Mayor’s Report: Homecoming week for the Fliers! Good Luck to athletes. Mayor Sutton was on site today at the water sewer project and mentioned that everything is looking great and getting ready for roads to be in shape. Upcoming meeting is October 8th.
City Administrator Report: Mentioned that with Homecoming week there is a parade at 1pm. Chief Weber is aware of the parade route. On Friday morning the Sports Committee is hosting community breakfast at 7am at the new fire station, with freewill donations being accepted.

New Business: Shane Waterman provided an update on the Utility Improvement Project. He reported that Change Order #2 will adjust the project description by using block numbers rather than street names, with plans to complete 7–8 blocks in 2025 and the remaining blocks in 2026. Boulevard trees were also discussed, including the need to remove some trees. A list will be provided to the Council identifying which trees need to be removed and which have been requested for removal by residents. The area from Crescent to Park will see minimal changes due to existing infrastructure. Many residents along this route remain on the old line because their basements sit lower. New services have been stubbed out should changes be needed in the future.
Discussion on City Election Date Change: The Council discussed the need to adjust the City Election date due to recent state changes. Options include holding the election in June or November. Alderman Bjerke noted that a November election would allow new members to take office after the budget process is complete. School Board member Kari Burggraff, who was present, shared that the School Board has opted to keep their election in June. The City Administrator will prepare a motion for the next Council meeting to formally consider and decide on the City’s election date.
Motion by Tufty and seconded by Bjerke to approve Fiscal Year 2026-Pre-Applications for the airport. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried. Discussion was had on the summer recreation job description. Following the end-of-season review held by the City Administrator and Finance Officer with the Summer Recreation Director, it was noted that one of the ongoing challenges in this position continues to be difficulty in finding umpires. Additionally, it was discussed that the Summer Recreation Director job description needs review and updating to better reflect the current responsibilities of the role. Administrator Turnquist will work on updating the job description for council’s review at an upcoming meeting.
