MILLSBORO PROFILE The town of Millsboro, known as one of the best communities in which to raise a family, saw a significant housing boom in the first few years of the 21st century. Retirees and new residents of southern Delaware flocked to the town in record numbers, requiring town officials to quickly adjust to the largely unexpected growth. According to United States Census Bureau figures, 2,793 people lived within the corporate limits of Millsboro in 2009, a nearly 20 percent increase since the 2000 Census. The median income for a household in the town is $43,774, up sharply from the $27,379 figure collected during the 2000 Census. The Town of Millsboro is responsible for town administration, board of adjustments, planning and zoning, police, streets and grounds, water and wastewater. Millsboro Police Department The Millsboro Police Department, located downtown on Main Street, provides

6 | Millsboro, Delaware 2013-2014

police services to town residents. All of the department’s officers are trained and certified at the Delaware Police Academy. The police department consists of 12 sworn officers and one civilian employee. There are also several special units that operate within the confines of the Millsboro Police Department, including criminal investigations, motorcycle, tactical, fatal accident reconstruction and school resource officer. The police department’s operating budget is drawn mainly from city tax revenue, in addition to funds received from various federal and state programs. Long time Police Chief John K. Murphy has also spearheaded, or participated in, several community service projects in recent years, including a citizen’s police academy, a school resource officer program, the Millsboro Halloween Night Out, Millsboro Lowe’s Safety Days and Millsboro Youth Tours. In 2010, Millsboro Police Department officers responded to more

than 2,800 complaints, as well as more than 3,200 traffic stops. Delaware State Police Troop 4 of the Delaware State Police is located on Route 113 in nearby Georgetown and works cooperatively with the Millsboro Police Department. The Millsboro Police, State Police and the community enjoy a strong and cooperative relationship. The Millsboro and State Police forces provide several community programs to promote neighborhood crime prevention, community relations and road and child safety. Millsboro Volunteer Fire Company Fire protection in Millsboro is provided by the Millsboro Volunteer Fire Company, located on East State Street near Cupola Park. Organized in 1918, the fire company serves an area that encompasses all of greater Millsboro, and also assists fellow fire companies in Sussex County and beyond whenever necessary.

Sussex County Emergency Medical Service The Sussex County Emergency Medical Service (EMS) administration operates and coordinates its five stations, with a staff of 60. The five stations in the county consist of five non-transport Medic units staffed by 48 full-time trained Advanced Life Support (ALS) paramedics. The EMS responds to all 911 calls and provides ALS treatment, as needed, and accompanies the ambulance to the hospital, as required. Town Government A seven-member town council is responsible for overseeing the day to day operations of the town of Millsboro. Council members are elected for twoyear terms and represent one of the town’s three districts (two representatives per district and one at large representative). The mayor is selected each summer by the current members of the council and serves as council president. The town council appoints a town manager, the police chief and any committees deemed necessary for the operation of the town. The town manager, for many years local resident Faye Lingo, is the chief administrative officer for the town and serves at the pleasure of the town council.

The manager is ultimately responsible to the council for Millsboro’s daily operations. All town employees are hired or dismissed by the town manager, who also calculates and formats the town budget each fiscal year. The newly renovated Millsboro Town Hall is located at 322 Wilson Highway. Office hours are Monday through Friday from 8 a.m. to 4:30 p.m.

Millsboro town taxes are billed annually on July 1 and are due by Sept. 30. Water and sewer is billed quarterly. The current Millsboro Town Council consists of Mayor Robert Bryan, Vice Mayor John Thoroughgood, Secretary Greg Hastings, Treasurer Michelle Truitt and council members Tim Hodges, Irene Keenan and Jim Petruzella.

A tribute to Alice Hudson Millsboro lost one of its most colorful, comical and respected community members on March 8, 2013. This edition of the Millsboro Book is dedicated in memory of Alice Hudson. Alice Hudson was known and loved by everyone in the Millsboro community. She was a wonderful friend and businesswoman. Alice was known for her bubbly personality and her favorite saying “aren’t we having fun?” Alice was born in Matthew County, Virginia on Oct. 23, 1924. Her father was a construction foreman and the family moved frequently. Alice graduated from Ocean City High School in 1941. She was widowed after 24 years of marriage to Wilson Powell. They had two children, Tom and Ginger. She, her mother and children moved to Millsboro with husband Ebe Atkins. They opened an antique shop in their home. Ebe died two years later. Alice married Bill Hudson, manager of Cordrey Ford. Alice began her clothing career as a sales person at The Sea View Shoppe in Selbyville. She had a vision of a clothing store for women in Millsboro. With some financial help from friends, Alice’s Clothes Tree opened in downtown Millsboro in 1967. Her store moved a few

