EDITOR’S NOTE

In the ever-evolving digitised world of technology, with increasing text-based, real-time forms of communication, communicators worldwide consistently ponder whether the world of print still has a place. Having indulged some of our stakeholders in the sector to pose this question, it is still evident that holding paper in one’s hand is still alive and satisfying. Hence we share our eventful year with you, our stakeholders, in the form of print and, of course, a digitised version for those that enjoy screen time.

The 2022-2023 financial year was exciting and challenging for the MQA. After almost a decade without an appointed CEO, the MQA finally appointed Dr Thabo Mashongoane to take the baton and create a legacy in a sector that is not one for the faint-hearted. Doc, as he is affectionately known took the helm at the MQA, generating the stability that the MQA had longed for. The MQA has welcomed Doc on various

platforms. I urge you to get to know our leader by reading his extensive profile on pages 4-7.

Highlighting some of our many engagements with our stakeholders, we saw the sector playing catch up, hosting two Africa Mining Indaba events in Cape Town to make up for the missed period due to the pandemic. The MQA changed tactics from lugging copious amounts of printed materials to promoting their services at these events and introduced QR coding systems for stakeholders to obtain information about the MQA (Read about the event on pages 1214) The Annual Consultative Conference also took a more exciting technological turn creating excitement with a large digital banner being centre stage to visually promote the MQA’s success stories. Positive feedback was received from stakeholders in attendance, where they welcomed the technological advancements the MQA was adopting, including the hybrid events

introduced during COVID-19. They indicated that maintaining a hybrid approach allows more opportunities to engage without leaving their offices and travelling long distances. Having the option to attend an event in-person or remotely has created flexibility as there is always an opportunity to be part of engagements that one would ordinarily not be part of, see pages 8-9. Stakeholder engagement sessions were also hosted during November and December 2022 to ensure that stakeholders were kept up to date with developments in skills development. These were conducted in the majority of provinces. This was to ensure that the MQA moved closer to its stakeholders. Stakeholders welcomed the early engagement instead of engagements occurring towards the end of the financial year (See page 21).

The DHET initiated the Centres of Specialisation (COS) programme and launched this groundbreaking programme, acknowledging the “bigfive” TVET colleges identified as centres of specialisation. This programme focuses on ensuring partnerships with TVET colleges making for a more focused approach to trades and occupations. Artisans displayed pride in their chosen career path, as they donned overalls with their trades depicted on their backs. To encourage entrepreneurship and to prevent unemployment, those that excelled in their trades were provided with toolboxes as a gift that would give them a much-deserved head start to run their own businesses (See pages 15-16).

ILD was another programme placed on the map in September 2022 when the MQA celebrated in the North West province in partnership with the Royal Bafokeng Platinum Mine and Harmony Gold Mine to recognise AET learners and their facilitators. The MQA selected the state-of-the-art Waterkloof Combined School in Rustenburg, built to enhance technology in an area that ordinarily would not have access to such opportunities. The school was launched earlier in the year by

the Honourable Minister of the Department of Minerals and Energy, Mr Gwede Mantashe. The school is one of the examples of more hands being better than one, and more hands truly make a difference.

Staff at the MQA were also not left out during the year as they participated in the ‘’My World’’ event to focus on organisational and reputational risks that hinder the image of the MQA. The MQA was privileged to welcome the Audit and Risk Chairperson, Mr Phuti Phukubje, who presented the importance of adherence to ethics and corporate governance principles and how this makes or breaks an organisation. The MQA also hosted a celebratory event at the end of the year to recognise employees that have served the organisation well, issuing various categories of long service awards ranging from 5 to 15 years of service. The MQA further ensured staff were healthy when they hosted the wellness day, ensuring that when staff took their well-deserved end-of-year break, they would ensure that health was top of mind.

After many years of the MQA hosting the MQAI-Share system with Deloitte, the organisation migrated to the Solugrowth Information Management System (SIMS). However, any new system or change has many challenges and adjustments. The MQA is working hard to ensure an effective system that will increase interactivity and create more user-friendly processes that stakeholders can enjoy.

INTRODUCING THE NEW CHIEF EXECUTIVE OFFICER, DR THABO MASHONGOANE

Who is Dr Thabo Shadrack Mashongoane?

I am the CEO of the Mining Qualifications Authority (MQA), the Sector Education and Training Authority (SETA) responsible for the administration of skills development within the mining and minerals sector. I joined the MQA in 2021 as the Chief Operations Officer (COO) and recently became the CEO.

My career started in the automotive industry in 1983 as a Fitter and Turner apprentice and later as a quality assurance instructor and inspector for six years. I then qualified as an artisan and moved to a technical college where I was employed as an instructor and a lecturer for the engineering trades. During the latter period at the technical college, I became the head of the division responsible for sixteen different trades.

My exposure to senior management experience commenced in 1997 as a Principal of a Technical College, as well as a manager for a cluster of

colleges for various portfolios such as student support services, human resources, linkages to industry and learnerships and later as the deputy CEO responsible for academic programmes. I worked as the deputy director at the then Further Education and Training (FET) policy, planning and curriculum development in the National Department of Education and was later appointed as the Executive Manager for the National Skills Authority (NSA) in the Department of Labour and transferred to the Department of Higher Education and Training in the same portfolio.

I was later appointed as the CEO of the National Skills Authority (NSA), responsible for the coordination of the work of the NSA, advising the Minister on strategic and policy matters, including the National Skills Development Strategy (NSDS), the monitoring of performance and governance of the Sector Education and Training Authorities (SETAs), as well as the nine Provincial Skills Development Forums (PSDFs).

I led and participated in the labour movement in the late eighties to early nineties and represented lecturers from the former Bophuthatswana Homeland during the change-over period to the new South Africa (SA). I actively participate in my community and church and sit on various councils, including the Quality Council for Trades and Occupations (QCTO), the South African Qualifications Authority (SAQA), Provincial Human Resources Development Councils (HRDC’s), Southern African Society for Cooperative Education (SASCE), the Public Service Trainers’ Forum (PSTF) and other councils.

