PHASE 2 5 - 15 YEARS

The second phase of the green link project will be carried out between All Saints DLR station and Canary Wharf. This phase will provide a significant new connection to the Eastern side of Poplar. The extension to the existing green link, built in phase 1, will significantly increase the length of the link by approximately 840m. A longer phase length of 10 years will allow for a longer construction period for the increased length and the significant task of placing a large, elevated walkway over Aspen Way and Billingsgate Market. The Aspen Way canopy will be installed after significant engineering, design and consultation conducted in phase 1. Further phasing within an annual time frame will be needed to install the canopy in sections due to the large scale of the intervention. Site allocations for estate refurbishments will begin in phase 2 allowing estates which are unfit for use to be transformed into modern, energy efficient homes with protected units of affordable housing. Estate regenerations are expected to start and complete at different stages of the 10-year phase period, rather than estates refurbished all at once. The framework forecasts further implementation of local energy networks, providing neighbourhood level energy production. This will further Poplar’s energy independence. The public realm scheme will be implemented on Poplar High Street, enhancing the East-West cycle superhighway route through dedicated and widened cycle lanes. Over the 10 years of phase 2, the cycle network feeding into Poplar’s cycle superhighway will be implemented, evolving Poplar’s transport hierarchy to encourage increased cycling.
