The Consumer Financial Protection Bureau (CFPB) has limited the way a borrower’s income is analyzed - under the “ability to repay” rules. Even if a borrower has a relatively small loan compared to their home equity or has a high overall net worth, he still has to show recurring income to qualify. “In some markets over the past few months we have seen what appears to be a gradual shift from a seller’s to a buyer’s market. Inventory is sitting on the market longer and we are seeing more price reductions. Another big change is the rise in Portfolio or Non-QM Lending. Investor appetite for loans outside of the Agency guidelines appears to be increasing. We are seeing more flexible guidelines and product solutions to qualify more buyers. MILLE-JOIE, A THOUSAND JOYS! This is the story of Benita (now Mille-Joie) that started with her rescue by the wonderful people at Dog Rescue Without Borders (DRWB), a non-profit 501 (c) (3) organization that rescues homeless dogs from the streets and high-kill shelters of Baja California, as told by her new and forever Mom Sharon. “Last fall I had begun the search for the perfect dog for our changing family. When I found our Miss Mille-Joie it was love at first sight. Her profile stated that she would do best in a home with other dogs, and at the time I was hoping to have just a single dog. When I inquired about her they told me her sad history of being abandoned by a family; as well as, two failed adoptions. They believed she suffered from separation anxiety and her previous adoptions failed because she showed some destructive behaviors when left alone for lengthy periods of time. We thought long and hard about it and the truth is I could not get her out of my mind. I wrote back to DRWB and made my case why we would be the proper loving home for her. When we first brought her home she was my constant shadow; insecure and uncertain about her new home and family. In these past 6 months she has blossomed into a happy, well-adjusted dog. She walks beautifully both on and off leash; city streets or back country trails. She loves people and is friendly with other dogs. As her names suggests (Mille-Joie means a thousand joys) she has brought us unconditional love and joy. She has been our perfect dog!”

HELEN: Female, Chihuahua mix, 3 yrs, 8 lbs. This little sweety was found on the streets with no ID tag. Helen is social, friendly, playful but also very loving and mellow. She currently lives indoors and socializes with other dogs. Her housetraining is in progress. She will need to be leash trained.

ABBEY: Female, German Shepherd mix, 10 months. This wonderful pup is the sister of Bianca! Just as sweet and adorable. Currently lives indoors/outdoors. Socializes with other dogs and walks excellent on leash. Playful, loves treats and attention.

BIANCA: Female, German Shepherd mix, 10 months. Sweet & adorable. Currently lives indoors/outdoors. Socializes with other dogs and walks excellent on leash. Playful, loves treats and to be petted.

BIANQUITA: Female, beagle mix, 2.5 yrs, 25 lbs. Beautiful Blanquita is little timid at first but socializes very well with other puppies. Loving and playful she is very well behaved and housetrained with access to the outside. Great on the leash & on car rides!

FEATURED CAT: KIMBER When Kimber limped up to a gentleman who feeds feral cats, she was filthy and in terrible shape. She had an injured hind leg, a bulging eye, was clearly in pain, and looked at him as if to say, “Please help me.” Thankfully he did help her and she is now with The Rescue House! Besides the leg and eye, Kimber had high blood pressure, a heart murmur, very bad teeth and some “renal insufficiency.” A visit to the vet healed her leg injury; a trip to the ophthalmologist revealed the one eye was not only completely blind but had to be removed and Kimber was placed on blood pressure medicine. Her regular vet corrected her teeth issues, and the final trip—to the cardiologist—netted an echocardiogram showing her heart murmur to be “benign.” Kimber today bears little resemblance to when she was found. She is a happy, sweet kitty who looks at you adoringly through her one eye. She is on blood pressure medicine which she quickly gobbles up every morning in a treat. Although she is an older girl (estimates ten to fourteen), she is still available and would love to have a home who will care for her and help her forget her terrible time of suffering on the street. HOME WARRANTIES FOR LUXURY PROPERTIES OVER 10,000 SQUARE FEET Vivian Lee Ford, realtor with Pacific Sotheby’s International Realty, was set to close a 12,000 square foot property in Rancho Pacifica when she ran into an unexpected roadblock— she could not get a home warranty on the listing due to its size.

VEN MORE SHOCKING IS THAT VIVIAN HAD REPRESENTED THE BUYER, NOW SELLER, FOR THIS SAME PROPERTY THE YEAR BEFORE AND A POLICY HAD BEEN IN PLACE, SO REAPPLYING WITH THE

SAME COMPANY WOULD SEEM SIMPLE. Not the case she told us, “When I called that company to place another warranty for the new buyer I was informed that they did not write warranties for anything over 10,000 square feet. Even when I reminded them that they had written it before, three times before actually, on this very property, they insisted they could not insure it.”

Beyond that Vivian said, “I called every home warranty company whom we deal with in this area and no one would/could write the policy- for the same reason- nothing over 10,000 square feet. I was in a panic two days before closing.” Fortunately Billy Egan of Equity Title put Vivian in touch with HISCO Home Warranty and they were able to put a policy together right away.

THE INSIDE SCOOP There are many properties in our high end communities over 10,000 square feet, so we are certain other agents may be or will be running into this same dilemma. We sat down with Dave Miller, a San Diego agent for HISCO, and the man who helped Vivian, to get the inside scoop on high end home warranty products and this is what he told us. Why is it so hard to find policies for homes over 10,000 square feet? Home Warranty companies don’t want the exposure on the larger properties. Larger homes mean more plumbing, more electrical, more AC and heating units, larger roofs etc. It’s just not in the cost structure for them to cover these larger homes. Why/how is HISCO able to offer this kind of coverage when others won’t? We have offered the coverage from day 1. Our loss ratios don’t reflect these larger properties having any more losses then the smaller homes excluding the higher end appliances.

What is the largest home you have covered? Our brochure pricing is for homes up to 5,000 square feet but we have formulas that allow us to add homes over 5,000 square feet. I’ve even done a home over 21,000 square feet in Bel Air. There are still limits on our warranty. We don’t cover everything but our concern is less about the size of the home and more about the condition of the items as noted on the home inspection report.

In June San Diego County sales of previously owned single-family homes rose 14% from last month, the median price of a single-family resale home moved past $525,000, an increase of 5% from May, and the average time between home listing and close of escrow fell to less than 40 days.
