CONCLUSIONS
In conclusion, the strategies and interventions proposed in this framework tackle the key issues identified from the analysis of Poplar and its surrounding area. Key Issues:
1) Climate Change 2) Housing 3) Fractured Local Economy
Key interventions, centralised around the covering of DLR infrastructure by the East London Green Link, aim to showcase identity, implement community ownership and improve socioenvironmental sustainability and connections both within poplar and with its neighbours.
The East London Green Link will provide increased space for social interaction, fostering community cohesion. Waste energy harnessing distribution technology and education facilities in the form of an Energy Centre will advance Poplar’s energy independence and climate change resilience. Moreover, traffic calming, pedestrianisation, tactical urbanism and public realm improvements will reclaim Poplar by and for its community and showcase its identity as a distinct town within the wider London region. This framework, in its entirety, will be fully realised by 2050. It will provide a pioneering model for innovative and sustainable urban design that integrates large scale green infrastructure with small scale community participation. Later phases of the project will extend the East London Green Link through the heart of Poplar, into Canary Wharf, opening up the possibility for future expansion aimed at connecting the whole of East London.
Funding will be secured through multiple means. Primarily, funding will derive form the harnessing and resale of waste energy from the DLR tracks, managed by the Council Energy Agency. This funding model ensures a level of selfsustainability in the project, avoiding sole reliance on external forms of funding. Selfsufficiency ensures a higher level of viability and fulfils the project’s vision of an independent and thriving Poplar.
Reclaiming Poplar: The East London Green Link will revitalise Poplar with its vibrant community at heart, pave the way for future innovation and quality urban design and place making throughout East London, and provide a model for urban transformation elsewhere.
