Coach Ty Lawson was thrilled with the great turn up of enthusiastic Juniors all keen and willing to learn how to play golf. The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them. Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001. Walking Tracks were established with lots of support from the community, including fencing and tree planting. Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire. The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road.
The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee. Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history. We welcome all donations to our collection or the opportunity to GS Nmaterial. How are you coping with uncertainty? You think life is going OK, even during the uncertainty of Covid 19 and then a curve ball pops up in front of you and change now confonts you. We have experienced this of late too. My wife Dorothy and I have sold our home in High Street and we relocated into a rental property just around the corner. All was to be going well while we endured the process of building a new home (here in Inverleigh). Then the rental property was sold and so another move was necessary. And so we have been able to find another rental property, BUT my local acquaintances are now asking: How are you going in "Pleurisy Plains"? My goodness, What have we let ourselves in for? Is this worse than Covid 19? Can I tell you! We are enjoying Wingeel, the solitude and the warmth. Not just the wood fire but, honestly, it's warmer here, AND we feel like we are now real locals to Inverleigh and surrounds, getting to know the extended area, the road names and meeting more lovely people.
INVERLEIGH NEWS UPDATE FOR THE COMMUNITY by John Bolitho Despite COVID19 lockdowns, the Council and Planning Panels have been busy. There is a lot residents should know about and hopefully discuss positively. We are all affected.
C87 Inverleigh Structure Plan Hearing
The Structure Plan, once adopted, will critically influence our rural community and every planning decision for the next 25 years. Assumptions for growth in the Draft Plan assume between 600 and 1000 new dwellings over the medium term - almost double the current population. Consultation by the Council has been poor and often inadequate. Nevertheless 91 residents made formal submissions about it. 11 of them will address the Panel. The Draft Plan will be considered by an Independent Planning Panel hearing over 6 sitting days, currently scheduled to start on 13 July 2020, after which recommendations will be made to Council. The Hearing date was set before the COVID State of Emergency was extended to 19 July and pre-supposes attendance by 14 to 19 participants at the Bannockburn Community Centre. The proceedings will otherwise be virtual by Zoom or YouTube streaming. Submitters have already explained that many have poor internet services which can make Zoom unworkable. The key themes of local submissions included fire risks from the Common, the maintenance of our rural amenity, concerns about small block sizes in the Low Density Zone, lack of infrastructure to support rapid growth, environmental flows to the Leigh and Barwon Rivers, road safety concerns, pressure on the primary school, wildlife protection and so on. Council will not have any legal representation and their presentation will only take a day. Ramsey Property Developments’ presentation will take 2 sitting days, supported by a well known Planning QC barrister and Australia’s largest law firm, Minter Ellison. They will call experts in support of their position. Ramsey’s lawyers emphasised to the Panel that Ramsey has had a close working relationship with Council going back many years. They have, with Council, pushed for the Hearing to be brought on quickly despite the COVID 19 challenges for a fair hearing for the community. Ramsey claim they will suffer financial prejudice if the Hearing is delayed. Ideally, the Structure Plan should have been a productive positive conversation between the Inverleigh Community and Council, with the Community’s long term perspective and interest being paramount. Residents are urged to read the Draft Structure Plan on the Council’s Website https://www.goldenplains.

Residents who can watch the proceedings, either in person or by streaming, are strongly encouraged to do so. Our town and our amenity will be on the line.
Local Law No 2 Review

Why is it important?
Local Law No 2 essentially sets out what residents can and can’t do on their land and how the by laws and penalties for breaches apply. Local Law 2 has been in place for years but has been updated and reviewed. It mandates so many things you can do with your land. For example, how many chooks you can have in your shed, how many dogs, cats and horses are allowed, the permits you must have to ride recreational motorcycles on your land, shipping container use, what can go into refuse bins, and so much more. Did you know that you will soon need a $115pa Permit to use any recreational motorcycle, Peewee 50 etc you or your children might ride on your land? The new minimum fine for riding without a permit is approx. $495 and the maximum approx. $2950! Low Density blocks less than 2 hectares for example can only have 5 hens, (but 10 Turkeys or geese), 2 dogs, 2 cats, 2 Ostriches, 4 reptiles, 12 rabbits or mice, and on it goes. Again breaches of these numbers carry big fines. Mobile Food vans will attract a new $556pa permit. You are urged to read the proposed amendments to Local Law 2 for yourselves and push back to Council, the Mayor and Councillors if you are adversely affected by it. You can do this by making a submission and you are encouraged to consider doing so. Whinging into our beers and cups of tea after this Local Law passes will be pointless. Take steps now to protect yourselves.