I possess diploma certificates, higher diplomas, degrees, master’s and doctoral degrees in qualifications ranging from educational management, human resources, business management, business administration, teaching and technical fields. My latest qualifications are post-graduate diplomas in monitoring and evaluation and design thinking and innovation.

You have been working since the 1980s. What are some notable workplace changes you have seen over the years?

There have been many changes since the 1980s and more so after 1994. I see greater educational opportunities for young people, particularly young black individuals. I have also observed greater career prospects for people that previously never experienced such opportunities. There are black CEOs, and women have greater opportunities to advance and move into careers previously reserved for males or other race groups.

Due to technological advancements, the instantaneous communication we experience

today is another highlight over the years. We are approaching the fifth industrial revolution, but we have not yet acclimatised to the advancements of the fourth industrial revolution. There is a host of communication channels that previously were not thought of. These include every worker having access to a computer or even a laptop, advanced software packages that organisations use, employee engagement applications, artificial intelligence, virtual and augmented reality, social media and various technologies that have not only advanced the way we do things, but that have encouraged greater accessibility to opportunities that we never thought existed before.

How would you describe your work ethic?

I have a very strong work ethic and am extremely goal orientated, driven by my passion for community development. I aspire to always build a formidable team that is effective and watchful of deliverables. I believe that prompt and timeous communication should further enhance working relations.

What sets you apart as a Professional?

As a community builder, I am inspired by seeing people develop and get ahead. My philosophy in life is that if I can influence one person and we influence the rest of the people, we will have a better community and nation. I am a person who gives people a chance to have their say, and I listen to what they say, and I am further willing to interact with that individual to understand where they come from. It comes from a democratic leadership point of view, where we say, let us give each other a chance, let us understand one another’s issues, but we must be effective and prompt communicators on several issues. We must be responsive and effective in communicating the message to the people we serve. In that way, I believe we will make an impact in the community in a positive way by including them in their personal development.

Please explain your leadership style?

Ideologically, I am a democratic leader whose decisions are informed by contextual issues while clinging to the vision. This results in consciously adopting a situational leadership slant in addressing matters. I see myself as an intentional leader.

Do you think that leadership and transformation should be prioritised?

Absolutely! Effective leadership contributes to transforming peoples’ lives and, as a result, should be prioritised. As a leader, my greatest strategy is deriving value from every individual, regardless of position or level. People are appointed because of their skills, knowledge, and capacity, but some setbacks in their lives could result in them not contributing towards what they were employed for. Therefore, for me, it is about changing those perceptions and misunderstandings and ensuring that we work together, respecting each other and understanding that as much as we may have parameters for individual work, at the end of the day, we still have to work as a team to take organisations to greater heights. In that way, I use my leadership style to transform the mindsets of employees I interact with, and ultimately, they impact the lives of all South Africans positively.

One evident realisation is the need for proper talent management strategies. Do you think that one of the solutions could be regular skills audits?

It is important that organisations intentionally develop strategies to attract the talent that will contribute to the goals of their organisations. With the right talent, organisations perform better, and innovation begins to drive the organisation’s success. This talent also begins to serve the organisation as mentors, trainers and role models for others in their companies.

Skills audits are valuable tools to determine if an employee still possesses the necessary skills for their role and perhaps identify previously unidentified skills that can qualify an employee for a better-suited position. As the MQA, we encourage organisations to conduct skills audits to ensure the skills of their employees are current and fit for their roles.

On the topic of talent, skills development and educational opportunities, how does the mining and minerals sector bridge the talent gap?

The mining and minerals sector is one of the sectors where we have an ageing workforce and a general shortage of skills, particularly technical skills. At grass root level, we can ensure that more younger learners pursue subjects like mathematics and science so that they can move into technical environments. Many young people focus on the softer skills, believing it is an easier route.

Employers must make opportunities available to attract a younger, more skilled workforce into these non-traditional labour pools. Ongoing training must be a way of life where employers collaborate with institutions such as the MQA, and institutions of higher learning, to enable them to improve graduate employability. One of the key issues we grapple with at the MQA is finding workspaces to provide young people with the necessary experience. As a country, we must reinforce the value of continuous learning to compete globally.

Do you think enough is being done to develop skills within the SETAs?

I may be biased in my response, as an individual involved with SETAs for some time, as part of the NSA where I was the CEO, and now the MQA, I would say that SETAs are doing their level best to

ensure that young people receive opportunities they previously would not have been exposed to. Alone, SETAs cannot do enough; however, with all the role players and the various partners that work with the SETAs on a day-to-day basis, SETAs have the potential to make a difference and contribute to the alleviation of poverty, inequality and unemployment that plagues our society. Together we can do more!

What measures have you put in place to identify skills needed for the mining sector?

The MQA is responsive to the needs of the mining and minerals sector. The sector skills plans, and the training trends inform this. By being responsive, we aim to identify and deliver against the National Skills Development Plan (NSDP) 2030 objectives, the Emergency Response and Recovery Plan Skills Strategy (ERRPSS) interventions, and also address the fourth industrial revolution (4IR), as well as digitisation of skills needs for the sector. Our working relations with the sector are further enhanced with prompt and timeous communication by the MQA team. Stakeholder engagements have been strengthened with an effective communication strategy.

Is there gender equality within the mining sector, and how can this be improved?

The mining sector is one of those sectors where the industry struggles to attract women; however, with the various programmes that have been introduced focusing on women, we have seen greater opportunities.

As the MQA, we have programmes that we have introduced that will focus more on attracting women. The mining sector also focuses on ensuring that the conditions within mines are looked into, as they have realised that diversity can be their sector’s strength.

The mining sector also has organisations like Women in Mining South Africa (WIMSA), where concerted efforts are ensured to partner with the sector and address some of the key challenges women face. Women in the sector are already making a difference, and we are sure that we will attract more women from now on. Women need to identify those already working in the mines as role models so they, too, can aspire to be part of the sector.

How are you implementing Occupational Qualifications Development and Monitoring and Evaluation support within the sector?

