As I take a moment to reflect on the past year, I am incredibly proud to share the achievements of the McKinney Police Department. Our city continues to experience tremendous growth, bringing new opportunities and challenges alike. With this expansion comes an increased demand for public safety, and I am honored to say that our officers have met these challenges head-on with unwavering dedication, professionalism, and a steadfast commitment to serving our community. The role of law enforcement has evolved significantly over the years, shaped by societal changes, advancements in technology, and the ever-present need for innovative policing strategies. Through it all, the McKinney Police Department has remained steadfast in its mission to protect and serve with integrity, honor, and compassion. Our officers have embraced these changes, demonstrating an extraordinary ability to adapt while upholding the highest standards of service. They have worked diligently to foster positive relationships within the community, engage in proactive policing efforts, and ensure that McKinney remains a safe and welcoming place for all.

The Administration Division is led by the department’s executive leadership and includes specialized units such as the Office of the Chief of Police, Assistant Chiefs, Internal Affairs, Public Information, Planning and Compliance, Crime Analysis, Quartermaster, and Finance. This division ensures the department runs smoothly and ethically by focusing on organizational management, resource allocation, strategic development, and public accountability. These teams work together to promote transparency, support informed decision-making, and reinforce the department’s mission to serve the community effectively and responsibly.

PROFESSIONAL SERVICES DIVISION

The Professional Services Division is tasked with shaping the department’s future by focusing on areas such as officer training, talent acquisition, public education, and event coordination. This division ensures that personnel are not only well-prepared through continuous training but also selected through a rigorous recruitment process that values excellence and diversity. Public safety education and outreach efforts are central to its mission, as are the logistics and planning involved in coordinating major events, all of which aim to deepen community connections and ensure public trust.

CRIMINAL INVESTIGATIONS DIVISION

CID leads the charge in solving criminal offenses, handling everything from complex investigations to victim assistance. This division manages the entire investigative process, utilizing advanced techniques and collaborative efforts to uncover facts and bring offenders to justice. Beyond evidence gathering and case development, CID also emphasizes the importance of victim advocacy, offering tailored support and guidance to individuals affected by crime throughout the legal process, ensuring compassionate service and equitable treatment.

INVESTIGATIVE SUPPORT DIVISION

This division provides the technical backbone for investigative operations, encompassing forensic services, records management, and the handling of property and evidence. By ensuring the meticulous collection and analysis of physical evidence, secure and accurate documentation, and the proper storage and tracking of items, the Investigative Support Division plays a vital behind-the-scenes role in case resolution. Each unit contributes to upholding the integrity and transparency of law enforcement work.

FORENSICS

6 Forensic Investigators and 1 Supervisor.

Investigators were called out to scenes 837 times.

24/7 coverage

64 latent fingerprint cards booked into evidence.

One Forensic Investigator was certified in an Automated Fingerprint Identification System (AFIS).

PATROL DIVISION

The Patrol Division serves as the foundation of the department’s daily activity, delivering vital law enforcement services throughout the community. It includes both traditional patrol officers and the K9 Unit, each contributing to crime prevention, emergency response, and public engagement. Patrol officers are often the first to interact with residents, handling everything from traffic enforcement and calls for service to community outreach. The K9 teams bring specialized expertise in tracking, detection, and suspect apprehension, further enhancing the department’s capability to protect and serve at all hours.

SPECIAL OPERATIONS DIVISION

Special Operations oversees a diverse group of specialized units that address specific safety and community needs. These include the School Resource Officers who promote safe school environments, Neighborhood Patrol Officers who strengthen ties with residents, and the Mounted Unit known for its visibility and effectiveness in the downtown area. The division also oversees traffic enforcement efforts and road safety initiatives, as well as mental health-focused units staffed by trained professionals who support individuals in crisis and work to de-escalate potentially volatile situations with care and expertise.

TRAFFIC UNIT

Five members of the unit completed a crash data retrieval class.

Two members of the unit attended a traffic safety conference.

The Unit won 3rd overall team at the Baton Rouge, LA motorcycle competition.

Three members of the unit completed Intermediate Crash Investigation training.

One member won Mr. Rodeo at the Baton Rouge, LA motorcycle competition.

The Unit won 2nd place team overall at the Grand Prairie Motorcycle competition.

A member of the Traffic Unit was selected as a department representative for the Harley Davidson Police Advisory Board.

SCHOOL RESOURCE OFFICER UNIT

Two SRO’s attended Fentanyl Awareness Training.

Facilitated a Law Enforcement Internship Program for 4 students with MISD.

