Willis Allen Helps Clients Navigate a Challenging (OR EVER-CHANGING) Real Estate Market
Once again we find ourselves in the middle of a real estate market that is burdened by a number of forces that are out of our control. The recent quick rise in interest rates changed the landscape for both buyers and sellers. Buyers have seen rates double in the past year. While a year ago many buyers were able to qualify for an owner-occupied loan of approximately three percent, that rate is now hovering around six percent! We have lost many buyers because of this, and for those who are still ready to make a move, there is simply no inventory available to them.
That’s because sellers are experiencing a real dilemma. For owners who have lived in their homes for five to 10 years, they are sitting on an investment that has greatly appreciated. However, the current tax laws have devastated these owners’ potential profit. For example, if an owner has $1 million of equity in their home (not unreasonable in San Diego County, especially for those who have lived in their home for many years), they would be confronted with an astonishing capital gains tax of approximately $400,000 if they sold their home. Seasoned sellers will not bear this burden; instead, many simply choose to make changes to their existing homes and remain in place. Elevators, handicap access and other amenities are installed to make homes livable for this season of life, and no sale takes place.
Even though we have buyers in desperate need of housing, there is no inventory on the market available for them to purchase. Within the past year, San Diego County had approximately 6,000 available properties for sale, but last month our firm was only able to identify 1,700 purchase possibilities. High demand and low inventory – it’s an economic quandary that keeps prices up, and it is a problem that will be with us until inventory levels rise. Our key to a better tomorrow in the real estate realm is for people to start believing in a growing economy and favorable mortgage rates.
Unfortunately, it is unlikely that capital gains taxes will decrease since government officials don’t seem to recognize this as a viable solution for the real estate market. This is despite the fact that historically (during the Reagan administration, for instance) lower capital gains taxes led to more real estate transactions. In turn, this policy of lower capital gains taxes generated more net tax revenue to the government. I would argue that this is what we need now, but we simply cannot count on it. Instead, we must look beyond this and count on history repeating itself so that we will see a growing market in the next 10-20 months. The 1980s, 1990s, and 2000s all experienced this. Many astute buyers purchased property in those down turns and now are enjoying substantially increased equity values.
So the lesson is: don’t wait to buy. Prices are not going to get any cheaper. Don’t let mortgage rates scare you away. Instead, trust that your real estate investment will continue to do what it’s always done in the long-run – put sweet equity in your pocket. Many older properties can become modern perfection with a little imagination and investment, which increases your equity, profit and net worth. I believe we will again see appreciation rates exceed the cost of the interest charged for your mortgage, and property owners will enjoy the benefit of tax savings that homeownership affords along the way, as well.

When we see a need for physical or cosmetic improvements on a potential new listing, for example, we have contractors available to assist in capturing higher values for our sellers. We’ve even worked out a deal with some of these contractors to delay payment on these improvements until after we close the transaction with the new buyer. At all times, we counsel our buyers and sellers to establish a plan that satisfies their needs and desires. We not only listen, but we are also determined to protect the financial health of our clientele and create a comfortable and seamless transaction.
As mentioned above, we encourage buyers to not be afraid to purchase real estate..it will grow in value in the next many years and to help make our community worth more to enhance the value of your properties, we have actively involved ourselves in each of San Diego’s various cities and communities. We want San Diego to look as pristine and beautiful as ever, and we want people to continue to truly desire to live here.
As examples, we have done much in North County to accomplish this over many years. Also, we are now actively involved in the “Enhance La Jolla” Maintenance Assessment District that aims to transform Girard and Prospect Streets by creating pocket parks, beautiful sitting benches, abundant lighting, and more. This “streetscape” effort is supported by funding that is overseen by the La Jolla Community Foundation, a 501(c)3 non profit fundraising allowable tax benefit to the donor. The first phase will be an investment of over $6 million dollars. One half has already been pledged and we, along with many community members, are committed to make this happen. We have a strong and involved oversight board, so please continue to watch as this successful venture unfolds in the near future.

Each of these “churros” are crisp on the outside, with the perfect amount of chewiness within. Each order comes with fresh berries and two dipping sauces: a maple cream cheese and a jalapeno-blackberry sauce.
