This position reports to the city council board. Performs a large variety of administrative duties requiring exercise of independent judgement. The position has daily contact with citizens, city departments and officials, other governmental agencies, and various organizations for the purpose city business, utility information, payment processing and customer assistance.
ESSENTIAL FUNCTIONS:
• Prepare meeting agendas, distribution of agendas, prepare meeting notices, and attend city council meetings and record minutes of all official Trustee meetings.

The Grant Writer is a member of the business development team, responsible for conducting the full range of activities required to identify, prepare, submit, and manage grant proposals. The Grant Write r will perform prospect research to evaluate prospects for grants. The Grant Writer will work with finance and program staff to gather the needed information to apply for funding and ensure reporting compliance with funders on all grant programs. The Grant Writer is responsible to single out and seek funds for existing and future Flandreau Santee Sioux Tribe (FSST) projects. A Bachelor of Arts degree in business or Pubic Administration, community planning, or communications or combination of both education, training, and experience in tribal government, contract and grant writing, and community development proposals totaling three to five (3 -5) years. Must be able to pass a background check and drug/alcohol test.
Recreation Coordinator
The Recreation Coordinator is responsible for coordinating, planning, organizing, and directing year -round sport and non-sport related activities or programs for all ages, but primarily targeting the tribal youth within the community. Provides and promotes safety, encouragement, motivation, and wellness to all members of the community center. High School Diploma or 2-3 years’ experience in the Recreational department is required; a degree in Recreation and Community Programming with a strong background in y outh mentorship is greatly preferred. Must pass be able to pass and maintain a PL 101.630 Charac ter Background Check. Must pass a pre -employment drug/alcohol screen. Skill in First Aid and CPR Certification. Must be able to communicate effectively both ver bally and in writing to interface with a wide range of clientele, internal staff, external service providers, committee members, and community members as well as young people and parents; both publicly and meeting style. Full-Time-Assistant Attorney General
The Flandreau Santee Sioux Tribe (the “Tribe”), located in Flandreau, South Dakota, is seeking applicants for one fulltime position of Assistant Attorney General. The attorney, under the direction of the General Attorney, will be tasked with the responsibility of prosecuting the Tribe ’s Law and Order Code, and will work closely with Tribal Police and other local state and federal agencies to fulfill the position ’s obligations. The attorney will also assist the Attorney General with assigned matters regarding the representation of the Tribe, its Housing Authority, its Health Clinic, its tribally owned businesses, and the Royal River Casino and Hotel. The attorney will handle all adult criminal and juvenile delinqu ency matters for the Tribe. Licensed attorney in good standing with the State Bar of South Dakota, or any other state bar, and is able to be admitted in South Dakota within 10 months of employment. Must have between one and five years of experience as a practicing attorney, with experience in Indian Law and Criminal Law preferred. Must have a juris doctorate from an American Bar Association accredited law school. No felony or misdemeanor convictions involving a crime of moral turpitude. Must be able to efficiently utilize Microsoft Office and Westlaw. Must have a valid driver ’s license.

Mayor Dan Sutton invited council members and city residents to attend the Fire Station Open House on Wednesday, June 26th from 4:00-7:00 p.m. A free community meal will begin at 4:30 and a ribbon cutting ceremony will be held around 5:30 p.m. Sutton and Administrator Cohl Turnquist met with Anna Duncan and discussed the cemetery. The Mayor will be re-appointing a cemetery committee that would meet quarterly to discuss concerns and upkeep of the cemetery. Todd Meierhenry from Sioux Falls will be assisting the Housing Authority Committee on a possible housing development on Broad Avenue. No official plans have been decided at this point. The Mayor reported that he is pleased with the landscape improvements that have been done at the Main Street Pocket Park. Sutton also encouraged residents to attend the Flandreau Fridays Event, which will be held in downtown Flandreau on Friday, June 21st at 5:00 p.m. with a rain date of Friday, June 28th.
City Administrator Cohl Turnquist also invited council and residents to the Fire Station Open House on Wednesday, June 26th from 4:00-7:00 p.m. Turnquist mentioned the Flandreau Fridays event which will be held on June 21st in downtown Flandreau. Turnquist and Finance Officer Kneebone have begun prepping for the 2025 Budget. A quarterly sales tax revenue report will be available for council review at the next council meeting. Turnquist also thanked Flandreau resident, Kris Johnson, for purchasing an AED machine that will be placed at the Flandreau City Park in memory of Kris’s brother, Jon Scofield.