GOLDEN PLAINS SHIRE COUNCIL MEDIA RELEASE Date: Friday 26 June, 2020
SENDING A MESSAGE OF HOPE Young people across Golden Plains Shire have written messages of hope to be sent to isolated and vulnerable members of the community. A new initiative developed in partnership between Council’s Youth Development and Active Ageing and Disability Services teams, the Messages of Hope project will see 150 residents who use Council’s aged and disability services receive a postcard with a message from a young person in the Shire. The Messages of Hope project was designed to combat isolation through providing some much needed connection and positivity through the written form. Students from Bannockburn P-12 College, and the Meredith and Shelford Primary Schools have all participated, with the postcard recipients invited to reply with what they are most looking forward to doing once restrictions are fully lifted. Examples of some of the messages include: • Remember there is always a rainbow after a storm. Breathe, laugh, relax and smile. Everything is going to be ok • You are not alone. Things are getting better each day; even if you can’t see it right now. Have faith that this too, will pass. • All you need is hope and strength. Hope that it will get better. Strength to hold on until it does. I hope you are keeping well and safe. Keep smiling Yesterday afternoon, Golden Plains Shire Mayor Cr Owen Sharkey met with Meredith Primary School students to collect the messages the students had written and praised the project as a positive way to address isolation and bring different demographics of the Shire together. “The COVID-19 pandemic has shown that Golden Plains is full of supportive people and strong communities, and this project is a clear example of that. There has been such a tremendous interest from our younger residents to help address the isolation some of our older residents are facing, that each aged and disability service user will receive not just one, but several messages from students.” “This is a fantastic initiative, and I thank the participating students, and Council’s Youth Development and Active Ageing and Disability Services teams for making it a reality during these challenging times.” At the conclusion of the project, a digital booklet of all the messages will be published on Council’s website.

6 Leigh News POLICE REPORT FOR MAY 2020 Hello all, The Divisional Police proactive unit who cover this area are based at Ballarat and run a Police information page on facebook called Ballarat eyewatch. The page features stories, requests for information and details crimes occurring throughout the Police service area. They recently requested a report from each police station in the service area featuring the police member and some details about the area they police. I was asked to do an article on Inverleigh which was posted on the site on the 27th May, 2020 and can be viewed if you are interested. Feel free to make a comment if you like, some of the other police stations have received numerous feedback comments like Linton who is up around 80 comments. I was recently informed by Parks Victoria that they had been patrolling and observing with a view to prosecuting people for taking wood from the Inverleigh common. Taking the firewood is prohibited and you can face fines/court action so please leave it alone. If anyone has concerns regarding the state of the common and the situation with the dead wood up there please take it up with parks Victoria. I have had some recent reports of youths riding motorcycles on the walking track beside the Leigh river down behind the school area. Residents have also observed youths also riding the motorcycles on the suspension bridge. If your children have motorcycles they can only ride them on your or your friends private property. Please speak to you children about this and don’t be the ones who end up having the embarrassing conversation with
