The Sale of Champions h year aft It was 1962 that brought to the shadows of the Celebration show grounds one of the most historic sale events ever to grace any breed. Yes, the Tennessee Walking Horse was a young breed, formed in 1935 as a registry, and the first Celebration was in 1939. Twenty three years later, with the breed growing by leaps and bounds, found Mr. S.W. Beech from Belfast, Tennessee, with three young excited boys in tow, Steve, Bobby and Ray, ventured into what has now become the longest running Tennessee Walking Horse Sale in the United States, The Sale of Champions, Shelbyville Tennessee. This year, 2013, the Sale of Champions will celebrate 51 years of service to the Tennessee Walking Horse Industry with a new management team of Lewisburg Auction Company INC, Wayne and Freda Dean. The combination of these two greats takes one back to ask a few questions…what greats have sold through such a historic sale in the past and what does this sale provide for the future? THE PAST To say The Sale of Champions has sold more World Grand Champions than any other sale facility in the TWH history is to say Santa Claus has a red suit. It was 1962 that brought one of S.W. Beech and sons Stables greats to the Celebration spotlight. Merry Go Boy was signature stallion of his day standing in Belfast at S.W. Beech and Sons, but it was that very year when the sale started that Ebony Masterpiece was crowned Champion of the World with Sam Paschal aboard. It was a great moment. It was the very spring board that took The Sale of Champions higher than any other sale. The world was perfect…young men following in their fathers steps, the great Merry Go Boy in the barn, and the new WGC had just been crowned and was headed to their barn to stand. The Sale of Champions became the solid equine market of those greats and other greats who were consigned along with them. The world was perfect in Belfast. The list is huge. Horses sold at the hands of Mr. Beech and the Sale of Champions include buying customers like Elvis Presley Estate, Priscilla Presley, Zsa Zsa Gabor, and…yes even Bob Kilgore. It was the young restaurant owner from Tuscaloosa, Alabama who flew to Shelbyville Tennessee after finding much success in feeding Alabama Crimson Tide fans that wanted to own a Tennessee Walking Horse, and a World Grand Champion at that. Ebony’s Mountain Man was Champion of the World in 1980 and soon after returned to The Sale of Champions to be consigned by then owner Joe Tillett to sell to the public. He had been one of the very few World Grand Champions to win both the Amateur Stake and the Big Stake. The hammer dropped that day on the young and very excited owner from Tuscaloosa. The Sale of Champions not only created great careers for horses, but horse owners aswell. It was a moment like no other in sale history…a young bidder wants the WGC, and the sale manager at the time was also a very young Ray Beech. The first exchange was, “ Hello ..welcome to the Sale of Champions, my name is Ray Beech”. “ Followed by, My name is Bob Kilgore, and I am going to buy this horse.” History also tells us that a very large man with Bob, about 6Ft 5, 300lbs said, “ and we got the money with us.” The rest is history. The Sale of Champions/ Murray Farm family that has a huge history in topping all sale monetary figures aswell. It was WGC Ebony’s Threat who brought $250,000 to new owner Joe Reagan, and multi WGC Reve’s Little Boy who brought $113,000, sold by Dorothy Halsey with young trainer David Landrum aboard to a set of young University of Ala-

