The18thAir Forcewelcomeditsnewestcommanderduringa changeofcommandceremony Aug. 9,whenMaj.Gen.CoreyMartinrelinquishedcommandtoMaj.Gen.CharlesBolton. Gen MikeMinihan, AirMobilityCommand (AMC)commander, officiatedthehistoricevent.

“Ioftensaythereisnothingmorepowerful thananAmericanteamthatbelievesinitself,” saidMinihan.“18thAir Forceistheepitomeof thatstatement.Theexampleofpower, theexampleofteam,theexampleofconfidenceforall toemulate.”

Duringhisspeech,Minihanrecountedthe impactthatMartinhadonhiscommandand theMobilityAir Forces(MAF),especiallyasit transitionedtotheAir Force ForceGeneration (AFFORGEN) model, whichprovidesa standardizeddeploymentmodelforservicemembers.

Practiceweaponsboost readiness

JOINTBASE SANANTONIO-LACKLAND, Texas—Airmenand Guardiantraineesareonceagaincarryingpracticeweaponsaspartofthe trainingregimenattheDepartment oftheAir Force Basic MilitaryTraining.

Aimedtoenhancereadiness, this changeispartoftheon-goingcurriculumupdatesdesignedtodevelopmission-ready AirmenandGuardians.

The737thTrainingGroupCommander, Col.Billy WilsonJr.,reinstitutedtheTrainer WeaponProgram,whichbegan July 29.

“Incorporatingpracticeweapons intorealistic scenariosinacontrolled environmentbuildsconfidence, corrects errors, andmanagesstressbyprovidingregularpracticethatreduceshesitation andincreasescombateffectiveness,” Wilsonsaid.

Theprogrampreviouslyphasedout aroundthe2012timeframe. However, accordingto737TRGleadership, asthe Air ForcecontinuestopreparenewAirmenandGuardiansforGreat PowerCompetition, it’scrucial forNationalSecuritytoinculcatea warfightermindsetimmediatelyupon arrivaltoZero Week;andtoreinforcethatmindsetthroughtheadditional seventrainingweeks, ultimately allowingtraineestoshowcasethatskillsetduringtheirculminationexercise— PACERFORGE.

DuringBE24-3,MobilityAir Forceassetssupported warfightersimplementingall-domain combat-power generationfromdisaggregatedbasinglocationsthroughoutthewesternpartof the U.S., alongwithdistributed commandandcontrol,agilelogisticsandtacticalair-to-airrefueling.

The91stARS’sparticipationinBE24-3testedtheir capabilitiestodeploy rapidlyandestablishoperations uponreachingtheatretomaneuverthe Joint Forceattime, scale, andmass, buildinguponfundamentals practicedduringlastyear’sMobilityGuardian23,ensuringstrategicadvantagebyadvancing warfighting capabilities.

“WepickedupoperationsfromMacDillwithatropicalstorm inboundthatcreated areal-worldinjectthat compressedalotofourtimelines,” saidLt. Col. RaymondRoe, 91stARScommander. “Despitethe challenge, we wereabletopivotandgetestablished.”

Duringtheexercise, the91stARSquicklyintegratedflyingoperationswiththe384thARS, FairchildAir ForceBase, Washington, and912thARS, March Air ForceBase, California,generating67totalair-to-airrefuelingsortiesovertheeastern PacificOcean.

“We’veaccomplishedavolumeofflightsatapacethat’sveryabnormalto ourday-to-day operations,” said Roe. “Wehave85maintainershereproducingasurgevolumethatisvery antithetical towhatweproduceat homestation.Givenourminimalfootprint,theprioritizationofhowthey generate, orrepairaircraftforcesus tohaveastrategicoutlookthatwe maynototherwisehavetoexperience.”

BambooEagle24-3 wasoneexampleofhowtheAir Forceimplementslargescaleexercisesand mission-focusedtrainingencompassingmultipleoperationalplanstodemonstrateandrehearse forcomplex,large-scalemilitaryoperations.

“Wearewitnessinginrealtimeanevolutionaryparadigmshiftinhowwelookatoperations, jointintegrationsandcommunications,” saidRoe “We’recoming outoftheGlobal Waron Terrorwhich is a very different landscapethathasbeenabsentforoneortwo generations. Thebestthing wecandois exercisethose skillsand identifypitfalls.”

AsmobilityAirmencontinuetohone theirskills, BambooEaglewillpreparethe MAFtomaneuverthe joint forceanytimeandanywhereintheworld.

“Watchingtheteamworkdevelopheregives mealotofconfidencethatI couldtake thisgroupofpeopleand executethismissionanywhereintheworld,” saidRoe. “What wasuniqueforusishaving Lt.Col. ClarkHall andCapt.JibraunAsaad,whowerecriticaltothestrategicplanning of thisexercisewhichstarted months ago.”

Uponconclusionoftheexercise, the91stARSbecame certifiedandmission-ready tomeetthe demandsfor world-widedeploymentandsupportcombatantcommanderswhen calledupon.

BambooEagleisjustoneexampleofthemany waysin whichthe Air Forceisreoptimizingforgreatpower competition. Throughexerciseslikethis, theAir Forceisbuildingastrongerandmorecapableforce, readyto projectpowerandgenerateaircraftin concertwiththe Joint Force.

