Selwyn is adopting Gisborne Tairāwhiti to support the region with its recovery from Cyclone Gabrielle.
Selwyn District Council has joined the Local Government NZ Adopt-a-Community programme partnering communities to support areas hardest hit by CycloneGabrielle.
Selwyn Waikirikiri will be supporting the Tairāwhiti Gisborne District, with residents encouraged to give to the TairāwhitiMayoralReliefFund.
Gisborne was among the regions hit hardest by Cyclone Gabrielle, with thousands of houses silt damaged, an ongoing water crisis, the transport network in need of repair and ongoing communicationdisruption.

In this case, this little thing occupies a big piece of her heart. She's excited and nervous about having her hair cut o as she hasn't had short hair since she wasatoddler.
“I like helping the dogs as I really love them. We get to have them in our house for a while until another family wants them. I decided to grow my hair long enoughtogetitcuto todonate so that someone who doesn't have hair or can't grow hair can have some. I enjoy helping peopleandanimals,”commented Adyson.
“As a family, we have been fostering greyhounds with Greyhounds As Pets for nearly two years. We currently have our twentieth dog with us, who is waiting to find her forever home,” commented Adyson’s mum Tania Tania.
“While they are with us, they learnaboutlivinginahomewith a family. Each foster home gives them di erent experiences, and
the dogs who end up with us get usedtochildren,aswehavetwo, and the noise that comes with that. They also learn the basics of home life, like di erent types of floor coverings (tiles, carpet), vacuum cleaner noises, etc. We've even had one who walked into closed glass doors as he didn't realise what they were or how they worked for a couple of days. We love seeing the dog's personality come out and GAP finding perfect families for them. It makes us very happy, and Adyson takes pride in being part of their lives and getting them ready for their forever homes,” Taniaexplained.
“We are very proud of Adyson in her decisions to help both people and animals with this.
She has stuck with it for two years now and has been confident inherdecisiononwhat she wants to do and has never changed her mind,” Tania concluded. GAP didn't get to do as much fundraising in their annual appeal due to the weather events in the North Island. The funds Adyson raises will help the dogs get health care, food, jackets etc while they wait for their forever homes. Why do people move into Darfield, a farming community, and then complaining about the noise from farming practices - in particular bird guns. I have lived in my home in Darfield for 8 years and my bed is 12 metres from the south boundary of one of the crop farms. The bird scaring gunsfacemy house but my wife and I have neverhadaproblemwithit.
This year would be the worst year we have ever seen for pest birds, there are thousands more than normal because of the warmerclimate.
The regulations on the numbers of shots per hour need to be increased to correspond with increased bird numbers. As for farmers working at night they are doing that to keep moisture in the soil and to stop the thousands of seagulls eating the precious wormstheybringtothesurface.
So if youdon’t likethefarming community there is aperfectly good roadleadingto Christchurch.

Major weather events across the North Island this summer have exposed water infrastructure in dire need of upgrades, and the enormous rebuild required across the upper North Island is going to require significant investment.
Nobody disputes the need to spend a lot of money in some parts of the country to build resilience into the water network. But the Government’s proposed Three Waters reform is not the way to go about it. With that in mind, the National Partyhascommittedtorepealing the Government’s plans for ThreeWaters.
At the heart of our alternate proposal is the commitment to restore council ownership and control.
We will set strict rules for water quality and investment in infrastructure, we will ensure water services are financially sustainable, and we will provide transitional support to councils whereneeded.

independentWaterInfrastructure Regulator within the Commerce Commission to work alongside the existing Water Quality Regulator, Taumata Arowai. Water services will be regulated under Part 4 of the Commerce Act, alongside other essential infrastructure, such as electricity lines.
We will set strict rules for water quality and pipe maintenance. The new Water Infrastructure Regulator will monitor councils to ensure they are investing adequately in maintaining pipes and upgrading their water infrastructure, ensure that water pricing or connection charges are fair, and will set quality standards for water infrastructure.
In terms of a timeframe, we propose that within a year of repealing the Water Services Entities Act, a National Government would ask councils to deliver their plan for how they will transition their water services to financial sustainability and comply with waterinfrastructureregulation.A future Minister for Local Government would sign o on councils’ plans after receiving advice from the Water InfrastructureRegulator. A legislated backstop would provide step-in powers for the Government if any council or group of councils were unable to develop an acceptable plan for financial sustainability and compliance with water quality and water infrastructure regulation.
We believe this laser focus on financial sustainability will
ensure ratepayers are not exposed to - or liable forlosses, as the Government's currentproposalwill.
Future councils will need to ensure their water services earn su cient revenues, either directly from users or from rates, to cover maintenance and depreciationofinfrastructure. We would expect funds are ringfenced, meaning water services must standon their own two feet and not put pressure on funding for other council services.
Webelieveinfunding forgrowth - and that water services should beallowedtoborrowtoinvestin infrastructure wherever users are willing to pay the cost of services.
To achieve this, most councils will opt to form regional CCOs withotherlike-mindedcouncilsfor example, Selwyn District Council’s Corde would form a CCO with Ashburton’s ACL. The organisation, Communities for Local Democracy, fully endorse thisapproach.
In terms of transitional support, under National’s Three Waters plan, local councils will retain ownership of their water assets, and be responsible for both maintenance and new infrastructuredevelopment.