me. Sunday the 21st June I had a report of two youths, one on a scooter and one on a BMX type bike in Victoria Park toilets, throwing toilet paper around, knocking bins over and knocking items to the floor. They also opened the maintance door in the centre of the block and left it swinging open in the wind. One of the youths then apparently tried to intimidate a local resident who observed this behaviour and informed them to stop. I have an image of the youths and will be following this up. I have mentioned this before, parents need to know what their children are up to and who they are hanging around with, do not just let them roam about please. The Inverleigh Primary school has also had two further incidents where some youths have been trying to damage the rear metal shed by bending and tearing the metal panelling. Lastly, this weekend (20 & 21/6) I have so far pulled over five local Inverleigh residents speeding on the Hamilton Highway doing between 13 and 25 km/h over the speed limit and one local in McIntryes Road in the dirt section doing 20 km/h over the speed limit. The fine for exceeding the speed limit between 10 and 25 km/h is $330 and 3 demerit points. Surveys reveal that most accidents happen within 5 minutes of a driver’s home and one third of collisions occur between one and five miles of where a driver lives. Please obey the speed limits, you never know where I might be patrolling. Keep safe Chris

Ferris Bueller’s Day Off
This is a classic film. I absolutely loved it, i have seen this film many times and it does not fail to impress. Firstly, the screenwriting. Ferris is a loveable character, really well written by Hughes. Cameron has a really interesting story and is more than just a sidekick. Ferris breaks the fourth wall repeatedly and it doesn’t feel forced or lazy. The acting is also great. Matthew Broderick plays Ferris really well. He evokes being a teenagers so well. There is a reason this film put him on the map. Alan Ruck also plays Cameron quite well. He is such a great character thanks to this acting. Jeffrey Jones plays the Dean really well as well as Jennifer Grey. My main criticism with this film is how Ferris treats Cameron. Despite the fact he thinks he’s doing the best for him, Ferris forces him to steal his fathers car which ends up giving him a panic attack I really liked this film and I recommend this to everyone and all ages. Jackie the Hawker I moved to Inverleigh when I was 2 with my parents Samuel & Elsie Mabel Pettett (Drury) and my older brother Bernie (he was 2 years older than me). Dad worked as a Station hand for the McWhae’s who owned “Ellingerrin Station”. At that time it was being managed by George Ogilive. The Ogilvie’s lived in what we called the “Big House”. The house we lived in was part of the station it was just ouside the gates of the main driveway to the station on the lefthand side. My Mother cooked the midday meal for the station’s workers; but she didn’t cook for the shearers, because they always bought their own cooks with them when they came to shear the sheep. Bernie & I used to ride our bikes to Inverleigh Primary School, it was 7 miles each way. We used to leave our bikes at the Bakery for safety. If the weather was bad our Mother would drive us to school in their Vanguard. I went to Inverleigh Primary School until the end of 5th grade and then boarded in Geelong for 6th grade and went to Ashby Primary School. I then boarded at Sacred Heart College but went home at school holiday time.

We called him Jackie but I didn’t know if this was his real name. He came when the weather was good; I think in September when the shearing was happening.
Photo: B.Shaw (Pettett) He stayed 4 days in his cart. His cart was spotless and his horse expertly groomed and shining; you could see he loved his horse, he also had a dog. The dog slept in a box fastened under the cart securely between the wheel area. He stocked fine linens, workclothes, napery and anything you asked for. He would set up near our home, not requiring anything. He would open up the sides of his cart to display everything on shelves; he was very neat. He slept in the cart, let his horse loose in our paddock. He would never eat meat unless he slaughtered it himself, owing to his religion, during certain times of the day he would face the sun or moon. He would come into our kitchen and have a cuppa but never a meal. He grew a very dense large moustache and wore a shady hat. He gave me a beautiful damask large table cloth for my Glory Box. The only other hawkers that came around that I remember was Rawleigh's – they sold salves, cleaners, hand creams, medication but only Rawleigh's brand.
