He said:“Thereportexplains Sandwell’s StrategicHousing Land AvailabilityAssessment (SHLAAP) wasnot omittedfromthe report receivedbycabinetinJulythisyear, butwasnotincludedasitwasnot materialtothedecisionbeingmade.
“Thedocumentprovidesanevi dence-basedusewhenpreparingthe statutorylocalplan.It’snotusedto determineplanningapplications, anditdoesnothaveanystatusas adoptedplanningpolicy. Thepre ferredoptionforBrandhallwastak enbycabinet,actingonbehalfofthe
councilasalandowneronly.Itwas notanexerciseofanystatutoryfunc tionsofthelocalPlanningAuthority, nordiditconstituteplanningconsent,norallocatethesiteofdevelop mentinthestatutorylocalplan.”