Old Business: The Second Reading of Ordinance No. 621; Establishing City Park Hours was held. City Attorney Corey Bruning spoke to the Council about setting hours for the park via motion versus an ordinance and the importance of posting signage stating the hours the parks are open to the public. Aldermen Bjerke and Fargen spoke against the proposed ordinance. Administrator Turnquist stated establishing hours at the city parks could cut down on vandalism and loitering. After much discussion, council determined they needed more information and discussion on the proposed Ordinance, so a motion was made to table this topic.
Motion by Tufty and seconded by Bjerke to table proposed Ordinance No. 621; Establishing City Park Hours to be open to the Public. The following members voted aye: Ahlers, Bjerke (via phone), Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried. EGAN CITY MINUTES June 19, 2024
The Board of Trustees of the City of Egan, South Dakota met in regular session on June 19, 2024 at Egan City Hall, 110 W 3rd Street, Egan, SD.
Present: Board of Trustee: Nancy Hansen, Jerome Olson and Michelle Ten Eyck. Cody Chamblin was absent. Also present: Randy Roiger, Cameron Burleson, Mike Hein, Harvey Donley, Amanda Walters, Norm & Donna Koehn, Barb Warborg, LiAnne Larson, Mike Larson and Linda Meier.
Meeting was called to order by Vice Chairman Olson.
Motion by Hansen, second by Ten Eyck to approve the agenda. All present voted

Public Comment: Concerns brought to the board about the length of the grass growing at the old Egan school property.
Zoning: Building permit for CHavoldt 16x20 L-shaped deck issued
Old Business: City paid fire contract vs county fire levy discussion tabled until more information is obtained. Motion by Hansen, second by Olson. All present voted “aye”. Ten Eyck provided an update on the Sr Center roof and carpet project. She stated she is still getting quotes that provide options. Donna Koehn expressed her concern about speed bumps, placement and signage. Ten Eyck is still working on getting companies to review and quote on needed street repairs. Hansen presented findings from a FEMA meeting she attended regarding flood plain changes for Egan. The city will have to have a Flood Plain ordinance in place by September for residents to obtain flood insurance. More information is being gathered so the city can’t do anything further at this time. The invoice from the SDDOT for bridge grant work completed by IMEG will remain unpaid until the board can meet with attorney Nelson. Olson did not have an update on renting tree dump ground as he has not been able to get ahold of landowner.
New Business: Nomination of Mike Hein to be appointed to Trustee 1 position made by Ten Eyck, second by Hansen. All present voted “aye”. Hein took oath of office. Motion by Ten Eyck and second by Hansen to hire Kevin Hall for weed eating at $17.00 per hour on an as needed basis. The board approved positions for Finance Officer and Maintenance to be filled. Finance Officer will be advertised at 24-28 hours per week, with Maintenance being 20-25 hours per week. Both positions will be paid depending on experience. Motion by Ten Eyck, seconded by Hansen. All present voted “aye”. New 2-year service contract with BSRW approved. Motion by Hansen, seconded by Ten Eyck. All present voted “aye”. 1 bid received for the mowing of the lagoons and behind ballfield received by Nick Otto at $75 per mowing. Motion by Ten Eyck, seconded by Hansen to award mowing to Nick Otto. All present voted “aye”. Approval for cellular cameras to be purchased Motion by Olson, seconded by Hansen. All present voted “aye”. Board recognized that several city ordinances need to be updated and will continue to work on those. Meeting decorum will be discussed with attorney Nelson on how to best handle. Budget work will take place in board planning sessions.
