FAIRFIELD — A crowd gathered Tuesday at the government center downtown to mark Ronell Foster’s 36th birthday and to demand that Solano County District Attorney Krishna Abrams re-open a case investigating his shooting death by former Vallejo Police Officer Ryan McMahon. Foster, 33, of Vallejo, was shot and killed Feb. 13, 2018, during a struggle with McMahon, who shot Foster with a Taser during the struggle, police said. Police later said Foster grabbed McMahon’s flashlight and wielded it “in a threatening manner.� Police said McMahon feared for his safety and, using his duty weapon, shot Foster, who was pronounced dead shortly after he was shot. The shooting happened shortly after 7:40 p.m. and at the end of a
foot chase that started in the area of Marin and Florida streets and ended in the area of the 400 block of Carolina Street. The incident began when McMahon noticed the Foster was riding a bicycle at night without a light. McMahon was cleared of criminal wrongdoing by the Solano County District Attorney’s Office. This city’s insurance carrier approved a $5.7 million settlement in September of a lawsuit filed against the city by Foster’s family. Evidence from that civil case is at the heart of the request for another review of McMahon’s actions by the District Attorney’s Office. Vallejo’s police chief fired McMahon Sept. 30 based on a violation of departmental safety protocols during a separate deadly police shooting involving multiple officers. That shooting left Willie McCoy, 20, dead, about a year after Foster was killed.
McCoy was shot dozens of times and killed by police shortly after 10:35 p.m. Feb. 8, 2019, while inside a vehicle in the drive-thru lane of a Taco Bell restaurant on the 900 block of Admiral Callaghan Lane. Police report that McCoy had a fully loaded .40caliber semi-automatic handgun on his lap as he dozed inside the vehicle. Police report that McCoy, as he appeared to wake, ignored commands from officers to put his hands up and instead “quickly moved his hands downward for the firearm.� Six officers, including McMahon, fired their duty weapons at McCoy in a barrage of gunfire that police report lasted approximately four seconds. McCoy’s family has sued the city in federal court, alleging civil rights violations. Aaron Rosenblatt contributed to this report.
