01 THE ANALYSIS
RAIL NETWORK
The construction and opening of the Docklands Light Railway (DLR) in the 1980s and 1990s was a significant game changer for Poplar and it’s passenger rail connections. The DLR provides rail connections within East London linking Poplar with Stratford, West Ham and Canary Wharf. Beyond the East End, the DLR’s network expands to Woolwich, Lewisham and the City of London. The Jubilee line, situated in Canary Wharf, provides further connections into central London. However, poor pedestrian connectivity limits the convenience and accessibility of the Jubilee line for Poplar’s residents. Overall, despite the introduction of the DLR, much of Poplar is still relatively inaccessible in regard to public transport. This is reflected in an average PTAL rating of 3 for Poplar, compared to an average PTAL rating of 6 for Canary Wharf (TFL, 2019). The opening of Crossrail provides a huge opportunity to increase Poplar’s connections to the wider city with a high capacity network linking to Central London and Heathrow Airport. Effective integration and improvements are essential to link Poplar to the new Canary Wharf Crossrail station located on East India Docks.