EXCITING COMMUNITY SPACE
The latest stage in the development of the community space in Springfield is now complete. Just before Christmas, the new Bike Flow Track was finished, and last weekend saw the brand new Community Pantry in place, along with the signageforthefitnessstations.
On Sunday, February 26th, the sun shone for the Open Day at Tawera Reserve in Springfield to celebrate this latest stage. Little and big kids enjoyed the new bike track, the fitness stations were getting a work out and the pantrywasbrimming fulloffresh produce.
The Pantry is community-led, for the community, by the
community. It is not run by one person or group, it is up to the community to make it work for everyone. If you have spare garden produce, jars, flowers, seeds etc that someone else could get the use of, please feel free to drop them in the pantry. It is situated on the west side of Tawera Reserve by the Fire
Station fence. The Pantry will be checked regularly to make sure anything left is fresh. Once you have dropped something o , feel free to put a post on the Springfield Community Hub’s Facebook page to let people know.
This is another ‘big tick’ in the development of this space for our community, Tawera Reserve isdefinitelygrowing into thehub that we are working towards. Now we can start working onthe next stage, planning is underway and we are excited for the future ofthisspace.
On one of the hotter summer days, nineteen garden club members were treated to a garden walk and afternoon tea at MoriaFarrell’s MoriaFarrell’s MoriaFarrell’s MoriaFarrell’samazinggardenonHoskynsRoad.
The once bare paddock, eleven years ago, has been lovingly created into a paradise garden. One feature was the Rondell lawn - a round hedged lawn of 120 trees where members were able to sit and enjoy the shade of the trees while taking in the simplicity and tranquillity of this special area in the garden. The Buxus knot garden, grown from cuttings, the Pinot Noir vineyard, beautifully set garden seats and tables throughout wereplacesto sit and reflect. So many treasureshiddenaway in this garden; a patch of soft pink cyclamen, a little pond for the ornamental ducks, the splashes of colour from the dahlias, roses, hydrangeas, autumn crocus, the native plantings and the ‘bunnies’ guarding the bunker and so much more. Moria and her friend Maree Maree served us a lovely afternoon tea under the big gum tree complete with cucumber sandwiches, scones with cream and jam and tea served in beautiful old bone EnglishChinacups.

Recently, Darfield High School Student, Ryan Booth Ryan Booth Ryan Ryan Booth, competed at the Target Shooting New Zealand (TSNZ) 50m Outdoor Nationals, run by Canterbury
Outdoor Target Shooting (COTS) atMcLeansIsland.
Day one of competition, Ryan shot at the end of the day in 30 degree heat in the Badge Match,
placing fourth in B Grade, with a scoreof602.8.
The following day, the heat was still there! It was the first of two days of the Graded matches. Ryan placed second in B Grade withascoreof606.7.
On day three, the cool weather arrived, with not only the wind but drizzle being blown in while shooting. The rain made the flags heavy, and they stuck to their poles, which made it impossible to figure out which way the wind was blowing. Even with all that to contend with, Ryan won his match with a score of 606.9, which was the top score across the day by all competitors.
Day four was the Men's Elimination Match, still in cool, damp weather. Ryan was in the second Elimination Match and won that round, with a score of 612.50. He placed second overall, out of twenty six shooters, after the two matches had been shot. This placed Ryan in the qualifying match, in which he placed fifth, with a score of 611.9.
The North vs South Match was then shot in the afternoon, Ryan shot a score of 608.7, helping the South Island to win the match, which is the first time since2007.
At the end of day four, the International teams were named forthematchesheldonSaturday morning.
Ryan qualified for the following teams:
• Wakefield(Top10NZ)-the firsttimeinthisteam
• Slazenger(Top20NZ)
• NZJuniorsvsAustralia(Top3) -thefirsttimeinthisteam
• NZJuniorDrewTeam(Top10)
• NZJuniorDrewMenTeam (Top3) -Captainthisyear.
Ryan’s score of 610.5 went towards all of the above matches. The Wakefield and Slazengermatch resultswon’t be known until this time next year when the teams from overseas shoot in their summer.
To finish o the week, there was an Association Match, which Ryan was in with three fellow COTS members, winning the competition for the second year running.

In January, the Smith siblings competed in the New Zealand Open Water Championships, in LakeTaupo.
Ben Ben (17) competed in the Open Men’s 10km event finishing a credible fifth, he also claimed a National BronzeMedal in his age group (16-17) at the same time. It is an achievement in itself to swimthatdistance.
Holly HollyHolly Holly (16) swum the 7.5km race finishing fifth in the Open Women's category, she also claimed a National Bronze Medal inheragegroup(16-17).
It was the first time either had swum those distances, and both enjoyed their races but felt like having another crack with this experience under their belts would be great. Learning when
and how to best hydrate and feed during the race is a crucial partofswimmingthatfar.
The two younger Smiths, Sam SamSam (13) and Jessie JessieJessie (14), also took part, racing in the 2.5km distance, both finished eighteenthintheiragegroups.
In a unique experience, the four siblings combined to compete in the4x1kmrelay,finishing fifthin the Open Section. Unfortunately, as Ben was already 17, they couldn't compete in the age group section of 13-16. A tough ask amongst New Zealand's best open water and Commonwealth Gamesswimmers.

Last weekend, the Smiths were supposed to have been swimming in the South Island Secondary Schools in Akaroa, but late on Friday night it was controversially cancelled by Te Whatu Ora due to poor water conditions.
The next event the Smiths will be competing in is the Open Water New Zealand Secondary Schools races, which will be held attheendofMarchinRotorua.