The MQA focuses on fit-for-purpose qualifications in the sector by identifying the existing skills shortages. This is identified through our various activities, such as employers submitting workplace skills plans and annual training reports, culminating in a sector skills plan that serves as a comprehensive document outlining the skills demand and supply. These skills gaps then inform the development of Professional, Vocational, Technical and Academic Learning (PIVOTAL) programmes and interventions that will address the skills needs. The appropriate qualifications are then put in place to meet these needs.

We also have structures where we have subject matter experts that advise the sector and a research function that assists in ensuring that qualifications developed meet the sector’s needs. Skills audits are another tool already discussed.

Lastly, as the MQA, we have a monitoring and evaluation function as we need to track our efforts, verify that our stakeholders are meeting the expectations of the sector, and determine the impact of the MQA and the return on investment. Without this, we cannot trace our efforts and the difference we make in the sector.

HOSTING AN ANNUAL CONSULTATIVE CONFERENCE WITH A DIFFERENCE

On Friday, 04 November 2022, the MQA hosted a hybrid Annual Consultative Conference (ACC) at the ANEW Parktonian Hotel in Braamfontein, Johannesburg. This was truly an event with a difference as stakeholders gathered from far and wide to engage on the achievements of the MQA and participate in the pertinent issues that affect the sector.

With a front-of-stage digital banner backdrop greeting the delegates, there was increased anticipation of what would come as delegates entered the venue. The digital backdrop displayed a rich visual display of the MQA’s activities throughout the 2021-2022 financial year. The then acting CEO, Dr Thabo Mashongoane, proudly presented the MQA’s achievements, commencing from the point of the MQA achieving a clean audit outcome following many preceding unqualified audits opinions over the preceding years. He congratulated the MQA staff and all role players for this achievement. The stakeholders did not disappoint, exceeding the 200 delegates

planned for the event, with over 210 attending inperson and virtually.

The programme was facilitated by young economist Mr Sifiso Skenjana who invited the MQA Chairperson, Mr David Msiza, to the stage for his official welcome of the delegates in attendance. During the second phase of the conference, three panel members were invited to share their views on topical issues affecting the sector. The panel members were carefully selected to tackle the various subtopics in line with the theme “A time for stability, growth and technological skills enhancement” Amongst the panel were Kgosana Hamilton Lazarus Montsho from the village of Moruleng in the North West province, who unpacked the topic ‘’The MQA’s notable inroads in developing the mining communities’’, Mr Harmut Brodner addressed the topic ‘’Innovation for the transformation of the mining sector’’ from the Council for Scientific and Industrial Research (CSIR) and Ms Nkateko Matokane, an MQA

beneficiary from the Centre of Specialisation (COS) shared her testimony with the delegates on how the MQA has assisted her to realise her hopes and dreams of becoming a Qualified Artisan – Diesel Mechanic, a trade that was traditionally male-dominated. This was one of the success stories where the MQA displayed the impact that it is making in communities.

An evaluation of the event was encouraged with stakeholders completing the form that was available. This was to encourage stakeholders to provide feedback on how the event can be improved. A total of sixty-one delegates shared their views as follows:

• Overall, stakeholders appreciated the selection of the location stating that it was accessible and convenient.

• There were positive reviews of the programme director, who comfortably facilitated the event without a glitch.

• There was praise for the performance feedback presentation conducted by the ACEO as stakeholders complimented the MQA for the difference it made to the lives of people in our sector and the country.

• Stakeholders also called for a paperless programme, with the MQA committing to making this happen at the next conference.

• The MQA was also encouraged to host more engagements for SMMEs.

• The stakeholders stated that more effort is required to reach rural communities to highlight the work that the MQA is doing.

• Overwhelmingly, stakeholders said: “Keep up the good work, MQA Team, this was an eyeopening and necessary event.”

Overall, the event was well received, with the MQA approaching the next financial year motivated to make a difference.

CELEBRATING AET AMIDST 4IR - INTERNATIONAL LITERACY DAY

International Literacy Day (ILD) is an annual event celebrated globally on 08 September. The Mining Qualifications Authority (MQA), in partnership with Royal Bafokeng Platinum Mine and Harmony Gold Mine hosted this flagship event on Saturday, 10 September 2022 at the Waterkloof Combined School in Rustenburg. The event’s theme was ‘’Celebrating AET amidst 4IR”.

The celebrations held were off to a good start, with the audiences arriving from the various provinces in a jovial and celebratory mood as they sang, ready for the activities of the day. The event was hosted in honour of the learners and achievers that participated in the Adult Education and Training, (AET) learning programme. The day presents an opportunity to honour and celebrate the invaluable importance of literacy amongst communities, societies, and individuals. Countless activities raise awareness about the significance of literacy needs within the global community.

The objectives of the event are important for the MQA, mining houses and organised labour within the sector. The event encourages new entrants into the AET learning programme; to celebrate learners currently on AET programmes and learners who have completed their AET training.

The programme director invited for the day was one of South Africa’s well-known comedians Mpho Popps. In his fashionable humorous nature, he opened the day’s proceedings by having the stakeholders in stitches as he made

jokes, contributing to a fun-filled and joyous event that was intended. He then introduced the guests that included members of the Department of Higher Education, Training Authority (DHET), NSA, the MQA Board, Executives and staff members present, and the Executives and staff from Royal Bafokeng and Harmony Gold. The soulful sounds of The Soil Acapella Music Band mesmerised the audience.

Dr Thabo Mashongoane, the then MQA Acting Chief Executive Officer (ACEO), delivered an informative address on the status of AET within the mining and minerals sector.

The Chief Executive Officer of Project Literacy, Ms Lungile Moleko, shared the importance of implementing 4IR in AET within the private and public sector, and Mr Oupa Mothibi, the HRD Manager from Royal Bafokeng Platinum Mine, addressed the audience on technological advances the company is already embarking on. In keeping with the event’s theme of “Celebrating AET Amidst 4IR”, Ms Thembisa Futshane, the DHET Deputy Director General Community, Education and Training (CET), gave an insightful address on the CET landscape in the country. The keynote address was delivered by Mr Zamokwakhe Khuzwayo on behalf of the DHET Minister, Dr Blade Nzimande and was well received by the delegates. The day’s proceedings were wrapped up by the MQA Board member, Dr Kenneth Netshiombo, who thanked all valued stakeholders and guests. He acknowledged the organising team for a well-planned and executed event.