Page 22 / The Scoop

has sold the Champions… ter year. bama students, led by a classmate, Jack Way. The Reve’s Little Boy moment was a special day. These are just small tid bits of the excitement this sale has created over the years. It was the stage set by a simple man, Mr. Beech, in a cheap plaid shirt, his little truck, beaming smile, and a slight stutter, that made what still stands today so special. He was an element in this business that our industry needs today. THE FUTURE The future holds great things for this sale…The Sale of Champions… with the inclusion of Lewisburg Auction Company, Wayne and Freda Dean. It was great men like Audie Dean, and Valton Rummage who made the Tennessee Walking Horse business a great place to do business, and Wayne and Freda carry with them in their veins all that any sale consigner would want to promote their product. Wayne is a long time trainer, and his family are responsible for greats like Sun’s Delight, Dean’s Bossman, Wilson Dean and countless others who fill our registry with the foundation blood that makes any breed strong. Wayne is a trainers trainer. He is the model trainer and customer relations image many trainers strive to attain. The respect has he has gained from his fellow trainers, specifically for the way he conducts his business and the endless and loyal relationship he has had with his customers, is unmatched. Freda Dean brings to the table so many years of supporting the TWH business in many ways, and was raised in Tennessee Walking Horses business , the daughter of longtime WGC breeder, WGC trainer and exhibitor Valton Rummage. She is an accomplished rider aswell. Its their team that brings so much experience to the table and is a very irreplaceable item that makes that Sale of Champions sale fee a huge value. Many of us know Wayne and Freda as a super training couple that have been in our business for a long time, but to know their long history at the very heart of this breed is a wonderful journey to explore. A PERSONAL NOTE In the past I have had the very special honor of having been asked to work any and all sales Lewisburg Auction Company has conducted in the TWH business, including the many International Horse Sales they have conducted, even when I was under another contract with another sales facility. It was the respect they gained from so many that allowed this. That speaks volumes. It was always a pleasure, under Wayne and Freda’s guidance. Freda and I were raised 6 miles from one another and our father was their family doctor for many years. Wayne was the horse trainer in our barn for a period when I was a very young child. Many hours were spent riding and enjoying his customers and show string…a young trainer moving here from Paris, Tennessee. But with my relationship with this wonderful sale one truth comes to mind…you are only as honest and worthy as those who employ you to the public. The Sale of Champions is in great hands. The consigners to this 2013 event will be proud of the service provided, the excitement of the sale. Early reports indicate that this will be a great event and has attained yearling commitments from every and a brreding facilities to market their 2013 crop of yearlings. It’s the history, the hopes for a great future are one thing. But it’s the honest hands this sale has been placed in that will make it like no other. See you at the Sale of Champions.

Press Release by American Horse Council Legislation to Eliminate Soring Introduced in the Senate On July 31, 2013, Senators Kelly Ayotte (R-NH) and Mark Warner (D-VA) introduced the Senate version of the Prevent All Soring Tactics Act of 2013 (PAST act). The bill is intended to strengthen the Horse Protection Act (HPA) and prevent the soring of Tennessee Walking Horses, Racking Horses, and Spotted Saddle Horses. Congressmen Ed Whitfield (R-KY) introduced the House version of this bill earlier this year. The AHC supports this bill. The U.S. Department of Agriculture (USDA), which enforces the HPA, deems soring to involve the use of action devices, chemicals, pads, wedges or practices like trimming a horse’s hoof to expose sensitive tissue, so that it causes pain in the horse’s forelegs and produces an accentuated show gait for competition. According to the USDA, soring has been primarily used with Tennessee Walking Horses, Racking Horses, and Spotted Saddle Horses and continues despite the existence of a federal ban for over forty years. The horse show industry has been regulated by the HPA for over 40 years. However, the trigger for USDA enforcement of the HPA is the showing, exhibition, auction or transport of a sore horse. For this reason USDA has focused its efforts on those areas of the show community that involve breeds and activities that are most frequently involved in soring. If a breed, discipline, or activity is not soring its horses to exaggerate their gaits, then as a practical matter the HPA has likely not adversely affected them and the PAST act, if passed, will not affect them any more than current law. The bill would amend the HPA to prohibit a Tennessee Walking Horse, aRacking Horse, or a Spotted Saddle Horse from being shown, exhibited, or auctioned with an “action device,” or “a weighted shoe, pad, wedge, hoof band or other device or material” if it is constructed to artificially alter the gait of the horse and is not strictly protective or therapeutic. These new prohibitions would not apply to other breeds and would not prohibit the use of therapeutic pads, or bell boots or quarter boots that are used as protective devices. The legislation would also increase fines and penalties for violations for soring, including the potential for a lifetime ban for repeat offenders. The bill would create a new licensing process for horse show inspectors, eliminating the current program that uses industry-affiliated designated qualified persons (DQPs). This program has received criticism because these DQPs are often not independent of the industry they are inspecting. USDA would be required to train and appoint the new independent inspectors for shows and other HPA-regulated activities that wish to hire an inspector. Licensed or accredited veterinarians would be given preference for these positions. The decision to hire an inspector, however, would still be up to the show, sale or auction. It would not be made mandatory. Shows or sales that employ DQPs now would begin using USDA-selected inspectors. Shows or sales that choose not to use DQPs now would not be required to use them should the bill pass. The AHC supports this legislation, as does the American Association of Equine Practitioners, the American Quarter Horse Association, the American Paint Horse Association, the American Morgan Horse Association, the Pinto Horse Association of America, the Arabian Horse Association, the American Saddlebred Horse Association, the United Professional Horsemen’s Association, the Appaloosa Horse Club, Maryland Horse Council, the American Veterinary Medical Association and other groups. Various efforts have been made since enactment of the HPA forty years ago to stop the soring of horses and they have not worked. This bill is focused on the problem it is intended to solve and does not adversely affect other segments of the show industry that are not soring horses and have no history of soring horses.