times while downtown. On July 5, 1973, Alice’s Clothes Tree opened her biggest store in The Mid Sussex Shopping Center. Along with being a successful business owner, Alice was the first woman president of The Greater Millsboro Chamber of Commerce. She helped establish the Millsboro Art League, many of her pictures are displayed around Millsboro. She was instrumental in reviving Big Thursday in the mid 1960’s. She was also a member of the Indian River Senior Center, Millsboro Women’s Civic Club, and has served as Queen of the Red Hat Mamas in Millsboro. She was a faithful member of St. Mark’s Episcopal Church and wrote a book for children explaining how to spread God’s Love. Anyone Alice met was greeted with a smile and a kind word. She had a way of making everyone feel welcome and special, this was what made Alice’s Clothes Tree so successful. Alice was also known for her funny stories and her “sometimes make you blush” jokes. Alice is survived by a daughter, Virginia Powell Hearn; a son, Thomas Powell; three grandchildren; eight great-grandchildren; three stepchildren, Janice Headley, Melissa Warren and John Hudson; five step grandchildren; two brothers, John Ransone and Robert Ransone; and several nieces and nephews, extended family members and friends.

Millsboro Country Festival The Greater Millsboro Chamber of Commerce kicked up their heels at a brand new festival in 2013. The Millsboro Country Festival took place on the third Saturday in September. It was a day full of family fun events and musical entertainment. The highlight of the day was an appearance by Ben “Cooter” Jones and The General Lee from the Dukes of Hazzard. Cooter was available for autographs and pictures along with The General Lee. Cooter and his Garage Band performed the final show of the festival on Saturday evening. The morning activities started downtown with a Rust Bucket Parade — trucks and cars and even a wagon traveling along Main Street. After the parade cleared a few groups braved the Flea Riddin’ Bed Races. Teams raced their beds down Main Street to clock the fastest time. Beds were bumping, weaving and one lost a wheel, but it was all in good fun. Hopefully there will be lots more beds in coming years. Throughout the day there was something for everyone to do from trash can bowling to toilet seat horsehoes, face

painting, kids entertainment and live music by local bands. Mountaire brought their famous Chickin’ Pickin’ to the festival where contestants competed to see who could strip the most cooked meet off the chicken in 5 minutes. All the meat that was picked was donated to local animal shelters. There was also a car show with classic cars, trucks, motorcycles and tractors. Food vendors were there with everything from fruit, to pulled pork, to fried oysters and ice cream. There was even a pig roasting at Jimmy’s Grille’s tent. Craft vendors were busy selling everything from leather items to candles and wreaths and everything in between. The festival was a great success and the chamber plans for this to be an annual event around the same time each year. Visit the chamber website, www.millsborochamber.com, for updates on events. Hispanic Festival Organized by El Centro Cultural, the Festival Hispano is held every year in Millsboro. Featuring traditional Latin American dance and music, the festival is popular with members of the area’s large Hispanic population. In addition to regional and international musicians, the lineup also features local singers and performers on a special children’s stage, as well as some of the tastiest food selections from southern Delaware’s ever-growing Hispanic community. Unlike the Hispanic festival that takes place each year in Wilmington, the Festival Hispano focuses on traditional Latin American dance and music, rather than the more modern bands that appear up north. Held each August at the Millsboro Little League Park, the annual Festival Hispano is one of those gatherings you simply don’t want to miss, as the town honors the area’s Latin American heritage.

Nanticoke Indian Powwow Held every year on the weekend after Labor Day, the Nanticoke Indian Powwow is one of the more popular and widely attended events in Sussex County. Though the gatherings date back many decades, the powwow, in its current form, has become a major festival in southern Delaware since its rebirth in the late 1970s. Today, thousands of people come from the First State and several neighboring states to enjoy two days of music, dancing, fellowship and culture. It is also the major fundraiser for the Nanticoke Indian Association. Money raised at the event goes to support the tribe in many ways, including maintenance of their nearby museum. Christmas Parade In early December every year, Millsboro welcomes the jolly old man from the North Pole. One of the area’s largest and most popular Christmas parades, crowds generally come out in force for Millsboro’s holiday celebration. Floats, school bands, a few politicians and anyone else looking to participate meander through the streets of the historic town as everyone sets their eyes on the holiday season. The Christmas Parade was changed to an evening event in 2012, resulting in one of the largest attended parades in recent memory. Labor Day Long Neck Style For nearly a decade now, the Long Neck Business Association (LNBA) has been holding its annual Labor Day Long Neck Style celebration. Created as a way to sort of say “goodbye” to the summer season, the festival has become increasingly popular with each passing year. Held along the shores of the Indian River Bay, specifically at “The Beach” at Pot Nets Bayside, the event features fun and entertainment for the whole family, including magic shows, a craft and vendor auction and several music acts. But the highlight of the day is the annual fireworks display, which lights up the night above the bay in spectacular fashion. For more information about the annual Labor Day celebration, contact the Long Neck Business Association at 947-2911.

