PHASE 1 0 - 5 YEARS

Tactical urbanism will be the first intervention to be introduced in Poplar. The sites allocated for tactical urbanism will be enacted in the first 6 months of the plan allowing communities to immediately reclaim spaces which are currently underutilised. The first phase of the green link project will be carried out between All Saints and Langdon Park Green DLR Stations. The approximate length of this section is 430m. This will allow expansion and enhancement of Poplar’s town centre along with the introduction a linear, North-South green link. To accompany the green link, the public realm scheme will be introduced on Chrisp Street, Chrisp Street Market, East India Dock Square and Kerbey Street. Each street and square will be redeveloped in further phasing allowing the town centre to be revitalised while keeping disruption to a minimum for local businesses and users of the town centre. The first energy network will be established in the Chrisp Street Market area, harvesting energy from the newly covered DLR track alongside an education centre focusing on energy sustainability education. This project will be a precursor to other energy networks in Poplar. The project will provide crucial testing in the implementation and effectiveness of energy network systems. The existing DLR footbridge extension over Aspen Way towards Canary Wharf will be widened and given higher quality lighting to improve the existing pedestrian connection. The framework forecasts the North Quay development site, currently owned by Canary Wharf Group, to start construction and deliver a large number of residential units to meet Poplar’s housing growth targets. The site is currently in the consultation stage and a planning application is expected within 2020.
