formed a partnership in 1952, thus creating Henry C. Johnson Jr., & Son. The farm has continued to grow, now encompassing 750 acres.

Hogs were also a part of the farming operation, raised in open-air lots until the family moved toward confinement in the 1960s and built new farrowing and nursery facilities. The Johnsons’ farrow-to-finish hog operation today includes marketing 3,500 hogs per year to Hatfield.

In addition to growing corn and soybeans, the family raises 30 acres of sweet corn, 15 acres of u-pick pumpkins and 12 acres of vegetables. The produce is sold at the family’s produce market, which was established in 2000 as an opportunity to serve a growing community and fill a need for farm fresh vegetables.

each year, adding bedding plants in the spring and agri-tourism attractions in the fall, including a corn maze.

Families, schools and groups which come to the market not only have fun but learn about agriculture.

Marylou and Henry C. Johnson III have been married 49 years and have four children. Arlene, the only daughter, is married to Mark Callahan and resides in Pennsylvania. Henry III, recently named Sussex County Fireman of the Year, and all three of his sons, as well as other members of the family, are members of the Roxana Volunteer Fire Company.

Family members are also active with the Delaware Pork Producers Board, the state’s Nutrient Management Committee and Delaware Council of Farm Organizations.

Henry III also is chairman of the managers of four tax ditches between Delaware and Maryland.

The Johnson family has a longstanding history and deep down love for agriculture, as it has been in their blood for seven generations.

Small Business Administration is reaching out to underserved markets The U.S. Small Business Administration is rolling out several major reforms to make its loan programs more effective and products easier to use.

To make the SBA more goal-oriented and accountable to customers, the group put together a loan reform initiative that will increase SBA’s outreach to clients in underserved markets, enhance its relationship with lending partners and strengthen its ability to help small businesses start and grow.

Components of the Loan Program Reform Initiative include a new Standard Operating Procedure (SOP); streamlined 10-tab system for submitting purchase guaranties; and a 45-day pledge to either purchase or deny complete loan packages. The reform initiative also includes new and improved products and services. Recently, SBA unveiled Rural Lender Advantage, a simpler loan approval process designed to spur economic growth in America’s rural communities.

Part of the agency’s 7(a) loan program, Rural Lender Advantage encourages smaller, rural lenders to partner with SBA by requiring less paperwork, offering services online, and providing greater lender support.

The agency also intends to modify its Community Express loan program so that it is easier for lenders and borrowers to use and focused more on underserved markets.

SBA recently announced the new Patriot Express Pilot Loan as the latest extension to the financial, procurement, and technical assistance programs the agency provides to the military community. Patriot Express is a streamlined loan product based on SBA’s highly successful SBA Express Program, but with enhanced guarantee and interest rate characteristics.

The SBA is also addressing modernizing loan processing and reducing backlogs. Today, SBA processes more than 100,000 loans a year, which is twice as many as it processed five years ago. Of the more than 300,000 SBAbacked loans outstanding, 1,200 are backlogged guarantee purchases that have been submitted to its National Guaranty Purchase Center.

The agency is standardizing its review process, reengineering its processing centers, and bolstering its training centrally and in the field to eliminate the backlog and develop systems to prevent it from recurring.

Tree raffle benefits employee fund Bayhealth Medical Center did something a little different this past year to get into the holiday spirit. Employees at both Kent General and Milford Memorial hospitals decorated 20 trees to raffle off to benefit the Bayhealth Chaplaincy Fund. The purpose of the fund is to provide assistance to Bayhealth employees with immediate short-term financial needs.

Trees were donated by Bayhealth to nursing units and departments that volunteered to decorate the trees. All ornaments were donated by the tree decorators. The trees had themes ranging including Christmas and winter, and even a breast cancer awareness tree.

Raffle winners received the entire tree including ornaments and tree skirt.