EDUCATION Indian River School District

The Indian River School District is one of the largest school districts in Delaware. Formed in 1969 by the consolidation of several smaller districts, the district serves the towns of Selbyville, Frankford, Dagsboro, Gumboro, Fenwick Island, Bethany Beach, Ocean View, Millsboro and Georgetown.

Based on enrollment, Indian River is the fifth largest of the state’s 19 school districts. Geographically, it is the largest non-technical school district in Delaware, covering more than 360 square miles. A 10-member board of education serves as the main governing body. The district consists of seven elementary schools, three middle schools, two high schools, two special schools, an arts magnet school and an outdoor education center. Its schools serve more than 8,100 students, and employ more than 1,000 people. The district is committed to providing hands-on, student-centered instruction at all grade levels. The curriculum is aligned with state content standards and offers an interactive form of instruction that targets each student’s communication and problem-solving skills. Sussex Central High School

The new Sussex Central High School officially opened to students on Sept. 7, 2004. The building, located on 159 acres across from the Stockley Center in Millsboro, has a 1,500-student capacity. One of the gems of the school is its Take II Drama Club, which has been recognized as one of the top theater clubs in the country by the American High School Theater Festival. A pathways curriculum requires Sussex Central students to take a series of sequential courses each year in a chosen major. This program gives students an opportunity to explore various career fields and focus on their future goals. A number of advanced placement courses are also available for high-achieving students. Beginning in the eighth grade, gifted

students can take Academic Challenge courses in language arts and math. These courses are offered through a partnership with neighboring Delaware Technical & Community College.

Millsboro Middle School

The former Sussex Central Middle School was renamed Millsboro Middle School when the district opened a third middle school in Georgetown in time for the 2008-09 school year. The opening of a third school for middle school-age students allowed the state’s largest non-technical school district to alleviate any prospect of overcrowding for years to come. Millsboro Middle School enjoys a “superior” rating from the state of Delaware and was also recently named an “academic achievement winner” from Lt. Gov. Matt Denn. The school is one of five schools in Delaware to be recognized for its efforts in the area of state testing, specifically as it pertains to closing the achievement gap among its students. Millsboro Middle School features superior academic programs paired with inspired arts programs and competitive athletic teams. Extra-curricular programs for students include Academic Challenge, programs for gifted and talent students, honors classes, jazz band, choir and sports programs, as well as many after school clubs and activities. Millsboro Middle School is located on East State Street in downtown Millsboro and can be reached by calling 934-3200. East Millsboro Elementary School

Long rated one of Delaware’s most superior elementary schools, East Millsboro Elementary School works hard to create a motivating and challenging learning environment for all of its students. Near the shores of the Indian River Bay, the school features a successful mentoring program that pairs members of the community with students in mutually beneficial relationships. The school also provides small group

instructional opportunities in reading and math, and encourages parent support and participation as a way to further each child’s learning in the most productive way possible. The school places a large emphasis on its Positive Behavior Support (PBS) program that clearly outlines expectations and rewards for students in all grades. Children are taught how to behave in the classroom, as well as out of the classroom, and how to be respectful of one another at all times. Situations and topics covered by the school’s PBS program include waiting for and riding the bus, hallways, bathrooms, cafeteria, assemblies, the nurses’ office and the classroom. The mission of East Millsboro Elementary School is to provide its students with the behavioral and academic skills required to reason, communicate and fulfill their responsibilities as world citizens. The staff works very hard to provide instruction

that allows all students to realize their full potential. East Millsboro Elementary School is located at 29346 Irons Branch Rd., on the east side of Millsboro and can be reached by calling 934-3222. John M. Clayton Elementary School