The Scoop For The Walking Horse Industry twhnc press Release: CELEBRATION TO CROWN NEW CHAMPIONS 75TH ANNIVERSARY

Hsus Press Release: Federal Court Protects Tennessee Walking Horses

The75th Anniversary Tennessee Walking Horse National Celebration (TWHNC) will crown its 75th World Grand Champion Tennessee Walking Horse on Saturday August 31, 2013. In addition to the traditional Saturday night finale, the 75thversion of the Walking Horse classic will feature new divisions. For the first time, The Celebration will have Owner-Amateur Five-Year-Old Mares & Gelding and Stallions qualifying classes and will crown the first Owner-Amateur Five-Year-Old World Grand Champion. The class, promoted by TWHNC all year with medallions to winners at all shows, has been very popular and well-received by exhibitors throughout the show season. “The popularity of this new division has exceeded all expectations. It has consistently been one of the largest classes at one-night and multi-day shows. The battle for this inaugural World Grand Championship will be one of the most competitive divisions at this year’s event,” said Celebration CEO Mike Inman. The Trail Pleasure division has gained in popularity over the last several years at The Celebration and continues to be one of the most highly-entered divisions at The Celebration. The Four Years and Under Trail Pleasure, Optional Tack World Grand Championship will join the Youth, Novice and Western Trail Pleasure World Grand Championships held last year. “This new World Grand Championship will be a great addition to the last Saturday night lineup. We at the Celebration want to continue to adjust our lineup to fit the trends, popularity and growth within our divisions. The number of quality horses now in this category certainly warrants this new World Grand Championship,” concluded Inman. In addition to the new World Grand Champion class, the Trail Pleasure division will also add an Elite Riders (50 years of age and older) On Trail Pleasure Horses, Optional Tack. The new class, inclusive of many of the most elaborate riding attire in the ring has already been nicknamed “Bling In The Ring.”

