After the successful Sunrise and Landrush pre-launch periods of .tel domain name possibilities, EuroDNS announced the launch of the Go Live phase on February 24. While trademarked and premium .tel domain names could be pre-ordered before, others can now be acquired on a first come, first served basis. According to Xavier Buck, CEO of EuroDNS, this will apply throughout the Go Live phase. Telnic, the registry operator for the .tel top level domain, have stated that registrations crossed the 100.000 threshold within 36 hours of general release.

Is the position occupied by the Benelux Region in the first Oracle Enterprise Performance Management Index, in which businesses are assessed on their ability to unite management processes and information systems. The Benelux score was 5.21 out of 10, behind France (5.39) and Italy (5.26). The average of all regions surveyed was 5.13, indicating a narrow variance and overall modest levels in performance. The index does, however, give a good indication to organisations on how they can improve.

“There must be no weak links” . Viviane Reding

forewarned... forearmed? The European economy is dependent on electronic communication to the point where 93% of EU companies actively used the Internet in 2007. According to figures from the European Commission, a major breakdown in European Telecoms networks will have a potential global cost of 193 billion euros. The Commission puts the probability of this happening in the next ten years at 10% to 20%. Potential causes are not restricted to malicious human intervention: hardware failure, problems with submarine cables and natural disasters can also come into play. While the first two can be monitored to a greater or lesser extent, there will always be vulnerability. Viviane Reding, European Commissioner for Information, Society and Media, says Europe must “be at the forefront in engaging citizens, businesses and public administrations to tackle the

challenges of improving the security and resilience of Europe’s critical information infrastructures. There must be no weak links in Europe’s cyber security.” Cooperation and sharing experience between member states is important. The Commission proposes establishing a Public-Private Partnership for Resilience to ensure adequate levels of preventative, emergency, detection and recovery measures are in place in all member states, as well as multinational

contingency plans and exercises for large-scale security incident response. Presently, EU countries’ approaches to communication disruption differ widely, and cross-border consistency is important: a low level of preparedness in one country can make others vulnerable. For an ICT reliant and open economy such as Luxembourg’s, this is important. This country should be grateful for an EU communication security initiative. But no system is infallible. B. P.