Duringtheceremony, Minihanpresented MartinwiththeDistinguishedServiceMedal forhisexceptionallymeritoriousservicetothe governmentas18thAir Forcecommander.

“WhenItookcommandtwoyearsago, my promisetothem[36,000Airmenof18thAir Force] wasthatIwouldjointhemoutwherethe leadingedgemettheatmosphereandwherethe rubbermettherunway, andeveryopportunity IhadtodothatoverthelasttwoyearsIhave savored,” saidMartin.

AccordingtoMartin,themissionof18thAir ForceistoprovidereadyAirmenandaircraftto theNationalCommandAuthorityforthemto useatatimeandplaceoftheir choosing, whetherthat’slife-savingcareafteranaturaldisaster orbringinglethalitytocombat.

Martin,whowillberetiringafteradiverse 33-yearcareer, looksback fondlyonhistime with18thAir Forceandnotedhowitwillbea partofhimfortherestofhislife.

“HereendsthebestjobI’vehadinmyAir Forcecareer,” saidMartin.“PUNK,Expediteis inyourhandsnow. Treatitwell.”

Priortotakingcommand,Boltonservedas theSpecialAssistanttotheAMCcommander. Asthe18thAir Forcecommander, hewillberesponsibleforthereadinessandsustainmentof approximately36,000activeduty, Air ForceReserve, andcivilianAirmenat12wingsandone

directreportingunit.

The18thAir Force’snewestcommander thankedhis predecessor, saying hehadbig shoestofillandthathewouldcontinuerunning witheverythingMartinhaddonetothispoint forthemissionhe wasnow chargedwith.

“This wasadreamcometrueforme,” said Bolton.“ThereareonlytwojobsthatIreally wantedinthisAir Force. One wastogotothe WeaponsSchool.Ilovedeverysecondofthat six-monthprogramandwhatitdidformeyears after. AllthecommandsI’vehadhavebeenfantastic. Iloveddeploying. Iloveddoingops;that’s whatIam.It’struetomyheart.Theonlyother jobI wanted wasthisone Ireally wantedtobe the18thAir Forcecommander, soI’mgladthe Air Forcegavemethatopportunity.”

Boltonexpressedgratitudetoservewiththe membersofthe18thAir Force, statinghelooked forwardtoworkingwiththetalentedmembers whoareserving.

“It’samazingtoseehowmuchAMCandthe wings have accomplished due to a lot of hard workanddedication.Ipromisetocontinuethe momentum,ensuringwe, theglobalreachenterprise, are preparedforthenextconflictat speedandscale. Activedutyandreservistsfromthe U.S. Air ForceandMarineCorps conductedaC-5Galaxydefuelandsimulatedmissilethreatevacuation operationduringExerciseNorthernStrike24-2atOscoda-Wurtsmith Airport,Mich.,Aug. 9.

Air ForcepersonnelfromDoverAir ForceBaseandtheMichiganAir NationalGuardaswellasMarineCorpsReservistsfrom Wilmington, DelawaredefueledaC-5GalaxyintoR-11Refuelertrucks.

“Wehaveourbasicrefuelingcapabilities, butthisismorespecialized,” saidStaffSgt. JacksonKincaid,aircraftmaintenancetechnicianwiththe 123rdContingencyResponseGroup, KentuckyAirNationalGuard.

Within20minutesoftheC-5landing, themockforwardoperatingbase receivedsimulatedintelligenceofamissilealertthreat.

“Wehadamissilealertthreatcomingintoourbaseandhadtoquickly turnaroundtheplaneanddefuelitinatimelymanner,” saidKincaid. Thedefuel wasaccomplishedinapproximatelylessthan20minutes.

“That’sprettyfastforaC-5andthecapabilityweweretryingtoprove. We accomplisheditverywell,” saidKincaid.

WiththeC-5successfullydefueled,theAirNationalGuardcontingencyresponseteamsinvolvedwereforcedtoevacuate.

“WhentheymarchdowntheBombRunduringgraduationfromBasic MilitaryTraining, AimenandGuardianswillfeel betterpreparedfor the operationalenvironmentthey are abouttoenter,” Wilsonadded Trainees are issuedtheinertM-4,identifiablewiththered flash suppressor, followingtheirinitialweapons familiarization course, whichoccurs inthefirsttrainingweek. Onceissued, trainees will carrytheweapons throughoutBMT; exceptwhenatmedicalandprocessingappointments, whenwearinganycombinationofthe serviceuniform, or whenona profile thatpreventsthemfromcarryingit. Wheninthedorm,theweaponsare storedintheirassigned walllockers.

MilitaryTrainingInstructorsadministertheprogramwithintheir flights. TheMTIsguidethetraineestodevelop asenseofownershipfor theirweapon.

“Theprogramhasgarneredpositivefeedbackfromtraineesandinstructorsalike,” Wilsonsaid. “Thisrepresents asignificantadvancementinthe trainingprocessandintheprofessionaldevelopmentofournation’snewest warfighters. Itfostersthecombat-readymindsetnecessary foraddressingfuture challenges.”

“Nowthatthefirstyearoftrainingiscomplete, MTFs continuethe cycletotrainnewpersonnelwhile reinforcingtheskillsforthosewho weretrainedinthefirstyear,” shesaid.“Skillsarealso incorporated throughouttheyearintovarious exercisesandtraining opportunities.”