My memories of Inverleigh
When I began school in 1935 in Inverleigh there
Leigh News 9 was a Baker, 2 Grocers, Post Office, Teacher, automobile repairman, Policeman, Miss Alderson who made iceblocks for the children, School, Church, Hall and Sweet Shop. Hamilton Main Road through the middle. A river on the edge in which kids learnt to swim in a designated spot, and of course a Sports Ground and Cemetery. “Ellingerrin” abounded “Barunah Plains”. There were 3 houses and the Big House (Managers residence). We were nearest the end of a mile drive bordered by Eucalyptus trees, which were used as wood for heating etc. Dad used to operate the tractor for the saw, as he did for the shears at shearing time. 8 men on the floor shearing, 2 classers, 1 tosser, 1 trimmer etc and 2-3 rouseabouts and the cook (boy could he make real round jam tarts)! Dad would kill and ready sheep for the shearers Cook and Mum drove the carcass to the shearing shed by horse and cart. The workers stayed in a building we called “The Barracks” Mum fed them, she just made the main midday meal. Mum purchased laying pullets; she railed the eggs to Co-op “Geelong & Cressy”. She rendered down sheep fat and sold this to a soap maker in Barwon Valley. I used to shoot and trap rabbits for their skins for pocket money. I had my own rifle and sometimes I would use my own 2 dogs as fetchers. With Dad and my brother Bernie we used ferrets. Mostly I trapped by myself, killed

and skun them at home, stretched the skins on home made wire frames. Then packed the dry skins during School holidays and sent them to Melbourne market by rail from Doroq station; which was a mile from our house. I drove a horse and cart to the Doroq railway station. I also sent mushies (mushrooms) to market by rail; they were picked that day. I had a waist length lined cape and muff made from 25 rabbit skins that I supplied to Wissing in Ryrie Street, Geelong, the fur was dyed black for me. Our bread was brought by rail twice a week as well as flour packed by Inverleigh Baker Mr. Millar. Oh! His hot cross buns were beautiful. We drove 21 miles to Geelong once a Month for groceries from Hoopers in Ryrie Street. Always bought home Pork sausages and shortbread shells for a treat from Bon Accord. Mum and Dad left “Ellingerrin” when I was 30. My brother went to Queensland and joined the Airforce. I worked at Elder Smiths until I married and had 4 children: Dennis, Sally, Patrick & Kathleen. CFA MESSAGE FOR THIS MONTH There’s no mistaking that we’ve hit winter! One of the pleasures that many people enjoy living away from the city is the wood heater or open fire that warms their house. In many homes it’s an architectural feature and one around which the family gathers. But have you thought much about the chimney or flue? Your chimney or the flue from the fire place or wood burner has a very real function, and that is to carry dangerous flue gases from your fireplace, or wood stove, safely out of your home. The last thing you are likely to be thinking about however, is the condition of your chimney. But if you don’t give some thought to it before you light those winter fires, your enjoyment may be very short-lived because dirty chimneys can cause chimney fires, which damage structures, destroy homes and injure or kill people. The chimneys have the job of expelling the by-products of combustion – the substances pro-
duced when wood burns. These include smoke, water vapour, gases, unburned wood particles, hydrocarbon, tar fog and assorted minerals. As these substances exit the fireplace or wood stove, and flow up into the relatively cooler chimney, condensation occurs. The resulting residue that sticks to the inner walls of the chimney is called creosote. And if there’s a sufficient build up, creosote is highly combustible! Clean chimneys and flues don’t catch fire, and there are different ways you can minimise the risk. You might like to consider having a chimney sweep inspect your solid fuel venting system annually to give you a report on its condition. If you feel that a lesser course of action is necessary then there are many DIY solutions and products which may help maintain a healthy chimney or flue. Don’t forget, fire belongs in the fireplace or fire box, not in the chimney! As is so often the case,
some easy maintenance could prevent costly damage. Also, some have asked why the CFA Roster is not appearing in the Leigh News each month. As a result of COVID-19 directives the usual number of people attending the station on a Monday night has been reduced to the two members rostered for the weekly drive of the trucks to ensure all the systems are operating correctly and the Officer in Charge. Personel are notified through their pagers. As such, there’s no requirement for the full roster as it existed pre COVID-19, but be assured that there has been no reduction in our ability to confidently respond to any matter requiring the Inverleigh CFA Brigade. Inverleigh is a 100% volunteer brigade, drawn from the community for the community.
Leigh News 11 Local Opportunity Shops We understand that many of you are missing visits to your local Op Shops and as volunteers we are also missing seeing you. They are great places to shop as well as passing some time browsing the bargains. The two shops, the Surprise Shop in Inverleigh and the St John’s Op Shop in Bannockburn have been closed since the end of March and we are hoping that they will re-open very soon. Obviously with the current health pandemic there will be certain procedures to follow and we are awaiting instructions about these. Social distancing has become the new normal, as well as extra cleaning and hand sanitiser use, much of which you will already be familiar and these will be followed in each shop until the rules change. Though our Shire has had minimal cases, many of our volunteers are in the at risk age group. We do not want to compromise their health or the health of any of our many customers. When the time comes to re-open we will let you know and welcome you with broad smiles. Note: If you have some extra time and would like to volunteer, please visit our shops once they are open again.