SRO Unit completed ALERRT Civilian Response to Active Shooter Event Course.

Officers provided security for MISD and FISD athletic events, dances, fine arts performances and graduation.

Assisted MISD security in conducting lockdown drills throughout the school year.

Facilitated the Law Enforcement Explorer program.

COMMUNITY SERVICES UNIT

Members of the unit attended the North Texas Mental Health Symposium.

Facilitated a Resiliency Training for all departmental personnel.

Members of the unit attended a Texas CIT Conference.

Provided a Mental Health Refresher Training for all departmental employees.

Officers in the unit participated in 242 community service initiative calls.

The department welcomed a facility dog to support both officers and professional staff.

COMMUNICATIONS DIVISION

The Communications Division is responsible for managing incoming calls and dispatching appropriate personnel with speed and precision. Handling both urgent and routine communications, the division ensures that first responders receive accurate, timely information. Additionally, it manages the city’s radio infrastructure, maintaining seamless communication across all emergency services to ensure public safety is upheld through reliable and coordinated response efforts.

ANCILLARY

The SWAT team is a highly trained unit currently staffed with 17 SWAT operators, two tactical medics, three sergeants, and a lieutenant serving as the team commander. With seven of the eight authorized perimeter officers in place, the team stands ready to respond to critical incidents, including barricaded suspects, high-risk warrant operations, hostage rescues, vehicle takedowns, and other high-risk emergencies.

SWAT NEGOTIATORS

The Negotiator Team is a highly trained group of officers specializing in crisis negotiation tactics. They are deployed to defuse high-stress situations involving barricaded individuals, hostage scenarios, and individuals in crisis. Working in close coordination with the SWAT Team and other emergency response units, they play a crucial role in achieving peaceful resolutions and ensuring the safety of all involved.

MOBILE FIELD FORCE

The Mobile Field Force is a highly trained unit specializing in crowd control, riot response, and the management of large-scale public disturbances. Their primary mission is to maintain order, protect property, and ensure the safety of both citizens and officers during events that have the potential to escalate. With strategic coordination and disciplined tactics, they provide a rapid and effective response to dynamic situations, preserving public safety and stability.

HONOR GUARD DRONE

The Honor Guard is a distinguished ceremonial unit that proudly represents the department at official events, including funerals, parades, and memorial services. Composed of highly trained officers skilled in precise drill and ceremony procedures, this elite team upholds the highest standards of professionalism and honor. With unwavering dedication, they pay tribute to fallen officers, preserve department traditions, and serve as esteemed ambassadors of the agency’s values.

The Drone Unit leverages cutting-edge unmanned aerial vehicles (UAVs) to enhance the department’s operational effectiveness. These drones play a crucial role in aerial reconnaissance, search and rescue missions, accident reconstruction, and monitoring large public events. By providing real-time intelligence and improving situational awareness, this technology enhances officer safety, allowing for remote observation of potentially hazardous situations and more efficient decision-making in critical incidents.

PEER SUPPORT/CHAPLAIN

The Peer Support Team consists of dedicated officers and professional staff committed to supporting their colleagues through challenging situations. Team members are specially trained in critical incident stress management, providing guidance and assistance during times of crisis. Additionally, department chaplains offer spiritual and emotional support to officers, staff, and their families. They play a vital role in offering counsel, conducting memorial services, and providing comfort during difficult times, ensuring the well-being of those who serve the community.

CITIZENS ON PATROL

The Citizens on Patrol organization is a dedicated group of volunteers committed to enhancing community safety and supporting law enforcement efforts. Their contributions include conducting patrols for vacation watch requests, assisting with special events, making courtesy calls to individuals with outstanding warrants, and helping manage traffic control during city events. Through their service, these volunteers play a vital role in fostering a safer and more connected community.

POLICE EXPLORERS

The Police Explorer Program is made up of high school students who either reside in McKinney or attend a McKinney school. To participate, students must meet all eligibility requirements and remain actively engaged in the program. Explorers undergo training twice a week and regularly volunteer at a variety of police department-sponsored events. They also have the opportunity to represent the department by competing in regional and statewide Explorer competitions alongside other programs.

CHIEF’S ADVISORY COUNCIL

The Police Chief's Advisory Council is a diverse body composed of community members who represent a broad range of backgrounds and perspectives. Serving in an advisory capacity to the Chief of Police, the council provides input on community-related issues to help strengthen relationships between the department and the public. All members reside in the city, and some are active faith leaders, including pastors and ministers. Each council member plays an active role in the community and acts as a liaison to foster communication, collaboration, and mutual trust between the Police Department and the residents it serves.