Rules adopted following Humane Society of the United States legal petition A U.S. District Court in Texas upheld federal regulations to prevent the practice of “soring,” in which trainers abuse horses to force them to perform an unnatural high-stepping gait for competitions. The U.S. Department of Agriculture regulations, which were adopted following a 2010 legal petition filed by The Humane Society of the United States, require that USDA-certified horse industry organizations impose uniform mandatory minimum penalties for violations of the Horse Protection Act, and authorize the agency to decertify organizations that do not comply. Horse industry organizations are the industry’s self-policing groups that inspect Tennessee walking horses at competitions for signs of soring alongside the USDA. Horse industry organization SHOW and two walking horse show participants sued the USDA, contending that the regulations were unlawful and in violation of their constitutional rights. The HSUS filed a briefing in defense of the regulations. The court ruled that the mandatory minimum penalty regulations are constitutional and within the USDA’s statutory authority to protect horses. Jonathan Lovvorn, senior vice president for animal protection litigation and investigations for The HSUS, said: “This lawsuit shows that segments of the industry have no interest in upholding their responsibilities under the Horse Protection Act and finally stamping out the brutal practice of soring. We call on USDA to decertify any horse industry organization that has refused to adopt the mandatory penalties, including SHOW, which is responsible for inspections at the Tennessee Walking Horse National Celebration.” The HSUS was represented in the matter pro bono by attorneys from the law firm of Latham & Watkins and its own lawyers. Background: H.R. 1518, the Prevent All Soring Tactics (PAST) Act, sponsored by Reps. Ed Whitfield, R-Ky., and Steve Cohen, D-Tenn., will end the failed system of walking horse industry self-policing, ban the use of certain devices associated with soring, strengthen penalties, and hold accountable all those involved in this cruel practice. The HSUS urges Congress to pass this bill, which now has 133 co-sponsors in the House. Some in the Tennessee walking horse industry deny that soring is still a pervasive part of the training process used to produce the “Big Lick,” but the U.S. Department of Agriculture’s testing at the 2012 National Celebration in Shelbyville, Tenn., revealed that 145 horses out of 190 tested, or 76 percent, were found positive for prohibited foreign substances. In contrast, Celebration officials issued a press release touting a 98.1 percent compliance rate with the Horse Protection Act. The HSUS urged Tennessee Attorney General Robert E. Cooper, Jr. to open an investigation into the veracity of public statements made by officials connected to the Walking Horse Trainers Association Enforcement Initiative, the Tennessee Walking Horse National Celebration and the Tennessee Walking Show Horse Organization about their initiative to detect unlawful horse soring at the 2012 Tennessee Walking Horse National Celebration.

SHOW HIO PRESS STATEMENT The SHOW Horse Industry Organization released the following statement this morning in response to the U.S. District Court of Northern District of Texas Fort Worth Division denying a motion for summary judgment by SHOW HIO challenging the USDA’s minimum penalty protocol requirement for industry HIOs: Obviously we are disappointed in the court’s decision. We have been committed to reform since our inception and continue to be committed to moving the industry forward through fair and consistent inspections and penalties in the best interest of the welfare of the horse. We are reviewing all of our options and we will announce soon how we will proceed.

twhnc press Release: Premium Box Seats Available SHELBYVILLE, Tenn. - The Celebration will make available select premium boxes in rows A-E on a one-year purchase arrangement. Also, current box seat holders will be allowed to upgrade their current box to one of these premium boxes on a one-year basis and be required to pay the price difference. “Seizing this opportunity will give patrons and fans a way to get as close to the action as possible,” said Celebration Chief Executive Officer Mike Inman. For more information regarding box seats contact The Celebration at 931-684-5915. The 75th Anniversary Celebration will be held August 21-31, 2013.

Obituary: The Gambler Multi-titled I’m The Gambler was humanely laid to rest on Tuesday July 9th, 2013, following a sudden, sever episode of colic. He was owned and loved by Steve and Stephanie Bolick of Hickory, NC and trained by Keith Ailshie Stables. He was a beautiful black 15.2 h gelding who competed in the amateur divisions. Gambler was loved dearly and will be missed by all who were blessed to know him.

Normandy Closes for horseback trail riding Horseback riding trails at Normandy Reservoir are being closed immediately. The Tennessee Valley Authority has said there will be signs posted at the entrance to the trails. Local law enforcement will enforce trail closure and are authorized to ticket any trespassers for horseback riding. The reason for the closure is in effort to help prevent more damage to the public lands and environmental degradation.