Housed in the former Indian River High School, John M. Clayton Elementary School opened in time for the 2010-11 school year after the district completed an extensive multi-year building and grounds program. Students from nearby Frankford Elementary School relocated to the historic structure in time for that school year. The mission of the school is to assure that students attain the knowledge, skills and attitudes needed to realize their potential, meet the challenges of their life choices and fulfill their responsibilities as citizens of Delaware and the United States. This is accomplished through a partnership of stu-

dents, parents, staff administrators, Board of Education and community. Programs at the school include mentoring, fifth grade band, “meaningful economics,” junior achievement and a “Healthy Habits” initiative in conjunction with Nemours. John M. Clayton Elementary School is located at 252 Clayton Ave., in Dagsboro and can be reached by calling 732-3808. Project V.I.L.L.A.G.E.

Project V.I.L.L.A.G.E. (Verbally Intensive Literacy and Language Activities for Growth in Education) is a preschool program for at-risk three- and four-yearolds in the Indian River School District, most of whom are economically disadvantaged and have little or no English-speaking ability. The goal was to prepare disadvantaged four-year-olds to enter kindergarten as ready to learn as children of the same age in families with greater financial resources. To start the program, Bunting received the backing of the Indian River Board of Education and secured an Early Childhood Assistance grant from the state of Delaware to support salaries, provide transportation, supply meals and secure dental and medical screening and treatment for participants.

SENIOR LIVING

With Sussex County’s popularity as a mid-Atlantic retirement destination continuing to grow, and with the extended life expectancy of Americans in the 21st century, it’s essential that the town of Millsboro offers opportunities and housing communities for the expanding over 55 demographic. Below are just a few of the options available for senior citizens in and around Millsboro. Indian River Senior Center

The Indian River Senior Center was founded in 1970 by local residents Donald and Florence Mortlock, with meetings in the organization’s formative years held at St. Mark’s Episcopal Church. Seventy-five members graced the rolls of the senior center by the end of 1970, a number that had doubled by the end of its second year. By the end of 1972, more than 400 members crowded the small church and senior center directors realized they were

living on borrowed time at the local place of worship. By the middle of 1980, the Indian River Senior Center had moved to the building that today houses Millsboro’s Town Hall and hosts many of the municipality’s larger annual functions. Sharing the space with the town for more than a quarter century, leadership of the center began saving for its very own building and a way to even better serve the growing senior citizen community in central Sussex County. In April of 2009, their dream became a reality when the members of the Indian River Senior Center officially christened their new facility located on the western side of Route 113. With more than 900 members, the Indian River Senior Center today provides a bevy of activities for the senior citizens of the greater Millsboro community, including aerobics, yoga, line dancing, golf, bowling, arts and crafts,

cards, billiards, shuffleboard, an extensive library and internet accessibility. Lunch is provided every Wednesday along with a variety of entertainment including, of course, the game of bingo. The Center also plays host each spring to the ever-popular Strawberry Festival, a yearly favorite for many in the Millsboro community. The Indian River Senior Center also provides educational programs, flu shots, tax preparation services, defensive driving and many other services for its membership. For more information on the Indian River Senior Center, call 934-8839 or visit the facility at 214 Irons Avenue in Millsboro. Independence

RECREATION J

Indian River Bay as seen from Oak Orchard. Photo by Cassie Richardson

ust a stone’s throw from southern Delaware’s most well known beach resorts, the town of Millsboro has certainly grown in popularity in recent years. From family fun in the great outdoors, to historic theaters and even spiritual escapes from the everyday stresses of life, the central Sussex County town offers a little bit of everything. Here is just a sampling of fun things there are to experience and enjoy in one of Sussex County’s favorite small towns.

Indian River and Bay

With its headwaters in downtown Millsboro, the Indian River and Indian River Bay are popular recreational areas for residents of and visitors to the area. Among the most common recreational activities for those who utilize the waters of the river and bay are boating, fishing, shell fishing and crabbing. Part of the First State’s inland bay system, along with Little Assawoman Bay and Rehoboth Bay, Indian River Bay is connected to the Atlantic Ocean via the Indian River Inlet, just a short distance from downtown Millsboro. Millsboro’s Cupola Park is situated on the shores of the Indian River and provides a picturesque setting for individuals and families who desire some quality time in a natural setting.