Draft Recreation and Sports Plan
This colourful document is a great read, incorporating a lot of community feedback. Council is again calling for formal responses. The promises made are welcome and long overdue. The Small Print however suggests that for Inverleigh the provision of needed sports upgrades will be entirely dependent on State and Federal Funding. The Sports Ground Change room upgrade is a priority recommendation but needs $1.4 million dollars in external funding to be delivered. Sports people and active families are encouraged to read the consultant’s Draft Policy on the Council Website. The link above will take you there. There is much to be applauded in this glossy document and we all need to encourage Council to find ways of making it happen for our Community. Formal submissions are encouraged, as is lobbying our MPs and councillors especially in an election year.
Council Budget 2020/2021
The adopted Budget predicts revenue of $50.1mil with an underlining deficit of $1.8mil. Rates will increase by 2.0% and charges will increase. A number of Inverleigh residents made submissions to the Council about the Draft Budget. These included asking for a rate freeze to address hardship in the Shire and our community. Those submissions were rejected. We did manage to have the garbage charge reduced by $5. Both Bannockburn and Inverleigh have very high proportions of people on Job Keeper and Job Seeker support and Geelong has lost more than 5000 jobs since March. The Council will consider eligible residents suffering financial hardship to delay payment of Rates till September 2020 and waive interest on arrears. However, be aware that 10% Penalty Interest will be charged after that date. A small $100K fund for Hardship will be established. Residents also need to know about the new and increased charges in this Budget. Food vans will now be required to pay a $556 annual fee. Animal breeder businesses will again find their fees increased significantly. A new $115pa permit fee for recreation vehicles used on private land. Shipping Containers are also affected. The charges were approved in the 2020/21 Budget on 23 June.
Inverleigh Streetscape works
Following the 2019 Streetscape Plan consultations and push back, Council approved a work plan at its May 2019 Meeting. Mainly to fix road surfaces,
address better drainage, plant and protect trees and improve parking. Pleasingly, at least for Inverleigh, the Council advises that it has: •Increased the turnout area at the toilet block to allow for RV Vehicles and reduce potholing. •Improved the School crossing and handrails installed. (Thanks to the Leigh News for pushing this). •Cleaned open drains, but stating that no further major draining works are planned. The drainage and mud puddles outside the Bakery this winter demonstrate that this still needs fixing. •Ordered new street furniture - but a long delay is expected. •Ordered a new public waste bin enclosure but again not yet delivered •Completed line marking (on un-named roads) •Painted the Rotunda – which is “nearing completion” •Painted the exterior and interior of the Tennis Club – again “nearing completion”; and •fixed sundry road edges and footpath maintenance at unspecified places. Regrettably the major drainage outside the Bakery remains undone and appears unlikely to be fixed in the foreseeable future. Likewise the dangerous swale drains in Common Road have not been deal with. Council confirmed on 25 June that the promised bollards to protect trees on the south side of High Street will not be installed because the trees are once again being reviewed and a number are likely to be cut down. Further consultation with business owners and “nearby residents” is promised. Hopefully the Progress Association can continue its liaison with Council and our Community about the heritage trees and aborist’s reports. The re-introduction of the Streetscape Plan by stealth remains a risk as it was only put on hold despite the overwhelming community opposition. Finally, Council has rejected local requests to provide soap and/or sanitizer for the very busy Inverleigh toilet block to ensure all users comply with COVID 19 safe washing health requirements. SHELFORD PRIMARY SCHOOL Return to On-site Learning The return to on-site learning has gone incredibly well. It has been wonderful to see our students back at school! Additional cleaning is occurring at the school as well as teachers incorporating cleaning and hand sanitisation into their daily routine. Overall, students been happy to return and there has been and positive atmosphere around the school. MARC Van A big thank you to Mrs Lang took who took one of the most popular classes ever this year when she showed the students how to build structures using marshmallows and jelly babies. The students thoroughly enjoyed experimenting with building different shapes and what the different properties of the lollies enabled them to build. Snake Safety
Earlier this term we had a snake at school. It was a great learning experience for the students to reinforce that they need to be vigilant for snakes even in the cooler months. It was great to see that they remembered what to do in the situation and they followed protocol brilliantly. Once the Snake Catcher had safely contained the snake he was able to chat to the students about snake behaviour and the importance of being alert for snakes; even in Winter. Assessment and Reporting Our semester reports will be delivered to parents on the last day of term 2, Friday 26th June. Staff have done a fantastic effort preparing these. Due to the disruptions caused by Covid 19, the Department of Education has provided Principals with reporting and assessment guidelines
for semester 1, 2020. Parents are encouraged to make an appointment to speak with their classroom teacher early term 3 should they have any questions or concerns.