AN EVENTFUL YEAR WITH TWO INVEST IN AFRICA MINING INDABA EVENTS HOSTED

The Investing in African Mining Indaba is a traditionally annual event held at the International Convention Centre (ICC) in Cape Town. During the 2022-2023 financial year however, two events were hosted as there was no opportunity to host the event due to the covid-19 restrictions imposed around the world between 2020 and 2022.

The Mining Indaba is a Department of Mineral Resources and Energy (DMRE) event hosted together with the state-owned entities (SOEs) that include entities such as Mintek, the Council for Geosciences, the Mine Health and Safety Council, Mandela Precinct, CSIR, State Diamond Trader as well as the MQA. A DMRE South Africa Pavilion is established as a base for engagement and to highlight various services offered to support the mining and mineral sector under one roof.

The 8-11 May 2022 Mining Indaba was a much anticipated event, with stakeholders being upbeat and ready to share information and engage.

The May event was followed by the 6-9 February 2023 indaba attended by enthusiastic stakeholders who were ready to share in the programme that was planned. Entry was not restricted, and more delegates could attend.

Both events had record attendance of at least 6000 delegates, whose common goal was to engage on various topics that affect the mining and minerals sector. The delegates included Presidents, Ministers, government representatives from South Africa, International and African countries; speakers; thought leaders; Chief Executive Officers from around the world and the African diaspora; potential mining sector investors; mining sector industry subject matter experts; women empowerment groups; various

youth groups and learners that have chosen careers in mining from various higher education institutions.

The MQA CEO Mr Thabo Mashongoane and a delegation from the MQA represented the MQA, speaking at various platforms, engaging with stakeholders on partnerships and conducting interviews with the various media houses present with the sole aim of positioning the MQA positively in the minds of the stakeholders present.

The planning for these events takes place a few months before the event and involves participating as part of a task team established by DMRE to ensure the positioning of the South African mining industry. Live and virtual models were encouraged by the various SOEs focusing on being paperless using QR coding to view materials or virtual and augmented reality, where the MQA partnered with Murray and Roberts to demonstrate how training and assessments underground can be successfully implemented using technological advancements.

Both events were opened by the Honourable Minister of the DMRE, Mr Gwede Mantashe, who also conducted a walkabout and visited the SA Pavilion, where the MQA exhibition stand was stationed with other DMRE state-owned entities. The CEO of the MQA engaged with the Minister ensuring that the MQA was visible and accessible to stakeholders in attendance. His Excellency, the President of the Republic of South Africa, also spoke at the events and engaged with many foreign dignitaries.

Key discussions that were raised by delegates at the MQA exhibition stand included but were not limited to:

• The requirement for access to information on accreditation processes;

• The need for financial support for postgraduation studies;

• Information about the internship programme placement process;

• How the placement of learners into the workspace takes place;

• The African diaspora displayed interest in having the MQA skills development model shared with the Southern African Development Communities (SADC);

• Queries on the delays in the MQA awarding of certificates was raised;

• Interests in potential skills development partnerships between countries such as Canada, the United Kingdom, Australia, Germany and African countries were brought to the fore; and

• There was general interest in the skills development role of the MQA in South Africa.

funding so that skills development continues. As a result, special funding windows were opened so that companies could retrain their staff and focus on occupational, health and safety development. Within the MQA, various strategies were looked into so that staff change their mindset and focus on how the MQA can continue to provide services for the benefit of the sector. Programmes such as the ex-miner programmes were encouraged.

The MQA CEO discussions as a panellist generated increased media interest from media houses, including radio, live broadcasts, and print. Interviews took place with News Africa and eNCA in May 2022, and the SABC live at the 2023 event. The MQA social media platforms were abuzz, with many posts uploaded on Facebook, Instagram, Twitter and YouTube.

The potential for partnerships was established at the event, resulting in the MQA hosting the Malawian and German delegations post the event. The German delegation was accompanied by some industry players to engage on best practice, to identify possible funding opportunities going forward, and to explore how they can work with the MQA.

Some of the key topic areas of discussion at the conferences included:

• The fourth industrial revolution.

• Issues of energy generation and its impact on the mining sector.

• The move to copper, nickel, cobalt and rare earth in the expansion of the mining industry is the sunrise.

• How SADAC can become a beneficiation hub in Africa.

• Investment and skills in the African continent.

• The future of the industry and the opportunities for young people, and the focus on Limpopo, Northwest, and Northern Cape are the provinces targeted by the government for growth because they have the minerals of the future.

• Hybrid battery and hydrogen-powered prototype truck launched in Limpopo.

• The need for transformation in the sector should focus on women and youth development.

• The hope is that mining can save the planet.

• Collaboration, the environment and productivity.

• Various metals are used in the energy transition.

• The need for the protection and legitimisation of artisanal miners contributing to African metals and minerals economies.

• The reinvention of mining.

The takeaways for the MQA included but were not limited to how the MQA can support the mining sector in terms of the technologies that are being implemented, how the MQA can help communities to access skills development programmes, and the need for the MQA to investigate the funding of e-learning materials, simulations and virtual reality into its programmes.

RECOGNISING THE “BIG FIVE,’’ COS-QUALIFIED ARTISANS

The MQA was invited to attend the Mopani Technical and Vocational Education and Training (TVET) College Artisan Recognition Ceremony open day, and to participate in the formal unveiling of the Phalaborwa Campus administration building, an event that was held at the Mopani TVET College on 05 August 2022.