Millsboro Bowling Lanes

One of the few bowling alleys left in Sussex County, the Millsboro Bowling Lanes offers fun and enjoyment for the entire family. Featuring 24 lanes just south of Millsboro’s downtown, the facility hosts league bowlers, offers open bowling for all members of the family and hosts annual

events that are popular on a regional level. The locally owned establishment also offers a complete pro shop and certified coaches, as well an arcade, a snack bar and bumper bowling for the kids. Corporate and birthday parties are also available. The only bowling alley located along the Route 113 corridor in central Sussex County, it is open 364 days a year, only closing on Christmas Day. Millsboro Bowling Lanes is located at 213 Mitchell Street and can be reached by calling 934-0400. More information can also be obtained by visiting their website at www.millsborolanes.net.

Clayton Theatre

The historic Clayton Theatre was constructed just three years after the conclusion of hostilities in World War II, opening less than a year later in February of 1949. The first showing was Universal’s “One Touch of Venus” starring Robert Walker and Ava Gardner. Thousands of movies have been featured at the theater since – all have been shown on the original 1948 projectors that still dominate the upstairs of the theater today. Dagsboro’s gem of a theater is the last of its kind in Sussex County, a reminder of how life used to be in Delaware’s southernmost county. It’s a link to the days when people would dress in their Sunday best for a night out with friends or loved ones at the movies. Those days are long gone, but theater owner Joanne Howe still does her best to keep the Clayton a family-style theater. Nearly all of the movies the theater features are geared toward families – Walt Disney films are always a huge hit. The theater itself is run in a family atmosphere. Howe’s husband, Ed, her brother, Steve, and her mother, Vera, all help run the historic old structure. To learn more about the Clayton Theater, visit www.theclaytontheatre.com, call 732-9606 or just come by for a movie any Wednesday through Sunday at 7:30 p.m.

Open to the public, the course offers golfers a scenic and challenging day on the greens that will not soon be forgotten. Described by designers as the “Augusta of the North,” in reference to the famed Augusta National Golf Club in northern Georgia, Baywood Greens features eight timbered bridges, 27 acres of man-made ponds, two tunnels and more than 200,000 flowers, plants, shrubs and trees. For more information on Baywood Greens, call 9479800 or visit www.baywoodgreens.com.

Labyrinth

The Labyrinth and Meditation Gardens at St. Mark’s Episcopal Church was completed and dedicated in 2007 and offers a place for residents and visitors to escape from the rigors of everyday life and spend a little time refreshing their spiritual sides. An ancient tool of meditation, the labyrinth is fashioned after a cross, with the four corners representing the medicine wheel of Native American culture. The gardens are open to everyone in the community and are continuously maintained by a small group of dedicated volunteers.

PUBLIC LIBRARY Since opening its doors a few weeks before Christmas in 1973, the Millsboro Public Library has been an integral part of the Millsboro community, offering a gathering place for residents of all ages on a regular basis. The library moved to its current location on State Street in 1997 and now features more than 6,000 square feet of space for members of the community to enjoy. A grant from the state of Delaware back in the early 1970s helped to establish the first library in Millsboro, which was originally located in a small brick building on Main Street that had previously functioned as a post office and a dress shop before transforming into the town’s inaugural library. The Millsboro Public Library has earned its reputation as one of the finest public libraries in a county filled with quality facilities. In recent years, staff has added many amenities including free Internet access and several popular programs, responding to the ever changing needs of the community.

Initially funded collaboratively by the state of Delaware and local fundraising efforts, the library now offers around 37,000 books, in addition to videos, DVDs, audio books, music CDs, magazines and newspapers. There is also a special Delaware collection, a somewhat rare grouping of materials that includes books and other publications specific to life in the First State. Information in this unique collection can not be checked out of the library, but can be readily enjoyed by members of the public within the confines of the State Street facility. As with many similar facilities throughout Delaware, the Millsboro Public Library is supported by an active Friends group. A committed group of community volunteers who help to promote the library and its mission, the Friends of the Millsboro Public Library helps to keep the facility a growing and integral part of the Millsboro community. Open six days a week, the Millsboro

Public Library is committed to providing all information necessary for the greater good of the community, while providing patrons with access to materials from public and academic libraries throughout Sussex County and the state. Each summer, the library sponsors a children’s reading program, open to anyone 18 years of age or younger who has a desire to read and to learn. With a goal of establishing lifelong readers, the program is free and has been very well received by the community in recent years. In 2011, for example, more than 150 local children participated in the popular summertime reading program. In its mission to be an integral part of the community, the Millsboro Public Library is also open to the public for group meetings and get-togethers at no charge. For more information about the library and its many programs, or to inquire about becoming a member of the Friends of the Millsboro Public Library, call 934-8743 or visit www.millsboropubliclibrary.com.
