A LEtter from the President and Chair Transforming our economy, downtown and neighborhoods. This is a bold statement, but it is the new work of The Erie Community Foundation. Working collaboratively with others, we are focusing resources on a “once in a generation� opportunity to change the trajectory of our region. In our 2017 Annual Report, you will learn more about our efforts to create an Erie County community college and a downtown innovation district focused on cyber security and safety. You will learn of our efforts to revitalize neighborhoods, repopulate our city and build a new downtown Erie with the amenities needed to attract and retain a millennial workforce. The plans are complete; our time is now for action. The Erie Community Foundation is doing its part. While focused on our transformational work, we are also redoubling our efforts to provide support for local urgent needs and to organizations providing basic safety net services. All of this work produced some eye-popping numbers during 2017. The Foundation made grants totaling $18.8 million. We are grateful to local donors who helped us create 33 new charitable endowments and made gifts totaling $27 million. Thanks to a solid investment process, the Foundation saw an investment total return of 15.4 percent, and an increase in market value of more than $37 million. At year end, total assets reached $259 million, an increase of $77 million over the last decade. Our mission remains to improve the quality of life for all in our region by evaluating and addressing community issues, by building permanent charitable endowments and by promoting philanthropic leadership. EDWARD C. DOLL Community service award Thomas B. Hagen

The Edward C. Doll Community Service Award, named after longtime volunteer leader of The Erie Community Foundation Ed Doll, celebrates those who inspire our community through broad-based philanthropy and personal volunteerism. Foundation Trustees proudly recognize Thomas B. Hagen as our 2018 honoree. While in college, Tom Hagen joined Erie Insurance in 1953 as a part-time file clerk. At that time, the then 28-year-old Erie-based insurer had only 100 employees in its small one-building headquarters, now the Erie Insurance Heritage Center. In the intervening years, he rose through the ranks to serve as President and retire as Chairman and CEO. Since 2007, he has served as non-executive Chairman of the Board of the 93-year-old Erie Insurance, Erie County’s largest employer and only locally-based Fortune 500 Company. He also is Chairman of Custom Engineering Co., which specializes in metal fabrication and machining. He has served as Pennsylvania Secretary of Commerce and Secretary of Community & Economic Development in the Governor Tom Ridge Administration. A retired U.S. Navy Captain, he served a total of 30 years both on active and reserve duty. Tom has held leadership positions in various insurance industry and business trade groups, including past Chairman of the Pennsylvania Chamber of Business & Industry and past Chairman of the Insurance Federation of Pennsylvania. Over the years, he has served on many nonprofit boards, as well as boards for state, national and international business and insurance-related organizations, including the boards of three other public companies, one of them NYSE listed.

A student of history like his late father-in-law, H. O. Hirt, Tom has an active role in the revitalization of Erie’s historic neighborhoods and downtown, as well as the restoration of some of the city’s treasured homes and public buildings. In 2015, Preservation Pennsylvania honored him with Pennsylvania’s highest historic preservation recognition, the Otto Haas Award. This prestigious award honors individuals and organizations for preserving historically and architecturally significant properties in Pennsylvania. Tom has received numerous honors for his tireless volunteerism, including the naming of the Thomas B. Hagen History Center, Pennsylvania Governor’s Patron of the Arts Award, and United Way of Erie County Tocqueville Award for community service. He was recently honored by Behrend College with its highest award, The Behrend Medallion, and by the Pennsylvania Society naming him a Distinguished Citizen of the Commonwealth. Later this year, United Way of Pennsylvania will honor Tom with the Keystone Spirit of United Way Award. Following graduation from Strong Vincent High School, Tom attended Penn State Erie, The Behrend College, and earned his B.S. degree in Business from The Ohio State University. He also holds honorary doctorate degrees from Edinboro University of Pennsylvania and Mercyhurst University. Tom’s late wife, Susan Hirt Hagen, received the Edward C. Doll Community Service Award in 2009. The couple, who would have been married 60 years in May, has two children and three grandchildren.

Transforming our Economy Imagine Erie in the early 20th century. Businesses centered around a maritime center and railroad hub. Our downtown attracted European immigrants for industrial jobs, and ethnic neighborhoods grew throughout the city. The world changed. To keep pace, Erie’s current economy features a diverse mix of plastics manufacturing, health care, insurance and tourism. Erie produces over 10 percent of America’s plastics and over 45 million U.S. gallons of biofuel. Erie is home to 10,000 new Americans from all over the world, and over 4 million tourists visit Erie each year. The world is now changing faster than ever. To be successful on a global scale, The Erie Community Foundation believes the Erie Innovation District and an Erie County Community College are the keys to Erie’s future growth. The Erie Innovation District creates jobs focused on cyber security, intelligence and safety in the new economy. In 2017, Karl Sanchack was named president and CEO, and, in 2018, he joined Mayor Joe Schember’s inaugural Business Council, which will assist with shaping local policy and

identifying readily achievable economic development strategies for the City of Erie. Shared interests of emerging technology partners, entrepreneurs, businesses and academic institutions will be the core of the Erie Innovation District to attract jobs to Erie. A free-standing Erie County Community College will provide the hands-on technical training desperately needed by our advanced manufacturers. It will also improve the overall educational attainment and household income of Erie County residents. Meeting employers’ needs for a skilled workforce makes Erie a more attractive place for businesses. A community college would provide low-cost, accessible, job-focused post-secondary education, which would impact Erie’s eroding tax base and escalating poverty. In 2017, Empower Erie conducted an eight-month feasibility study, which resulted in Erie County Council and the County Executive sponsoring the Erie County Community College for state support. The Erie Innovation District and the Erie County Community College are investments in Erie’s future. Our time is now.