The event’s highlight was the recognition of the five Centres of Specialisation (COS) qualified artisans, funded by the MQA, at a dinner hosted by Dr Levy Baloyi, Mopani TVET College principal, on 04 August 2023. The five learners were recognised for being the first COSqualified artisans and were affectionately given the name the ‘’Big Five’’, for their achievement of being the first five COS-qualified artisans in SA. The artisans’ host employer was Palabora Mining Company. The MQA CEO, Dr Thabo Mashongoane, was amongst the stakeholders who offered a message of support to the qualified artisans. In his address, he encouraged the newly qualified artisans to aspire to open their businesses, as the skills they have been equipped with enabled them to do so.

The Centres of Specialisation programme is a DHET initiative designed to meet two objectives simultaneously. Firstly, to address the demand for priority trades needed for implementing the government’s National Development Plan as well as the and National Infrastructure Plan secondly, to contribute towards building the capacity of its public TVET College system to deliver trade qualifications with employer partners. This programme entails a dual system apprenticeship system that combines technical education at a TVET College, authentic work experience in a single integrated learning programme and improved capacity of public TVET Colleges to train in skills in-demand by industry, with employers in the drivers’ seat.

Amongst other stakeholders in the skills development fraternity who attended the event was the Department of Higher Education, Science and Innovation, Deputy Director General for the TVET branch, Mr Sam Zungu. The DDG Mr Zungu officially unveiled and opened the administration building and praised the hundred and thirty-eight

(138) artisans whom the DHET recognised for completing their trade qualifications. DDG Zungu highlighted the fact that when he arrived at the venue, he was astonished by the artisans wearing overalls, contrary to the normal practice of wearing graduation gowns. To him, that indicated one thing: hands-on individuals who were ready to get to work. He also expressed his gratitude to the electricians and light-heartedly stated that they could be instrumental in finding solutions to the electricity problems at Eskom and help to combat the loadshedding challenge faced by the country.

Dr Levy Baloyi, the Mopani TVET College principal, presented the qualified artisans with toolboxes. The symbolism of handing the artisans the toolboxes indicated his wish to see the artisans getting a job and not suffering due to not possessing the relevant tools to do the job. He indicated that the tools provided would assist them to create their jobs and to identify opportunities to start their businesses. He pleaded with the private sector and government entities to create opportunities for students from TVET colleges. On the same day, the college hosted its open day, which saw thousands of high school learners and out-of-school youth gracing the event, where they were given career

guidance information, financial aid discussions, and application and registration dates at the various institutions of learning.

The deputy director-general for the TVET branch, Mr Sam Zungu and the college council chairperson, Ms Rachel Mantshiu, officially opened the Phalaborwa Campus administration building to great applause and a hopeful audience of good things to come.

GRADUATING COS ARTISANS SHOW WHY “IT’S COOL TO BE A 21ST CENTURY ARTISAN”

It was an occasion filled with pride and excitement when, on 29 November 2022 at the Emperors Palace in Kempton Park, the Mining Qualifications Authority (MQA) attended the Artisan Graduation Ceremony for Centres of Specialisation (COS) event at the behest of the Department of Higher Education and Training (DHET), where a total of 350 artisan learners were graduating from the programme.

The MQA, represented by the CEO Dr Thabo Mashongoane, was one of the Sector Education and Training Authorities (SETAs) participating in the COS Programme. Staff members from different MQA departments exhibited various MQA learning programmes. Other SETAs that also attended and exhibited at the event included the Construction SETA; the Energy and Water SETA; and the Manufacturing, Engineering and Related Services SETA.

The DHET established the Centres of Specialisation in the TVET College Sector programme to inform college differentiation,

promote quality teaching and learning, facilitate responsiveness, and provide a model for the implementation of Quality Council for Trades and Occupations trade qualifications while simultaneously developing artisanal skills in demand for economic growth, starting with the Strategic Integrated Projects.

The programme involves a wide range of stakeholders, ranging from a selected number of TVET colleges chosen to be COS for one or more of the thirteen (13) priority trades to employer associations and ‘occupational teams’ with special expertise in one or other of the priority trades.

The status of the learner graduation event was elevated by the attendance of the Honourable Minister of the DHET, Dr Blade Nzimande. The Honourable Minister delivered a keynote address where he passionately urged the graduating artisans to serve as ambassadors for TVET colleges. “TVET colleges are an avenue that provides the space for learners to learn, practice, and acquire skills in critical trades,” he said.

On the COS Programme, the Minister said, “Our Centres of Specialisation have shown the way so, let us now work towards mainstreaming all their experiences and successes into the TVET college system.”

Representatives from the employers also attended the graduation event. Employers form

an integral part of the COS Programme; for this reason, the Minister took the opportunity to acknowledge the employers’ contribution towards the programme’s success and to ensure the attainment of a high calibre of artisans.

As part of their graduation, the DHET Minister presented each deserving learner with a certificate and a toolbox to establish their emerging artisan career.

The MQA was honoured to be part of this important occasion and to witness the notable milestone some of the MQA-linked learners achieved, proving that it is cool to be a 21st-century artisan.

THE MHSC HOSTS THE MUCH ANTICIPATED “ZERO HARM IN OUR LIFETIME” CONFERENCE

The Mining Qualifications Authority had the opportunity to participate in the 2022 Mine Health and Safety Tripartite summit hosted by the Mine Health and Safety Council (MHSC) and the Department of Mineral Resources and Energy (DMRE). The two-day summit was held at the Midrand Gallagher Conventional Centre on 13-14 October 2022, under the theme “Zero harm in our lifetime”, dedicated to exploring effective ways to solve mine health and safety issues within the mining and minerals sector.

In recent years, the mining and minerals sector has been renowned for its significant employment growth and contribution to the economy. This, accompanied by the growing demand for minerals in the country, has increased the number of individuals employed in hazardous activities in the mines.

The summit provided an excellent platform for the sector leaders to engage on issues affecting mine workers and look at ways to improve workplace safety. Over the years, the sector has faced challenges that require implementing safety measures and health standards to protect miners from fatal or hazardous illnesses resulting from accidents, dust, toxic chemical exposure, extreme temperatures, noise, etc., and vibrations in the industry. Furthermore, the likelihood of fires and explosions in the industry can have massive destructive repercussions. Hence, safety regulations are crucial in the functioning of the mining industry.

