






DuringtheCOVID-19pandemic, the challengesfacedbyservicemembersandtheirfamiliesingetting childcaredemonstratedjusthowimportant childcareistothemilitarymission.Andnowthedepartmentis workinghardtofindnew waystoensurethatthosewhoneed childcare cangetit,thedeputyassistantsecretaryofdefenseformilitarycommunityandfamilypolicysaid.
âWhatthepandemicdid,andwhatitshowedus wasthat childcareis notjustaânicetohave,ââPatriciaBarron,whospokeonTuesdayaspart oftheAssociationofthe U.S. ArmyâsâThoughtLeadersâseminar, said. âYouâvegottohaveit.Ifyouâregoingtogotowork,youâvegottohaveyour childcareinplace.â
DeputyDefenseSecretaryKathleenH.Hickshas challengedthedepartment,andMC&FPtouncovernewandinnovative waystoexpand accesstoqualityaffordable childcareformilitaryfamilies, Barronsaid.
âWeâvebeenworkingreallyhardonwhatthatcouldlooklike,â she said. âAndweâvehadacoupleofthingsthatIâmvery, veryproudof.â
Earlierthisyear, Barronsaid,thedepartmentkickedoffapilotprogramthatallowsmilitaryfamiliestoseekin-home childcareproviders, andthedepartmentwillhelppayforthecost.
âNowyoucanhiresomeonethatcomesintoyourhome.Theystillneed tobevetted,andstillkindofhavetogothroughtheprocessthatwe wouldifweweretohireanybodytoworkinourcenters. Butyouhire someonethatcomesintoyourhome.Andwewillprovideyouwithfeeassistancetohelppayfortheirsalary,â Barronsaid,addingshehopesthe programwillbeexpandednextyear.
BarronalsohighlightedtheDODâsâMilitaryChildCareinyourNeighborhood+âeffort,whichaimstogetmore childcareproviderseligiblefor
fee-assistancebytheDOD. Rightnowthateffortisunderway inMarylandand Virginia,butBarronsaidtheprogramisexpandingintoother statesaswell.

Overthecourseoftwoweeks,the91sthadprovidedaidto84 childrenwhowereevacuatedfromAfghanistantoAlUdeid.Inthattime theyprovidedfood, water, shelterandevenraisedfundstopurchaseessentialsforthe children.
Althoughtheirdeployment wasextended,knowingthattheirparticipationultimatelyhelpedimproveandsavethelivesoftheseAfghan childrenmadetheireffortsworthwhile.
âIt wasasquadron-wideeffortandwecouldsensesuchadeephu-
manneedfromthese children,â said Vadnais.âIt wasanhonortohelp thehelplessandgiveaidtothesepeoplewhentheyneededitmost.â
ForbothBlackwelland Vadnais, thisdeploymentisonebothwillalwaysremember.
âWesavedlivesonthisdeploymentwithoutadoubt,â saidBlackwell. âUndeniably, therearepeoplealivetodaythankstoCapt. Vadnaisand asquadronfullofAirmenjustlikehimandIcouldnâtbemoreproudof myteam.â
Intotalthe91stAirRefuelingSquadronflewmorethan1,000sortiesduringtheirdeploymenttoAlUdeidandprovidedmorethan4,000 man-hoursassistingwitheffortstosupportAfghantravelersinsupport ofOperationAlliesRefuge.
âAsayoungAirman,I wasinstructedtodevelopmyownreplacement,â saidFulton.âMygoalistoempowerourenlistedforcetoleadat alllevelsandtoprepareAirmenforthenextlevelofleadership.â
AccordingtoFultonâsformersupervisor,ChiefMasterSgt. Kenneth Harwood,92ndOperationsGroupsuperintendent,Fultondisplayed leadershipqualitiesearlyonasaboomoperator, andassuch, wasofferedseveralopportunitiestoteachandguideotherAirmen.
âMasterSgt.Fultonissucha charismaticpersonwithnaturalleadershipabilitiesthatjustcanâtbetaught,â saidHarwood.âHespendsthe timetogettoknoweachoneofhispeoplesothathecanprovideguidance, mentorshipandmaintaindisciplinewithintheunit.â
Fultoncreditshispersonalexperiences,hissquadronandtheleaders whohavesetagoodexampleforhimforhisownpersonalsuccess.
âIovercamesomestrugglesearlyoninmycareer, by changingmy environmentandemulatinggoodleaders,â saidFulton.âIttooksomany peoplefromthe50thARSandthe6thOperationsGroupformetoreceivethis awardandIâmtrulythankful.â
HarwoodexplainedthattheAirmeninthe50thARSrespectFulton, andthathisdedicationtotheunitâsmissionandAirmenpermeates throughout.
âMasterSgt.Fultonissuchawell-roundedpersonandisexactlythe typeofleaderthattheAir Forceneedsinmyopinion,â saidHarwood. âHeistrulyoneofthebestpeoplethatIâvehadthe chancetoworkwith andIconsidermyselfluckytocallhimmyfriend.â
Fultonofferedsomehelpfuladvicetothenewboomoperatorsinhis squadron.
âTakeamomenttolisten,keepanotepadandtakenotes,â saidFul-
