Lott, Mrs. Melvin Rogers, Mrs. Foster Estes; representatives of various civic and professional groups and news media; and other interested persons. i The meeting was called to order by Dr. Hill, and the invocation was given by Dr. Wilford (Call to Order Jones, First United Methodist Church, Oklahoma City, Oklahoma.

Dr. Hill welcomed the many guests present.

R. #1 Minutes Approved

Motion was made by Mr. Rogers and seconded by Mr. Estes to approve the minutes of the ! meeting of December 18, 1969, as presented. All members voted "Aye" on roll call. LEGAL AND FINANCIAL REPORTS

(Attorney' s Mr. Johnson reported that the Board's Application for Preliminary Injunction in the (Report Federal District Court Case (Civil No. 69~551)> Oklahoma City Board of Education vs Raymond P. York and Yvonne J. York, was previously set for hearing this afternoon (Monday, January 1970, at 1:30 p.m.) and we (Board's attorney) appeared. An attorney whose services had been engaged by Mr. and Mrs. York also appeared and advised the Court jthat he would have to withdraw from the case. He asked the Court to continue the case -until another attorney could be retained by the Yorks. We (for the Board) entered into pCourt a written stipulation as to the facts and evidence that could be considered by the Court. This procedure will save us from the necessity to call and put on witnesses and to present testimonies. The Court did continue the case for a decision until 9:00 o'clock a.m., Monday, January 12, 1970, and stated that there was legal precedent for the action taken by the Board in regards to the Yorks. The precedent to which the Court ? referred is an Arkansas decision which held that it is the duty and responsibility of the Board of Education to take appropriate action to prevent groups or individuals from interfering with the execution of school integration. The Court indicated that the defense would have to present some law to overcome what he (the Court) assumed the law to be, and indicated that the injunction would be granted next Monday, January 12, 1970; unless they (the Yorks and their attorney) came up with some law to justify their position - a law or case with which he (the Judge) was not, at that time, familiar. Mr. Arledge reported that the Food Service and Activities Accounts have been examined and were found to be in proper order. Mr. Cupps reported that all claims listed in this agenda have been examined and were found to be in order for Board action.

It was moved by Mr. Estes and seconded by Mr. Lott to approve the above reports as presented. All members voted "Aye" on roll call.

R. #2 Reports Approved

SUPERINTENDENT'S REPORT

Motion was made by Mr. Rogers and seconded by Mr. Yinger to direct the listed persons to attend conferences as indicated: J. D. Winbray, Calvin Motion Picture Workshop, February 2-4, 1970, Kansas City, Missouri.

R. #3 Professional Trips Approved

Wesley Driggs, Congressional Hearing on Manpower Development Training, January 9> 1970, Galveston, Texas. Expenses to be paid by the State Vocational Office and/or the Regional Office, U. S. Department of Health, Education and Welfare. All members voted "Aye" on roll call..

’A motion was .made by Mr. Rogers and seconded by Mr. Lott to approve Resolutions of :Appreciation for the following: Bernice Bomar, Teacher, Buchanan School, deceased December 13, 19^9• Archie Courtney, retired Teacher, deceased December 16, 1969.

Motion carried unanimously.