As a result, the summit provided an opportunity for mining organisations and relevant stakeholders to gather under one roof and join forces to engage in more appropriate ways to deal with issues about mine worker health and safety issues and to find ways to achieve zero harm through collective actions.

The Honourable Minister of Mineral Resources and Energy, Mr Gwede Mantashe, was among the prominent speakers who delivered the keynote address. He emphasised the need for employers and workers to establish programmes and regulations

that ensure safe, risk-free working environments, thus ensuring Zero Harm within the mining and minerals sector. The Minister further pointed out that “We should make a concerted effort in the prevention and management of health matters because they impact the average work-life expectancy of the workforce”, as one death is one too many. The goal should always be a zero-harm target”, he said. The Chairperson of the MQA Board, Mr David Msiza, provided a thorough overview of the Occupational Health and Safety performance over the years at the summit. Dr Thabo Mashongoane, CEO of the MQA, also delivered an informative presentation on the MQA’s legislative mandate and the key initiatives it is undertaking to address health and safety issues within the mining and minerals sector.

Throughout the two-day event, breakaway sessions were conducted to address relevant issues, with feedback from them being shared amongst all attendees. Attendees were also granted access to informative materials provided by mining organisations that had set up booths at the summit.

In conclusion, the summit provided a platform for influential members and stakeholders in the mining industry to come together, demonstrating that the industry is about more than just extracting minerals but also preserving the lives of those working there.

THE COUNCIL FOR GEOSCIENCE MARKED AN INCREDIBLE MILESTONE OF 110 YEARS OF INCOMPARABLE EXCELLENCE

The MQA enjoyed honouring the Council for Geosciences (CGS) Summit invitation to its summit, which was hosted in Durban, KwaZulu Natal, at the ICC. This exceptional summit was held from 25-27 October 2022 to commemorate its 110th anniversary. The event marked a significant achievement in the field of geoscience excellence. The MQA was invited as a key CGS mining and minerals sector stakeholder. The summit attracted local and international attendees, with some coming from countries such as China, and Russia, to mention a few.

The agenda was jam-packed with diverse topics such as marine geoscience, the correlation between precipitation and earthquakes, and South Africa’s part in the Second World War; all presented through research projects, posters, and presentations from various specialists.

In attendance was the Minister of Mineral Resources and Energy (DMRE), Mr Gwede Mantashe, alongside representatives from the DMRE, Department of Forestry, Fisheries and Environment and of Human Settlements, Senior Managers of the South African Navy, Mayors of eThekwini, the Russian Federation Agency, the South African German Chamber of Commerce

and industry, and several CEOs and officials from various mining companies.

Throughout the event, expert leaders in the geoscience field held ongoing discussions where valuable knowledge was shared between the speakers and the delegates, accompanied by question-and-answer sessions that allowed for an interactive engagement among the delegates and panel speakers. Numerous geoscientists also delivered a range of scientific presentations outlining the geoscientific processes executed by the Council of Geoscience that can be applied practically to improve the lives of ordinary South Africans.

The MQA was also honoured to exhibit at the summit alongside organisations such as the CSIR, Payments Association of South Africa (PASA), Centre of Excellence for Integrated Mineral and Energy Analysis (CIMERA), United-Scientific Pty Ltd, the Centre for High Performance Computing, Department of Mineral Resources (DMRE), and the Mine Health Safety and Council (MHSC). To summarise the celebration, the Council for Geoscience hosted an incredible gala dinner on the event’s final day and an award ceremony honouring renowned South African geoscientists.

STAKEHOLDERS ENCOURAGED BY HEIGHTENED ENGAGEMENTS

The MQA’s Stakeholder Relations Department hosted the provincial stakeholder engagement events in the various provinces during November and December 2022, with the first being on 21 November 2022 in Limpopo and the final one being on 07 December 2022 in Gauteng.

The theme for the event was ‘Heightening Engagements with our Stakeholders’, with various topics being covered, including but not limited to the new SETA Management Information System, discretionary grant projects, performance on the MQA’s various projects and challenges thereof, changes with regards to applicable legislation and governing structures of the MQA.

The invitation was extended to government departments, mining houses, accredited training providers, public TVET and CET colleges, various institutions of higher learning, tribal authorities, organised labour, student movements, community forums, NGOs and NPOs. Stakeholders positively received the engagement sessions.

The attendance was encouraging, as well as the level of engagement that took place during the sessions. These stakeholder engagement forums saw greater willingness of stakeholders to participate post Covid-19 with the MQA committing to ensuring greater efforts to heighten advocacy going forward.

The partnerships with our various stakeholders are always heart-warming and appreciated, as well as the efforts by the mining and minerals sector to remain a key competitor in the economic space amidst the global challenges of a dwindling sector, technological advancements, skills shortages, health and safety, and the pressures posed by climate, social and environmental concerns.

THE MY WORLD EVENT SETS THE TONE FOR RISK CONSCIOUS MQA STAFF

The MQA hosted a successful My World Event on 20 January 2023 under the theme “Eliminating Workplace Risks”. The event aimed to enlighten staff on eliminating risks including discussions on workplace reputational issues that result, if the identified risks are not well managed.

The event was attended by 122 MQA staff members from various units in Parktown, while sixteen staff members streamed live from other MQA regional offices. The event was also used to officially welcome Dr Thabo Mashongoane, the newly appointed CEO, in style, with staff dancing to express their confidence. Staff had previously voiced concerns about the lack of stability following the long period without an appointed CEO.

The Customer Service and Communication Manager, Ms Amanda Masilo, also the programme director of the day, impeccably facilitated the proceedings. She guided the event’s proceedings in a vibrant yet professional manner that kept staff members actively engaged throughout the event.

The newly appointed CEO, Dr Thabo Mashongoane, delivered an inspiring address in which he emphasised his expectations for the organisation and touched on ways staff can collectively work together to eliminate workplace risks.

