Mr. Damien Perillat General Manager Central & Eastern Europe at PayPal 11 June 2015 Dear Mr. Perillat The Ministry of Economic Development and Trade of Ukraine would like to invite you to visit Ukraine and consider the opportunity to enhance the geographical presence of PayPal by launching operations in our country. PayPal is a world leader in online payments with more than 153 million accounts worldwide and is present in 190 markets. Unfortunately, at this time, Ukraine, the state with approximately 45 mln inhabitants, the Associate Member of EU, is still not on the PayPal map. As the Ministry of Economic Development and Trade, we see great social demand in quality online payment services in Ukraine as the country has a vibrant IT-outsourcing community. In addition, we believe that by adding such a significant market as Ukraine to your portfolio, PayPal will even further enhance its leading presence in global ecommerce. Ukraine has all the necessary infrastructure for a quick launch of PayPal: deep penetration of banking services, high share of population with payment cards (VISA, Mastercard), sufficient and fast-growing penetration of Internet services etc. We have already created a working group, consisting of leading players of IT industry, National Bank of Ukraine, Ministry of Economic Development and Trade, Baker & McKenzie and Deloitte, to deal with PayPal implementation in Ukraine. In addition, we are working on changes to the legal framework in order to create favorable conditions to facilitate market entry for global payment systems. The Ministry together with National bank of Ukraine are ready to provide PayPal with all necessary information that could be required to make a decision regarding launching your services in Ukraine and will provide all kind of support in opening its operations.
