Texan At The Ritz And Tracy Pinson 2013 Extreme Cowboy Race Non Pro World Champions! The 2013 Craig Cameron Extreme Cowboy Race World Finals were held October 31st through November 3rd in Hamilton, Texas. With over 180 entries, this was by far the largest and most competitive EXCA World Finals ever! Extreme Cowboy Racing is the creation of Craig Cameron who describes it as surgical precision with kamikaze speed. While time is a big factor, so is horsemanship. Competitors must accurately execute obstacles which include roping, jumps, water crossings, bridges, dragging, ponying, ground ties, riding bareback, etc. Horses must be able to run at full speed and then settle down quickly to perform various tasks. Topping a field of 38 of the best Non Pro riders in the country was Tracy Pinson aboard Texan At The Ritz (aka Buford). Buford is by Hard Texas Cash and out of Mitzi Ritzi (By He’s Puttin’ On The Ritz). Bred, raised and trained at Darby Oaks Stables in Bushnell, Florida by Wayne Conkle and Tracy Pinson, this six year old Tennessee Walking Horse stallion had some big shoes to fill as Tracy won this same division in 2009 and 2012 with Skyjacker’s Mountain High (aka Tuff). After two World Championships and a top five finish at the famed Calgary Stampede, Tuff has been semi-retired from competition, so it was up to Buford to show the versatility of the TWH. This year, Buford was also honored with an invitation to the Calgary Stampede in 2014. This has been a great year for this young stallion. Buford won five EXCA races, including the Nationals and the Southeast Regional Championships. He also won the three blue ribbons at this year’s TWHBEA World Versatility Show and four at the International, plus the title of International High Point Versatility Horse. Not only did Buford win the Non Pro division at the World Finals, but he carried his Hawaiian youth rider to a third place finish out of 25 top young riders, as well as capturing eighth with Lisa Steinbach out of over 30 riders in the Novice division. Craig Cameron has become a fan of the Tennessee Walking Horse, as well as the other gaited breeds. Having made statements throughout the competition about how well suited these horses are for Extreme Cowboy Racing – They are athletic, smart, have a gentle disposition and can be trained to do just about anything! There were a number of other TWH’s and gaited breeds placing in the top 10 at this year’s EXCA World Finals. Generator’s Tall Paul carried Rebecca Adams to a fifth in Novice, as well as a fourth in Youth with Shelby Ratliff. Destiny, a Kentucky Mountain Horse owned by Bernie Duncan, won the Young Guns World Championship with Gianna Sbarbaro from Hawaii, while Brooke Matson finished seventh in the Youth division. Tennessee native, Kelsie Graham and her Spotted Saddle Horse Flower were third in Non Pro and eighth in the Pro division. Kimberly Brown and her SSH NCIS In Dixie were seventh in Novice. A great event for the gaited breeds! Texan At The Ritz and Tracy Pinson continue to show the true versatility of the Tennessee Walking Horse and would like to thank everyone for the great comments throughout their journey, as well as sponsors TWHBEA and Montverde Academy, who make it possible to get to all these events.

NEWS

The Scoop For The Walking Horse Industry PRESS RELEASE Tennessee Walking Horse Breed Registry Comments on Advertisement The Tennessee Walking Horse Breeders’ and Exhibitors’Association (TWHBEA), the official breed registry of the Tennessee Walking Horse, would like to clarify the circumstances surrounding an advertisement that appeared in the Sunday, November 11 edition of the Tennessean. The half-page ad promoted the results of a post card mailer regarding draft legislation being sponsored by Rep. Ed Whitfield (R-KY). The mailer, which included the TWHBEA logo, was not authorized by the Association’s Executive Committee nor was it a work product of TWHBEA. On September 26, 2013, then TWHBEA President Loyd ‘Buster’ Black stated the mailer “was not sent out by TWHBEA or paid for by TWHBEA. In fact, TWHBEA makes no request or requirement that you answer this mailer or do anything whatsoever with the mailer, and you can certainly throw it away if you want”. Some of the Association’s members reported not having received the mailer, while others, knowing it was not an official TWHBEA request, simply discarded it. TWHBEA has no assurance that everyone eligible to receive the post card mailer in fact received one, or that only those that were entitled to receive the mailer in fact received one. TWHBEA had no control over the distribution of it or the counting of it. The bill proposed by Representative Whitfield has many parts, and TWHBEA feels that an adequate survey would have addressed the individual components of the bill, giving its members an opportunity to express their true feelings on the various aspects of the proposed legislation. In addition, since the names of each voting member were included on the mailer, this poll violates TWHBEA’s long-standing tradition of secret ballot to ensure the privacy protection of its members. For those reasons, TWHBEA does not feel that the results of the mailer fully and accurately represent the views of all its members. Please be aware that any publication of the results is not a TWHBEA product.