Messages of Hope Shelford Primary wrote messages of hope and support to the community and discussed the importance of having empathy for those in the community that might be struggling with the current restrictions. Curriculum Days for 2020 We have not yet set our curriculum day (pupil free) dates for 2020. Schools are entitled to have 4 pupil free days each year. The purpose of these days is for staff to work on increasing their professional knowledge within a particular area of our AIP. I will be looking to seek council approval for our Term 3 date/s once I receive clarity around the availability of suitable training opportunities. Camps We have now received word that school camps can reopen from 21 June with health and safety precautions required. Due to the uncertainty round the lifting of restrictions, the decision was made to reschedule our year 3 camp to Angahook to Wednesday 25th November to Friday the 27th of November. Our year 6 camp to 15 Mile Creek will take place on Monday 10th August – Friday 14th August. Happy Holidays! FROM THE MAYOR’S DESK – JULY 2020 Time flies or time crawls – for most of us, time in isolation during the COVID-19 pandemic was a strange experience. Fast forward two months and we can now see the light at the end of the COVID tunnel. As many return to our daily routines, here at Council we’ve been very pleased to be able to reopen playgrounds and recreation parks, libraries and campgrounds over the past month. It’s an optimistic start to see our families and community groups come back together – at a social distance, of course. As we are heartened by these new steps forward, we are also acutely aware that there are many people in Golden Plains who are facing a tough road back to normal. We understand that some people will need an extra helping hand, and that’s why Council created its new Financial Hardship Policy for residents and businesses. If you need some extra time to make payments or you’re trying to get your businesses back up and running, please call Council for a confidential chat. It may not be a call you’d usually make but these are unusual times – and it may be that we can offer the help you need. In the meantime, please know that Council is working to get the rest of our services and facilities back in action, when allowed by the Victorian Government directives. Both the State and Federal Governments have committed to funding infrastructure to create jobs and boost the economy, and we are making sure that Golden Plains is on the list. We’re off to a very positive start with $500,000 from the Regional Infrastructure Fund, $1.33 million from the Local Roads and Community Infrastructure Fund, $100,000 for ICT Technology, and 20 new local jobs for unemployed people under the Working for Victoria program. Over the coming months, we’ll continue to seek support for the COVID-19 recovery in Golden Plains and we’ll be reporting back to our residents. In our country and in our communities, it’s great to be reopening the doors and yet, we appreciate that this is just the start of getting back to normal. As I have previously written, Golden Plains is full of supportive people and strong communities. The COVID-19 pandemic has once again shown this to be true and together we will work through this recovery and return to the life we love in Golden Plains. Mayor Cr Owen Sharkey

GOLDEN GROWERS PROJECT

Due to the Coronavirus (COVID-19) pandemic, Golden Plains Shire Council has implemented a number of changes to its operations to reduce the risks to residents, staff and volunteers. Council’s Bannockburn and Smythesdale Customer Service Centres are now open for face-to-face interactions. Council greatly appreciates the community’s support while these centres were closed and look forward to welcoming the community at our modern, accessible centres. This information is current as of 25 June 2020. Council recently launched its new online resource hub dedicated to inspiring families to grow and cook with more vegetables: Golden Growers. The Golden Growers page features a series of ‘how to’ videos showcasing tips and tricks on growing, preparing and cooking with a range of vegetables, recipes, and content submitted by community members and Council’s partner organisations.