Throughout the event, several speakers delivered thought-provoking presentations. Ms Sonwabile Xaba, Senior Manager for the Monitoring and Evaluation Unit, highlighted the MQA risks and mitigations that employees can use to eliminate workplace risks.

Ms Merle Clark, Senior Manager for Customer Service and Communication, offered helpful recommendations and guidance on how the

organisation can maintain a positive reputation. She also emphasised the significance of taking stakeholder needs into account.

Furthermore, the MQA had the privilege of welcoming an external guest speaker Mr Phuti Phukubje, the current MQA Chairperson of the Audit and Risk Committee. He discussed the importance of upholding ethical standards in the workplace to maintain a clean audit.

Mr Mashudu Mavhungu, Executive Manager for Corporate Services, concluded the event by thanking the MQA staff present, the guest speaker Mr Phuti Phukubje, the speakers, and the programme director, and acknowledged that although the event was initially planned as a risk workshop, the warm and hearty welcome of the CEO culminated in a wonderful touch.

The Customer Service and Communication Unit would like to thank all employees who participated in the event and those who made it a success. We anticipate hosting more events that will encourage learning and development among the staff members.

COLLABORATION IS KEY – THE MQA AND THE W&R SETA PARTNER TO UPLIFT THE SEKHUKHUNE COMMUNITY

The Mining Qualifications Authority (MQA), the Department of Higher Education and Training (DHET) in collaboration with the Wholesale and Retail (W&R) SETA, hosted a stakeholder support/Pledge Forum, on 27 January 2023, at the newly built Sekhukhune TVET College Skills Development Centre in Groblersdal.

The main objective of the Support/Pledge Forum was the response by the MQA to the call made by the Sekhukhune TVET College to the MQA to support the further construction of the skills development centre as part of the organisation’s ongoing efforts to support community-based initiatives. The MQA was requested to make a call to the mining and minerals sector to support the completion of the R131 million Skills Centre Project, that was already funded by the W&R SETA.

The Principal of Sekhukhune TVET College, Mr Tebogo Kekana, delivered the opening address and warmly welcomed all the guests who attended the important proceedings. He highlighted his excitement concerning the developing skills centre, which is incomplete but shows great progress because of the W&R SETA’s intervention. According to Mr Kekana, the skills centre is structured in three workshop phases to transfer tourism, agriculture and mining engineering skills to the local community members. He also shared

inspiring planned goals for the skills centre with the guests.

Mr Tom Mkhwanazi, the CEO of W&R SETA, provided an overview of how the R131 million project was initiated, which was anticipated for completion by 2025. However, the project is advancing at a rate well ahead of schedule. This project was initiated by the Minister of the Department of Higher Training and Training (DHET) in October 2021. The lack of training facilities to produce artisans in Limpopo was identified as one of the challenges and the reason for the college’s request for infrastructure support.

For the undertaking above, the MQA CEO, Dr Thabo Mashongoane, pleaded with the attending guests to pledge and support the Sekhukhune TVET College Skills Development Centre. An opportunity to respond to the call made by Dr Mashongoane to the attending stakeholders was granted, and all the stakeholders responded positively to the call.

The delegation from the Bapedi Kingdom also graced the event with representatives from various mining companies, including Two Rivers, Northam Boysendal, Implants, the office of the Limpopo Premier, and Sekhukhune District Municipality.

The MQA wellness day is an annual event organised by the Human Resources (HR) Unit in collaboration with the Employee Wellness appointed service provider ICAS. The event took place on 02 December 2022 at the MQA Head office in Parktown. This event aims to build and maintain a healthy workforce and encourage healthy living to increase productivity and excellent service delivery. It also encourages staff to make positive lifestyle changes and to eliminate risky behaviours such as the lack of physical exercise.

The event commenced with a welcome address by the Chief Risk Monitoring and Evaluations Officer, Mr Bethuel Nemagovhani, followed by a presentation from Mr Malcolm Govender, Relationship Manager at ICAS, on the services offered by ICAS, which include telephonic and face-to-face counselling, legal and financial advice. Several healthcare professionals were also brought on-site to administer the following checks.

• Blood pressure

• Cholesterol

• Waist hip ratio

• Body mass index (BMI) and

• Voluntary HIV/AID Testing

Present on the day was a dietitian who advised staff on nutrition and healthy eating habits to help improve their health and well-being.

Staff members were also invited to join the Zumba fitness programme that involved cardio and Latininspired dance moves. Overall, the day was a huge success and staff were inspired after having their health checks done. This helped them to realise the importance of health and maintaining a healthy lifestyle. These regular health checks assist in detecting health conditions timeously.

Employee engagement is fundamental in understanding and describing the relationship between an organisation and its employees. In December 2022, the MQA invited its employees to a staff engagement, where employees could connect in an informal setting to nurture stronger working relationships. Employees were allowed to share their experiences of 2022 before they embarked on the December festivities. This event took place on 14 December 2022 at the Thaba Eco Hotel in Johannesburg.

The programme director was Ms Zodwa Mashinini, Senior Manager, Learning Programmes Strategic Projects. She commenced by emphasising that the event would be informal, with the organisation ending the year by reflecting on the year that was. Additionally, as an effort to recognise staff, the MQA issued two award categories where the HR Unit recognised employees for long service and exemplary displaying MQA values.

Long Service

This award was issued to recognise the employee`s loyalty and commitment, including the quality of service rendered. The long service included categories ranging from five, ten and fifteen years. During 2022, two (2) employees were recognised for 20 years of service and were each issued with a trophy and framed certificate. The Chief Risk Officer, Mr Bethuel Nemagovhani, presented the long services awards.

The MQA is committed to conducting its business ethically and fairly. THE HEALTH OF THE SECTOR LIES IN THE ADVANCEMENT OF WOMEN

The MHSC recently hosted the Women in Mining Indaba Conference on 16-17 February 2023, at the Birchwood Hotel and OR Tambo Conference Centre under the theme “Striving for Zero harm” to recognise the contributions of women in the mining and minerals sector.

The event aimed to establish an empowering network to promote, nurture, and further the progression of female miners within the mining and minerals industry.