Transforming our downtown The Erie Community Foundation has been making grants since 1935. In 2017, for the first time ever, the Foundation’s Board of Trustees voted to use a small portion of its assets to make a $2.5 million commitment to the future of our downtown. The Erie Community Foundation, along with corporate partners, invested in the Erie Downtown Development Corporation (EDDC) to attract businesses and residents, and, most importantly, to create transformational change and a vibrant downtown. The EDDC is a privately funded nonprofit led by a group of business and community leaders who will fuel economic growth through real estate development and revitalization. Developed real estate will increase Erie’s tax base and potential for mixed-income housing, retail, dining, arts and culture to flourish. The EDDC is modeled after the Cincinnati Center City Development Corp., which invested hundreds of millions of dollars of corporate money to transform Cincinnati’s blighted Over-the-Rhine neighborhood. The EDDC will leverage community-developed plans already in place

and the collective support of the Erie Refocused Plan. The comprehensive plan is a decision-making guide for a stronger Erie. In 2018, John Persinger, an attorney and former Republican candidate for Erie mayor, became the first CEO of the EDDC. He will also work with a companion organization, the Erie Equity Fund. To date, that fund has raised nearly $30 million, which will be used to purchase and redevelop real estate in an area stretching from Perry Square north to Third Street, and from Sassafras Street east to Holland Street. The momentum for Downtown Erie’s transformation is on a contagious roll of excitement. To date, several organizations have made substantial commitments exceeding $600 million to the growth and revitalization of the city. Ultimately, a strong core will strengthen surrounding neighborhoods and communities, and that is true transformation. Our time is now.

Transforming our Neighborhoods Erie Vital Signs reports that neighborhoods have dramatically declined, especially in downtown Erie. Decades of residential housing decay and population losses have unraveled the quality of life within these neighborhoods resulting in decreasing property values and increasing crime. Residents’ perception of safety and their economic vitality have dwindled. In response, The Erie Community Foundation is making major investments to transform neighborhoods one block at a time. With the assistance of Gannon University’s proactive leadership, Our West Bayfront (OWB) and Bayfront East Side Taskforce (BEST) created a collaborative, transformative revitalization project to mitigate blight, provide home repairs, enhance safety, and improve public spaces. OWB encompasses the area between Presque Isle Bay and West 12th Street from Sassafras Street to the Bayfront Parkway. BEST covers the

area between Holland and Wayne Streets from East 6th to Front Street. Combined, these two neighborhoods include 157 city blocks and over 15,570 residents. To help our inner city children thrive, the Foundation invested $1.5 million over two years to support Erie’s Community Schools Program. Erie City School District partners with local community centers to provide resources centered around community needs. The collective wrap-around service approach increases kindergarten readiness, school attendance, and access to quality after-school programs. The goals of this collaborative program include increased graduation rates and increased connectedness among home, school and neighborhoods to revitalize Erie’s urban core. Our time is now.

Grantmaking Priorities Competitive grantmaking programs at The Erie Community Foundation are made possible by generous and farsighted donors who create unrestricted endowment funds.

H e l p i n g T o d ay Grantmaking Our Helping Today grants support current projects and activities of nonprofit partners. Typically, these grants do not exceed $30,000, and are limited to one year in duration. S h a p i n g To m o r r o w Grantmaking Our Shaping Tomorrow grants support evidence-based, collaborative projects that offer a high probability of transformational and sustainable community change, reflected by one or more of the Erie Vital Signs indicators.

Our community is fortunate to have a community foundation with, by our industry standards, a high percentage of unrestricted endowments. This gives us the ability and flexibility to respond to changing needs in our community, forever.

our projects Erie Vital Signs In 2008, The Erie Community Foundation unveiled Erie Vital Signs as a tool for the community and nonprofits to track indicators that measure our county’s well-being. In 2017, Erie Vital Signs underwent an overhaul to narrow down the number of key indicators and to demonstrate how Foundation grantmaking and community leadership activity helps generate community progress. Erie Gives Erie Gives began in 2011 as a celebration of the Foundation’s 75th anniversary, and has blossomed and transformed our community’s spirit of giving. our connections Erie Women’s Fund In 2007, The Erie Community Foundation established the Erie Women’s Fund, a women-led donor advised fund devoted to Empowering Women and Families, whose mission is to increase awareness about our community and use that awareness to drive positive change. In the last five years, the Erie Women’s Fund awarded grants totaling $400,000.

Friends of the Foundation Friends of the Foundation is a group of enthusiastic young leaders who want to learn more about community issues. These professionals care deeply about the Erie region, and enjoy learning how The Erie Community Foundation works with individuals, nonprofits and local leadership in order to address our most pressing needs. Members of this group may eventually establish their own endowments, or become grants review panelists or board trustees.

THE ELISHA H. MACK COMMUNITY BEQUEST SOCIETY In 1935, Boston Store founder Elisha H. Mack established a community fund that eventually became The Erie Community Foundation. In honor of his generosity and his impact on our community, The Erie Community Foundation created The Elisha H. Mack Community Bequest Society, also known as the “Mack Society,”to recognize donors who include the Foundation or any of our Agency Endowment Funds in their estate planning, such as a will or trust, IRA/401(k) designation, Charitable Gift Annuity, Charitable Remainder Trust, Charitable Lead Trust or life insurance policy.