The Scoop For The Walking Horse Industry Congressional Hearing Provides Opportunity to Overcome Misinformation about Walking Horses (WASHINGTON, D.C.)—A meeting of the House Energy and Commerce Committee’s Subcommittee on Commerce, Manufacturing and Trade last week at the U.S. Capitol provided representatives of the Tennessee Walking Horse, Spotted Saddle and Racking horse industry an opportunity to correct some misinformation related to the breeds and their shows. H.R. 1518 is a measure sponsored by Rep. Ed Whitfield (R-KY1). It calls for inspections to be done on Walking Horses at shows by the U.S. Department of Agriculture—ostensibly to eliminate the practice of soring, which has already been banned by the Horse Protection Act. That would require USDA to increase its budget by up to $20 million to provide the necessary number of inspectors. The current inspection method, which uses USDA certified Horse Inspection Organizations (HIOs), is a self-monitoring and self-policing initiative by the industry. Coincidentally, the hearing occurred in the same week that USDA released the latest compliance numbers to its subjective testing, as seen below: For the 2012 season, representing all shows inspected by the USDA the agency’s own compliance rate was 95 percent. This is comprised of the following: Sore Violations – 502 Inspections – 9,962 Compliance rate – 95 percent For the 2013 season, representing all shows inspected by the USDA through November 3, 2013 the USDA’s own compliance rate for the Industry is at 96.6 percent. This is comprised of the following: Sore Violations – 318 Inspections – 9,510 Compliance rate – 96.6 percent “The current compliance rates reported by the USDA indicate the welfare of the horse is being protected and the industry is achieving the goal of eliminating soring,” said Dr. John Bennett, a Shelbyville, Tennessee veterinarian, whose practice is about 60 percent Tennessee Walking Horses. “According to the USDA, the HPA compliance rate for HIO-affiliated Tennessee Walking Horse shows was 98.5 percent over the period from 2009-2012. “The HIO system currently in place allows for the immediate disqualification of a horse found to be noncompliant,” Bennett added. “Additionally, as private entities, HIOs are able to more quickly enforce penalties against alleged violators since they are not required to follow the due process requirements for public actors, such as the USDA.” Tennessee Commissioner of Agriculture, Julius Johnson, also testified before the Subcommittee. He spoke to the serious economic ramifications passage of H.R. 1518 would have on the state. “The total economic impact from the equine industry in Tennessee is $1.4 billion. The total value-added impact of equine in Tennessee is $746 million. The indirect business tax revenue received by state and local governments is $61.2 million,” Johnson said. “The total estimated economic impact from horse shows and events is $45 million. The importance of the industry to the many local and rural community charities and organizations is significant. The industry creates 20,309 jobs throughout our state, and again, especially in rural Tennessee where it is more and more difficult to attract jobs.” Kentucky State Senator, Robin Webb was also at the hearing, although she didn’t get the opportunity to testify. An avid horsewoman and rider of walking and racking horses, Webb contends that the soring issue masks a much more serious problem contained within the bill—eliminating