Mr David Mamphitha, the CEO of the MHSC, graciously welcomed all the attendees at the 2023 Women in Mining Conference. He pledged his commitment to honouring initiatives that promote the alleviation of issues that women in the mining industry are currently facing.

The two-day women’s conference was an immense success, with various guest speakers focusing on issues pertinent to female workers within the sector. Ms Fatheela Brovko, Chief Research Operating Officer of MHSC, shared

a detailed overview of the 2019 Women in Mining Indaba Action Plan.

Additionally, the conference focused on discussion topics such as gender-based violence, sexual harassment in the workplace, mental health, safety, and security, and pre-and postnatal issues experienced by women in the mining industry. Attendees were also allowed to ask the speakers questions during the Q&A session.

The MQA exhibited, alongside Mintek and MHSC, and provided attendees with information regarding the available opportunities and programmes that can contribute to the advancement of women in the mining sector.

Furthermore, several Chairpersons from various areas in SA spoke about their 5-year Strategic Plan to reassure the delegates about the initiatives to ensure women in the mining industry work in better conditions.

To end the conference positively, the MHSC held a celebratory gala dinner to honour women working in the mining and minerals sector.

NATIONAL SKILLS AUTHORITY AND MQA CONSULTATIVE ENGAGEMENT

The MQA had the pleasure of hosting the National Skills Authority (NSA) delegation, on 08 March 2023. This session was part of the NSA’s planned process of undertaking engagements with all SETAs for the 2022/2023 financial year. The session was held at Sunnyside Park Hotel in Parktown.

In fulfilment of the above mandate and in the quest to have direct engagement with the SETAs, the NSA convenes an inclusive meeting with all the SETA Boards once or twice a year. This is done with the aim of fostering a deeper understanding of maturity of governance, progress in performance against priorities as well as to understand any challenges that may

be faced by the SETA in executing its mandate. As guided by the Skills Development Act (SDA) 97 of 1998.; the NSA engagement was based on the following areas:

• Skills Development policy matters

• National Skills Development Strategy

• Sector Skills Plan (achievements and challenges)

• Governance Matters (success and challenges)

The MQA was honoured to host the NSA delegation and share its mandate related information, for the betterment of serving the South African society with mining and minerals related skills development.

THE MQA HOSTS DHET AND SETAS ENGAGEMENT

The MQA had the pleasure of hosting the Sector Education and Training Authority (SETA) Chief Executive Officer (CEO) Forum, on 07 March 2023, held at the Premier Hotel Midrand.

This event came as a response to the DHET request for the MQA to host the SETA CEO forum. An estimate of sixty-five (65) delegates attended the forum. This number included twenty-one (21) SETA CEO’s, DDG Officials and the National Treasury Officials. Similar DHET SETA CEO’s forum are hosted by various SETAs on a rotational basis.

DHET Director General, Dr Nkosinathi Sishi opened the event and honoured all the CEOs for the value they contribute to the SETAs and the country at large. In his remarks he alluded to the fact that the success of most of the SETA projects depends upon everyone, working together as

envisioned in our white paper for past school education and training as well as identified national plans.

Presentations were conducted by the representatives from the following organisations:

• South Africa Public Organisation (SAPCO)

• DHET

• Auditor General of South Africa

• Digital Skill Framework

The event was successful as the number of delegates that attended, exceeded the number expected.

The MQA leadership would like to extend a word of gratitude to all the SETA CEOs, for honouring the MQA’s invitation and for their valued participation.

THE MQA TRANSITIONED TO A NEW MIS

The MQA embarked on migration from MQA-I-Share to SoluGrowth Information Management System (SIMS) on 09 December 2022. SIMS went live on the 27 January 2023. The MQA conducted training for stakeholders during the months of February and March 2023. Going forward, training will be conducted upon request. Stakeholders are encouraged to send requests for training via email to Ms Simphiwe Sibeko at: SimphiweS@mqa.org.za

The reason for migrating to a new Management Information System (MIS) was because the internet explorer was no longer supported by Microsoft explorer, and it was decommissioned. CAPACITY BUILDING WORKSHOPS TO SUPPORT WSP-ATR SUBMISSIONS

In line with the Skills Development Act (SDA) and Skills Development Levies Act (SDLA), companies within the mining and minerals sector (MMS), are required to annually submit WSPATRs on 30 April. The purpose is two pronged, firstly to indicate measures in place to address skills shortages and gaps (workplace skills plan) in their organisational settings and secondly, to report on the training interventions implemented namely, the annual training report, to equip the workforce with the necessary competencies. Thus, it is important for companies to be provided with capacity to make successful submissions to access mandatory grants and by extension discretionary grants.

To minimise the turnaround time between submission, evaluation, approval, and grant payment processes, just before the submission starts, the Skills Development and Research Unit (SDRU) annually rolls out as part of meeting the annual targets, the capacity building workshops for the Skills Development Facilitators across the country. So far workshops have been rolled out in Gauteng, Limpopo, Mpumalanga, North West and Free State provinces and were well attended by over 100 Skills Development Facilitators (SDFs) from across the different subsectors in the sector. Plans are ongoing to conduct the workshops in the remaining provinces. The main issues highlighted during the workshops are:

• Deadline for WSP-ATR submission is 30 April the annually;

• Deadline for extensions namely, in writing by 31 May;

• The funding model that governs the payment of the grants;

• Highlighting that companies which pay levies and submit the compliant WSP-ATR are eligible to access mandatory grants;

• Bank letter, signed document (the employee representative, CEO and CFO), and the SDF appointment letter are to accompany the submission;

• The WSP-ATR data that is required is converted into useful skills information, that the labour market intelligence requires to guide the MQA on what can be developed and implemented to meet the requisite skills demand in the sector.

The demonstration of the automated information system for WSP-ATR submission is conducted at these workshops, to provide capacity to the SDFs. This includes the registration process as well as every step of the submission process, on how to populate the WSP-ATR source template in order to submit. It was also highlighted that for the year 2023, deadline approval for the companies will not be granted, to allow for the closing of queries.