Page 36 / The Scoop

an entire breed by eliminating “weighted shoes,” which are worn by a number of other breeds as well. “If the Humane Society of the United States wins the argument to eliminate weighted shoes, our walking horse industry is just the beginning,” Webb said. “Other breeds will clearly be impacted by this decision, which is why it is vitally important to make sure H.R. 1518 makes no progress in the legislative process.” The future of H.R. 1518 is uncertain. The hearing last week was for informational purposes only. There was no vote taken. A companion bill has been filed in the Senate, but has shown no movement yet. Register of Merit Point Books Due Deadline December 5, 2013 If you and your horse have completed your show season it is time to turn in your WHOA point books. Please mail them to Sis Osborne, 3079 Pulaski Hwy, Cornersville, TN 37047, or contact her for any questions by email: SISOSBORNE@TDS.NET, Point books are due and must be submitted by December 5 for yearly awards. What is ROM? If you are not familiar with the WHOA ROM program but enjoy the precision of the trail class, the excitement of barrel racing, the challenge of jumping, or the demands of endurance riding the Register of Merit (ROM) program was established in 1989 to provide Plantation Pleasure horses and their exhibitors a showcase for their versatility. To be eligible for awards, the owner of the horse must be a WHOA member, the horse must be a registered Tennessee Walking Horse at least 2 years old, and the horse must be nominated by September 1 of each calendar year. Points count only from the time the owner became a WHOA member. Point books are issued each year and must be submitted by December 5 for yearly awards. Points are earned by placing at any organized horse show, competitive or endurance ride, or other event. Divisions include model, plantation, lite shod, western, trail pleasure, driving, trail, game classes, contest classes, TWH over fences, reining, western riding, showmanship, equitation, dressage, stock horse events, competitive and endurance riding and promotion. Horses and riders do not have to compete in every division to win awards. Awards include Certificate of Achievement, Certificate of Merit, Register of Merit and Diamond Certificates. The Register of Merit is the program’s highest honor. The Register of Merit champion is a prime example of a versatile Plantation Tennessee Walking Horse with excellent gaits. For more information, or to nominate your horse for the Register of Merit Program, contact Sis Osborne, 3079 Pulaski Hwy, Cornersville, TN 37047, or email: SISOSBORNE@TDS.NET National High Point Program Each year WHOA also recognizes Walking Horses and their owners through the National High Point Awards. Points are accumulated at shows across the country that are affiliated with any Horse Industry Organization (HIO). Horses are awarded points in their division based on their placing at each show. Horses that win a National High Point Award are not necessarily World Champions in their division, but horses that have competed at numerous shows and consistently placed well. Points are accumulated during the calendar year and awards are presented each February at the WHOA National Convention As a WHOA member you may earn points for the National High Point Program, or the WHOA Versatility High Point Program. If you are 17 years old or younger, your points earned qualify you for the WHOA Quest Youth & Amateur High Point Program. All WHOA High Point Programs are open to any HIO so that any show you that you enter classes the points add up. Results of shows must be sent to the Walking Horse Report within 30 days. An awards Banquet is held in February for the top WHOA member winners.

WHOA KY Keeps Show FRANKLIN, KY-The WHOA Show Series put on their last show of the season which was held on November 9, 2013 at the Kentucky Downs Race Track in Franklin, KY. This show was part of the Kentucky Breeders Incentive Fund. The funds from this program come from sales tax off of stud fees in Kentucky. This is the 8th year for the BIF and the program has distributed over 1 million dollars to Kentucky bred horses. Owners receive points for showing and at the end of the show season each point represents a dollar amount which is then totaled and distributed to the owners of the horses who accrued the points. There was a total of 24 classes with 146 entries making the show a huge success. The Honorable Glenda Levin from Jamestown, TN did an outstanding job marking the cards for each class. Tommy Hall did a great job announcing each class. The SCOOP congratulates all the winners of the WHOA KY Keeps Incentive Fund Eligible Show! Visit the SCOOP’s free website at www.thescooponline.com to view current news, results, upcoming events, photos and page by page coverage of recent issue. Also, like us on Facebook!

By now you have probably heard a lot about the “package” that is used in the Tennessee Walking Horse Industry. But what you probably don’t know is that from a veterinary and scientific standpoint the “package” does not harm the horse – in any way. To put the “package in perspective if you look at the comparison between a running shoe used by humans and the package used by the TWH you will not only find similarities but on a comparative basis the package used on the horse is lighter than what we as humans use when we run. Both have or allow for additional cushion and both are elevated from the heel to the toe – to provide better support and improves the ability to rock or move forward.

“The Tennessee Walking Horse “Package” By now you have probably heard a lot about the “package” that is used in the Tennessee Walking Horse Industry. TWH but many other horse breeds. As you can see from the pictures below all of these horses have the “exaggerated” gait that is so criticized by the opponents of the TWH, although ironically not of any of these other breeds.

Unique Natural Gaits: Flat Walk & Running Walk Some have described the TWH as “walking behind” and “running up front.” Through selective breeding patient training, the use of special shoeing and action devices, the natural gait of the TWH is exaggerated. “The TWH has a distinct gait quality that helps to explain its unique high stepping animation...” “By keeping the step length the same at the walk and running walk, the TWH creates overstride. This unique characteristic of TWH movement, overstride, allows the front legs to be high stepping and animated....” “How the Hoof Meets the Road,” by Paul Roberson, MS, UT Knoxville. The TWH undergoes the most stringent inspection of any performance animal in the world and maintains a 98% compliance rate which is comparable to that of the food inspection FSIS. The Scoop / Page 55

As a side note the TWH by its breeding has an “exaggerated” gait which is even evident at birth. Surely no one believes that these baby foals, which have no shoes on their feet are “sored” to obtain the “exaggerated” gait.
